In mid-July 2021, American-German talks were held in Washington, within the framework of which J. Biden and A. Merkel discussed the prospects for the Nord Stream 2 gas pipeline (NS-2). This project under President D. Trump became one of the conflicting factors that significantly worsened relations between the United States and Germany. On July 21, a joint statement by the President and the Bundeskanzlerin was published, containing a description of the conditions for the commercial launch of NS-2. The article analyzes the changes in the position of the new American administration regarding the NS-2, the agreements reached in July on the operating conditions for the new gas pipeline, its significance for Berlin's relations with Washington, Moscow, Kiev and Warsaw. Considering the results of the negotiations as a compromise between the United States and the Federal Republic of Germany with ambiguous consequences for Russia, the author concludes that a number of risks remain for the project – the operator of the SP-2 and its owner, Gazprom, during the commercial launch and subsequent operation of the offshore and onshore sections of the gas pipeline, will have to continue to resist the resistance of its opponents in the USA, Germany and several other EU countries.

The paper proposes a system which is electronic data storage (of qualification works of students from different countries) and provides the capability to identify and connect young scientists conducting research on a related problem area. The purpose of developing this system is to provide opportunities for knowledge exchange, research in a team on a common problem, as well as to identify scientific trends in different countries. In this paper, the preprocessing methods influence on the work of classifiers such as Logistic Regression, LSTM, BERT, LightGBM was researched. A study was conducted on the speed of classification and F1 assessment. Conclusions. Lemmatization showed to require a shorter operating time compared to steaming by almost twice and a better score by an average of 5 percent, so it was decided to use the Logistic Regression classifier with lemmatization at the stage of text preparation in the subsequent operation of the proposed ISKE.

One of the relevant areas of research in vocational guidance and ergonomics is the process of developing a chatbot for finding a job, capable of processing any request in a natural language and increasing students’ motivation to obtain a particular profession in a virtual information environment. The diagram of interaction of the developed programme components with users is given. A promising area of further research is the substantiation of the ergonomic requirements for chat bots both in the process of their development and in the subsequent operation. In the next version of the chatbot, it is planned to agree on its possibilities for undertaking master's and postgraduate’s degrees in various areas and training profiles.

We consider the problem of the correct ranking of a dynamically replenished large set of alternatives in multicriteria choice problems that use in the solution the previously obtained modified method for analyzing hierarchies, based on the operation of additive convolution of local priorities not on the obtained set of characteristics of paired comparison matrices (as in the classical method), but on a set of pairs the relative weights of the coordinates of the eigenvectors being compared with each other for each criterion and the subsequent operation of additive convolution according to the criteria and alternatives in each pair. In this version, the algorithm ensures that previously achieved preferences are preserved when adding new alternatives and, thereby, makes it possible to optimize when processing large volumes of dynamically changing data, which significantly expands the applicability of the popular algorithm.

Relevance. Modern cultivation facilities require serious costs for their construction and subsequent operation. For the construction of 1 hectare of modern greenhouses with the cultivation of vegetable plants in light culture, about 200-250 million rubles are needed. The payback period of greenhouses is 5-6 years or more, which depends on the output from a unit area of greenhouses in value terms. And the latter, in turn, depends on the crop grown, the timing of its cultivation and receipt of products, as well as yield. Of course, the most important influence on the timing of crop cultivation and cost the resulting harvest is provided by the presence of an artificial lighting system greenhouses and its power. So expensive cultivation facilities should be used as long as possible during the year. Plan most the effective use of greenhouses throughout the year is called cultural turnover. Typically, a culture rotation includes one or more cultures. Time, one culture is called turnover. Throughout the year in each greenhouse plants are grown in one or several revolutions. And to remove or to shorten the breaks between turns on the elimination of old plants, preparation of greenhouses for a new turn and their disinfection use interplanting.Methods. The experiment was conducted in one of the greenhouses of the Moscow region in 2018 - 2019 in greenhouses equipped with artificial light of 2 hectares.Results. For various reasons, a number of greenhouse plants refuse Interplanting. Here, from our point of view, there are both objective and subjective reasons. The features of the use of interplanting when growing in light culture will be discussed in this article.

The various active chemical additives along with abrasive materials are used to intensify processes in lapping of metal surfaces. The authors developed new lapping compositions based on inexpensive components with the addition of various chemical agents. The chemical additives help to improve metal removal, to decrease surface roughness, and to get a more stable metal surface. New lapping pastes do not cause the corrosion of equipment and do not require their replacement in further operations of the mechanism, for example, large-sized reducer. The chemical additives can be used in electrospark alloying too. They improve both the alloying process and the subsequent operation of alloyed surfaces. New technologies reduce the number of operations that require human involvement. That contributes to the introduction of full machine control over technological process and is the basis for Industry 4.0 that offers the opportunity for manufacturers to optimize their operations quickly and efficiently by knowing what needs attention.

The article discusses the process of selecting points on a rail vehicle in which sensors recording signals will be located, with a view to their later use in the process of monitoring the condition of the vehicle and in particular elements of the first and second degree suspension system. The number of such points and their location is significant considering the complexity of the monitoring system and thus the costs of its construction and subsequent operation, as well as the possibility of using registered signals in the process of diagnosing the technical condition of the vehicle, bearing in mind the functioning of such a system in on-line mode.


Subject Burkinabe insecurity. Significance Since the first insurgent attacks in 2015, the Burkinabe authorities have lost control over parts of several provinces, while the pace and geographical scope of attacks has markedly increased. Worsening security has prompted a recent government reshuffle, changes to the army command, increased security spending and troops being given additional powers. Coordinated offensives by the security forces in early February reportedly killed some 200 insurgents, while another 29 were allegedly killed in a subsequent operation later that month. Impacts As the military’s operations are increased, protection of local populations will come under growing scrutiny. Domestic and international concern may grow over whether secure polls can be held nationwide as scheduled in 2020. New security ministers and army leadership could prompt the start of major army reform, essential for improved operational effectiveness.
