This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The article deals with the problems of the organization of the educational environment of higher educational institutions. The purpose of the article is to determine cloud computing as the most effective means of forming a unified educational environment of the university, providing a reliable organization of the educational process in the field of providing educational services in the “one window” mode in various social, political and economic conditions. Based on the analysis of modern platforms for organizing the educational environment and based on current trends in the IT market, Cloud Computing is currently one of the most promising areas. The article defines the essence of cloud computing, which is to provide hosting users with remote access to services, computing resources and applications over the Internet. Examples of the use of cloud technologies in the public sector and education are given. The main types of services provided by the Russian cloud services market (Saas and Iaas) are described. The implementation of the” National Cloud Platform O7″, developed by Rostelecom, is discussed in more detail. The advantages of organizing the educational environment with the help of cloud technologies are considered. Stand out. characteristic features of the Cloud Computing concept, various types of clouds are considered, their advantages and disadvantages. The organization of a unified educational environment of a higher educational institution through cloud computing is a promising direction that allows achieving high technological efficiency: while reducing the cost of purchasing special software and hardware, the quality and efficiency of the educational process in the conditions of digitalization of the economy significantly improves, and it also becomes possible to provide educational services in the “one window” mode, which is a priority of the Government of the Russian Federation.

Abstract The organization of project activities of students is discussed. Main stages of the project creation are highlighted and the activities of students at stage are presented. Main advantages of using cloud-based software in the educational environment over traditional educational software are considered. The selection of cloud services for their use at various stages of the project activity in accordance with the requirements of the educational process is presented. The proposed algorithm for organizing the project activities of students is illustrated by the description of the work on the project on the topic ”Parabola in Physics and Practical Human Activity. The presented materials were tested by the authors at the Faculty of Physics and Mathematics of Moscow Region State University during training sessions.

Literature review of works by Russian and foreign scientists has been performed aiming at reveling essential properties of professional competence of teachers as the competence of the highest level. Course training program has been described, which is comprised of three modules covering urgent issues and technologies of media education, monitoring of quality assessment and efficiency of mastering program, various examples of electronic education products, publications, electronic resources and thesaurus of key notions. The results of the performed studies have been the disclosing of the notion essence of professional metacompetence of teacher, which is expressed in readiness to solve professional tasks under the conditions of mediatization of education system. On the basis of the experimental results, the efficiency of software and methodological support of development of professional metacompetence of teachers has been proved and reflected in diagrams. Therefore, it has been concluded that the development of professional metacompetence of teachers allows to apply interactive forms of education in various online learning environments and provides professional training of teachers of higher quality aiming at independent solution to education problems in the changing educational environment. Recommendations have been given for application of cloud technologies for activation of teacher’s activity in monitoring and estimation at various levels of education.

This article proposes the structure of the digital educational environment for radiation diagnostics, highlights a list of operating conditions, interrelated components, didactic principles of learning, organizational and pedagogical conditions. The results of the analysis of the didactic potential of modern information technologies for radiation diagnostics training, obtained using SWOT-strategy, allowed us to establish the strengths (S) and weaknesses (W) of the introduction of information technologies in the educational process in radiology, as well as opportunities (O), risks and threat methodology (T). In turn, this allowed distinguishing qualitative level`s indicators of efficiency using cloud technologies in educational activities in radiology and the factors of successfulness using information technology training.

The article describes the capabilities of cloud technologies (using the example of Google services) in implementing the target model of the digital educational environment and developing the first stage of digital transformation of education using the example of the general education course “Informatics” in secondary vocational education. The article substantiates the relevance of updating the content of educational programs of secondary vocational education in accordance with the requirements of the digital economy in the context of the implementation of Federal State Educational Standards of Secondary Vocational Education for 50 most demanded in the labor market, new and promising professions and specialties (FSES of Secondary Vocational Education for TOP-50). The novelty of the work in the context of digital transformation of secondary vocational education is shown. The relationships between the didactic capabilities of cloud technologies and the types of educational activities of students and the requirements of digital transformation of education are analyzed. A comparative analysis of the functional support of the components of the target model of the digital educational environment by means of cloud technologies is carried out. The experience of organizing the training of students of the Perm Commerce and Technology College in the groups of the profession “Cook, Pastry Chef” in the framework of the general educational discipline “Informatics” based on the use of cloud technologies as a model of a digital educational environment in the formation of general and subject competences is presented. In the presented experience, cloud technologies (Google services) are considered as the main and as an auxiliary didactic tool in the context of general functionality of Google services, types of didactic tasks for open source software, approximate thematic planning in the subject of “Informatics” for secondary vocational education. The results of the work can be useful to scientists, teachers and methodologists of higher and secondary vocational education, and can also be used directly by teachers of the course “Informatics” in secondary vocational education.

The article considers the problem of formation of research and experimental competence of students in teaching physics in the context of European integration processes in Ukraine and the functioning of the bilingual educational environment. The relevance of the study is due to the fact that in modern conditions of Ukrainian society there is an accelerated introduction into all spheres of human life achievements of scientific and technological progress, implementation of sustainable development, intensive development of information and communication, digital, cloud technologies, expansion of digitalization. research, production, services. In the XXI century in Ukraine the need for integration of domestic society into the European educational and scientific environment is becoming more acute. Based on the outlined integration trends, the presence of students' competence in communicating in foreign languages, which is one of the key competencies, acquires special relevance for quality education. We see the solution of the tasks in the formation of a bilingual educational environment, which in the teaching of physics has a number of features: definition of the list of key words submitted both in the state and foreign language; submission to each laboratory work of brief theoretical information, in the text of which the relevant keywords are highlighted; similarly to the theoretical information the course of work is given; selection of a list of information and digital resources that will promote better understanding by students of the physical phenomenon or process, the study of which is provided for the purpose of laboratory work; formation of a list of control questions (with highlighted keywords), which will monitor students' knowledge of physics. The article gives an example of laboratory work, the implementation of which is provided in a bilingual educational environment. Our research on the implementation of the proposed elements of the methodology of formation of research and experimental competence of students in teaching physics in a functioning bilingual educational environment showed an increase in students' interest in acquiring knowledge and as a consequence of improving learning outcomes in general. Aim. The article is devoted to the substantiation of theoretical and methodical principles of professional training of teachers of biology in the conditions of the informational and educational environment; multilevel and differentiated approaches in training with the possibility of continuous receipt of online and off-line assistance. Methods. Analysis of psychological and pedagogical, methodical literature; synthesis, a generalization; psycho-pedagogical observation, questionnaire, pedagogical experiment. Results. The authors proposed a methodology for involving information technologies, in particular cloud services, the inclusion of their varieties in all activities of the teacher in order to facilitate interaction between the subjects of the educational process, improve the content, forms and ways of interaction of the teacher and students in the process of formation and development of evolutionary concepts. Conclusions. Teaching and methodological support, developed in conditions of cloud-oriented environment, will be open and dynamic, elementarily variable and perceptible for the formation and development of scientific concepts, in particular, evolutionary ones. The proposed article unveils a philosophical understanding of the technology of designing an open information and educational environment of higher education institutions. The expediency of introducing a transdisciplinary approach into this process as the most generalized and universal, one that overcomes the limits of disciplinary fragmentation with its shortcomings, gives a more complete picture of the world and fundamental relationships is shown. In philosophical terms, the goal of the proposed research involves the actualization of the study of the problems of transdisciplinary paradigmatics, namely, aspects of transdisciplinary education; focusing the attention of the scientific and educational community on the necessity and importance of transdisciplinary research and the development of strategies related to this phenomenon; the obviousness of obtaining a synergistic effect as a result of the introduction of a transdisciplinary approach in the design and formation of the information and educational environment of higher education institutions, recognition of the importance of adaptive management of social and pedagogical systems in this aspect. The article proposes the author's definition of the educational environment as a set of systems, technologies, means, relations, conditions, phenomena that interact with the educational process, contributing to the effective learning of the student and his formation as a person, as a professional specialist, as well as if you look into the academic context then a scientist. The article also points out the prospects of using cloud technologies in combination with a transdisciplinary approach. The introduction of modern technological and methodological approaches to the construction of the information and educational environment of the university blurs its boundaries, making it part of the global open information and educational space.
