Based on the study of each individual case and their aggregate, on the desire to note and assess the observed symptoms and applying an individual approach to the development of this topic, we hoped to get at least a few valuable touches and move further from the dead center very many questions of the unresolved problem. Hence, their schemes for study proposed by many authors will become clear; but often a kind of clinical picture does not fit into a ready-made framework; it is necessary with a greater degree of certainty, in accordance with their experience and the prevailing conditions of work, to create still new ones others. A collective study of all the available material on cancer and will create an accurate and informed judgment for the further fight against it. The study of poverty and its quantification is a critical yet unresolved problem in social science. This work seeks to use a new composite indicator to assess poverty as a multidimensional concept. However, subjective decisions, such as various weighting systems on the indicator’s creation, may affect its perception. In order to solve this issue, we propose to use random different composite indicators based on simulated weightings and specifications to get a comprehensive interval-based composite indicator. Our method generates robust and trustworthy measurements based on a meaningful conceptual model of poverty. Furthermore, we use some interval parameters such as the upper bound, center, and lower bound to compare the different intervals related to the different statistical units and rankings to aid in analyzing extreme situations and policy scenarios. In Sicily, Calabria, Campania, and Puglia, we identify urgent circumstances. The findings reveal a consistent indicator measurement and the shadow sector’s influence on the final measurements.

Conflicting policies hinder obstacles in handling the Covid-19 pandemic. The need for a solution in the form of the formation of an umbrella act to overcome the conditions caused by the covid-19 pandemic, which covers the health and economic sectors, can be a solution to the conflicts applied by the Government, and the Umbrella Act can answer the Government's confusion in overcoming this pandemic. This study uses a normative method that discusses legal aspects by critically analyzing library materials applicable to laws and regulations. Umbrella actions can go beyond conflicting with an integrated rule. The Umbrella act can be applied in Indonesia and can be a solution to overcome the number of cases of the Covid-19 pandemic, which is still relatively high. With the Umbrella Act, the Government's responsibility will be fulfilled to provide legal protection to the community. The Umbrella Act, which has been proven to overcome conflicting regulations, will solve the current emergency. With the Umbrella Act, the Government's responsibility will fulfill to provide legal protection to society.

Abstract This article discusses the policy learning process in managing the Coronavirus Disease 2019 (COVID-19) within Indonesia and asks several questions regarding the policies formulated and implemented, as well as how the government "learns" and handles the pandemic. Furthermore, this study used a qualitative research method supported by literature discourse methods and online interviews, as well as a policy learning theory-based analysis. According to the results, the Indonesian government has learned a lot from other countries, however, the country has been rather slow in anticipating the pandemic, causing a minimal sense of crisis and urgency. In addition, the low level of trust and seriousness in the government has implications for a less harmonious relationship between the center and the regions. Also, the inter-institutional coordination and the inaccuracy of actors in handling the pandemic is an unresolved problem, therefore, the distribution location expands continually and the infection curve never slopes. Conflicts remain an unresolved problem in the modern world, which is particularly difficult for such a small and developing country like Georgia. The collapse of the Union of Soviet Socialist Republics and the emergence of new sovereign states led not only to an adjustment of a world map but also global geostrategic changes. As a consequence, new centers of power appeared, operating through a variety of strategies to obtain a dominant position in the post-bipolar world. The South Caucasus region turned out to be especially “attractive” in this regard. Two of the conflicts in the abovementioned area arose directly in the territory of Georgia, and these conflicts remain unresolved. Research, analysis and search for settlement mechanisms of the conflicts in Abkhazia and Tskhinvali region are the most important challenges for Georgia, therefore, the purpose of our article is to present the impact of Russia's soft power in the existing conflicts and possible mechanisms for resolving the problem. The article deals with verb derivatives with the prefix za- on the dialectal material that is poorly studied in this aspect — the Russian dialects of the Amur region. The derivational and grammatical meanings of the derived verbs with this formant are characterized in comparison with their literary counterparts. The peculiarities of semantics are revealed and a typology of dialectisms with this prefix is proposed. It is concluded that word formation in this group of dialects is a peculiar form of manifestation of specific and general Russian word-formation tendencies. The relevance and novelty of the work is due to both the general unresolved problem of describing the meanings of Russian verb prefixes, and insufficient knowledge of the specifics of verbal word formation in dialects. In addition, the study of this group of dialects in the derivational aspect is necessary for the construction of a typology of dialects of the Far East and the preparation of a monographic description of them. Turning to the study of prefix verb dialect lexicon can contribute to the introduction of new interesting facts into scientific circulation. Turning to dialects of secondary education, which are under the strongest influence of the literary language, can help to reveal the dynamics of transformations of prefixed meanings.
