ABSTRAKDasar pertimbangan dikeluarkannya Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 10 Tahun 2020 tentang Persyaratan Pemberian Hak Asimilasi dan Integrasi bagi Narapidana dan Anak dalam rangka pencegahan dan penanggulangan penyebaran COVID-19. dengan banyaknya tingkat hunian di penjara, hal ini telah menimbulkan kekhawatiran bagi pemerintah. Namun, terpidana yang dibebaskan mengulangi kejahatannya lagi dan menimbulkan kecemasan publik. Tujuan dari penelitian ini adalah untuk mengetahui perbedaan antara Permenkumham Nomor 3 Tahun 2018 dengan Permenkumham Nomor 20 Tahun 2020 dan kesesuaian prinsip pembinaan dengan Undang-Undang Nomor 12 Tahun 1995 tentang pemasyarakatan. Metode yang digunakan dalam penelitian ini adalah penelitian hukum normatif dengan menggunakan pendekatan perundang-undangan, pendekatan konseptual. Hasil penelitian ini menunjukkan bahwa perbedaan pemberian hak asimilasi dan integrasi narapidana dalam Permenkumham Nomor 3 Tahun 2018 diberikan sesuai dengan persyaratan substantif dan administratif secara lengkap. Namun dalam Permenkuham Nomor 10 Tahun 2020 terdapat beberapa perbedaan dalam hal pemberian hak asimilasi dan integrasi, baik persyaratan substantif maupun administratif, sehingga Permenkumham Nomor 10 Tahun 2020 memudahkan narapidana mendapatkan hak asimilasi dan integrasi. serta pelaksanaan ketentuan pemberian asimilasi dan integrasi dalam Permenkumham Nomor 10 Tahun 2020 tidak sesuai dengan prinsip pembinaan dalam undang-undang pemasyarakatan. Ketidaksesuaian tersebut dikarenakan adanya narapidana yang kembali melakukan tindak pidana, hal ini menunjukkan kegagalan dalam melakukan pembinaan terhadap narapidana. The purpose of this research was to find out the difference between Permenkumham (Regulation of the minister of Law and human righs) Number 3 of 2018 and Permenkumham Number 20 of 2020 and the suitability of the principles of development with Law Number 12 of 1995 concerning correctionalism. The method used in this research was a type of normative legal research using a statutory approach, a conceptual approach. The results of this study indicated that the differences in the provision of assimilation rights and integration of prisoners in Permenkumham No.3 of 2018 were given in accordance with the complete substantive and administrative requirements. However, in Permenkuham No.10 of 2020 there are several differences in terms of granting assimilation and integration rights, both substantive and administrative requirements, so that Permenkumham No.10 of 2020 made it easier for inmates to get the right of assimilation and integration. and the implementation of the provisions for assimilation and integration in Permenkumham No.10 of 2020 is not in accordance with the principles of guidance in the correctional law. This mismatch was due to the presence of prisoners who had returned to committing criminal acts, this indicated a failure to provide guidance to prisoners. Abstract Gharial (Gavialis gangeticus) is a critically endangered fresh water crocodile endemic to the Indian subcontinent. The species has suffered > 95% decline in population and habitat size. A small population of gharials comprising of 50 breeding adults is resident in a 20 Km stretch of the River Girwa in Katerniaghat wildlife sanctuary, India. Gharials in this 20 Km stretch have been genetically isolated since 1976 by a barrage that functions as a barrier to gene flow. A captive rear and release program has been initiated since 1979 under Project Crocodile for restocking declining wild gharial populations. Thousands of gharial eggs were collected from gharial populations at Girwa and Chambal Rivers. Hatchlings from the collected eggs were captive reared at a common location in Kukrail Gharial Centre, India and released back to multiple gharial populations including the isolated population at Girwa. This restocking programme was not preceded by a genetic screening of captive animals or wild populations to identify genetic diversity and genetic structure of both captive and wild animals. In this study we investigate whether release of captive reared gharials into the resident population at Girwa River has prevented genetic isolation caused due to barriers imposed by the barrage. Using a combination of empirical analysis using microsatellite markers and a systematic review of data from previous workers on molecular characterization of gharial populations, we analysed genetic differentiation in gharial populations at Girwa and Chambal. We found similar genetic variability in gharial populations of Girwa and Chambal. There was low inter population genetic differentiation and evidences of genetic migration between the two populations. Our findings indicate that anthropogenic intervention via release of captive animals has compensated for the genetic isolation in Girwa population caused by the barrage.

Aedes aegypti is inherently susceptible to arboviruses. The geographical expansion of this vector host species has led to the persistence of Dengue, Zika, and Chikungunya human infections. These viruses take advantage of the mosquito’s cell to create an environment conducive for their growth. Arboviral infection triggers transcriptomic and protein dysregulation in Ae. aegypti and in effect, host antiviral mechanisms are compromised. Currently, there are no existing vaccines able to protect human hosts from these infections and thus, vector control strategies such as Wolbachia mass release program is regarded as a viable option. Considerable evidence demonstrates how the presence of Wolbachia interferes with arboviruses by decreasing host cytoskeletal proteins and lipids essential for arboviral infection. Also, Wolbachia strengthens host immunity, cellular regeneration and causes the expression of microRNAs which could potentially be involved in virus inhibition. However, variation in the magnitude of Wolbachia’s pathogen blocking effect that is not due to the endosymbiont’s density has been recently reported. Furthermore, the cellular mechanisms involved in this phenotype differs depending on Wolbachia strain and host species. This prompts the need to explore the cellular interactions between Ae. aegypti-arboviruses-Wolbachia and how different Wolbachia strains overall affect the mosquito’s cell. Understanding what happens at the cellular and molecular level will provide evidence on the sustainability of Wolbachia vector control.

Evaluating the effectiveness of captive breeding programs is central to improving conservation outcomes in released animals. However, few studies have assessed the impact of the strategies and trade-offs involved in husbandry decisions and the selection of traits on the success of breeding programs. This study evaluated a range of husbandry features including an animal's environment, health, and traits of the released individual and its parents involved in the zoo-based Regent Honeyeater breed for release program to optimise individual reproductive success and survivability, leading to improved conservation outcomes in the wild. We analysed 285 birds using a penalised Cox proportional hazard model to assess survival and an ordinal logistic model to evaluate the reproductive success of zoo bred birds released to the wild. Key features identified by the study highlight the importance of having parents that are successful breeders and parents that have an overall higher lifetime reproductive output. However, there were associated quantity-quality trade-offs, as the success of young (i.e., released birds) produced by parents was negatively associated to the number of clutches per year (where one clutch per year was found optimal). The study demonstrated the importance of considering the parental effects on the traits of its offspring beyond its pedigree information and found there was an associated decline in fitness of its offspring with older fathers. Song tutoring using wild Regent Honeyeaters was also important for increased survival post-release. Other important factors are discussed within the review. In general, the study recommended that a multi-faceted approach in the assessment and evaluation of the captive breeding program, to identify markers that will improve conservation outcomes of future releases.

The brown marmorated stink bug Halyomorpha halys is an invasive agricultural pest with a worldwide distribution. Classical biological control has been identified as the most promising method to reduce the populations of H. halys. Adventive populations of two candidates for releases, Trissolcus japonicus and Trissolcus mitsukurii, have recently been detected in Europe. To assess their distribution and abundance, a large-scale survey was performed. From May to September 2019, a wide area covering northern Italy and parts of Switzerland was surveyed, highlighting the expanding distribution of both Tr. japonicus and Tr. mitsukurii. Within four years after their first detection in Europe, both species have rapidly spread into all types of habitats where H. halys is present, showing a wide distribution and continuous expansion. Both exotic Trissolcus showed high levels of parasitism rate towards H. halys, while parasitization of non-target species was a rare event. The generalist Anastatus bifasciatus was the predominant native parasitoid of H. halys, while the emergence of native scelionids from H. halys eggs was rarely observed. The presence of the hyperparasitoid Acroclisoides sinicus was also recorded. This study provided fundamental data that supported the development of the first inoculative release program of Tr. japonicus in Europe.

Releasing mosquito refractory to pathogens has been proposed as a means of controlling mosquito-borne diseases. A recent modeling study demonstrated that instead of the conventional male-only releases, adding blood-fed females to the release population could significantly increase the program’s efficiency, hastening the decrease in disease transmission competence of the target mosquito population and reducing the duration and costs of the release program. However, releasing female mosquitoes presents a short-term risk of increased disease transmission. To quantify this risk, we constructed a Ross–MacDonald model and an individual-based stochastic model to estimate the increase in disease transmission contributed by the released blood-fed females, using the mosquito Aedes aegypti and the dengue virus as a model system. Under baseline parameter values informed by empirical data, our stochastic models predicted a 1.1–5.5% increase in dengue transmission during the initial release, depending on the resistance level of released mosquitoes and release size. The basic reproductive number (R0) increased by 0.45–3.62%. The stochastic simulations were then extended to 10 releases to evaluate the long-term effect. The overall reduction of disease transmission was much greater than the number of potential infections directly contributed by the released females. Releasing blood-fed females with males could also outperform conventional male-only releases when the release strain is sufficiently resistant, and the release size is relatively small. Overall, these results suggested that the long-term benefit of releasing blood-fed females often outweighs the short-term risk.

Abstract Interspecific introgression is considered a potential threat to endangered taxa. One example where this has had a major impact on conservation policy is the lesser white-fronted goose (LWfG). After a dramatic decline in Sweden, captive breeding birds were released between 1981–1999 with the aim to reinforce the population. However, the detection of greater white-fronted goose (GWfG) mitochondrial DNA in the LWfG breeding stock led to the release program being dismantled, even though the presence of GWfG introgression in the actual wild Swedish LWfG population was never documented. To examine this, we sequenced the complete genomes of 21 LWfG birds from the Swedish, Russian and Norwegian populations, and compared these with genomes from other goose species, including the GWfG. We found no evidence of interspecific introgression into the wild Swedish LWfG population in either nuclear genomic or mitochondrial data. Moreover, Swedish LWfG birds are genetically distinct from the Russian and Norwegian populations and display comparatively low genomic diversity and high levels of inbreeding. Our findings highlight the utility of genomic approaches in providing scientific evidence that can help improve conservation management as well as policies for breeding and reinforcement programmes.

This study sought to establish perceptions of block- release program students on the causes and effects of stress. A qualitative approach and a case study design were adopted. Sixty-three participants, (30 female and 33 male) doing a Master of Education degree in Psychology, at a state university in Zimbabwe were purposefully selected to participate in the study. Data were collected using an open-ended, self-administered questionnaire and were thematically analysed. Results for the study indicated that block- release students perceived themselves as experiencing stress. The perceived stressors were revealed as, shortage of accommodation, shortage of learning resources, packed time-tables, and work-overload. The effects of stress were revealed as academic failure, poor quality assignments, immorality, violence, insomnia and persistent headaches. Recommendations were made.
