Gender and Social Policy: the impact of the public expenditure cuts and reactions to them

AbstractIn social policy research the gender dimension has been relatively neglected in Britain. The attempt to selectively reduce public spending is examined with reference to its objective impact on men and women using official statistics and specialist reports. In addition, on the basis of a large-scale interview survey the subjective impact of and political reactions to the cuts are analysed by gender. The main findings are that this current social policy negatively affects women as both public sector workers and consumers more than men. Political reactions to the cuts were extensive but unrelated to gender per se. However, when one controls for economic activity and related variables, gender differences in terms of both political attitudes and behaviour were insignificant compared to the contrast between the economically active and inactive. The main social policy implication is that the restructuring of the welfare state hits women first and foremost.

This article is an attempt to take stock and critically reflect on the UK’s decade of austerity and social policy hostility over the past decade. It distinguishes between economic and political austerity and digs deeper into the data on expenditure in order to examine the impact of austerity on British public expenditure and politics. It argues that the decade of austerity was a hostile one for British social policy which not only undermined the financial base of key parts of the welfare state, it reshaped it and redefined its priorities, setting in train a series of subsequent events that would further change, not just British social policies, but British economics, polity and politics. And, as subsequent crises – notably Brexit and the Covid-19 pandemic – testify, crisis events tend to be linked, and each one shapes and influences the ability of the state to respond to the next.

Gosta Esping-Andersen's (1990) The Three Worlds of Welfare Capitalism has become one of the most cited works in social policy (over 20,600 Google Scholar citations; 20 October 2014). This path-breaking work, with its identification of three distinct forms of welfare capitalism in high income countries, has become the basis for a whole academic industry described as the Welfare Modelling Business (Abrahamson 1999; Powell and Barrientos 2011). According to Headey et al. (1997: 332), it has become a canon in comparative social policy against which any subsequent work must situate itself. Abrahamson (1999) notes that, since the publication of the book, every welfare state scholar has referred to Esping-Andersen's tripolar scheme. Scruggs and Allen (2006: 55, 69) remark that it ‘is difficult to find an article comparing welfare states in advanced democratic countries (or a syllabus on social policy) that does not refer to this seminal work’, and ‘it is hard to overstate the significance of the impact of The Three Worlds of Welfare Capitalism (TWWC) on comparative studies of the welfare state’. Its seminal status is evidenced by the extent to which it continues to be cited in articles on comparative welfare states. It also remains required reading for most (graduate) students of comparative political economy and social policy (Scruggs and Allen, 2008). Kröger (2011) claims that, with few exceptions, comparative social policy research is shaped by welfare regime analysis. Arts and Gelissen conclude that TWWC is a defining influence upon the whole field of comparative welfare state research (2010: 569). Danforth (2014) writes that the ‘three worlds’ typology has become one of the principal heuristics for examining modern welfare states. In short, TWWC is a ‘modern classic’ (Arts and Gelissen, 2002).

The purpose of this study is to evaluate the impact of public expenditure cuts on employment and income to support policies for the development of the labor mar- ket. Impact evaluation is of interest for policy makers as well as researchers. This paper presents a method – that is based on a Computable General Equilibrium model – to analyse the impact of the public expenditure cuts policy on employment and income in industries and occupations in Vietnam using macro data, the Input output table, 2006, 2008 and the 2010 Vietnam Household Living Standard Survey.

ABSTRACTThis article, in which we examine developments in public expenditure on social policy in relation to total public spending in the United Kingdom (UK) in the period after the Second World War, is part of a larger international study on developments in social welfare spending on which we are currently engaged.In Section 1 we briefly sketch in the theoretical background to the study of public expenditure growth in general and social welfare spending in particular. We shall not in this article attempt to evaluate the validity of the competing hypotheses – this exercise is in hand as part of the international study, and we shall report the findings at a later date. Section 2 examines the growth of public expenditure in the UK at the aggregate level. In Section 3 we analyse public expenditure at the individual programme level and in Section 4 we summarize the conclusions.

This chapter contributes to the discussion of public and private social welfare by drawing together recent information on these different ways of providing social benefits. It presents data on public social expenditure for 2015–17 and accounts for the impact of the tax system and private social expenditure to develop indicators on net social expenditure for 2015. The chapter shows that conventional estimates of gross public spending differ significantly from estimates of net public spending and net total social expenditure, leading to an incorrect measurement and ranking of total social welfare effort across countries.Just as importantly, the fact that total social welfare support is incorrectly measured implies that the outcomes of welfare state support may also be incorrectly measured. Thus, the main objectives of the chapter include considering the implications of this more comprehensive definition of welfare state effort for analysis of the distributional impact of the welfare state and for an assessment of the efficiency and incentive effects of different welfare state arrangements.

The Public Expenditure/GDP ratio is one of the most significant metrics that measure the state's share of the economy. It can be said that there is an interventionist state type in countries where this rate is high, or it can be argued that the share of the public sector in the economy is low in countries where this rate is low. It is also possible to argue that the countries' economic, sociological, and political factors play an essential role in determining this ratio. Regulations, which are the most important tools of the welfare state, may arise through economic controls as well as through social policies. This study aims to find an answer to the question of whether this situation is possible for a developing country such as Turkey while Nordic countries, which determine a system different from other welfare models, succeed in raising social welfare without giving up the principles such as equality and justice that they have despite the globalization effect. El gasto público en México se orienta a crear condiciones de desarrollo humano, salud y bienestar social por parte del Estado a través de su estructura federal. Se busca identificar cuál es el comportamiento de los indicadores de crecimiento y desarrollo de las entidades federativas en México en el periodo comprendido de 2005 a 2010. Con el análisis estadístico, se concluye que la relación entre el gasto público, destinado a rubros de salud, educación, desarrollo de infraestructura social, tiene una baja correlación con los índices de desarrollo en el país. Las variaciones no son significativas pero si las diferencias entre entidades federativas. El análisis de los indicadores mencionados, pretende mostrar que el gasto público no impacta claramente en las condiciones de salud, desarrollo y bienestar social de los mexicanos, elevando su calidad de vida.Palabras clave: Gasto público; Indice de Desarrollo Humano; bienestar psicológico; calidad de vida; condiciones de vida AbstractPublic spending in Mexico aims to create conditions of human development, heal­th and social well-being by the State through its federal structure. Our target is to identify what is the behavior of the indicators of grow­th and development in Mexico in the period of 2005-2010. After the statistical analysis, it is concluded that the relationship between pu­blic spending aimed at areas of health, educa­tion, social infrastructure development, has a low correlation with development index in the country. The variations in this index are not significant in the years analysed, but the diffe­rences between states does. Unbiased science dissemination has the potential to alleviate some of the known gender disparities in academia by exposing female scholars’ work to other scientists and the public. And yet, we lack comprehensive understanding of the relationship between gender and science dissemination online. Our large-scale analyses, encompassing half a million scholars, revealed that female scholars’ work is mentioned less frequently than male scholars’ work in all research areas. When exploring the characteristics associated with online success, we found that the impact of prior work, social capital, and gendered tie formation in coauthorship networks are linked with online success for men, but not for women—even in the areas with the highest female representation. These results suggest that while men’s scientific impact and collaboration networks are associated with higher visibility online, there are no universally identifiable facets associated with success for women. Our comprehensive empirical evidence indicates that the gender gap in online science dissemination is coupled with a lack of understanding the characteristics that are linked with female scholars’ success, which might hinder efforts to close the gender gap in visibility.

This article considers the current state of help with funeral expenses in Britain. It argues that assistance has been progressively and deliberately eroded to the point where the famous ‘from the cradle to the grave’ protection of the welfare state has been removed from increasing numbers of poor people. The article sets these developments within the context of the contemporary British funeral industry, with emphasis upon its treatment of less-well-off consumers. The changing nature of social security provision for funeral expenses is traced in detail, including the actions of the incoming 1997 Labour government. This article investigates the public health role of local authorities in the case of burials, concluding that such services are insufficiently robust to meet the new weight placed upon them. The article ends with a consideration of the impact which these different changes produce in the lives of individuals upon whom they have an effect.

The objective of this paper is to understand how the public’s beliefs in five countries may change as more families have direct experience with Alzheimer’s disease. The data are derived from a questionnaire survey conducted by telephone (landline and cell) with 2678 randomly selected adults in France, Germany, Poland, Spain, and the United States. The paper analyzes the beliefs and anticipated behavior of those in each country who report having had a family member with Alzheimer’s disease versus those who do not. In one or more countries, differences were found between the two groups in their concern about getting Alzheimer’s disease, knowledge that the disease is fatal, awareness of certain symptoms, and support for increased public spending. The results suggest that as more people have experience with a family member who has Alzheimer’s disease, the public will generally become more concerned about Alzheimer’s disease and more likely to recognize that Alzheimer’s disease is a fatal disease. The findings suggest that other beliefs may only be affected if there are future major educational campaigns about the disease. The publics in individual countries, with differing cultures and health systems, are likely to respond in different ways as more families have experience with Alzheimer’s disease.
