he article presents an analytical review of the All-Russian Library Congress, held in Vladimir — the Library Capital of Russia 2018 — on 12—18 May 2018. The Congress was devoted to the theme “Ba-sing on the Past, We Build the Future. The Role of Cultural Heritage in Transforming the Librarianship in Russia”. The Congress held an open Discussion on the concept of librarianship development in the Russian Federation; it adopted the Guidelines on local lore activities for public libraries of the Russian Federation and approved the Regulations on the Council for Professional Qualifications in the Field of Library and Information Activities, planned for creation under the Russian Library Association. The Congress worked in various formats: pre-session events, plenary sessions, section meetings by library types and activity areas, and special events. The 19th Exhibition of Publishing Products, New Information Technologies, Goods and Services complemented the Congress. The Congress determined Tula to be the Library Capital of Russia 2019.

The world of commerce has undergone a transformation since the early 1990s, which has increasingly included the utilization of information technologies by firms across industry sectors in order to achieve greater productivity and profitability. In other words, through use of such technologies as mainframes, PCs, telecommunications, state-of-the-art software applications and the Internet, corporations seek to utilize productive resources in a way that augment the efficiency with which they provide the most appropriate mix of goods and services to their ultimate consumer. This process has provided the backbone to the evolution of the information economy which has included increased investment in information technology (IT), the demand for IT labor and the initiation of such new paradigms as e-commerce.

<p>Internet technologies create new platforms for the sale of goods and services, however, their emergence arise new issues of how to attract and retain users. Modern Internet users enjoy freedom of choice, they can easily find travel services, or skip them just by closing the browser tab. That is how Customer Relationship Management (CRM) systems were introduced to build and manage efficiently good user relationships. This article discusses the main functions of CRM, according to the classification of The Center for Research on Information Technology and Organizations (the University of California, Irvine, USA) and considers the potentials of CRM systems on the market for large and small companies.</p><p> </p><p>The objective of the paper is to research information technologies that help to attract, retain and work with clients in travel agencies, as well as technologies that open up new platforms for the sale of tourism products, namely online sales. The article also investigates the impact the Internet technologies have on various industries, in particular on the tourism industry.</p>

The main results of surveys of the population of the Russian Federation on the use of information technologies and information and telecommunication networks for the period from 2014 to 2016 have been described. An analysis of the population’s use of the Internet, including in terms of gender, age, place of residence has been made. Particular attention has been paid to the study of the use of the Internet for the purchase, ordering of goods and services. The article characterizes the most popular goods and services ordered by the population via the Internet. The use of the Internet for the purpose of interaction with public authorities and local self-government has been considered. This paper pays attention to using by our population of the Single portal of public services of the Russian Federation.

Information technology has fundamentally altered many aspects of daily life, including interactions with the government. The role of the Internet continues to increase as more citizens use it to find pertinent information, purchase goods and services, and to participate in virtual communities. By capitalizing on the Internet revolution, governments can create new channels of communication and new methods for participation via e-government. The changing environment, coupled with citizen and business demands, encourages government involvement in e-government initiatives and related uses of information technologies. This essay offers an overview of the historical premises, theoretical constructs, and associated typologies of e-government. These typologies posit a framework for understanding e-government, its potential benefits, and its related challenges.

The interest in Supply Chain (SC) management decision-making problem is growing fast. The purpose of a SC is to transform incomplete information about the market and available resources into co-ordinated plans for production and replenishment of goods and services in the network formed by co-operating units. One of the goals of Internet-Based Management (e-management) is to facilitate transfer and sharing of knowledge in the context of structures, such as SC. Object-oriented Knowledge Management tools for SC configuration utilise reusable components and configure knowledge as needed, in order to interactively assist users (agents) in decision-making. This paper discusses a generic development methodology for object-oriented conceptual modelling and e-management of scalable supply chains. For illustration, applications from the textile industry have been utilised.

The article presents an overview of the activities of the All-Russian Library Congress — the 24th Annual Conference of the Russian Library Association (RLA), which was held on May 11—17, 2019 in Tula, the Library Capital of Russia in 2019. The theme of the Congress is “Concept of Development and Strategic Objectives of Librarianship in Russia”. The authors note the expansion of international participation in the Congress’ 2019, the increase of the number of special and training events, the increasing integration and interaction of various sections of the RBA.The Congress approved the main provisions of the draft Concept of librarianship development in Russia, adopted the RLA Manifesto “Library is the Humanistic Stronghold of the Nation” and approved the draft revision of supplemented “Manual of Library Services for Children in Russia”.The authors consider the events of the Congress — two plenary sessions, section meetings, School of Acquisitions Librarian, School of Library Blogger, which became the place for discussions on a wide range of questions, the 20th Exhibition of publishing products, new information technologies, goods and services, as well as about 530 reports. The article emphasizes the importance of participation of libraries in the “Culture” National project and the role of the Program on modernization of municipal libraries. The Congress discussed the legal framework of library work; project activities; digital environment of libraries; social partnership with institutions of culture, education and tourism; issues of standardization, etc. The article highlights the election of Vice-presidents and Board members of the RLA, as well as presents the procedural decisions taken: on the establishment of the RBA Foundation, on the need to develop draft professional standards for the leading directions of library activities, etc.

On 16—20 May 2021, the All-Russian Library Congress: XXV Anniversary Annual Conference of the Russian Library Association (RLA) was held in the Library Capital of Russia for 2020/2021, Petrozavodsk (Republic of Karelia), with the support of the Ministry of Culture of the Russian Federation and the Government of the Republic of Karelia. The theme of the Congress was “Library 2030: Building the Future Today”. For the first time, this forum was held in a hybrid format, i.e., both offline and online, while all the events were streamed online, which made it possible to expand the audience reach. The strategic goals of the Congress were to identify the main trends in the development of librarianship and to form the image of the library of the future. Consequently, many speakers focused on the pivotal document for the library field “The strategy for the development of librarianship in the Russian Federation until 2030”, approved in 2021. In addition, the participants deliberated the draft of the new professional standard “Specialist in library and information activities”. The plenary and sectional sessions involved the discussions on the development of libraries of various types, the library profession in the modern world, etc. The Congress was accompanied by the XXI Exhibition of publishing products, new information technologies, goods and services, which was also organised in a hybrid format. At the final plenary meeting, the results of the elections of the President of the RLA and the members of the RLA Board for 2021—2024 were announced. M.D. Afanasyev was elected President of the RLA for a second term. One of the important outcomes of the Congress was the adoption at the final plenary session of the RLA normative and advisory act “Methodological recommendations for the formation of basic standards for the provision of public libraries services in the constituent entities of the Russian Federation”. Nizhny Novgorod received the status of the Library Capital of Russia for 2022, and it is going to host the XXVI All-Russian Library Congress next year.

The purpose of the article is to consider the issues and prospects for the development of international and regional security of Ukraine in the taxation of e-commerce. It is proved that international and regional security in the taxation of e-commerce has a number of shortcomings, due to the lack of implementation mechanism, legislative, economic and political problems. E-commerce is understood as business operations carried out with the help of computerized information technologies. The main components of e-commerce are e-commerce, banking, information exchange, capital movements, money, marketing, insurance services and others. The most urgent problems that create obstacles to the development of international and regional security in the taxation of e-commerce are outlined. Ways to improve international and regional security in e-commerce taxation are presented, which will improve the quality and service of life of the population when buying goods and services, improve the environmental, social and security component. For the effective development of international and regional security in e-commerce taxation in the context of globalization, it is proposed: to develop all components of "e-commerce", to form an effective mechanism for security in e- commerce taxation, to develop and implement modern Internet services in all spheres of social life. Interaction of society, business and the state in order to prevent corruption, improve the quality of public services, ensure transparency and accountability of government agencies, etc. It is substantiated that the procedure of international and regional security in e-commerce taxation has the potential for development and further improvement.
