The implementation of customs control occupies a significant share of the activities of customs officers. Customs control procedures make it possible to identify customs violations in a timely manner, to ensure the content of measures aimed at preventing customs offenses, reveals the possibility of identifying shortcomings in the work of customs officials who are responsible for a particular area of work. In addition, the customs control procedure reveals not only the shortcomings in the work of certain parts of the customs, but above all, establishes the level of compliance with the principles of customs control and performance of its functions. This thesis is based on the fact that in case of violation of these segments there is a certain area of activity, which usually acts as a zone of customs violations. At the same time, customs control helps to improve the quality of document flow and provides an opportunity to form more realistic information flows for management decisions. At the same time, customs control procedures provide an opportunity to determine the relationship between the elements of the organizational mechanism, to establish at what stage is the duplication of functional responsibilities of responsible persons, and on this basis to decide on its improvement in the future. However, these advantages of customs control are partially offset by a number of negative factors that have some impact on the effectiveness of the procedure itself. There are professional and scientific discussions about the content of negative factors influencing customs control procedures, among which the leading role is given to the shortcomings in the law-making process. Existing problems indicate the feasibility of conducting research in this area. The article highlights the existing problematic factors influencing the customs control procedures, reveals the legal regulations for their implementation and determines the content of the principles and functions that customs officers are obliged to adapt during their adaptation. Attention is paid to the expediency of expanding the functions of the customs control procedure, the advantage of such changes is outlined. The author's position of content of conceptual categories «customs control», «customs control procedure», «organization of customs control» with the substantiation of the chosen approach is offered. The specific features of the organization of the customs control procedure are revealed, the main tasks are determined and the directions of its improvement are established. The author's position on the expediency of choosing both legal and human factors in the development of measures to improve the customs control procedure is given. The relationship between the qualification level of the executors of control actions and the effectiveness of the customs control procedure is substantiated.

The aim of the rural development programs is the stabilisation of rural population and forming the perspectives for increasing the quality of life for all social groups in the communities as well as in the region. Less developed areas suffer for a long term from the cumulated negative factors of economic and social development. Their detailed identification which is theoretically considered in this paper can help to improve the particular measures towards the removal of the most urgent problems.

Abstract Background: There is an acute shortage of general practitioners (GPs) in China, and most of those general practice trainees have low career intention. This study aimed to investigate negative factors influencing the career intention of GPs in eastern China from the perspective of trainees taking standardised residency training, as to identify the barriers for general practice trainees becoming registered GPs, and to provide a policy-making basis for GPs recruitment and retention.Methods: A qualitative design was carried out in two training bases of Jinan and Qingdao in eastern China. Face-to-face, in-depth, semi-structured interviews were conducted, audiotaped, and transcribed using thematic analysis.Results: twenty-one trainees participated in this study. Thematic analysis generated five major themes: (1) low social recognition, (2) low professional identity, (3) low remuneration level, (4) imperfect training system and (5) influence of policy factors. Conclusion: Our results identified various negative factors influencing the career intentions of trainees. In order to eliminate these factors and increase attractiveness of general practice, it is recommended that the government and the public should create a supportive environment, which can be beneficial to the construction and development of general practice.

The article provides a SWOT-analysis of the Amur Region. In the course of which the positive and negative factors influencing the investment image of the region are highlighted. The dynamics of investments in fixed assets of the Amur Region in 2010-2018 is considered. Recommendations for state authorities of the region aimed at reducing the influence of negative factors on the investment attractiveness and investment image of the region have been developed.

The article studies factors affecting seriously the profitability of sports centers. The author designed a system of indicators, which can help assess their social and economic efficiency. It is shown that achievement of high figures of social and economic efficiency of sports infrastructure functioning is possible only by using effective managerial tools. Effectiveness can be estimated by comparison of the obtained effect of a certain type of activity with raised resources. Specificity of the proposed system of indicators is its potential to estimate the efficiency of the current sports centers’ work and at the same time to find negative factors influencing their functioning. Indicators proposed by the author can be used in complex appraisal of centers’ work. The information collected with their help can help identify drawbacks in their operation and, consequently take adequate managerial decisions. In order to analyze satisfaction with services of the sp[orts center it is proposed to use a questionnaire. On the basis of the survey results a formula of assessing the general satisfaction of clients was put forward. The recommended indicators can be used in the complex appraisal of the sports center work.

The efficiency of the enterprise is always an important issue, especially when it concerns agricultural enterprises, which depend on the influence of many factors and weather conditions in the first place. The purpose of the study was to investigate the system of economic factors that determine the efficiency of agricultural enterprises in 2014-2018 and identify the main reasons for the decrease in the efficiency of agricultural enterprises in Ukraine. Its implementation was ensured by a study conducted with the use of such methods as abstract-logical, comparative, synthesis, economic-statistical, tabular, and graphical. Several factors that influenced the efficiency of agricultural enterprises of Ukraine during the research period were identified. Thus, in 2018, the number of enterprises engaged in agricultural activities increased by 6.5%, which in turn increased competition in the agricultura market of Ukraine. The negative factors influencing the efficiency of agricultural enterprises included the underdevelopment of the labour market and the redundancy of the village. Low wages in agriculture demotivates the population to find employment in such enterprises, which reduces the efficiency of agricultural enterprises. The study shows a positive dynamic of changes in gross output, including gross agricultural output per 100 hectares of agricultural land, which increased in 2018 compared to 2010 and 2016 by 69% and 9.4%, respectively. Negative factors include a decrease in fixed capital efficiency by 9% and the level of profitability of agricultural enterprises by 12.1% in 2016-2018. Thus, based on the above material, the study proposed measures to improve the efficiency of agricultural enterprises such as the gradual transition of agricultural enterprises to production with the use of technological maps, the establishment of a progressive system of remuneration of personnel from the results, systematic monitoring of performance indicators. Issues of state regulation of the efficiency of agricultural enterprises require further research.

In many countries, small businesses have a significant impact on the total gross domestic product. However, in Ukraine, the opportunities of small businesses to ensure the economic growth of the state are not sufficiently used yet. Among the reasons for this phenomenon is the insufficiently high rate of economic development of domestic small businesses, which, among other things, is due to the low level of investment activity of many small enterprises in Ukraine. In turn, the low volume of investment activity of such enterprises is also because the owners and managers of these enterprises are not competent enough to form and assess the financial potential of investment activities of business entities. Given this, the study aims to develop theoretical and methodological principles for the formation and evaluation of the financial potential of small enterprises’ investment activities. The economic content of the concept of the strategy of formation of the financial potential of small enterprises' investment activity is considered. Classification of factors influencing the magnitude of this potential has been developed. In particular, the primary and secondary, deterministic and non-deterministic, positive and negative factors that are directly or indirectly involved in the formation of the financial potential of small enterprises’ investment activities are highlighted. It is established that the process of such formation involves the transition from the existing to the strategic financial potential of investment activities of economic entities. The main ways of such transition are identified. Indicators for assessing the existing and strategic financial potential of investment activities of small enterprises are proposed. The connection between these indicators is established, and we perform their decomposition. In particular, the amount of the available financial potential of the business entity is presented as the sum of the opportunities to use the company's own funds, as well as obtaining loans and borrowed funds to finance investment projects. The results of the study can be used in planning the investment activities of small enterprises, in particular, in justifying the rational parameters of financial support for these activities.

The purpose of this theoretical concept article is to spark a dialogue on the use of organisational behaviour theory to address emergency responder retention. In the United States, emergency medical services (EMS) appear to be burdened with continuing problems of retaining staff. Poor responder retention affects the ability of EMS to deliver high-quality services; without trained, educated and experienced first responders, the EMS system struggles, and what suffers is the ability to provide medical care. The authors set out to construct a pathway for addressing the underlying issues leading to the exodus of professionals using organisational behaviour theory. To develop the idea, an inductive logic approach was used to address underlying negative factors influencing poor retention and discuss the promise of organisational behaviour theory in improving the retention of responders.

The mental fluctuations of the basketball players in the competition can not be avoided, and they do directly influence on the performance of the players in the competition. The causes of mental fluctuations have both objective and subjective aspect; we ought to analyze it from the factors of many aspects, such as the players, coaches, and judges, etc, and overcome the negative factors for the coach to be noted in the bench work from now on, to facilitate the players to develop better competitive level in the competitions.
