I have been invited by the organisers to provide an overall perspective on the subject of this Symposium. Necessarily, this will be a subjective impression of topics in which there has been quite remarkable progress since the last General Assembly of the IAU, and which are of the greatest interest for the whole of science. In preparing a review of such an enormous field, one veers between optimism and pessimism about the successes and problems which have arisen. I hope to steer a realistic course between these extremes. Fortunately, there are many experts participating in this Symposium who will be able to neutralise my personal biases and provide authoritative opinions on all the topics I will cover.

It has become more evident during the last three years that the study of interstellar matter is paramount to understand the evolution of the universe and its constituents. From observations of the present state of the interstellar medium, in our galaxy, in other galaxies, and between galaxies, it is possible to test theories of: evolution of the universe, formation and evolution of galaxies, formation and evolution of stars and of the evolution of the interstellar medium itself. The amount of information on the interstellar medium that has been gathered during the 1982-1984 period has been very large and the theoretical models that have been ellaborated to explain these observations have been very numerous, these facts show that the subject of our Commission constitutes a very active field of astronomical research.

1. The principle of the conservation of force, as I apprehend it, is the definite quantitative relation existing between all the phenomena of the universe whatsoever, both in direction and amount, whether such phenomena be considered in the relation of cause and effect, or as antecedent and consequent events. 2. In the particular application of this principle to the advancement of physical science, and also to the invention of new engines and machinery to meet the progressive requirements of society, problems not unfrequently present themselves which involve the consideration of static and dynamic force, from several different aspects; and the solution of these problems often brings out results which are as surprising as they are paradoxical. Of such cases, in which the idea of paradox alluded to is involved, may be mentioned the one contained in the 36th Proposition of Newton’s 'Principia' (Book 2, Cor. 2), and in D. Bernoulli’s 'Hydrodynamica,' p. 279; in which the repulsive force of a jet of Water issuing from a hole in the bottom or side of a vessel with a velocity which a body would acquire in falling freely from the surface, is equal to the weight of a column of water of which the base is equal to the section of the contracted vein and about twice the height of the column which produces the flowing pressure; the static force of reaction being thus double that which, without experiment, had been predicted. An instance in which the quantity of dynamic force is increased paradoxically may be seen in that curious and useful piece of apparatus the injector, by means of which a boiler containing steam of high pressure is able to feed itself with water through a hole in its shell, though this hole is open to the atmosphere; or the steam from a low-pressure boiler is enabled to drive the feed-water through a hole (also open to the atmosphere) into a high-pressure boiler. Although, when rightly interpreted, these examples of paradox, as well as many others of a similar character, are in strict accordance with the principle of conservation, yet they are at the same time contrary to the inferences which are generally drawn from analogical reasonings, and to some of those maxims of science which are framed for the instruction of the unlearned. As the examples cited are only adduced for the purpose of illustrating some analogous phenomena observed in connexion with certain combinations of static and dynamic force in molecular mechanics which form the subject of the present research, it is not my intention to enter into the rationale of either of them, but to direct attention to some new and paradoxical phenomena arising out of Faraday’s important discovery of magneto-electric induction, the close consideration of which has resulted in the discovery of a means of producing dynamic electricity in quantities unattainable by any apparatus hitherto constructed.

The objective of the present paper is to investigate an almost-pseudo-Ricci symmetric FRW spacetime with a constant Ricci scalar in a dynamic cosmological term Λ(t) and equation of state (EoS) ω(t) scenario. Several cosmological parameters are calculated in this setting and thoroughly studied, which shows that the model satisfies the late-time accelerating expansion of the universe. We also examine all of the energy conditions to check our model’s self-stability.

In the present article, we investigate the physical acceptability of the spatially homogeneous and isotropic Friedmann–Lemâitre–Robertson–Walker line element filled with two fluids, with the first being pressureless matter and the second being different types of holographic dark energy. This geometric and material content is considered within the gravitational field equations of the f(T,B) (where T is the torsion scalar and the B is the boundary term) gravity in Hubble’s cut-off. The cosmological parameters, such as the Equation of State (EoS) parameter, during the cosmic evolution, are calculated. The models are stable throughout the universe expansion. The region in which the model is presented is dependent on the real parameter δ of holographic dark energies. For all δ≥4.5, the models vary from ΛCDM era to the quintessence era.

International arrangements for the uses of the ocean have been the subject of long debate within the United Nations since a speech made by Ambassador Arvid Pardo of Malta before the General Assembly in 1967. Issues in question include the method of delimiting the outer edge of the legal continental shelf; the spectrum of ocean arms control possibilities; proposals to create a declaration of principles governing the exploration for, and the exploitation of, seabed mineral resources with the promise that exploitation take place only if it “benefits mankind as a whole,” especially the developing states; and consideration of schemes to create international machinery to regulate, license, or own the resources of the seabed and subsoil. The discussions and debates began in the First (Political and Security) Committee of the 22nd General Assembly and proceeded through an ad hoc committee to the 23rd and 24th assembly plenary sessions. The creation of a permanent committee on the seabed as a part of the General Assembly's machinery attests to the importance members of the United Nations attribute to ocean problems. Having established the committee, they will be faced soon with the necessity of reaching decisions. The 24th General Assembly, for example, passed a resolution requesting the Secretary-General to ascertain members' attitudes on the convening of a new international conference to deal with a wide range of law of the sea problems.

The author sets out to respond to the student complaint that ‘Philosophy did not answer “the big questions”’, in particular the question ‘What is the meaning of life?’ The response first outlines and evaluates the most common religious answer, that human life is given a meaning by God who created us and informs us that this life is just the pilgrim way to the next eternal life in heaven. He then discusses the response that, from the point of view of post-Darwinian science and the evolution of the universe and all that is in it, human life on Earth must be afforded no more meaning than the meaning we would give to a microscopic planaria or to some creature on another planet in a distant universe. All things including human creatures on Planet Earth just exist for a time and that is that. There is no plan or purpose. In the last sections the author outlines the view that it is we humans ourselves who give meaning to our lives by our choices of values or things that are worth pursuing and through our resulting sense of achievement or the opposite. Nevertheless the question ‘What is the meaning of life?’ can mean quite different things in different contexts, and so merit different if related answers. From one point of view one answer may lie in terms of the love of one human for another.

Entropy is a key concept widely used in physics and other fields. At the same time, the meaning of entropy with different names and the relationship among them are confusing. In this paper, we discuss the relationship among the Clausius entropy, Boltzmann entropy and information entropy and further show that the three kinds of entropy are equivalent to each other to some extent. Moreover, we point out that the evolution of the universe is a process of entropy increment and life originates from the original low entropy of the universe. Finally, we discuss the evolution of the entire universe composed of the cosmological horizon and the space surrounded by it and interpret the entropy as a measure of information of all microstates corresponding to a certain macrostate. Under this explanation, the thermodynamic entropy and information entropy are unified and we can conclude that the sum of the entropy of horizon and the entropy of matter in the space surrounded by the horizon does not decrease with time if the second law of thermodynamics holds for the entire universe.

In article the metaphysics of being of information is considered and her cat­egorical status. The concept of information plays an especially important role in cognitive disciplines – neurology, cognitive psychology, sociology and arti­ficial intelligence theories altogether forming the scientific basis of new epi­stemology. Information is understood as the objective reality perceived by the subject by means of touch bodies which it fixes and comprehends by means of various semantic pro-positions, logical-mathematical operations and calculations, using it in various communicative practices for achievement of the purposes. On the basis of philosophical traditions of interpretation of cat­egory of life and various interpretations of this abstract concept of modern nat­ural sciences the new understanding of category of life as a basic metaphysical concept of science is offered. The philosophical bases of the theory of creative participation of the person in events of the Universe the famous American physicist-theorist J.A. Wheeler who put forward the thesis “all from Bit” (It from Bit), the information paradigm of the universe developed by the prom­inent modern philosopher L. Floridi. It is demonstrated that the origination and evolution of all objects takes place due to the existence of specific information programs that express the fundamental creativity of the nature. The statement that the category of life in modern interpretation both in natural-science, and in sociocultural aspects expresses life of information, or the information life presented in unity of three spheres of reality – matter, lives and consciousness (reason) is proved.
