<p><strong>ABSTRACT</strong></p><p>This article examined the historical development of the struggle of the Muslim communities concentrated in the Southern Philippines for cultural freedom and political independence. Additionally, this study also concentrated on, on the one hand,  the attempts exerted to establish an Islamic state in the Southern Philippines and Christian-Muslim competition in the country, and on the other hand, the minority policies of the Philippine governments towards the Muslim communities. In the present article, both the historical background and political fate of both Filipino Muslims were discussed, and the ethnic, socio-cultural and demographic characteristics of this country were addressed. Besides, the issue of freedom of the people of Moro and the establishment problems of Muslim Mindanao Autonomous Region and Bangsamoro Autonomous Region were examined. It is the most important consequence of this work that the peace climate between the government forces and the Muslim guerrillas in the Southern Philippines, the continuation of the social, economic, political and cultural problems of the Moro people and the independence of the Muslim communities living in the Philippine islands. Provision of the peaceful climate between the government forces and the Muslim guerrillas in the southern Philippines, the continuation of social, economic, political and cultural problems of the Moro people, and the failure of the Muslim communities living on the Philippine islands to gain their independence were the most important results of this study.</p><p><strong>ÖZ</strong></p><p>Bu makalede Güney Filipinler’de yoğunlaşan Müslüman toplulukların kültürel özgürlük ve siyasi bağımsızlık mücadelesinin tarihsel gelişimi irdelenmiştir. Ayrıca bu çalışmada bir yandan Hristiyan-Müslüman rekabeti ile Güney Filipinlerde İslam devleti kurma girişimleri, diğer yandan da Filipinler hükümetlerinin Müslüman topluluklara yönelik azınlık politikaları büyüteç altına alınmıştır.  Makalede hem Filipin Müslümanlarının tarihsel geçmişi ve siyasi kaderi tartışılmış, hem de bu ülkenin etnik, sosyo-kültürel ve demografik özellikleri ele alınmıştır. Ayrıca makalede Moro halkının özgürlük mücadelesi ile Müslüman Mindanao Özerk Bölgesi ve Bangsamoro Özerk Yönetim Bölgesinin kuruluş sorunlarına değinilmiştir. Güney Filipinlerde hükümet güçleri ile Müslüman gerillalar arasında barış ikliminin sağlanmış olması, Moro halkının sosyo-ekonomik, siyasi ve kültürel sorunlarının devam etmesi ve Filipin adalarında yaşayan Müslüman toplulukların bağımsızlıklarına kavuşamamış olmalarının tespit edilmesi bu çalışmanın en önemli sonuçlarıdır.</p>

This chapter examines how political interests in Mindanao and in Manila have made it difficult to resolve the territorial cleavage in southern Philippines, even though the 1987 Constitution envisioned Muslim autonomy within the unitary republic. It first provides a historical background on the Muslim insurgency in Mindanao, led by the Moro National Liberation Front (MNLF) and later, the Moro Islamic Liberation Front (MILF). It also considers the 1976 Tripoli agreement signed under martial law, the drafting of the 1987 Constitution, and the creation of the Autonomous Region of Muslim Mindanao in 1989. It goes on to describe the period of constitutional engagement and more specifically, the “constitutional moment” for resolving the Mindanao question that began in mid-2010. Finally, it analyzes the outcome of the peace talks between the government and the Moro insurgents, along with some of significant the lessons that can be drawn from the experience.

Federation of Malaysia: On August 5, 1963, the governments of Malaya, Indonesia, and the Philippines requested the Secretary-General, U Thant, to ascertain by a fresh approach, prior to the establishment of the Federation of Malaysia, the wishes of the people of Sabah (North Borneo) and Sarawak concerning their future political status. His survey was to be conducted within the context of principle 9 of the annex to General Assembly Resolution 1541 (XV) of December 15, 1960. More specifically the Secretary-General was asked to consider whether in the recent elections in Sabah and Sarawak: 1) Malaysia had been a major issue if not the major issue; 2) electoral registers had been properly compiled; 3) elections had been free and there had been no coercion; and 4) votes had been properly polled and counted. In addition, he was to take into account the wishes of those who would have exercised their right of self-determination in the recent elections had they not been detained for political activities, imprisoned for political offenses, or absent from the country. Responding to this request and with the consent of the government of the United Kingdom, the Secretary-General set up two working teams under the supervision of his personal representative, which were to work in Sarawak and Sabah. The mission, consisting of nine individuals, held hearings and considered written communications.

Second in importance only to the question raised by the short editorial in the last number of Philosophy: Why are we at War? is that on which there is at present a lively discussion going on in The Times and elsewhere under the title of “German Rulers and People”: With Whom are we at War? On one point there is no difference of opinion: we are at war with the blood- and crimestained group that, with Hitler at their head, hold the reins of government. Difference begins when it is asked what share the people of Germany as a whole has in their crimes. On the one side are those who hold that, as you cannot, in historical words, “bring an indictment against a whole nation,” neither can you be at war with a whole people, and that the main problem we have before us is the discovery of the means to appeal to the intelligence and hearts of the mass of the nation in order to enlist it against its Government as a common enemy. On the other side are those who quote the equally historic words that “every nation gets the kind of government it deserves,” from which “it follows that it deserves no immunity for the acts of the Government by which it chooses, or allows itself, to be governed.” This argument is reinforced first by a general philosophy of war as the “natural” order of things from which man is only gradually emerging into an exceptional and precarious condition of peace; and secondly, with regard to Germany in particular, that “the lust for dominance through force is, and will be for generations, at the root of the German character.” The importance of the issue as thus stated requires no emphasis.

Solid waste management is considered a pressing global issue calling for an immediate response from the government and its people. The Philippines has a continuously rising amount of waste and is expected to further increase in the succeeding years. As reviewed, associated problems with solid waste management in the country include an increasing amount of solid waste, weak law implementation, scarcity of sanitary landfills, and improper disposal. The ultimate solution existing in the country is the RA 9003 or the Ecological Solid Waste Management Act of 2000 which highlights the practices of segregation, proper disposal, and waste diversion. The importance of envisioning a trash-free Philippines and encouraging people’s participation and awareness is also emphasized. Another possible solution to solid waste management is valorization which can also address other environmental problems such as the depletion of natural resources. These solutions enumerated will only be possible with the presence of good governance, active participation of the people of the country, and the cooperation of all constituents and agencies in the Philippines.

One of the main sources of social economic tension in Russian society became the promotion and acceptance in 2018 of the bill on retirement age increase initiated by the government. Conflict of the created situation expressed itself in a great number of protest meetings in the country againstpension reform. The aim of the article is to give a foundation of the effective way of solving the conflict caused by such reform. For this purpose its influence upon social economic state of labor relations sides is analyzed, the experience of retirement age increase in Germany and France is investigated, the perspective of solving the appeared conflict is defined. Dialectical method as the one which allows to discover the contradictions of the labor relation sides interests is realized. Table method of tendencies analysis in time worked dynamics in economically developed countries is used, the differentiation of workers age cohorts for the evaluation of the consequences of retirement reform is applied. It is found that the main source of retirement conflict in Russia is the degradation of workers position in connection with the growth of the time worked per working life in comparison with the cohort that retired before the reform. By the analysis of the innovate foreign experience the possibility of connection of retirement age increase, on the one hand, and the total number of hours worked per life, on the other hand, is discovered. It is shown that this possibility is the result of the regularity of the working time reduction which is inherent to the modern economy. The role of transition to the six hours working day in Russia as the effective way of solving retirement conflict without rejection of retirement age increase is revealed.

Abstract According to Islamic Shari'a, holding a public office is not a right for an individual, but an obligation for the State. Therefore, the government, both the regional head and all its officials, must select the most suitable and most suitable person for every government job. It should not be made of nepotism by looking at kinship, friendship, or faction from any relationship with the eligibility of someone to hold a position .The existing rulers should appoint officials from the best people (al-ashlah), the Prophet said which means "whoever holds a Muslim's business (meaning being a ruler) then he appoints someone to be an official even though he knows there are more people good for (benefit) of the Muslims, then really he has betrayed Allah and His Messenger "(Ibn Taimiyah). If the head of state or other officials do not find the right person for a certain position, in this situation they must choose the person who is more representative. Representative here means the person who is the most appropriate from the one for each government position. And also in this selection process, the head of state and other officials must know about the standards of eligibility al-quwwah (strength) and al-amanah (trust). Al-Quwwah is the ability and feasibility of a job assignment. Whereas trusteeship is a behavior that focuses on the management process regarding the position or function of a position that is in accordance with Islamic Shari'a with the intention of only devoting to Allah and not based on fear of humans and expecting their self-interest. nominating yourself is required to convey the vision and mission and the state program that will be implemented. In this case, the community or community is very necessary to obtain information on the candidate pairs who nominate themselves, and the campaign that can be used as a means of communicating politics and public education. The leaders, servants of the State, civil servants or the military, judges and so on, are essentially representations of the voices of the people they lead. The leaders are no more than public servants who must devote and dedicate their leadership to the benefit of the people. The leaders are only representatives of the fulfillment of the rights of the people, so that they are obliged to run the government properly.    Abstrak Menurut syariat islam, memegang suatu jabatan-jabatan umum bukanlah hak  bagi individu, melainkan kewajiban atasnya bagi Negara. Oleh sebab itu, pemerintah baik kepala daerah dan seluruh pejabatnya harus menyeleksi orang yang paling cocok dan paling layak bagi setiap pekerjaan pemerintahan.Tidak boleh beerbuat nepotisme dengan memandang kekerabatan, persahabatan, atau golongan dari manapun yang tidak ada hubunngannya dengan kelayakan seseorang untuk memegang suatu jabatan.Para penguasa yang telah ada hendaknya mengangkat para pejabat dari orang orang terbaik (al-ashlah), Nabi bersabda yang artinya“barang siapa memegang suatu urusan kaum muslimin (maksudnya menjadi penguasa) kemudian ia mengangkat seseorang menjadi pejabat padahal ia mengetahui ada orang yang lebih baik bagi (kemaslahatan) kaum muslimin, maka sungguh ia telah mengkhianati Allah dan Rasul-Nya” (Ibnu Taimiyah).Apabila kepala Negara atau para pejabat lainnya tidak menemukan orang yang tepat untuk suatu jabatan tertentu, dalam keadaan ini mereka harus memilih orang yang lebih representative. Representative disini memiliki arti yakni orang yang paling tepat dari yang ada untuk setiap jabatan pemerintahan. Dan juga dalam proses penyeleksian ini, kepala Negara dan pejabat lainnya harus mengetahui tentang standar kelayakan  al-quwwah (kekuatan) dan al-amanah (kepercayaan).Al-Quwwah ialah kemampuan dan kelayakan suatu tugas jabatan. Sedangkan amanah, merupakan perilaku yang dititik beratkan pada proses  pengelolaan perihal jabatan atau fungsi dari suatu jabatan yang sesuai dengan syariat islam dengan niat hanya bertaqwa kepada Allah dan bukan berdasar pada ketakutan kepada manusia dan mengharap pamrih dari mereka.Didalam pelaksanaan kampanye, pasangan calon kandidat yang mencalonkan diri diharuskan untuk menyampaikan visi dan misi serta program kenegaraan yang akan dijalankan. Dalam hal ini, umat atau khalayak masyarakat sangat perlu untuk memperoleh informasi atas pasangan calon kandidat yang mencalonkan diri tersebut, dan kampanyelah yang dapat dijadikan sebagai sarana berkomunikasi politik dan pendidikan masyarakat. Para pemimpin, abdi Negara, pegawai sipil atau militer, hakim dan lain sebagainya, pada hakikatnya merupakan representasi suara rakyat yang mereka pimpin. Para pemimpin tidaklah lebih dari pelayan masyarakat yang harus mengabdikan dan mendedikasikan kepemimpinannya untuk kemaslahatan rakyat. Para pemimpin hanyalah wakil akan pemenuh hak hak umat, sehingga mereka wajib menjalankan roda pemerintahan dengan baik.

The main contents of the ethical norms of public administration are the supremacy of public welfare, harmful inaction, and careful use of power, social responsibility, equal competition and enhancement of trust. Contradiction is a philosophical category reflecting the unity of opposites within and between things, and is the core content of materialist dialectics. The main social contradiction is the one that occupies the core position and dominates the society. Administration itself is not the ultimate goal, it is a series of communication channels to convey people's needs and wishes, and to ensure that these needs and wishes can be reflected and considered through state control. Similarly, these channels also play the role of the government in conveying policies and implementing tasks to the people. Therefore, if these channels are to make positive and significant contributions to people-centered development, the role of administration must adapt to the social-cultural environment and tradition.

This research is aim to explain how local wisdom could play an important role in shaping and forming a new autonomous region (DOB). It is shown that local wisdom in Apau Kayan is very influential in social, economic and cultural life of the people. Apart from that, this can be viewed as the implementation of assymetric decentralization where local government is given a broader authority by Central Government to regulate their own region according to existing local wisdom. In this sense, it is perceived as an effective way of incorporating local wisdom as an integral part of local development.
