AbstractLarge publicly held pools of assets are playing an increasingly prominent role in the global investment arena. We compare three distinct forms of such public funds, namely foreign exchange reserve funds, sovereign wealth funds, and public pension funds, to highlight their differences and similarities. We review previous studies on ways to better secure prudent and economically sound public fund management practices in these funds, as well as how to evaluate their governance and investment policies and how to better protect the assets from political interference. Drawing from the pension and corporate finance literature, we also link their management to governance practices and country-specific characteristics, and contrast those with empirical findings on linkages with corporate governance.

Subject. This article deals with the issue of improving the public investment allocative efficiency. Objectives. The article aims to develop an approach to improve the efficiency and effectiveness of public investment in the economy. Methods. The study is based on a panel data regression with random effects. Conclusions and Relevance. All sectors of the economy have different demand for investment resources attracted, determined by operational and technological aspects. The results of the study can be used to develop an effective system of public investment.

Relatively new in Romania, IT governance is defined as procedures and policies established in order to assure that the IT system of an organization sustains its goals and strategies. This bundle of policies and procedures, following the best practices in the area, intends to guide and control the IT function in order to add value to the organization and to minimize IT risks. The purpose of the research is to identify the measure in which the IT governance practices are implemented to the level of the financial institutions in Romania. The goal of this paper is a comparative analysis for implementing IT governance using data offered by the IT Governance Institute. This institute makes every year a study (IT Governance Global Status Report – 2006) to determine a sense of priorities and to develop actions for implementing IT governance, using data which acknowledges once more the need for all organizations to have tools and services to assure an efficient IT governance. In this way, the research will analyze, in the field of Romanian financial institutions, the most serious IT problems pointed out by the respondents from the last year, the most efficient measures considered by top management for resolving problems pointed out, the best used practices in IT governance and the most used frameworks for implementing IT governance practices.

O presente artigo apresenta os dados parciais da pesquisa intitulada Mapeamento do financiamento das políticas públicas de trabalho dirigidas aos pescadores artesanais e pequenos produtores rurais no Brasil, desenvolvida no âmbito do PIBIC/CNPq/UFS. Os dados coletados foram obtidos através de sites e pesquisa bibliográfica. Na disputa pela destinação do fundo público, e observando seus resultados, constata que estes refletem na distribuição orçamentária dos recursos entre setores, áreas, políticas específicas, reconhecendo, assim, o direcionamento político-estratégico da intervenção estatal. Conclui que, especificamente no caso dos três ministérios pesquisados (Ministério da Pesca, Ministério do Desenvolvimento Agrário e Ministério do Meio Ambiente), eles não são prioridade nos governos Lula e Rousseff. Data were obtained throughwebsites and bibliographic research. The dispute over the allocation of public funds and observing their results, which arereflected in the budgetary allocation of resources between sectors, areas, specific policies, one can recognize the politicaland strategic direction of state intervention. Specifically in the case of the three surveyed ministries (Ministry of Fisheries, Ministry of Agrarian Development and the Mystery of the Environment), it was shown that they are not a priority ingovernments Lula and Rousself. Abstrak: Tujuan penelitian adalah untuk mengetahui bagaimana perspektif maqāṣid al-syarīʻah terhadap pengawasan internal yang terkandung dalam Peraturan Pemerintah No. 60 Tahun 2008 tentang Sistem Pengendalian Intern Pemerintah. Penelitian dilakukan dengan metode penelitian kepustakaan dengan pendekatan yuridis-normatif yang dipadukan dengan pendekatan maqāṣidī. Hasil penelitian menunjukkan bahwa pengawasan internal secara maqāṣid al-syarīʻah, dianggap sebagai bagian dari al-maṣlaḥah al-ḥājjiyyah, dan berfungsi sebagai wasā‟il (sarana). Pengawasan internal merupakan sarana untuk memudahkan penyelenggaraan pelayanan publik supaya dapat berjalan sesuai dengan aturan yang telah Allah tetapkan. Pengawasan internal merupakan bagian dari pemeliharaan agama dan harta dalam wujud pelaksanaan amar makruf nahi mungkar dan pertanggung  jawaban  terhadap  amanah  serta  pemeliharaan  atas  harta  umum  (public  fund). Sehingga dapat disimpulkan bahwa secara umum konsep pengawasan internal yang diamanahkan dalam Peraturan Pemerintah tersebut telah sesuai dengan apa yang diinginkan oleh syarak, hanya saja masih harus dilakukan penyempurnaan pada sistem pengawasannya agar apa yang diinginkan oleh syarak dapat terimplementasi dengan baik.Abstract: The aim of the research is to find out how the perspective of maqāṣid al-syarīʻah towards internal supervision contained in Government Regulation No. 60 of 2008 About the Government Internal Control System. The study was conducted with a literature research method with a juridical-normative approach combined with the maqāṣidī approach. The results showed that internal supervision by maqāṣid al-syarīʻah, was considered as part of al-maṣlaḥah al-jiājjiyyah, and functioned as wasā'il (means). Internal supervision is a means to facilitate the implementation of public services so that they can run according to the rules that God has set. Internal supervision is part of the maintenance of religion and assets in the form of the implementation of amar makruf nahi mungkar and accountability for the mandate and maintenance of public assets (public funds). So it can be concluded that in general the concept of internal supervision mandated in the Government Regulation is in accordance with what is desired by the sharak, only that improvements must be made to its monitoring system so that what is desired by the sharak can be implemented properly.

The article considers the concepts and history of Agile and Lean, the possibility of application in local self-government in Ukraine, analysis of the experience of local government in other countries. The aim of the article is to find ways to learn the best experience to improve the work of local self-government in Ukraine.Foreign publications related to the possibility of implementing the Agile methodology in the field of public administration and local self-government are analyzed. Examples of interaction and mutual influence of Agile and Lean are given. Demonstrates how references in international ISO standards to the above-mentioned methodologies, values and ways of thinking are used. ISO standards for management systems are universal and can be applied by both private and public sector organizations. One of the main ideas behind the standards is continuous improvement based on the PDCA cycle, and organizations that have implemented management systems such as ISO 9001 can use international best practices, tools and techniques to improve efficiency and effectiveness, satisfaction of customers and other interested parties and reduce unwanted losses. Such methods are those which are considered in this article. Historically, most management practices have emerged in the private sector, driven by a competitive environment. And then adapts to public administration and local government. In Ukraine, the process of decentralization of local self-government is gaining momentum. Sustainable development of local self-government is the basis for ensuring the comfort and quality of life of the local communities. In a rapidly changing environment, there is a need to find new management approaches. It is proposed to conduct short-term pilot projects to test the Agile method in local governments. It is advisable to include consideration of the methods specified in the article in training and retraining of employees. Continuous improvement requires, first of all, a change in organizational culture and awareness and involvement of staff for the most effective implementation of world best practices.

Until recent times, energy management practices primarily consisted in replacing inefficient equipment and then using any number of methods to estimate obtained savings. Experience shows that positive effects of energy efficient improvements were decreased over time. There have been significant efforts over the last decade to define appropriate standards and best practices and implement the consistent energy management system to increase and maintain the energy savings. The knowledge gained from thousands of energy efficient projects is driving a transition from traditional tactical practice (one-time "build and forget" projects) to energy management strategies proposed and endorsed by a number of international organizations. The current status of internationally developed energy management standards, including an analysis of their shared features and differences is presented in this paper. The purpose of the analysis is to describe the current state of ?best practices? for this emerging area of energy efficiency policymaking in order to study the possibility of implementation of energy management standards in Serbia and to estimate the effects and the potential for energy saving that would be made by its implementation.

Paper investigates peculiarities of management of public investment projects subject to State Investment Program (SIP) in Lithuania. Using comparative analysis for compatibility of European Structural and Investment Funds (ESIF) and SIP management systems as well as utilizing multi criteria analysis (MCA) techniques with attention to the Euclidean distance author reveals challenges of rationality of evaluating, selecting and implementing public investment projects according to the requirements of inclusive growth applicable to the country under ESIF management system. In this regard, there is as well noticed that current regulations for pubic investments under SIP in the country inevitably requires significant improvement in order to ensure the rational use of the state budget funds and comply with the requirements for inclusive growth as set under ESIF management system. Subsequently possible solutions proposed focusing on improving specific tasks of the management process of evaluating, selecting, implementing public investment projects.

This research addresses a recent period of the trajectory of Brazilian audiovisual production and its relationship with contemporary platforms of distribution and consumption of video on demand, VoD. National production of films, soap operas, series and other audiovisual consumer goods, prior to digital technologies, remained in closed and limited models. The advent of the internet and streaming technologies have enhanced the opening of the market to new forms of business, untying the productions of these limits. The objective of this work was to verify, through analytical data provided by companies, data obtained from qualitative research and content from personal interviews with market professionals, in addition to the referenced bibliography, as this new market for online distribution of videos implied expansion of the Brazilian market, especially when we focus on production. This trajectory has shown us that VoD has effectively become another window of opportunity for the dissemination of national productions alongside public investment policies for the script development phase.

Many will not dwell on such a thought, and define the information technology project manager as the one person that gets the information technology project done. This paper introduces 74 best practices and traits for the novice information systems project manager. The 74 personal traits and best practices were collected from 35 project managers and are based on personal experiences on a number of IT projects. This article provides an interactive platform for the information system technology project manager by catering to their needs for practical insights toward efficient and individually tailored project management.
