With the development of the digital economy, the cashless payments sector is gaining more and more relevance. This is especially clearly defined in the strategically important documents of Russia identified in this study. In particular, special attention at the state level is given to the need to improve the quality of circulation of non-cash payments, especially using electronic money. In this regard, the urgent task of modern science is to develop high-quality legal regulation of individual legal issues in this area.

Abstract At present, scientific research is underway to further develop vegetable growing in the secondary crop, in particular to further increase the yield and quality of white cabbage, to select a system of planting time-sowing scheme that maximizes the biological productivity of varieties, and to apply the most optimal standards of fertilization and irrigation. In this regard, the urgent task remains to determine the optimal varieties of cabbage that can be grown in repeated crops, their optimal planting scheme, timing, development and implementation of optimal standards for each variety of mineral fertilizers and irrigation, and its solution is large-scale throughout the country. Besides that a number of problematic issues are addressed, which could allow to get high and high-quality harvest of white cabbage in repeated sowing in grain-free areas.

The article is devoted to the topic of cinema development in Ukraine and the role of state aid in the development of the film industry. Much effort is required to develop cinematography, mainly from the state in the form of material and legal assistance. In order for the film industry to start productive activities, it is beneficial for the Ukrainians who have something to look at, as well as for the state, which will have an income to the state budget. The film industry is an important component of the cultural sphere. Cinema helps the individual to escape from problems, to plunge into another reality. In the 21st century, cinema is not a way to have fun, but a source for the beginning of thinking, analysis, and cognition. The movie industry is a powerful lever for the country’s development. Much effort is required to develop cinematography, mainly from the state in the form of material and legal assistance. To date, the cinema industry in Ukraine needs to solve the existing problems. The main problem is concentrated in the structures that receive state financial aid and misuse it. It is impossible to say that the developed film industry is the lion’s share of the country’s budget. To produce high-quality tapes is beneficial not only for the economy but also for the global perception of Ukraine as a state that is able to move forward in all areas. The development of the film industry is a significant contribution to the spiritual development of the nation, as well as the opportunity for the future international recognition and perception of domestic cinema as another quality product from Ukraine. It is impossible to say that the developed film industry is the lion’s share of the country’s budget. To produce high-quality tapes is beneficial not only for the economy but also for the global perception of Ukraine is a state that is able to move forward in all areas. The development of the film industry is a significant contribution to the spiritual development of the nation, as well as the opportunity for the future international recognition and perception of domestic cinema as another quality product from Ukraine. The performance of adversarial dialogue generation models relies on the quality of the reward signal produced by the discriminator. The reward signal from a poor discriminator can be very sparse and unstable, which may lead the generator to fall into a local optimum or to produce nonsense replies. To alleviate the first problem, we first extend a recently proposed adversarial dialogue generation method to an adversarial imitation learning solution. Then, in the framework of adversarial inverse reinforcement learning, we propose a new reward model for dialogue generation that can provide a more accurate and precise reward signal for generator training. We evaluate the performance of the resulting model with automatic metrics and human evaluations in two annotation settings. Our experimental results demonstrate that our model can generate more high-quality responses and achieve higher overall performance than the state-of-the-art.

Preserving the health of the population occupies a special place at the legislative level, in the socio-economic strategies for the development of regions and the country as a whole. The preservation of human health depends not only on one’s own desire to preserve it, including the current state of the state and the development of the country’s tourism industry. Recreation and recreation for modern people, who mainly live in cities and megacities characterized by a high level of pollution due to the intensity of economic activity, are of particular importance for maintaining health and life expectancy. An increase in people’s life expectancy is considered at the state level as an important indicator of people’s well-being, improving the level and quality of life. Russia has created unique conditions and opportunities for the development of domestic tourism, which, with reasonable organization, investments, including the creation of public-private partnerships, and improving the efficiency of services provided, allow us to carry out our activities in the field of preserving and maintaining public health, increasing the duration and quality of life. Domestic Russian tourism can be considered as the basis for the socio-economic development of territories at any level, as well as as an industry whose contribution to the country’s GDP can be significant.

Introduction: with the development of the digital economy, the sphere of non-cash payments reaches its peak value. This legal institution is particularly important in connection with the goal set in Russia’s strategic documents to improve the quality of non-cash payments and bring them to a new, technologically advanced level. The good legal regulation of certain legal issues in this regard is one of the most urgent tasks of the modern state. In this regard, the author aims to study an important element of the system of non-cash payments –electronic money – and determine its place in the civil rights system. Methods: the methodological framework for this research is a set of methods of scientific knowledge, among which the main ones are the comparative legal method, as well as the methods of systematicity and analysis. Results: the author’s well-founded position is based on the analysis of the legislation and opinions of the scientists expressed in the competent scientific community on the issue of recognizing electronic money as an object of civil rights and, accordingly, assigning it to a certain category of objects named in Article 128 of the Civil Code of the Russian Federation. Conclusions: the study proved that the lack of full understanding of the legal nature of electronic money was connected with the unresolved issue of its belonging to the objects of civil rights, in whose connection it substantiated the belonging of electronic money to the rights of obligation to claim to be included in Article 128 of the Civil Code of the Russian Federation as an object of civil rights.

The paper investigates the legal regulation of land lease in Ukraine. The expediency of strengthening the role and responsibility of the state in the field of conservation of leased land is substantiated. The current legislative provisions governing the legal issues of leasing land plots in Ukraine are provided. The main issues of legal regulation of land lease in Ukraine are formulated from the standpoint of the current legislative acts. The relevance of the issue is determined by the urgent need to resolve all issues arising between the parties upon handover (acceptance) of land for lease in Ukraine within the framework of the current legislation. Legal regulation of all issues related to the lease of land in Ukraine helps to prevent and resolve disputes between the parties related to ignorance, or failure to perform obligations of lease agreements, which are consolidated by the provisions of the current legislation, by any of the parties. Relations between lessees and lessors acquire a legislative framework, which greatly facilitates the resolution of all possible disputes. The practical significance of the study lies in identification and statement of the main regulations of current legislation, which objectively govern the issues of lease relations between the parties in Ukraine, from a legal position. The results of the paper, the conclusions and opinions contained therein, can be used in practical activities by organizations and individuals concluding lease agreements with each other for the right to use land plots in order to settle their lease obligations from the standpoint of the law. Of particular importance is the ability to facilitate the successful resolution of disputes between parties entering into lease relations, or to completely avoid them.

In a series of studies, in which 19 apparently healthy male volunteers participated, on the basis of a comparative analysis of the bioelectric brain activity and work performance, it is shown that two strategies of adaptation to the factors of monotony are possible. One of them is based on the maintenance of a high quality of activity even at the price of a considerable reduction in the functional state of the brain; the second is based on the maintenance of the functional status of the brain even at the expense of the short-term loss of control over realizable performance. The factor conditioning the long term inability to support continual high quality of performance under the conditions of monotony is a high lability in nervous processes. The resistance to the effects of the factors of monotony is connected, on the other hand, with the low lability of nervous processes with a certain predominance of excitatory processes over inhibiting processes. The electrographic correlates of the development of the state of monotony represent an increase in the EEG of an alert person of the slow spectra (theta and alpha), and also beta-2 waves, as well as a reduction in the intrahemispheric coherence of alpha-waves. These results can be used for the development of control systems for the state of the operators who work in conditions of monotony (pilots, the operators of electric trains, the operators of power plants, including atomic power plants, and others), as well as in the occupational selection of individuals for jobs involving work under such conditions.

The article shows that the foundation of the digital economy can be a new paradigm for predicting the future from the future, i.e. from the future in which the development goal has already been achieved. This allows to minimize all costs and completely avoid incorrect system solutions of the existing trial-and-error approach. Using the achievements of the technological revolution of Industry 4.0, an effective digital economy can be formed only when it is seen as an economy of coordinated interests between the state, business, society and the interests of each individual in real time at every local level. This will make it possible to solve the problem of ensuring the high quality of life not of citizens in general, but of each individual.
