Penelitian yang dilakukan bertujuan untuk mengetahui Evaluasi Kebijakan Reformasi Birokrasi Kabupaten Pangkajene dan Kepulauan di Dinas Penanaman Modal Pelayanan Sistem Satu Pintu (DPMPTSP). Metode penelitian yang digunakan adalah penelitian kualitatif  bertujuan untuk mengamati aspek yang akan diteliti, kemudian meneskripsikan aspek tersebut. Untuk menentukan fakta maka peneliti melakukan wawancara, observasi beberapa informan kunci. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan reformasi birokrasi di DPMPTSP Kabupaten Pangkep belum dapat dilaksanakan secara maksimal, hal ini dapat terlihat kurangnya perubahan yang terjadi baik dari sitem penatalaksanaan, proses pelaksanaan yang masih kurang efektif dan efisien, tidak terukur terukur dan belum sesuai dengan prinsip Good Governance, masih kurangnya SDM aparatur yang berintegritas, netral, kompeten, profesional, dan berkinerja tinggi.Penatalaksanaan SAKIP di DPMPTSP Kabupaten Pangkep mekanismenya sesuai dengan tahap-tahap pelaksanaan SAKIP, hal ini dilihat dari capaian kinerja DPMPTSP setelah diterapkan SAKIP  sudah masuk dalam kategori Sangat Baik, dengan perolehan Nilai Capaian Kinerja sebesar 94,76 (Sangat Baik), serta dukungan Pemerintah Daerah terhadap penatalaksanaan SAKIP. This study aims to determine the evaluation of the Bureaucratic Reform Policy in Pangkajene and Islands Districts at the One Stop System Investment Service (DPMPTSP). The research method used is qualitative research aimed at observing the aspects to be studied, then describing these aspects. To determine the facts, the researchers conducted interviews, observed several key informants. The results showed that the implementation of bureaucratic reform policies in DPMPTSP Pangkep Regency could not be implemented optimally, this can be seen from the lack of changes that occur both from the management system, the implementation process is still less effective and efficient, not measurable and not in accordance with the principles of Good Governance. , there is still a lack of human resources for apparatus with integrity, neutral, competent, professional, and high-performing. The management of SAKIP in DPMPTSP Pangkep Regency is in accordance with the stages of implementing SAKIP, this can be seen from the performance achievements of DPMPTSP after SAKIP has been implemented, it is already in the Very Good category, with the achievement of a Performance Achievement Score of 94.76 (Very Good), as well as support from the Regional Government for the management of SAKIP

Every founder of a tourism building in Gianyar Regency is required to have a Building Permit (IMB) and pay the levies according to the regional government (Bupati) of Gianyar Regency. The government establishes a procedure for the construction of tourism buildings because they are one of the business fields of providing accommodation which is supervised by the Supervisor of the Investment Service and One Stop Integrated Service of the Gianyar Regency area who is appointed by the Regent and employees who are assigned certain tasks in the area of ​​regional retribution according to applicable legal rules. The issues the present examines are the legal arrangement for permits for the construction of tourism buildings in Gianyar regency and the implementation procedures for the Gianyar Regency Regional Regulation Number 14 of 01 concerning Building Permit Retribution, especially for tourism buildings in the district. The type of research used is the empirical research, which requires the researcher to collect data by coming to the research locus which is in the One Stop Investment and Integrated Service Office and the Civil Service Police Unit Office (Satpol PPl) of Gianyar. The results of the study reveal that the permit to construct tourism buildings is granted by the local government through the application process for building a tourism building permit which must follow the principles of prime and affordable service in accordance with Regional Regulation No. 14 of 01. Law enforcement in granting building permits and paying IMB levies in Gianyar Regency is executed out by giving sanctions to legal entities or building owners who violate the applicable regulations.

This research is motivated by the idea that increasing the innovativeness of local government employees is needed to be able to produce innovations in governance and services to the community in the context of bureaucratic reform to realize good governance. The purpose of this study was to find the influence of organizational culture and transformational leadership on the improvement of employee innovation in a regional government, using the path analysis method with work motivation as an intermediate variable. The sample in this study was153 echelon IV employees / supervisory officers.The results found the fact that organizational culture and transformational leadership have an indirect influence on employee innovation through work motivation. Bureaucratic reform is an effort to make improvements made to the system of organizing matters relating to being institutional, business, and human resources aspects of the apparatus. Human resources are one of the most important factors that cannot even be released by an organization. This study aims to analyze and explain the reform of human resources and their implications for public services in Indonesia. The type of research used is descriptive-qualitative with a case study approach. Data collection techniques used is interviews and documentation. The instruments in this study were the researchers themselves, while the informants used purposive techniques. Data analysis techniques are "interactive models" which include the public, data condensation, data presentation, and verification. The results showed that the implementation of employee capacity building in a one-stop integrated service was well implemented, this was influenced by several factors such as education, training, and assignment, employees understood the responsibilities in carrying out the tasks given by superiors and providing services to the people. The behavior of the apparatus needs to be corrected so that they are oriented to productivity and quality of work and prioritize the benefits of the general public and social justice.

An observation was made when a new website was launched through the ministry in order to improve the service quality of the Building Information System in the Management of Building Permits (SIMBG) at the One-Stop Integrated Service and Investment Service of Merauke Regency which consists of five quality dimensions, namely: tangibility, reliability, responsiveness, assurance, and empathy. The purpose of this research is to describe the service quality of the Building Information System (SIMBG) in making Building Permits at One-Stop Integrated Service and Investment Service. The research is a descriptive with a qualitative analysis approach in its method. The data collection techniques are: theoretical studies and field studies consisting of observations and interviews. 10 informants were interviewed in the study. They are five informants of IMB officers at DPMPTSP and five informants from the community who have made IMBs online. There are 3 data analysis techniques used, namely data reduction, data presentation, and drawing conclusions/verification. The conclusion of this study illustrates that the use of the 5 dimensions of Parasuraman has met the standards of SIMBG Service Quality at DPMPTSP Merauke Regency in the management of IMB. However, there are some shortcomings and things that have not been met, such as the length of time the applicant data upload process takes, the appropriate length of time for issuance, and coordination with each sub district in Merauke Regency regarding more intensive socialization of online licensing at the Merauke Regency DPMPTSP. Apart from that, it has shown that in general the quality of service is quite optimal in providing public services regarding existing permits in Merauke Regency.

This research is motivated by the idea that the motivation of local government employees is needed to be able to produce service performance to the community in the context of bureaucratic reform to realize good governance. The purpose of this study was tofind the influence of organizational culture and transformational leadership on employee motivation in a regional government, using the path analysis method. The sample in this study was153 echelon IV employees / supervisory officials.The results found the fact that organizational culture has a significant effect on employee motivation. Meanwhile, transformational leadership does not influence employee work motivation.

Abstract This study aimed at identifying the implementation of bureaucratic reforms and trying to offer some solutions for improvement of administrative services licensing. This study applied qualitative approach using a case study design. Techniques of data collection used three kinds of instrument, namely: observation, in-depth interviews, and office documentation. The data were analyzed through the stages of data reduction, data presentation, and conclusions and verification. The results found that the implementation of the bureaucratic reform of administration service licensing on the Institutional aspects in Bone regency have shaped the One Stop-Integrated Service; on the aspects of human resources found that the qualification of existing employees were not appropriate to the needs of the organization which lack of employees’ disciplines and responsibilities; on the aspects of systems and procedures indicated that the licensing generally resolved exceeds the specified time of period as well as discrimination and inconsistencies. Through this study, the researcher made verification in some of the concepts and theories in the form of formalism as one of the characteristics of prismatic society proposed by Fred W. Riggs in those phenomena which called “Heresy Regulation”.

The process of collecting surface water tax, hereinafter abbreviated as APER, must basically be carried out in accordance with the procedures stipulated under Regional Regulations. One from many types of local tax that included in Regional Original Income (PAD) is Surface Water Tax, which is one of the sources of finance for government and regional development to improve the welfare of the community. The procedure of collecting surface water tax is directly carried out at the Regional Revenue Service Branch (CPPD) of West Java Province, West Java Regency that is in cooperation with the One Stop Integrated Service and Capital Licensing Service (DPMPTSP) and Water Resources Management Agency (PSDA). In the implementation process, starting from the process of stipulating the Water Taking Permit (SIPPA) for new Taxpayers, registering and conducting data collection, submission, Water Acquisition Value (NPA) to Dispenda, Reporting and Regional Tax Return (SPPD), tax determination, provision tax, the distribution of the Regional Tax Assessment Letter (SKPD) to the Company for billing, and then the taxpayer makes a payment transaction. From the results of this study, the authors suggested that the Regional Revenue Service Unit of West Java Regency Padalarang, have to provide the direction and give counseling to the taxpayers both directly or indirectly to taxpayers who use and take surface water without causing damage for the environment.Keywords: The Process Of Collecting Surface Water Tax

Penelitian yang dilakukan dengan tujuan agar dapat diketahui proses dan faktor yang mempengaruhi implementasi kebijakan dan adakah pengaruh terhadap peningkatan pendapatan asli daerah (PAD) pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Pangkep. Metode penelitian yang dilakukan bersifat kualitatif dengan metode deskriptif kualitatif. Yaitu memberikan pengamatan dan penggambaran terhadap aspek- aspek penelitian, kemudian meneskripsikan aspek tersebut. Untuk menentukan fakta maka peneliti melakukan wawancara, observasi beberapa informan kunci meliputi pelaksana kebijakan IMB, anggota DPRD, dan masyarakat yang bermohon. Hasil penelitian menunjukkan pada Implementasi kebijakan Izin Mendirikan Bangunan di Kabupaten Pangkep belum berjalan dengan efektif dan belum sesuai dengan keinginan pemerintah daerah. Hal ini dikarenakan belum maksimalnya penerapan kebijakan IMB ditandai dengan tidak diterapkannya waji IMB, ketentuan wajib memenuhi syarat tata bangunan. Adapun faktor yang menyebabkan tidak efektifnya implementasi kebijakan adalaah kualitas dan kwantitas staf yang masih kurang, pengawasan dan dukungan politik dari legislatif masih kurang dan komunikasi yang belum efektif yang belum berjalan dengan baik.Penerimaan retribusi IMB terhadap PAD masih sangat rendah, penerimaan retribusi selama tiga tahun terakhir tidak mengalami kenaikan sesuai target yang diharapkan pemerintah. Setiap tahunnya retribusi IMB yang diterrima Rp. 900.000.000 dimana hanya tercapai 60% dari target yang ditentukan pemerintah Kabupaten Pangkep. Nilai kontribusi tersebut belum signifikan terhadap peningkatan PAD di Kabupaten Pangkep. The research was conducted with the aim of knowing the processes and factors that influence policy implementation and whether there is an effect on increasing local revenue (PAD) at the One Stop Integrated Service and Investment Service (DPMPTSP) Pangkep Regency. The research method carried out is qualitative with a qualitative descriptive method. That is to provide observations and descriptions of aspects of the research, then describe these aspects. To determine the facts, the researchers conducted interviews, observed several key informants including IMB policy implementers, DPRD members, and the people who applied. The results showed that the implementation of the building permit policy in Pangkep Regency had not run effectively and had not been in accordance with the wishes of the local government. This is because the implementation of the IMB policy has not been maximized, which is marked by the non-applicability of the mandatory IMB, the provisions of which must meet the building structure requirements. The factors that cause the ineffective implementation of policies are the quality and quantity of staff that are still lacking, political supervision and support from the legislature are still lacking and communication is not yet effective which has not gone well. Receipt of IMB levies on PAD is still very low, retribution receipts for three years The last one did not increase according to the target expected by the government. Each year the IMB levy received is Rp. 900,000,000 where only 60% of the target set by the Pangkep Regency government was achieved. The value of this contribution has not been significant to the increase in PAD in Pangkep Regency.

Business licensing is very necessary in achieving the performance of providers or providers of quality public services for Regional Development so that the Regional Government is responsible and responsive to the needs of the community in fulfilling and equitable economic and political equality. However, due to the Covid-19 Pandemic in Indonesia, all sectors were affected. This research focuses on knowing the role of the Investment Service and One Stop Integrated Services in granting building permits as a target for local revenue during the Covid-19 pandemic. There has been a decrease in the number of applicants for building permits to build up to 50%. The Target of Original Regional Income before the Covid-19 pandemic was 52 billion, when the Covid-19 pandemic the target of Regional Original Income had been reduced by 50%, accounting for 26 billion. The target of Regional Original Income in June has been reached up to 40%. This is in achieving the target of Regional Original Income that will be focused on the budget for purchasing medical devices and the development budget for 2020 will be abolished for a moment, only urgent development can be implemented.Keywords: Role, Building Construction Permit, Regional Original Income.

Abstract This study aims to assess the harmonization of the authority of the organization of integrated licensing services. The research method used is a legal research method that focuses on the implementation of licensing principles. The results showed that licensing and non-licensing services in the One-Stop Integrated Service System (PTSP), including the Regional Government, had separate authority in regional units, including licensing and non-licensing various fields. Regulations concerning PTSP implementation, such as HR, Finance and Supervision, in addition to the institutional form is still in the level where SKPD is intersected with KP2T in the area has been in the form of Dinas or Agency. Therefore, PTSP implementation in the future will run optimally in serving the community. Keywords: Authority, One-Stop Integrated Services, Public Services.  Abstrak Penelitian ini bertujuan untuk mengethui harmonisasi kewenangan lembaga penyelenggaraan pelayanan perizinan terpadu. Metode penelitian yang digunakan adalah metode penelitian hukum yang meniti beratkan pada pelaksanaan prinsip prinsip perizinan. Hasil penelitian menunjukan bahwa kegiatan pelayanan perizinan dan non perizinan di daerah telah diatur untuk menggunakan sistem Pelayanan Terpadu Satu Pintu (PTSP), tidak terkecuali Pemerintah Daerah yang telah mendelegasikan kewenangan tersebut kepada unit perangkat daerah tersendiri, termasuk perizinan dan non perizinan di berbagai bidang. Pengaturan mengenai PTSP di daerah tidak mengatur secara detail beberapa aspek penting pelaksanaan PTSP itu sendiri seperti SDM, Keuangan dan Pengawasan, selain itu bentuk kelembagaannya masih setingkat kantor dimana notabene SKPD teknis yang bersinggungan dengan KP2T di daerah telah berbentuk Dinas atau Badan yang mengakibatkan kesenjangan eselon pimpinan. Oleh karenanya diperlukan perubahan terhadap pengaturan pelaksanaan PTSP di daerah kedepannya agar dapat berjalan dengan optimal dalam melayani masyarakat. Kata Kunci : Kewenangan, Pelayanan Terpadu Satu Pintu, Pelayanan Publik.
