Illegal timber harvesting and trafficking is one of the most important economic and environmental problems in the Russian Federation. Illegal logging leads to degradation of forests and a shortage of timber in wood industries. One of the measures to counter illegal logging is the ban on the export of raw wood, which will take effect on January 1, 2022. However, such a measure will lead not only to control over the circulation of illegal timber, but also to a number of economic consequences. The impact of the ban on the inland market can be assessed using the point sectoral model of the forestry complex (PSM‑fc). The results of scenario calculations show that a ban on the export of raw materials can lead to a reduction in logging volumes and an increase in the share of products of deeper processing in exports

As a result of the research work, the structure of the organization of forestry management in the Russian Federation and its constituent entities, acting following the new forest code of the Russian Federation in 2006, was studied. Assessment of the effectiveness of the use of forests in the republic, a multiple correlation analysis was applied. As a result, it was revealed that in the Republic of Tatarstan, the primary income for the use of forests is accounted for by timber harvesting, the bulk of which is accounted for by the use of coniferous forest areas – 81 %, soft-leaved, and hard-leaved forests accounted for 14 % and 5 %, respectively. Taking into account the share of exploitable forests for the receipt of payments from the lease of forest plots for all types of use (harvesting and collection of non-timber forest resources; hunting; farming; recreational activities; geological exploration of mineral resources; development of mineral deposits; construction, reconstruction and operation of communication lines, roads, pipelines and other linear facilities; payment for the conversion of forest land to non-forest land and the transfer of forest land to lands of other categories) in the Republic of Tatarstan, the structure of forests by farms affects, and on the contribution to payments by type of use, soft-leaved farming brings 78 %, hard-leaved 12 % and coniferous 10 %.

В работе проанализирована современная ситуация с проектированием на землях лесного фонда, переданных в пользование под различные цели. Действующее лесное законодательство Российской Федерации предусматривает широкий список возможных видов использования лесов, многие из которых не имеют отношения к ведению лесного хозяйства. При этом существует ограниченный перечень договоров на основании которых лесные участки могут быть переданы в пользование. Исходя из трактовки действующего законодательства, использование лесов должно осуществляться в соответствии с лесным планом субъекта Российской Федерации, лесохозяйственными регламентами лесничеств (лесопарков), а также на основании договоров, на основании которых лесные участки передаются в пользование, и заключенных соглашений. Анализ нормативно-правовой базы, а также существующей практики позволил выявить проблемы, связанные с практическим применением ряда документов, регламентирующих разработку проектной документации на лесные участки. По результатам проведенного анализа предложено внести ряд изменений в нормативно-правовые акты Российской Федерации, регламентирующие использование лесов. Предлагаемые изменения касаются в первую очередь использования лесов, переданных по договорам безвозмездного пользования и по договорам постоянного (бессрочного) пользования. Также в работе проанализированы особенности разработки проектной документации на лесные участки, используемые для целей, не связанных с заготовкой древесины и ведением лесного хозяйства. По результатам выявленных пробелов в законодательстве предложено внести изменения в подзаконные нормативно-правовые акты, регламентирующие особенности создания объектов лесной инфраструктуры и особенности создания объектов не связанных с созданием лесной инфраструктуры. The article present results of analysis of current situation with the designing on forest lands. The paper analyzed the current situation with the design on forest land transferred for use under different objectives. Current forestry legislation of the Russian Federation provides a list of possible uses of forests, many of which are not related to forest management. At the same time there is a limited list of contracts under which forest land may be leased out. Based on the interpretation of existing legislation, the use of forests should be managed in accordance with forest plans of the Russian Federation, forest management regulations of forest districts (or parks), as well as on the basis of contracts under which forest areas are used. Analysis of the legal acts as well as current practices revealed problems with the practical application of a number of documents regulating the development of projecting and planning in forest sector. According to the results of the analysis suggested a number of changes in the regulatory legal acts of the Russian Federation governing the use of forests. The proposed changes relate primarily to the use of forests on the base of contracts of gratuitous use and contracts of permanent (perpetual) use. Also we analyze the features of the development of design documentation for the forest areas to be used for purposes not related to timber harvesting and forest management. As a result it is proposed to amend the normative acts governing the features of creation of forest infrastructure objects, and especially the creation of objects not related to forest infrastructure on forest lands.

The article discusses the issue of construction of two additional power units of the Dukovany NPP which gained widespread attention in the second half of 2020. The author's attention is focused on the discussion of Czech politicians and entrepreneurs regarding the participation of the Russian company Rosatom in this project. The opposition to Prime Minister A. Babiš takes an irreconcilable position, demanding to exclude it under the pretext of a geopolitical threat from the Russian Federation. As shown in the work, the head of government has to balance between the interests of big business, whose representatives demand to speed up the project development process, and anti-Russian politicians, whose support, as shown by recent polls, is increasing. It is likely that in the fall of 2021, after the next parliament elections, they will form a new government. In such circumstances, one should not count on an improvement in Czech-Russian relations.

This article examines and analyzes the main parameters of the development process of the system of individual entrepreneurship in the Russian Federation over the past 10 years. Considered in general terms the system of taxes on individual entrepreneurs, operating in the Russian Federation and the features of the system for regulating the level of tax sanctions for individual entrepreneurs. The possibilities of establishing differentiated amounts of payments for individual entrepreneurs and legal entities, as well as their correction, taking into account the average level of net income of entrepreneurs in the Russian Federation, have been analyzed.

The relevance of the study is justified by the influence of the QMS implemented in Russian oil and gas companies on the improvement of business processes, product quality and the final results of enterprises. The main objective is to determine the QMS` impact of PJSC Gazprom on the company's performance.The information and analytical base of the research is the data of normative and methodological documentation, periodical press, information resources of the Internet, as well as statistical data collected and analyzed by the authors. The article considers the quality standards in the oil and gas sector of the Russian Federation as a whole, as well as the standards implemented in PJSC Gazprom for the period 2015–2020. The circumstances that make it difficult to implement the QMS in Gazprom PJSC are highlighted. PJSC Gazprom is developing a corporate quality management system, successfully implementing its own QMS policy for suppliers and partners, conducting an audit of the QMS and monitoring quality deficienciesdue to the improvement of the QMS. The results show that QMS development process of PJSC Gazprom allowed the company to increase revenue, reduce production costs, reduce the number of defects, increase customer satisfaction, increase in-tangible assets for 2015–2020 by increasing the cost of the trademark, simplify the system of participation in procurement procedures and tenders due to the availability of a certificate of quality compliance with international standards.

In recent years, due to an increase the number of natural disasters such as droughts, in the territory of the Russian Federation, the insurance and insurance ways of business activities in agriculture and forestry from natural disasters is becoming increasingly important. In addition, with transfer of land and forest areas in the long-term lease, the well-being of agricultural firms, farmers and tenants, both on land and in the forest areas are under threat of bankruptcy and failure of entrepreneurial activity. The insured event in the form of environmental insurance is a sudden, unexpected damage to crops as a result of various kinds of undesirable weather conditions, natural disasters. However, the insurance of land from land runoff, landslides have occurred as a result of heavy rains, floods in agriculture requires further consideration, as every year in the Russian Federation to increase the area of arable land emerged from agricultural use. In forestry, the position of forests insurance from various types of natural disasters is not well developed in agriculture. Thus, with the adoption of the “Forest Code” of the Russian Federation in 2007, various types of logging and timber harvesting, reforestation work-related should be carried out by tenants of forest plots. However, today the tenants of forest plots (individuals and businesses) do not have the so-called economic stimulus in the form of insurance against natural disasters, fires, windbreaks and windfalls. They remain one to one with a past event, which can not take any action to save their businesses. Now insurance of farmland and forest land from various kinds of environmental disasters and emergencies by the state plays a critical role in the development of small and medium-sized businesses in these sectors to strengthen food security and increase the productivity of forests of the Russian Federation.

The article proposes a constructive solution for improving the technological process of logging wood with rope skidders under conditions of an extended distance of the primary haulage of wood and a considerable length of a hauling-carrying rope for hilly-ridge and waterlogged production conditions, including for selective felling (especially relevant in the Northwestern Federal District of the Russian Federation , especially in the Leningrad region, where timber harvesting in the forests of the first category predominates). The proposed solution is a double-structure carriage, obtained by connecting the mounting of the travel wheels with two articulated joints, without changing the standard designs of the existing carriages. This design allows the carriage to provide the passage of turns with a bundle of skidded timber on the curved track of the carrying rope. When introducing rope skidders with articulated carriage (SHSK), the possibility of turning the track will expand the area of the available logging fund. The use of cable scudding systems with SHSK will allow organizing skidding routes, without significant wear of the ropes, with turning angles up to 45 degrees.
