AbstractSince the United States committed to withdraw from the UN Paris Agreement on climate change, international observers have increasingly asked if China can take the lead instead to raise global ambition in the context of a world leadership vacuum. Given the country's increasing economic and strategic focus on sustainable and low-carbon innovation, China might seem well placed to do so. However, much depends on the direction of governance and reform within China regarding the environment. To better understand how the government is seeking to make progress in these areas, this article explores key political narratives that have underpinned China's policies around sustainable development (kechixu fazhan) and innovation (chuangxin) within the context of broader narratives of reform. Drawing on theoretical insights from work that investigates the role of power in shaping narratives, knowledge and action around specific pathways to sustainability, this article explores the ways in which dominant policy narratives in China might drive particular forms of innovation for sustainability and potentially occlude or constrain others. In particular, we look at ecological civilization (shengtai wenming) as a slogan that has gradually evolved to become an official narrative and is likely to influence pathways to sustainability over the coming years.

There is not much new in the divide in economic literature between fiscal and monetary policy; what is new post-2008 is the emergence of the role of money supply and that of public debt to prominence as the instrument of choice for central banks and the government treasury. To a large degree, money supply and public debt now eclipsed the central role variables such as tax and interest rates had played in the setting of economic policies in countries both developed and developing. While literature is evaluating how the change in the role of these stock parameters to that of policy variables will play out, this article takes up the more mundane task of examining only one of them, which is public debt in the context of India. We believe that there is a key reason to do so. The Indian government has not used public debt as an active policy tool, so far, even as several countries have begun to do so ( Mohanty, 2012 ). Instead, it has held on to a general desideratum of the need to reduce it; borne out of the scare of the balance of payments crisis of 1991. But 25 years after the crisis, it is important to examine if there is a conscious understanding within the government for the need to measure and deploy public debt especially as the room for active deployment of other fiscal tools, namely taxation is circumscribed. By FY14 India’s public debt (centre and states combined), as percentage of GDP, stood at 66.7 per cent; it was 70.6 per cent in FY09. For the sake of comparison, the world’s most indebted countries include Greece, of course, with its general government net debt at 173 per cent of its GDP. Others in the top 20 include Italy, Egypt, Portugal, Spain, France, the United Kingdom, Japan and the United States of America. By current estimates, India does not rank amongst the most indebted countries of the world. But is the position, one of strength or of a passive arrival that offers little or no policy direction to the government? Moreover, this article also argues that in the absence of such direction, there has been a build-up of debt in the economy instead of a reduction. Most of that build-up has been sought to be balanced by recourse to non-tax revenue. As fresh options to tap non-tax revenue dry up, public debt could emerge as the new pressure point for the economy.

After four years of not simply inaction but significant retrogression in U.S. climate change policy, the Biden administration has its work cut out. As a start, it needs to undo what Trump did. The Biden administration took a step in that direction on Day 1 by rejoining the Paris Agreement. But simply restoring the pre-Trump status quo ante is not enough. The United States also needs to push for more ambitious global action. In part, this will require strengthening parties’ nationally determined contributions (NDCs) under the Paris Agreement; but it will also require actions by what Sue Biniaz, the former State Department climate change lawyer, likes to call the Greater Metropolitan Paris Agreement—that is, the array of other international actors that help advance the Paris Agreement's goals, including global institutions such as the International Maritime Organization (IMO), the Montreal Protocol, and the World Bank, as well as regional organizations and non-state actors. Although the Biden administration can pursue some of these international initiatives directly through executive action, new regulatory initiatives will face an uncertain fate in the Supreme Court. So how much the Biden Administration is able to achieve will likely depend significantly on how much a nearly evenly-divided Congress is willing to support.

In an era where expertise is increasingly critiqued, this study draws from the research on expertise and scientist stereotyping to explore who the public considers to be a scientist in the context of media coverage about climate change and genetically modified organisms. Using survey data from the United States, we find that political ideology and science knowledge affect who the US public believes is a scientist in these domains. Our results suggest important differences in the role of science media attention and science media selection in the publics “scientist” labeling. In addition, we replicate previous work and find that compared to other people who work in science, those with PhDs in Biology and Chemistry are most commonly seen as scientists.

Introduction and Hypothesis: Stroke is a leading cause of death and the major cause of disability in the world. However, few studies applied multilevel regression techniques to explore the association of stroke risk with climate change and air pollution. In the study, we aimed to test the hypothesis that the disproportionately distributed stroke rates across the counties and cities within a country are significantly associated with air pollution and temperature. Methods: We used data from U.S. 1118 counties in 49 states, which had estimated measures of particulate matter (PM)2.5 for the years 2010-2013, and data from China 120 cities in 32 provinces (including 4 municipalities), which had measures of Air Pollution Index (API) for the years 2012-2013. We assessed the association between air quality and prevalence of stroke using spatial mapping, autocorrelation and multilevel regression models. Results: Findings from the U.S. show that the highest average PM2.5 level was in July (10.2 μg/m3) and the lowest in October (7.63 μg/m3) for the years 2010-2013. Annual average PM2.5 levels were significantly different across the 1118 counties, and were significantly associated with stroke rates. Multilevel regression analysis indicated that the prevalence of stroke significantly increased by 1.19% for every 10 μg/m3 increase of PM2.5 (p<0.001). Significant variability in PM2.5 by states was observed (p=0.019). More than 70% of the variation in stroke rates existed across the counties (p=0.017) and 18.7% existed across the states (p=0.047). In China, the highest API was observed in the month of December, with a result of 75.76 in 2012 and 97.51 in 2013. The lowest API was observed in July, with a result of 51.21 in 2012, and 54.23 in 2013. Prevalence of stroke was significantly higher in cities with higher API concentrations. The associations between air quality and risk of stroke were significantly mediated by temperatures. Conclusions: The study, using nationally representative data, is one of the first studies to address a positive and complex association between air quality and prevalence of stroke, and a potential interaction effect of temperatures on the air - stroke association.

In the last five years, climate change has been established as a central civilizational driver of our time. As a result of this development, the most diversified social processes - as well as the fields of science which study them - have had their dynamics altered. In International Relations, this double challenge could be explained as follows: 1) in empirical terms, climate change imposes a deepening of cooperation levels on the international community, considering the global common character of the atmosphere; and 2) to International Relations as a discipline, climate change demands from the scientific community a conceptual review of the categories designed to approach the development of global climate governance. The goal of this article is to discuss in both conceptual and empirical terms the structure of global climate change governance, through an exploratory research, aiming at identifying the key elements that allow understanding its dynamics. To do so, we rely on the concept of climate powers. This discussion is grounded in the following framework: we now live in an international system under conservative hegemony that is unable to properly respond to the problems of interdependence, among which - and mainly -, the climate issue.

Over millions of years, physiology and anatomy of the living organisms has been changed due to internal climate forcing mechanism. This has influenced the world wide distribution of species. External climate forcing mechanism has caused rapid rise in earth’s temperature and it is expected to rise by 2-4 °C by the end of the century. It has now been recognised as the most complex problem of present scenario and being concerned in almost every field of science. Climate change is the most sensitive issue which is a challenge not only for the government and society but also for each individual. In the present communication impact of external climate forcing mechanism on biodiversity and its extinction is being analysed and role of sustainomics for the same is overviewed. Studies reveal that the rate of speciation of flora and fauna is not in the accordance with the rate of externally enforced climate change. Thus, the increased rate of climate change has caused catastrophic mass extinction threat for plants, animals and insects in the anthrapocene era. The pattern of extinction and threatened species are not yet known. Various solutions for the problem have been suggested by the multidisciplinary researches, rooted by the sustainomics. These suggestions include to diverge from fossil fuel, to use renewables, to make and apply rules for 3Rs etc. Only cooperative involvement of social, scientific and industrial bodies may resolve the problem.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. Many post-secondary institutions are developing policies and programs aimed at improving responses to sexual assault experienced by students. In some areas, such as Ontario, Canada, the government has mandated post-secondary institutions to do so. However significant these initiatives, they are predicated on the assumption that students trust, and want to engage with, the university following sexual violence. This study explores students’ perceptions of sexual assault policies and services on one mid-size university campus focusing specifically on how trust factors into reporting sexual victimization and using services. Findings show that students believe that sexual assault policies and programs exist, but this does not meanstudents are willing to use such resources or that they even trust that their university has students’ needs and interests at the fore. This paper discusses policy and programmatic considerations for building student trust in their post-secondary institutions to encourage student use of campus support.

 The 2015 Paris Agreement requires all participating countries to reduce emisson level. Indonesia as Non-Annex I accepted the norms of the 2015 Paris Agreement by ratifying this agreement. Meanwhile, Indonesia's emissions level continues to increase due to the rate of deforestation and forest degradation in Indonesia which ranks highest in the world. This study aims to analyze Indonesian policy in ratifying the agreement by using the Constructivism Perspective in explaining the International Regime and the Concept of Norm Influence by Finnemore and Sikkink. The study uses qualitative methods with explanatory designs. Data collection techniques are sourced from secondary sources as well as data analysis techniques carried out by reduction, presentation, and drawing conclusions as well as verification. This study found that the United States as a hegemonic state acting as the norm entrepreneurs by granting climate change financial assistance of $500 million through the GCF for Indonesia as a developing country was a condition affecting Indonesia in ratifying the agreement. Keywords: Indonesia, ratify, 2015 Paris Agreement, norm, climate change.
