The paper outlines the role of grain-producing companies in the agrarian sector of Ulyanovsk Oblast. It determines basic competitiveness factors of grain-producing companies in the region. An agricultural enterprise devoted to crop production of the region was assessed to provide an overview of its internal and external environment in modern conditions. The SWOT and PEST analysis tools were used therewith. The overview evaluated the efficiency of grain production at the enterprise, determined a break-even point and margin of financial stability. This allowed the enterprise to be classified as financially unstable with a moderate bankruptcy risk. The paper also discusses the role of innovations (through the introduction of new promising and region-bound grain varieties and the use of highly-efficient liquid fertilizers) and their contribution to the development of grain production and increase in financial stability of the enterprise.

The article defines the role of the market of agricultural production services in the process of agricultural production. The works of domestic scientists devoted to the efficiency of agricultural production, services sphere and the market of agricultural production services are analyzed. A number of methods have been selected for this study. The essence of the concepts of production service and the market of agricultural production services is defined. There are established that the volume of use of production services in the agricultural production process depends on the area under crops in crop production and the number of heads in animal husbandry. The dynamics of changes in sown areas and livestock in Ukraine are analyzed. It is determined that all production operations in agriculture are carried out in accordance with the technological maps. The definition of the concept of “technological map” is given. Information on the composition of agricultural production services in the field of crop production is given. It is established that agricultural production services in crop production can be carried out both manually and mechanized. The importance of technical equipment of the agricultural enterprise for the implementation of the production process was showed. The presence of the main types of agricultural machinery in agricultural enterprises of Ukraine and households is analyzed. The peculiarities inherent only in production services in the field of agriculture are highlighted. The dependence of the volumes of production services on the total volumes of sown areas in crop production and animals in animal husbandry were shown. The concept of production outsourcing is defined and its place in the activity of agricultural producers is defined. The results of a sociological survey of consumers of agricultural production services are shown and analyzed.

The processes taking place in the economy in recent decades clearly demonstrate that the economic and social stability of society depends on the financial stability of enterprises. One of the most important signs of financial stability is the ability of an enterprise to generate cash flows. The presence of money from the enterprise determines the possibility of its survival and directions for further development. Any company in the course of its activities has a need for financial resources necessary for the implementation of relationships with other legal entities and individuals. The uninterrupted circulation of cash flows in the reproduction process means the fulfillment of obligations to the budget, partners, the absence of overdue debts to the enterprise and the enterprise itself, normal solvency, necessary financial stability, creditworthiness and profitability. The cash flow of an enterprise is a continuous process. For each direction of funds use there must be an appropriate source. In a broad sense, the assets of an enterprise represent the net use of cash, and liabilities and equity are net sources. A research aim was to conduct the all-round analysis of enterprise money forming streams, estimate the degree of sufficientness and efficiency for providing of their balanced and synchronization. For realization of the put aim tasks are pulled out: to find out the value of money streams in activity of menage subjects; to conduct the analysis of certain enterprise money forming streams; to carry out the estimation of composition, dynamics and efficiency of enterprise money streams management. Research methodology is folded by the scientific methods of cognition and special, in particular, economic and statistical methods (comparison, grouping, tabular, graphic, standardizations of investigated phenomena indexes), economic and logical methods (elimination, vertical, horizontal, coefficient analysis) which provided the solution of the tasks in the chosen research direction. The article discusses the nature and characteristics of cash flows. The above classification and sources of cash flow. On the example of agricultural enterprise "Sloboda " was estimated efficiency of cash flow. The main activities of the enterprise are: the cultivation of grain crops (except rice), legumes and oilseeds; breeding dairy cattle; breeding pigs; sugar production; breeding other animals; auxiliary activities in crop production. The input streams of this company are 100% solely cash from operating activities. Having considered the structure of the PSP “Sloboda” initial cash flows for 2015-2017, we can say that the main share of cash flows from operating activities (80-90%), from investment activities – 10-20%. Conclusions were made on improving the efficiency of cash flows. With the aim to increase cash flows of private agricultural enterprise "Sloboda" management efficiency it is necessary: to attract in practice the calculation of money streams indexes system as measuring devices of financial firmness and solvency; to study area conformities of money law streams and take them into account in practice and analysis of enterprise; to determine streams in registration, including operative, and information for timely forming of the extended dataware of enterprises cash flow analysis; to perfect money streams methodology of analysis; to take into account the factors of enterprise money motion in the conditions of vagueness and risk. The development of multi-vector economy, effective implementation of reforms in this sphere as well as improvement of living standards is impossible without a qualitative operation of financial controlling services, especially at agricultural enterprises. However, the lack of effective state support in this area as well as professional financial controllers in the agrarian sector had a negative impact not only on the resource provision, but also the whole profitability of enterprises in the industry. Therefore, at the present stage of development of Ukrainian agrarian sector the topical issue is definition of common principles for the implementation of effective financial and credit policy at the agricultural industry of the economy. Given the topicality of the above issue and lack of its study, the main purpose of this Research is a determination of the role of financial controllers staff in the formation of the credit policy of agricultural enterprises and measures for its enhancement. As a result of the analysis, we have found that financial controlling together with all its components provides for timely reflection and provision of information on financial and economic activities to external and internal users by experts for the purpose of further planning and implementation of their management decisions. In addition, taking into account the above approach, we have identified the main stages in the formation of the credit policy at agricultural enterprises with the participation of controlling services staff. They include both financial controllers’ analysis of an agricultural enterprise activity on the possibility of its crediting and scientific and practical approaches to the implementation of specific credit policies. We also have found that, first of all, it is necessary to involve financial controllers in all micro and macro credit development processes in order to increase the role of controlling services in the formation of the credit policy at agricultural enterprises. The above approach is comprehensive and provides the conditions for a differential study of the problem of the effective financial controllers’ performance at enterprises of the agrarian sector of the economy at both national and regional levels.

The article establishes the necessity of developing a methodology for assessing the economic stability of production and sales in both theoretical and practical aspects. It is specified that when maximizing the profit of an enterprise, account should be taken of the growing production risks. Estimates of stability and / or riskiness of manufactured and sold products, using the indicator of the price operational leverage and the coefficient of profitability of sales. The article summarizes the methodical approaches to determining the indicator of an operating leverage in foreign economic literature. Practical calculations of the natural and price operational levers are presented, criteria for the acceptable level of entrepreneurial risk are developed taking into account the financial stability of the agricultural enterprise. Statistical information on the size and structure of the cost of production of certain types of plant products (wheat, corn, sunflower, grapes) in agricultural enterprises is systematized. The structure of fixed and variable costs in the production of these crops is determined, as well as the situation of the relevant product markets. It is proved that the calculation of the level of operating leverage in the production of a particular type of crop production allows us to assess the state of economic sustainability and, accordingly, to formulate rational management decisions to achieve the permissible level of risk and increase the efficiency of production activities. The mechanism of management of the production program is based on the consideration of the change in the value of the strength of the operating lever at different trends in the development of the market situation of the corresponding products. It is substantiated that the size of the operating lever is influenced by the sectoral features of agricultural production, the level of technical support, the volume of production, the price conjuncture of the domestic and foreign markets of the corresponding products, etc. indicators. The authors highlight that the main advantage of operational analysis for the enterprise management system is the ability to develop scenarios of influence on the amount of profit that the enterprise will receive, subject to a change in several factors: volume of production, composition and value of costs, product prices, structural changes in the product composition of the production program . Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

It is shown that the application of the Internet technologies is relevant in the selection of crop production technologies and the formation of a rational composition of the machine-and-tractor fl eet taking into account the conditions and production resources of a particular agricultural enterprise. The work gives a short description of the web applications, namely “ExactFarming”, “Agrivi” and “AgCommand” that provide a possibility to select technologies and technical means of soil treatment, and their functions. “ExactFarming” allows to collect and store information about temperature, precipitation and weather forecast in certain areas, keep records of information about crops and make technological maps using expert templates. “Agrivi” allows to store and provide access to weather information in the fi elds with certain crops. It has algorithms to detect and make warnings about risks related to diseases and pests, as well as provides economic calculations of crop profi tability and crop planning. “AgCommand” allows to track the position of machinery and equipment in the fi elds and provides data on the weather situation in order to plan the use of agricultural machinery in the fi elds. The web applications presented hereabove do not show relation between the technologies applied and agro-climatic features of the farm location zone. They do not take into account the phytosanitary conditions in the previous years, or the relief and contour of the fi elds while drawing up technological maps or selecting the machine-and-tractor fl eet. Siberian Physical-Technical Institute of Agrarian Problems of Siberian Federal Scientifi c Center of AgroBioTechnologies of the Russian Academy of Sciences developed a software complex PIKAT for supporting machine agrotechnologies for production of spring wheat grain at an agricultural enterprise, on the basis of which there is a plan to develop a web application that will consider all the main factors limiting the yield of cultivated crops.

AbstractThe conflict between the Thai state and the Malay-Muslim insurgency in the country's Deep South is one of Southeast Asia's most persistent internal security challenges. The start of the current period of violence dates back to the early 2000s, and since then, a significant number of studies exploring the renewed escalation have been published. In this study, we argue that existing scholarship has not adequately accounted for the external environment in which political decisions were taken on how to deal with the southern insurgency. We seek to show how the internationally dominant, hegemonic security agenda of so-called non-traditional security (NTS) influenced the Thai government's approach to the conflict. Building upon the Copenhagen School's securitisation theory, we show how the insurgency became securitised under the dominant NTS narrative, leading to the adoption of harsh measures and alienating discourses that triggered the escalation of violence that continues today. The specific NTS frameworks that ‘distorted’ the Thai state's approach of one that had been informed solely by local facts and conditions were those of anti-narcotics and Islamist terrorism, albeit in different ways. Based on the findings from the case study, the article concludes with a reflection on the role of the hegemonic NTS agenda and its implications for Southeast Asian politics and scholarship.

The purpose of the current study is to investigate the role of the Islamic financial system in recovery post-COVID-19 and the way Fintech can be utilized to combat the economic reverberations created by COVID-19. The global financial crisis of 2008 has established the credentials of the Islamic financial system as a sustainable financial system which can save the long run interests of the average citizens around the world while adding value to the real economy. The basic ethical tenets available in the Islamic financial system make it more suited and readymade to fight the economic aftershocks of a pandemic like COVID-19. The basic principles of ethical Islamic finance have solid connections to financial stability and corporate social responsibility within the wide-reaching business context. With the emergence of Financial technology (Fintech) it has provided a missing impetus to the Islamic financial system to compete on equal ground with its conventional counterpart and prove its mettle. The study uses discourse analysis along with the content analysis to extract content and draw a conclusion. The findings of the study indicate that COVID-19 pandemic has provided the opportunity for the social and open innovation to grow and finance world have turned to open innovation to provide a speedy, timely, reliable, and sustainable solution to the world. The findings of the study provide significant implications for governments and policy makers in efficient application of Fintech and innovative Islamic financial services to fight the economic consequences of the COVID-19 pandemic.
