Contributions to urban Indigenous self-determination: the story of Neeginan and Kaupapa Māori

Abstract This paper considers two different Indigenous-led initiatives, the Neeginan initiative (Winnipeg, Canada) and the Kaupapa Māori movement (New Zealand), within the context of urban Indigenous self-determination, examining the role, or contributions of, each towards the realisation of Indigenous self-determination. Neeginan originates from, and focuses on, building a sense of community, through education programs, social assistance and affordable housing, with local Indigenous knowledge providing the foundational guiding principles. This is compared to the Kaupapa Māori movement's role in the revival of traditional cultural and language practices in education, which has resulted in the development of an overwhelmingly successful parallel non-government school system based on Māori culture, language and philosophy.

This chapter examines the use of Facebook to support Māori and Indigenous doctoral scholars who are enrolled in the MAI ki Tāmaki Makaurau doctoral programme in Auckland, New Zealand. The programme is part of a National Māori and Indigenous (MAI) Network aimed to increase doctoral participation and completion rates of Māori scholars. Drawing on three Kaupapa Māori principles introduced in chapter three: tino rangatiratanga (self-determination principle), taonga tuku iho (cultural aspirations principle), whānau (extended family structure principle), the author explores some of the key considerations in creating a Kaupapa Māori digital learning space with the use of social media. Through conversations with three Māori academics who adminisiter the MAI ki Tāmaki Facebook group, this chapter captuers their unique perspectives and provide rich insights into the ways in which the Facebook group can provide a strong network of support for Māori and Indigenous scholars.

Abstract This paper discusses the use of an estuary monitoring toolkit Ngā Waihotanga Iho as a central part of a Māori-centred education project undertaken by Kaipara hapū (sub-tribe), Te Uri O Hau, in Northland, New Zealand. The toolkit was designed by New Zealand’s National Institute for Water and Atmospheric Research (NIWA). In this project, Te Uri O Hau collaborated with NIWA and regional high schools in order to use this toolkit as a mechanism for kaitikaitanga (environmental guardianship) and Indigenous-led environmental education. This paper demonstrates that approaches such as this can be powerful vehicles for Indigenous self-determination as Māori actively undertake tribal development and environmental guardianship, and strengthen the place of Indigenous knowledge, priorities and approaches within an evolving ‘post-colonial’ education system.

Abstract St John has been providing service in New Zealand for nearly 140 years since its arrival. It has now close to 4000 staff and nearly 20000 Members and over 8500 volunteers. In New Zealand the major work of St John is its Ambulance service providing front line first responders to crash, medical emergency and other life-threatening situations. St John New Zealand also provides a number of 'Community Health' initiatives focused on strengthening communities and prevention. In recent years St John has recognised that they have not engaged well with Indigenous communities and that their organisation in New Zealand must become skilled and relevant in addressing the needs of the Indigenous people of New Zealand, as they suffer the greater burden of disease and illness than any other population in the country. St John NZ Community and Health Services are embarking on a process of transformation through re-orienting its culture and practice by adopting Public Health approaches and an equity lens over all its programmes. They also have committed to understanding and using Indigenous knowledge to support this re-orientation to most effectively engage and implement programmes that will reduce Indigenous health inequities. This presentation will describe the process by which they will be implementing their strategy for change and highlight best practice for working with Indigenous communities. Key messages Indigenous Knowledge is key to addressing Indigenous Health inequities. Mainstream Public Health can learn from Indigenous Public Health approaches.

We describe a collaboration between Māori (Indigenous people of Aotearoa/New Zealand) and Tauiwi (non-Māori) researchers on a software engineering project. Te Tiriti o Waitangi (The Treaty of Waitangi) provides the basis for Māori to lead research that involves Māori as participants or intends to impact Māori outcomes. Through collaboration, an extension of the traditional four-step software design process was created, culminating in a nine-step integrated process that included Kaupapa Māori (Māori ideology) principles. The collaboration experience for both Māori and Tauiwi highlighted areas of misunderstanding within the research context based on differing worldviews and our ability to navigate and work through this. This article provides context, guiding principles, and recommended research processes where Māori and Tauiwi aim to collaborate.

In an environment where Māori approaches to evaluation are developing quickly, with ever-widening influence, this article is an attempt to capture the theoretical roots of Kaupapa1 Māori evaluation approaches. From a range of Kaupapa Māori theorists, six principles are drawn and their relevance to evaluation theory and practice is discussed. These principles are then mapped to major movements in evaluation theory, illustrating how Kaupapa Māori theory-based evaluation, arising as a unique praxis within the context of Aotearoa2 New Zealand, has strong alignment with international developments.

AbstractIn Canada, Treaty 1 First Nations brought a claim against the Crown for land debt owed to them since 1871. In 2004, Crown land in Winnipeg became available that, according to the terms of the settlement, should have been offered for purchase to Treaty 1 Nations. Similarly, in New Zealand, the Waikato-Tainui claim arose from historical Crown breaches of the 1840 Treaty of Waitangi. In 1995, a settlement was reached to address the unjust Crown confiscation of Tainui lands. Despite being intended to facilitate the return of traditional territory, compensate for Crown breaches of historic treaties, and indirectly provide opportunity for economic development, in both cases, settlement was met with legal and political challenges. Using a comparative legal analysis, this paper examines how the state continues to use its law-making power to undermine socio-economic development of Indigenous communities in Canada and New Zealand, thereby thwarting opportunity for Indigenous self-determination.

Conventionally, indigenous knowledge such as that held by Māori (the indigenous culture of Aotearoa New Zealand) is seen as in total contrast to Western scientific knowledge. In this paper the author puts forward instances where ideology is held in common across cultural borders. A general awareness of facets of shared ideology has been refined, extended and given substance through three curatorial projects involving Dr. Te Huirangi Waikerepuru, a highly respected kaumatua (elder). These took place in Istanbul, Albuquerque and Aotearoa New Zealand. Ethically, acceptance of these commonalities leads to considering the shifting boundary of knowledge in contemporary life.

Carter Observatory is the National Observatory of New Zealand and was opened in 1941. For more than ten years the Observatory has maintained an active education program for visiting school groups (see Andrews, 1991), and education now forms one of its four functions. The others relate to astronomical research; public astronomy; and the preservation of New Zealands astronomical heritage (see Orchiston and Dodd, 1995).Since the acquisition of a small Zeiss planetarium and associated visitor centre in 1992, the public astronomy and education programs at the Carter Observatory have witnessed a major expansion (see Orchiston, 1995; Orchiston and Dodd, 1996). A significant contributing factor was the introduction by the government of a new science curriculum into New Zealand schools in 1995 (Science in the New Zealand Curriculum, 1995). “Making Sense of Planet Earth and Beyond” comprises one quarter of this curriculum, and the “Beyond” component is astronomy.

<p><b>In Aotearoa New Zealand, Māori voters have the option to sign up for one of two electoral rolls: the Māori roll or the general roll. This function of Indigenous political choice and representation occupies a unique place in Aotearoa New Zealand’s constitutional arrangements. </b></p><p>While the Māori electorates have been around for over 150 years, the number of seats have grown from only four to seven in the New Zealand House of Parliament. Electoral roll populations determine the number of seats in Parliament, and provide a sole line of accountability to Māori communities for elected representatives. The Māori Electoral Option, which provides voters the opportunity to change rolls, is only presented once every five years. In this thesis I identify three pervasive systemic barriers, as well as a number of other issues, present in the electoral roll option process. </p><p>This research contributes to the growing literature looking at rangatahi Māori experiences intersecting with identity, place, space and time. Through a Kaupapa Māori lens, this thesis uses interview findings and quantitative analysis to discuss the experiences of rangatahi navigating the Māori electoral roll choice. Here I explore the various influences and complexities which impact rangatahi Māori interaction with the electoral rolls as well as the broader socio-political landscape.</p>

<p>This research examines in-depth the health and wellbeing experiences of 30 Kiribati migrant women navigating their way to achieve New Zealand permanent residency under the Pacific Access Category (PAC) policy. The political and economic rationality underpinning PAC was to meet New Zealand’s labour demand for industrial growth. It also provides successful applicants with the opportunity to work, live and study in New Zealand indefinitely. The purpose of the research was two-fold. Firstly, to assess the health and wellbeing experiences of migrant women who travelled to New Zealand under the PAC scheme, using Kiribati women as a case study to comment on issues of responsibility for healthcare and wellbeing. Secondly, to identify gaps in personal and policy-related aspects of healthcare and wellbeing, and determine how access to appropriate healthcare and social services for PAC migrant women can be facilitated. The experiences of these migrant women indicated shortcomings in provision of health and social services that this thesis terms the ‘PAC gap’. Although the PAC policy offers them the opportunity to live permanently in New Zealand, the current state of the PAC policy features gaps in service provision that result in gender and health inequality, financial hardship and stress, poor housing, unemployment and poverty. The health and wellbeing impact of the existing conditions of the PAC policy was exacerbated by the contrasting influence of neoliberalism as a policy, ideology, and a form of governmentality in the New Zealand environment (Larner, 2000a; Suaalii, 2006), and the markedly different maneaba system that is central to the social and political life in Kiribati (Tabokai, 1993; Uakeia, 2017; Whincup, 2009). Te maneaba is a traditional meeting hall, where communal meetings take place, and unimane (male elders) make decisions for the governing and wellbeing of the village people (Tabokai, 1993). It is a form of governmentality that shapes and influences how an I-Kiribati thinks and acts (Foucault, 1991). This system is at odds with a neoliberal approach that stresses self-responsibility and individualism. These contrasting forms of governmentality ‘talk past each other’ or are totally different (Metge & Kinloch, 1984). I recruited 30 I-Kiribati women who were successful PAC migrants: six from Auckland, six from Hamilton, and eighteen from Wellington. These women were selected in different years from 2012 through to 2015. To identify the PAC gaps, I employed an indigenous research method called te maroro/talanoa (to exchange ideas and experience freely and openly), complemented by the use of the feminist oral history method that transfers the needs and voices of women from the margin to the centre. This thesis draws on Foucault’s governmentality theory, a critical discourse on neoliberalism, and research on migration and the colonial history of Kiribati. It also draws on work by both Pacific and non-Pacific scholars that articulate how health and wellbeing are rooted in our lived culture and values. This thesis also stresses the need for cultural competency and integration of policy, service provision and community engagement. These materials have all guided my analysis to unpack the women’s health and wellbeing experiences. The research findings on the drawbacks of neoliberal governmentality and maneaba governmentality, and understanding of te maneaba system in a new way, strengthen Pacific studies. These contribute to the literature on Kiribati’s indigenous knowledge and cultural values and Kiribati migration as well as to the impact and effectiveness of the PAC policy for Kiribati and Pacific migration. This thesis demonstrates the need to extend the engagement of Pacific indigenous knowledge and values to the design and implementation of policies at national, regional and global levels. This thesis recommends a hybrid neoliberal-maneaba residential model to address the issues of the current system, such as stress and difficulty finding a job offer, and close PAC gaps. The new model entails a more open and transparent communication between both the New Zealand and Kiribati governments when designing a cultural competent and coherent strategic framework. By working in the best interests of all parties (i.e. New Zealand and the Kiribati governments and PAC migrant groups) this would support future successful PAC applicants to settle well in New Zealand. This would contribute to improved health outcomes for these women, their utu and kainga, without undermining the richness and values of Kiribati’s culture rooted in te maneaba system. These stories articulate a consistent requirement for a hybrid neoliberal-maneaba system, to create a residency model that works for successful PAC applicants, the government of New Zealand and Kiribati, and Kiribati families living in both countries. This would avoid repeating the stress and pain most of these PAC migrant women had experienced because of lack of government support as perceived under te maneaba system. The recommended residency model would also benefit other eligible countries (Fiji, Tonga, and Tuvalu) participating in the PAC scheme.</p>
