Political Theory and Political Action in Karl Mannheim's Thought: Reflections upon Ideology and Utopia and Its Critics

As a work of political theory, Ideology and Utopia has satisfied almost no one. Mannheim's critics extend across a wide range of viewpoints, from Parsons, Merton, Bendix, Popper, and Shils on one side to Marcuse, Hork-heimer, Lukacs, and Adorno on the other. Neither Marxists nor non-Marxists have found much to their liking in the book, and the rather easy dismissal of Mannheim's arguments by such influential thinkers on both sides of the political spectrum has certainly constituted a major obstacle to any serious consideration of the position he developed in Ideology and Utopia. For, I shall argue, the arguments contained in that work, when they have not been neglected altogether, have been poorly understood by those individuals whose writings exercise a dominant influence upon the thinking of contemporary social scientists.

The continuing ramifications of the financial crisis of 2007–2008 have forced social scientists to raise fundamental questions about the relationship between capitalism, democracy and inequality. In particular, Thomas Piketty’s Capital and Wolfgang Streeck’s Buying Time focus on, respectively, the economic and the political contradictions of capitalistic societies. Piketty argues that capitalism naturally tends towards the exacerbation of rent-based wealth inequality, whereas Streeck suggests that capitalism and democracy are ultimately incompatible. A striking feature of these two contributions is that their authors are social democrats, not Marxists or radical anti-capitalist thinkers. In this review article, I illustrate how the combination of social democratic convictions and the acknowledgment that capitalism cannot be tamed generates interesting tensions between the diagnosis offered by the two monographs and the solutions that are proposed. I end the piece by raising two remarks on the implications that this tension might have for normative political theory. On the one hand, it is time for theory to do more work on political action and agency. On the other, liberal egalitarian theorists might have to acknowledge that they are in the same predicament as Piketty and Streeck: social democracy is their ideal, yet it is perhaps unattainable. If this is the case, liberal egalitarians might be committed to adopt a more confrontational attitude towards capitalism: they might have to become reluctant radicals.

The article is devoted to the analysis of representations about AustriaHungary in Russia in political and publicists societies including Bolsheviks, Social Democrats, liberals (cadets), as well as MFA analysts from February to October. On the basis of the materials on foreign policy and the correlation of revolution and world war, from Russian daily press and journalists, which have not been studied before, the author comes to the conclusion that the representatives of the left flank of the political spectrum had neither information nor conceptually built ideas about the situation in AustriaHungary, about the perspectives for the development of revolutionary processes in the multinational state and its direction and aims. On the other hand, this was also largely characteristic of the moods of the AustroHungarian politicians, whether progovernment or opposition,Статья посвящена анализу представлений об АвстроВенгрии в России в политических и публицистических обществахв том числе большевиков, социалдемократов, либералов (кадетов), а также аналитиков МИД с февраля по октябрь. На основе материалов по внешней политике и соотношение революции и мировой войны, из российской ежедневной прессы и журналистов, которые до этого не изучались, автор приходит к выводу, что представители левого фланга политического спектра не имели ни информации, ни концептуально выстроенных представлений о ситуации в АвстроВенгрии, о перспективах развития революционных процессов в многонациональном государстве и его направленности, а также о том, что они не могли цели. С другой стороны, это было также в значительной степени характерно для настроений австровенгерских политиков, будь то проправительственные или оппозиционные, для которых цели национального движения уже в 1917 году играли гораздо большую роль, чем для русских. Для сравнительного анализа на основе архивных материалов приводятся позиции Министерства иностранных дел (Временного правительства) и Петроградского Совета.

The current study tries to examine the military coups that have occurred in Turkey and Mauritania. These coups differ from the other coups that occurred in the surrounding countries in the phase of democratization as these coups served as a hindrance to the process of democratization in Turkey and Mauritania. The problem of the study revolves around the analysis of the coups that happened in Turkey and Mauritania in the phase of democratic transition. The research is designed to answer the following question: what are the reasons that prompted the military establishment to intervene in political life in the shadow of the process of democratization in Turkey and Mauritania? The study aims at understanding reasons that pushed the military establishment to intervene in the political life. To discuss this phenomenon and achieve the required results, the analytical descriptive approach is adopted for concluding key results that may contribute to understand reasons that pushed the military establishment to intervene in the political life in Turkey and Mauritania in the aftermath democratization occurred in the two countries. The study concluded that the military establishment in both countries engaged in the political action and became ready to militarily intervene in the case of harming its interests and acquisitions.

In dealing with the evolution of political thought, most historians and social scientists, until recently at least, have tended to view political behavior and the changing patterns of power in society as rational implementations of dynamic ideas. They have accordingly concerned themselves more with the development of abstract philosophical systems than with the social-psychological contexts conditioning this development. To other observers, more Marxian than Hegelian in their outlook, all political ideas are but reflections of the economic interests and class ideologies of the various strata of society. This school therefore probes for the secrets of political and social change, not in the surface phenomena of ideas, but in the progress of technology and in the shifting economic relations of groups and classes within the social hierarchy. Still others, few in number as yet, have adopted Freud as their guide.

The female characters created by BP Koirala and Pradip Nepal in Narendra Dai and Swapnil Shahar respectively have been compared and contrasted in this paper. Although Koirala and Nepal represent two poles of the Nepalese political spectrum, with Koirala pursuing democratic socialism doctrine and Nepal following communist ideology, the characters they create in their novels do not completely reflect the political schooling of their creators. The female characters in both the novels share some common traits of characters which most of the women in the Nepalese society, even today, exude, such as compassion, sacrifice, and docility. However, these female characters also display enough courage to rebel against the prevalent patriarchal dominance. The plot of Nepal’s novel is considerably politically colored, and thus the female characters in his novel discuss progressive ideas and even act accordingly. Koirala’s novel on the other hand deals more with socio-psychological issues and these conditions the dispositions of his characters. Nevertheless, his female characters too display rebellious traits and speak back to the patriarchal hegemony both through words and actions. As compared to Nepal, however, Koirala seems to have better succeeded in creating well-rounded female characters that not only abide by the then societal norms and values but also display mutiny against unjust treatment.

TWO views are current concerning the political views of Thomas Cromwell. One—the more common—holds that he believed in absolute monarchy and desired to establish it in England. The Abbé Constant, summarizing (as was his wont) other people's views in language free from other people's reservations, stated it most starkly: he thought that Cromwell aimed at making Henry ‘tout-puissant’ and that his ministry was the golden age of Tudor despotism. Quite recently, an ingenious theory, buttressed with a misunderstood document, based itself on this general conviction. This view has suffered curiously little from the growing realization that the Henrician Reformation rested on conscious co-operation with Parliament and that the propagandists of the time never produced a theory of absolute monarchy. Pollard, the defender of Henry VIII's constitutionalism, seems to have held that, though the king had no ambitions for a genuine despotism, Cromwell certainly harboured such ideas. The other view, recently given support by Dr. Parker, holds that Cromwell did not bother at all about theoretical issues, that his ‘resolutely Philistine type of mind’ despised political theory, and that he never thought beyond the establishment of a sovereign monarchy. Thus, too, Mr. Baumer thought that Cromwell saw in Parliament ‘only a means of executing the royal will’, but also that he ‘had no theoretical views whatever about the relation of the king to the law’—passages hard to reconcile but suggestive of Dr. Parker's views rather than M. Constant's.

In recent decades, the concept of “the people” has received sustained theoretical attention. Unfortunately, political theorists have said very little about its explicit or implicit use in thinking about the expansion of the American polity along racial lines. The purpose of this article in taking up this issue is twofold: first, to provide a substantive account of the meaning of “the people”—what I call its descriptive and aspirational dimensions—and second, to use that description as a framework for understanding the rhetorical character of W.E.B. Du Bois's classic work,The Souls of Black Folk, and its relationship to what one might call the cognitive–affective dimension of judgment. In doing so, I argue that as a work of political theory,Soulsdraws a connection between rhetoric, on the one hand, and emotional states such as sympathy and shame, on the other, to enlarge America's political and ethical imagination regarding the status of African-Americans.

Hobbes' conception of relations between states has attracted attention from two directions. Students of political theory who have focused on Hobbes have from time to time looked beyond their central preoccupations and noted briefly the relevance of his doctrine for the international arena. The external relations of Leviathan are for them on the fringe of Hobbes' theory. Students of international relations on the other hand invoke Hobbes' name frequently as a kind of shorthand for a particular approach to the international world, one that is also associated with Machiavelli, and usually called the ‘realist’ approach. By contrast with the political theorists, they tend to look from the outside into Hobbes’ theory and to ask whether and how far the ‘domestic’ situation of individuals in a Hobbesian state of nature bears an analogy with the ‘external’ situation of states in relationship to one another.

Stanley Cavell roams across a wide range of fields in his first book, Must We Mean What We Say? most obviously those of epistemology, ethics, and aesthetics. But nowhere in the book’s ten essays does he advance an explicit political theory. Still, this book, published in 1969 and written over the course of the preceding decade, quietly poses persistent political questions, even in essays on such topics as skepticism and King Lear, Kierkegaard’s Book on Adler and Beckett’s Endgame, atonal music and ordinary language philosophy. Just who is the “we” spoken of in the book’s title (we philosophers? we Americans? we human beings?)? Is there any relationship between democratic equality and the philosophical appeal to our everyday language, as described in the book’s eponymous essay? 1 Does the account that Cavell offers in his piece on Wittgenstein of practices and behaviors shared across cultures—the “whirl of organism” of our forms of life—suggest a nascent theory of human solidarity? Our freedom in language and the responsibility we bear for meaning, topics of the book’s opening essays, raise the question of what we might owe to one another and how we might offer—or withhold—it in our choices of words. Is this the beginning of a theory of justice? The concept of acknowledgment, described in the book’s final essays as a response to the challenge of skepticism, shifts the problem from what I can know to what I might do. Is this a theory of moral or political action (or both)?
