The paper summarizes the discussion on the origin of right-ascension and puts forward new arguments in view of high-precision Geodesy and Astrometry. From the movement of the Celestial Departure Point, the classical right-ascension precession might be amended by an additional term −0s.000257/century originating from the nutation-precession interaction movement. A similar term might also be introduced in the maintenance of a terrestrial reference system, while the concept of a Terrestrial Departure Point is considered. The definition of the Earth's rate of rotation in an inertial or quasi-inertial system is reviewed. A periodic erroneous term of maximum amplitude 2.65mas is pointed out in the conventional transfer relation between CRS and TRS, that can for its main part be compensated by introducing the periodic terms of Woolard's equation of the equinox.

AbstractThe IAU and IUGG has jointly established in 1988 an International Earth Rotation Service (IERS) which is in charge of the realization of conventional celestial and terrestrial reference systems, together with the determination of earth orientation parameters which connect them. The theoretical definition of the terrestrial reference system which is realized by IERS through a conventional terrestrial reference frame formed by SLR, LLR, VLBI and GPS stations is presented. In particular its origin, scale, orientation and evolution with time are reviewed, taking into account relativistic and deformation effects.

The reference frames are of fundamental importance in all kinds of the precession and nutation studies involving the theory, the coordinate transformation and the observations. The aim of this paper is to review all the frames used in such studies and to lead to a better consistency between them in order that theory and reductions of observations be referred, as close as possible, to the frames to which observables are actually sensitive. The equations of Earth rotation can be expressed either as Euler equations in the Terrestrial Reference System (TRS), or as perturbation theory in the Celestial Reference System (CRS) (Kinoshita 1977). Euler equations are transformed to the CRS in the astronomical approach (Woolard 1953) and solved by the method of variation of the parameters, whereas, in the geophysical approach (Melchior 1971), the solutions, first obtained in the TRS, are transformed to the CRS and then solved by an integration with respect to time.

Some basic conceptions of relativistic reference systems are given. The conventional solar-system barycentric reference system (B-system) and the conventional geocentric reference system (G-system) are discussed. It is suggested that the harmonic conditions be used in the definition of the B-system and the G-system be defined by the B-system and the coordinate transformation given by eqs (3–2), (3–3) and (3–4).

AbstractThe transformation between the International Terrestrial Reference System (ITRS) and the Geocentric Celestial Reference system (GCRS) is an essential part of the models to be used when dealing with Earth's rotation or when computing directions of celestial objects in various systems. The 2000 and 2006 IAU resolutions on reference systems have modified the way the Earth orientation is expressed and adopted high accuracy models for expressing the relevant quantities for the transformation from terrestrial to celestial systems. First, the IAU 2000 Resolutions have refined the definition of the astronomical reference systems and transformations between them and adopted the IAU 2000 precession-nutation. Then, the IAU 2006 Resolutions have adopted a new precession model that is consistent with dynamical theories and have addressed definition, terminology or orientation issues relative to reference systems and time scales that needed to be specified after the adoption of the IAU 2000 resolutions. These in particular provide a refined definition of the pole (the Celestial intermediate pole, CIP) and the origin (the Celestial intermediate origin, CIO) on the CIP equator as well as a rigorous definition of sidereal rotation of the Earth. These also allow an accurate realization of the celestial intermediate system linked to the CIP and the CIO that replaces the classical celestial system based on the true equator and equinox of date. This talk explains the changes resulting from the joint IAU 2000/2006 resolutions and reviews the consequences on the concepts, nomenclature, models and conventions in fundamental astronomy that are suitable for modern and future realizations of reference systems. Realization of the celestial intermediate reference system ensuring a micro-arc-second accuracy is detailed.

A requirement for solving Earth rotation problems is the definition of a terrestrial reference system (or systems) and the determination of a terrestrial coordinate frame (or frames). In this context it is important to determine the positions of the observing sites and their temporal variations and establish the dependence of the observations on local conditions and observing methods. In situ concurrent observations are therefore important. In this paper we report the results of a comparison between astronomical and geodetic coordinates derived from different observations at the Cagliari Observatory and the Carloforte latitude station.

Over the years, Global Navigation Satellite Systems (GNSS) have been established in the geosciences as a tool that determines the positions of discrete points (stations) on the Earth’s surface, on global to local spatial scales in a very simple and economical manner. Coordinates obtained by space geodetic measurements ought to be processed, adjusted, and propagated in a given reference frame. As points on the Earth’s surface do not have a fixed position, but rather, are moving with associated velocities, it is inevitable to include those velocities in the coordinate transformation procedure. Station velocities can be obtained from kinematic models of tectonic plate motions. The development and realization of an all-in-one standalone desktop application is presented in this paper. The application unifies coordinate transformation between different realizations (reference frames) of the International Terrestrial Reference System (ITRS) and European Terrestrial Reference System 1989 (ETRS89) following European Reference Frame Technical Note (EUREF TN) recommendations with temporal shifts of discrete points on the Earth’s surface caused by plate tectonics by integrating no-net rotation (NNR) kinematic models of the Eurasian tectonic plate.

Abstract: This paper highlights similarities and different features of the category of kinesics “hand gestures”, its frequency usage and acceptance by different individuals in two different cultures. This study shows its similarities, differences and importance of the gestures, for people in both cultures. Consequently, kinesics study was mentioned as a main part of body language. As indicated in the article, the study kinesics was not presented in the Kyrgyz culture well enough, though Kyrgyz people use hand gestures a lot in their everyday life. The research paper begins with the common definition of hand gestures as a part of body language, several handshake categories like: the finger squeeze, the limp fish, the two-handed handshake were explained by several statements in the English and Kyrgyz languages. Furthermore, this article includes definitions and some idioms containing hand, shake, squeeze according to the Oxford and Academic Dictionary to show readers the figurative meanings of these common words. The current study was based on the books of writers Allan and Barbara Pease “The definite book of body language” 2004, Romana Lefevre “Rude hand gestures of the world”2011 etc. Key words: kinesics, body language, gestures, acoustics, applause, paralanguage, non-verbal communication, finger squeeze, perceptions, facial expressions. The article suggests a technique for relation global kinematic reference system and local static realization of global reference system by regional continuously operated reference stations (CORS) network. On the example of regional CORS network located in the Novosibirsk Region (CORS NSO) the relation parameters of the global reference system WGS-84 and its local static realization by CORS NSO network at the epoch of fixing stations coordinates in catalog are calculated. With the realization of this technique, the main parameters to be determined are the speed of displacement one system center relativly to another and the speeds of rotation the coordinate axes of one system relatively to another, since the time evolution of most stations in the Russian Federation is not currently provided. The article shows the scale factor for relation determination of coordinate systems is not always necessary to consider. The technique described in the article also allows detecting the errors in determining the coordinates of CORS network in global coordinate system and compensate for them. A systematic error of determining and fixing the CORS NSO coordinates in global coordinate system was detected. It is noted that the main part of the error falls on the altitude component and reaches 12 cm. The proposed technique creates conditions for practical use of the advanced method Precise Point Positioning (PPP) in some regions of the Russian Federation. Also the technique will ensure consistent PPP method results with the results of the most commonly used in the Russian Federation other post-processing methods of high-precision positioning.
