In the event of large-scale disasters requiring state-level responses in Korea, the Fire Commissioner of the National Fire Agency (NFA) mobilizes the fire-fighting forces from the cities or provinces of the entire country. Korea does not have a suitable system to receive support in disaster-affected cities or provinces. There is, however, a system to support disaster-ravaged cities or provinces in accordance with the fire-fighting force mobilization system under the Framework Act on Fire Services. Unlike Korea, Japan mobilizes registered emergency fire response teams (EFRTs) to address large-scale disasters. In addition, fire departments of all prefectures and municipalities have established plans to receive EFRTs to prepare for large-scale disasters within their jurisdictions. This study analyzes the plan to receive EFRTs when large-scale disasters occur and EFRTs are mobilized in disaster sites in Japan. The receiving plan includes the following: procedure for requesting EFRT mobilization; establishment of a fire support coordination headquarters within the emergency operations headquarters of prefectures; establishment of command headquarters and command support headquarters in municipalities; establishment of air command headquarters in the fire air corps of prefectures; and appointment of the heads of command for support units and command support teams. Additionally, the plan addresses the establishment of advance points, hutment places, fueling stations, command systems, communication operation systems, task assignment systems, and unit movement and withdrawal procedures.

32,000 fire fighters from 451 fire departments in 41 prefectures were mobilized to support and assist fire extinguishing and lifesaving in the Hyogo Prefecture Nanbu Earthquake that occurred on January 17, 1995. Based on this experience, the emergency fire response team for disaster response (EFRT) was established by the Fire and Disaster Management Agency (FDMA) on June 30, 1995. When large scale disasters occur over wide areas, EFRTs in Japan are dispatched to the disaster places to assist fire fighting on demand or by the order of the commissioner of the FDMA. This study analyzed the background required for establishing the EFRT; the process and details of the legislation; the establishment of basic plans, organizations, and operation plans; and assistance dispatch along with the plan for receiving outside support; registration and the plan for reinforcing equipment; the status of training for preparing assistance dispatch; and activity results in order to provide basic information to prepare large scale disasters and establish coping policies in Korea.

ABSTRACTThe incident command system provides an organizational structure at the agency, discipline, or jurisdiction level for effectively coordinating response and recovery efforts during most conventional disasters. This structure does not have the capacity or capability to manage the complexities of a large-scale health-related disaster, especially a pandemic, in which unprecedented decisions at every level (eg, surveillance, triage protocols, surge capacity, isolation, quarantine, health care staffing, deployment) are necessary to investigate, control, and prevent transmission of disease. Emerging concepts supporting a unified decision-making, coordination, and resource management system through a health-specific emergency operations center are addressed and the potential structure, function, roles, and responsibilities are described, including comparisons across countries with similar incident command systems. In this study, we explore the long-term trends of floodplain population dynamics at different spatial scales in the contiguous United States (U.S.). We exploit different types of datasets from 1790–2010—i.e., decadal spatial distribution for the population density in the US, global floodplains dataset, large-scale data of flood occurrence and damage, and structural and nonstructural flood protection measures for the US. At the national level, we found that the population initially settled down within the floodplains and then spread across its territory over time. At the state level, we observed that flood damages and national protection measures might have contributed to a learning effect, which in turn, shaped the floodplain population dynamics over time. Finally, at the county level, other socio-economic factors such as local flood insurances, economic activities, and socio-political context may predominantly influence the dynamics. Our study shows that different influencing factors affect floodplain population dynamics at different spatial scales. These facts are crucial for a reliable development and implementation of flood risk management planning.

Survey response is higher when the request comes from a familiar entity compared to an unknown sender. Little is known about how sender influences response to surveys of organizations. We assessed whether familiarity of the sender influences response outcomes in a survey of emergency medical services agencies. Emergency medical services agencies in one U.S. state were randomly assigned to receive survey emails from either a familiar or unfamiliar sender. Both deployment approaches were subsequently used nationwide, with each state selecting one of the two contact methods. Experimental results showed that requests from the familiar sender achieved higher survey response (54.3%) compared to requests from the unfamiliar sender (36.9%; OR: 2.03; 95% CI: 1.23, 3.33). Similar results were observed in the subsequent nationwide survey; in states where the familiar sender deployed the survey, 62.0% of agencies responded, compared to 51.0% when the survey was sent by the unfamiliar sender (OR: 1.57; 95% CI: 1.47, 1.67). The response difference resulted in nearly 60 additional hours of staff time needed to perform telephone follow-up to nonrespondents. When surveying healthcare organizations, surveyors should recognize that it is more challenging to obtain responses without a pre-established relationship with the organizations.

While fast and reliable analytical results are crucial for first responders to make adequate decisions, these can be difficult to establish, especially at large-scale clandestine laboratories. To overcome this issue, multiple techniques at different levels of complexity are available. In addition to the level of complexity their information value differs as well. Within this publication, a comparison between three techniques that can be applied for on-site analysis is performed. These techniques range from ones with a simple yes or no response to sophisticated ones that allows to receive complex information about a sample. The three evaluated techniques are immunoassay drug tests representing easy to handle and fast to explain systems, ion mobility spectrometry as state-of-the-art equipment that needs training and experience prior to use and ambient pressure laser desorption with the need for a highly skilled operator as possible future technique that is currently under development. In addition to the measurement of validation parameters, real case samples are investigated to obtain practically relevant information about the capabilities and limitations of these techniques for on-site operations. Results demonstrate that in general all techniques deliver valid results, but the bandwidth of information widely varies between the investigated techniques.

With rapid urbanization in the world, new town construction has become prosperous. In particular, new emerging towns in China are unique because of the most significant movement of “building cities”. Over four decades of reform and opening-up, this movement has brought about a special development model known as State-level New Area (SLNA) which, like a new town, is causing a growth spurt in national and regional economic development. By applying the critical theory of production of space, this paper gives an overall analysis. SLNAs generate a new expansion pattern of urban space in the regionalization process dominated by governments. To reveal the spatiotemporal evolution logic of SLNA, the framework identifies the main characteristics contributing to spatial production: both bottom-up and top-down project on construction; a sharp and unordered trend of increment in time scale; an unbalanced regional distribution in the sequential order of “Eastern–Western–Northeastern–Central” among regions; complex spatial overlaying with different development zones and administrative divisions; and large-scale spatial expanding. This paper finds that the ongoing growth of SLNAs is a rapid process of spatial production with more contradictions, which is especially marked by tension between disorder and reorder. We hope to provide theoretical reference and practical guidance for the sustainable urbanization and orderly regional development of SLNAs.

Abstract Objective – This study aimed to explore the well-established link between public library funding and activity, specifically to what extent socioeconomic factors could explain the correlation. Methods – State-level data from the Massachusetts Board of Library Commissioners were analyzed for 280 public libraries using two linear regression models. These public libraries were matched with socioeconomic data for their communities. Results – Confirming prior research, a library’s municipal funding correlated strongly with its direct circulation. In terms of library outputs, the municipal funding appeared to represent a library’s staffing and number of annual visitations. For socioeconomic factors, the strongest predictor of a library’s municipal appropriation was its “number of educated residents.” Other socioeconomic factors were far less important. Conclusion – Although education correlated strongly with library activity, variation within the data suggests that public libraries are idiosyncratic and that their funding is not dictated exclusively by the community’s socioeconomic profile. Library administrators and advocates can examine what libraries of similar socioeconomic profiles do to receive additional municipal funding.

Background: The approval of the first SARS-COV-2 vaccines for COVID-19 were accompanied by unprecedented efforts to provide vaccination to healthcare workers and first responders. More information about vaccine uptake in this group is needed to better refine and target educational messaging. Methods: HCA Healthcare used federal guidance and internal experience to create a systemwide mass vaccination strategy. A closed point-of-dispensing (POD) model was developed and implemented. The previously developed enterprise-wide emergency operations strategy was adapted and implemented, which allowed for rapid development of communications and operational processes. A tiering strategy based on recommendations from the National Academies was used in conjunction with human resources data to determine vaccine eligibility for the first phase of vaccination. A comprehensive data and reporting strategy was built to connect human resources and vaccine consent data for tracking vaccination rates across the system. Results: Vaccination of employed and affiliated colleagues began December 15, 2020, and was made available based on state-level release of tiers. Within the first 6 weeks, in total, 203,544 individuals were eligible for vaccine based on these criteria. Of these, 181,282 (89.1%) consented to and received vaccine, 19,788 (9.7%) declined, and 2,474 (1.2%) indicated that they had already been vaccinated. Of those eligible, the highest acceptance of vaccine was among the job codes of specialists and professionals (n = 7,914 total, 100% consent), providers (n = 23,335, 99.6%,), and physicians (n = 3,218, 98.4%). Vaccine was most likely to be declined among job codes of clerical and other administrative (n = 12,889 total, 80.1% consent), clinical specialists and professionals (n = 22,853, 81.0%,) and aides, orderlies and technicians (n = 17,803, 82.6%,). Registered nurses made up the largest eligible population (n = 56,793), and 89.5% of those eligible consented to receive vaccination. Average age among those who consented was slightly older (48.3 years) than those that declined (44.7 years), as was length of employment tenure (6.9 vs 5.0 years). Conclusion: A large-scale, closed POD, mass vaccination program was able to vaccinate nearly 200,000 healthcare workers for SARS-CoV-2 in 6 weeks. This program was implemented in acute-care sites across 20 different US states, and it was able to meet the various state-level requirements for management of processes, product, and required reporting. The development of a standardized strategy and custom, centralized monitoring and reporting facilitated insight into the characteristics of early vaccine adopters versus those who decline vaccination. These data can aid in the refining and targeting of educational materials and messaging about the SARS-CoV-2 vaccine.Funding: NoDisclosures: None

This paper describes the development of the principles of fiduciary access to digital assets in the United States. It focuses on US legislation before the drafting of the Revised Uniform Fiduciary Access to Digital Assets Act (RUFADAA) in 2015, examining the legal and social issues faced by American lawyers in their search for a balance between facilitating fiduciary access and respecting privacy. Special attention is paid to the first legislative initiatives at the state level as well as to two model regulations that represent opposite approaches to access to digital assets: the Privacy Expectation Afterlife and Choices Act (PEAC) and the Uniform Fiduciary Access to Digital Assets Act (UFADAA). The analysis considers the requirements for gaining access to the account of a deceased user, conflicts between legally protected interests and conflicting federal and state laws, and the meaning of such legal terms as digital assets, fiduciary, custodian, content of an electronic communication, et. al. The reasons for the failure of these acts to receive final approval are also analysed. Research is based on American doctrine, state and federal legal acts, documentation of the legislative process, and the work of expert groups, including, primarily, the Uniform Law Commission (ULC).

COVID 19 pandemic has thrown up bitter colors when India witnessed the large scale gory sage of reverse internal migration of unorganized workforce. As compared to intercontinental migration the degree of internal migration is twice. Displacement, lockdowns, loss of employment, starvation and social distancing provoked a frenzied course of mass return for internal migrants in India and other parts of the world. In India there is a peculiar trend of unorganized workforce migration. Out of 29 states and 7 union territories, few states dominate where migrants flock for seeking livelihood. The fleeing of migrants to their inherent origin has weakened the economic activities towards slowdown in the economic growth. This thematic review paper discusses the problems of the internal migrants and their state during and post lockdown announcements in India. The data included extracts of articles, opinions and reviews for which codes were recognized which lead to formulation of research themes. The review also highlights government interventions in addressing the challenges confronted by the internal migrants with social security. This study proposes an arrangement as migrant exchange at state level for efficient policy formulation and accomplishment of social security standards.
