The role of managerial accounting consists in detailing, analyzing, and interpreting the information provided by the general accounting, presenting it in a form that is accessible to the company management. Financial information is confidential, addressed to the internal environment of the company and presented as no standardized periodical reports adapted to the internal management needs. Costs play a determinant role in substantiating the decisions regarding the optimum production system and its adjustment in any competitive economic environment, as a special instrument determining the management of the company both as a whole and for each internal subdivision. But cost will only be able to play its true role if determined in a realistic and pertinent way. Consequently, the final objective of management from the point of view of forecasting, rational organization, information, analysis, prompt decision, and constant control is to obtain production at minimum cost.

As a public facility, port has a significant potential to be cluster of the Covid-19 spread. Many states have implemented policies of denials and restriction of port access to protect people’s health. This study aims to analyze port denials and restrictions policies settings based on international law. In addition, this study is to analyze whether the status of state of emergency will affect state’s obligations based on international law. This study was conducted by analyzing associated international treaty law and customary law. The study concludes that no international treaty law and customary law prohibit port denials and restrictions because port is under the sovereignty of respected coastal state. The state is free to implement any policies. Without any permit, foreign ships are not allowed to enter and dock at the port of the coastal state. However, in a situation of danger or distress, foreign ships have the right to enter port. The IHR 2005, as a special instrument dealing with public health, also provides an opportunity for coastal state to prevent ship embarking and disembarking passengers if the ship is exposed to a pandemic disease, such as Covid-19. In such case, foreign ship may be prohibited from entering and docking at port of coastal state. On the other hand, in a situation of danger or distress, foreign ship has the right to enter port. In contrast, the 1923 Port Convention gave permission to state to close ports in urgent situation that endangered national security.

The purpose of the considerations is to determine in what forms under Italian law wine producers-farmers may sell wine directly to consumers it it meets the criteria of local food systems. In this respect, the regulations on direct sales, so-called “wine routes,” agro-tourism, and farmers’ markets, as well as the “agricultural products from zero kilometres” indications have been analysed. It has been established that Italian laws allow selling wine in all the forms of the short supply chains analysed in the study. Legal provisions in this respect govern farmers and the agricultural products they produce, both unprocessed and processed, including wine. What is more, there is a special instrument created to support the sale of wine in short supply chains – “wine routes” while the Law on Agritourism explicitly allows the serving of wine produced on a given farm. All these represent a form of implementing the idea of local food systems where the conditions such as close proximity between the place of production and the place of sale, direct or close social relationship between the producer and the consumer, the lack of intermediaries or the participation of only one intermediary, are satisfied.

Surrogacy is rapidly growing in intensity in almost the entire world, particularly in Ukraine, at the same time rapidly challenging international private law. Significant differences in approaches to this matter between various countries lead to conflict of laws and the need for its resolution at the international level as well as development of appropriate unified rules by creating an international instrument on surrogate motherhood. In this article, the author is trying to find out what the prospects of creating such a special instrument are today. It has been discovered that research on the possibilities of such regulation has been conducted within the framework of the Hague Conference on Private International Law for about ten years. To this end, a special Group of Experts has been set up within the organization to hold annual meetings and report on them. It is established that the need to create an international instrument on crossborder surrogacy agreements has been recognized at the international level. The Expert Group is currently exploring the possibility of implementing this project. The Expert Group decided that the purpose of this document would be to secure the recognition in the States Parties of a court decision on parentage that resulted from surrogacy. Consideration is also given to extending the document on recognition of acts of competent authorities on the registration a child’s birth and their legal status, given that in many countries parentage resulting from use of surrogate motherhood procedures is established without judicial involvement. It has been clarified that an international legal instrument will be developed in the form of a protocol operating in parallel with the Convention on the Recognition of Legal Parentage, which the Expert Group is also currently working on as part of a single project. In the article, it is discovered what features and provisions the future document may contain. Having analyzed the works of scientists, reports of the Expert Group and other materials, the author concludes that in the next few years a draft protocol on the recognition of paternity, established on the basis of cross-border surrogacy agreements, may be developed.

The article is aimed at diagnosticating the effectiveness of quasi-integration structures on the basis of domestic machine-building enterprises. The relevance of the research is associated with the slow development of the machine-building quasi-integration structures in Ukraine. 11 quasi-integration structures on the basis of machine-building enterprises were examined, namely: public union «Ukrainian Aerospace Cluster» (Dnipro); aerospace cluster «Mekhatronika» (city of Kharkiv); industrial park «Vinnytsya cluster of refrigeration machine-building» (city of Vinnytsya); corporation «Scientific park «Innovation and Investment Cluster of Ternopil region»; aviation cluster of the corporation «Ukrainian aircraft company» of the State-owned concern «Ukroboronprom»; cluster of radiolocation, radiocommunication and special instrument engineering of the State-owned concern «Ukroboronprom»; cluster of precision weapons and ammunition of the State-owned concern «Ukroboronprom»; armored cluster of the State-owned concern «Ukroboronprom»; Mykolayiv shipbuilding cluster; Zakarpattya automotive cluster (Uzhhorod); machine-building cluster «AhroBUM» (Melitopol). On the basis of the information available on the Internet and by means of the analytical on-line system YouControl, an economic analysis of participants in the clusters of the State-owned concern «Ukroboronprom» and «AhroBUM» was carried out. A diagnostics of the effectiveness of these clusters represents an argument for quasi-integration of other machine-building domestic enterprises along with the interacting firms and institutions. It is concluded that the slow development of quasi-integration processes in Ukraine is connected with the ignorance of entrepreneurs and the lack of methodological recommendations for the formation of quasi-integration structures.
