It is established that the problem of effective and rational land use for environmentally friendly development of mineral resources is that it is connected with only one goal – to ensure coal mining, after which no new sources of income are available. At the same time, the land use economy entirely depends on the legal regime of the land, which determines its reaction to the slightest changes in legislation. Modern models of efficient and rational land use for the environmentally friendly development of Kuzbass subsoil are not currently developed. Under the circumstances, there is a need to develop a comprehensive theory of such land use, aimed at ensuring sustainable development of the region. The justification of the principles and mechanism of management of the land fund of mining enterprises determines its effectiveness. Establishing the dependence of effective and rational land use for environmentally friendly subsoil development characterizes a new level of information interaction between sciences (land management, mining and economy). Practical application of this theory lies in effective subsoil use.

Libya is considered to have one of the highest rates of urbanisation in the world; especially, when compared to other regions in North Africa and the Mediterranean. Tripoli witnessed rapid population growth and increasing economic development, this led to a concentration of the population in and around the city. Tripoli has witnessed an extreme expansion of its urban area which now contains a population more than 2 million. At the same time, Tripoli is a region which encompasses an area of high agricultural fertility. The objective of this study was to investigate how agricultural land in the Tripoli region could be protected from land use change brought about by rapid urban expansion. This research adopted a mixed methods approach to collect primary and secondary data. Information was gathered from stakeholders, farmers and official sources and triangulated to understand the processes behind rapid urban expansion and the loss of agricultural land. Research included field observations in Tripoli, interviews with government official, and questionnaires for farmers. Research revealed that government policies have played a significant role in creating and exacerbating the problem of urban expansion by encouraging migration to Tripoli. Furthermore, present legislation has been shown to be an ineffective deterrent. Laws are continually broken by various individuals; therefore, current legislation fails to protect agricultural land as it is not enforced properly. This research has, however, identified the existence of effective schemes, such as the National Physical Perspective Plan – Libya(NPPP) and National Spatial Policy (NSP). These schemes would promote balanced sustainable development across Libya, providing better facilities and opportunities in other regions and therefore combat mass migration to larger cities. They have not, however, been implemented due to the difficulty in persuading relevant authorities to do so. This study demonstrates the need for an efficient land use planning in Libya. It provides information to support research and planning efforts related to land development and conservation, ensuring the protection of agricultural land in the face of rapid urban expansion. This is of particular importance to Libya as the percentage of fertile agricultural land is small, around 2% of the country's total area. The study emphasised the importance of protecting this small but significant land space for future use. The findings of this study will therefore provide a significant guide for future urban planning and will be of use to urban planners and decision makers determining policies and plans to control urban expansion. This study is essential to understanding the changes witnessed in Libya's agricultural landscape and the need to protect it to ensure its future. Its findings will be used to provide information on effective land management, environmental conservation, and sustainable development, which will be of interest to policy planners and government officials in Libya. Preliminary findings demonstrate that government policies have played a significant role in creating/exacerbating the problem of rural-urban migration to Tripoli. Research has highlighted that national land use policies require revision to achieve future sustainability. Revising policy would enable the country to re-balance the construction of infrastructure and services, accounting for other areas. While there are schemes to promote this (to implement balanced sustainable development 2006-2030), it has been difficult to persuade authorities to implement them. Finally, research has shown that despite strict legislation existing to protect agricultural land, it is not enforced and therefore, laws are often broken by individuals. This research suggests that confronting these issues would reverse a trend of focusing on short term economic benefits (housing) at long term cost (loss of agricultural land).

Purpose. The aims of this paper are (i) to explore public-private partnerships as a tool for economic development of rural economies in developing countries and countries with economies in transition in order to ensure sustainable use of nature and increase public welfare of rural communities through the added value chain; (ii) to develop proposals for the implementation of public-private partnerships on land management and land use in Ukraine. Methodology / approach. The methodological approach involves study of the world’s PPP practice in land management and land use (including the use of land in forestry), study of the connections between PPP projects and scientific approaches to the concept of sustainable development and the added value chain, as well as analysis of domestic scientific bibliography, which relate to the subject of this study. Results. The authors found that the declared priorities of the Agenda for Sustainable Development until 2030 require the application of integrated approaches. In particular, the programme in the mechanism of sustainable development management in the form of PPP to ensure sustainable use of nature and increase the social welfare of rural communities. Because the programme approach here involves investing in natural resources and environmental protection and should cover the entire value chain, which directly or indirectly affects the efficiency of natural rural assets, as well as the use and application of innovative technologies. Originality / scientific novelty. It is substantiated that progress in achieving the declared priorities, in particular in the field of environmental protection, growth of public rural welfare, etc. is possible only in a combination of strengths of all PPP partners, which will eliminate the shortcomings and weaknesses of rural communities. In contrast to existing approaches to the development of the land use economy of rural territories, the basis of the synergy of the parties to PPP is a special natural resource – land, which performs environmental, economic, legal and socio-cultural functions, and determines the form and content, which actually builds sustainable development, including rural. A wide range of PPP forms has been further developed, varying in the degree of involvement and risk taken by the private party in relation to the development of the land use economy of rural territories. The approach to the value chains organization in the development of PPP projects on land management and land use and providing security of land use in terms of taking into account the land use of farmers, formed on different rights, has been improved. The author’s project PPP in the production of pellets a private investor in lumber logging waste provided by some state-owned enterprise both subject to the extension of the moratorium and without its effect is developed. Practical value / implications. The authors’ research shows that the introduction of the value chain in the mechanism of public-private partnership will lead to significant effective changes in the development of the land use economy, in particular of rural territories. Namely, with the use of appropriate policies it will ensure the provision of sustainable use of natural resources and growth of public welfare, in particular rural communities. This approach allows to involve all stakeholders (government, community, business) for effective management of natural assets in general and agriculture in particular and will increase their level of capitalization and investment attractiveness.

Purpose. The aim of this article is to summarize and methodize the current information about ecological problems of hotel and restaurant sector, including Ukraine; to identify the main principles with the aim of ecologization of this tourism component on the basis of world experience. Methods. During the research the following methods were used – statistical and comparative. Results. The article aims to research sustainable development of hospitality business. Main reasons and consequences of tourism and hotel sphere negative influence on environment have been analyzed. The information concerning implementation of environmentally friendly technologies and hotel restaurant sphere greening has been generalized. Basic principles of hospitality business ecological activity have been identified. Basic directions of hotel and restaurant enterprises have been highlighted. Scientific novelty. The programs of ecological certification and ecological labeling have been analyzed. Basic trends of hotel and restaurant business in the sustainable development sphere have been determined. The practical significance. The results of the research can be used in hospitality sphere. Further research of hotel and restaurant greening issues will provide the implementation of strategic directions to increase their competitiveness at both the domestic market and the international one.

Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.

The problem issues and points of inhibition of the introduction of public-private forms of sustainable management of European type in the national economy of Ukraine are determined in order to ensure the effective implementation of the relevant principles and mechanisms in the system of sustainable development of the state and its territories, in particular in the context of water, land, forest and mineral resources. The main limitations of the system, as well as the factors of deterrence and directions of the development of public-private relations in Ukraine are revealed.

The land and town planning legislation concerning the planning of land use development within the united territorial communities (UTC) is considered. It is found that legislative norms need to be finalized. The necessity of updating the existing land management documentation developed prior to the adoption of the Law of Ukraine "On Land Management" and changes in the structure of urban development in connection with the adoption of the Law of Ukraine "On Regulation of Urban Development" was proved as they do not ensure the integrity of the planning process within the territories of these communities through their institutional incapacity (proved by the example of the Palan Unified Territorial Community of the Uman district of the Cherkasy region). The priority of land management and urban planning documents as the most influential tools in planning the development of land use systems in UTC is scientifically grounded and their interdependence established.

Land-management options for greenhouse gas removal (GGR) include afforestation or reforestation (AR), wetland restoration, soil carbon sequestration (SCS), biochar, terrestrial enhanced weathering (TEW), and bioenergy with carbon capture and storage (BECCS). We assess the opportunities and risks associated with these options through the lens of their potential impacts on ecosystem services (Nature's Contributions to People; NCPs) and the United Nations Sustainable Development Goals (SDGs). We find that all land-based GGR options contribute positively to at least some NCPs and SDGs. Wetland restoration and SCS almost exclusively deliver positive impacts. A few GGR options, such as afforestation, BECCS, and biochar potentially impact negatively some NCPs and SDGs, particularly when implemented at scale, largely through competition for land. For those that present risks or are least understood, more research is required, and demonstration projects need to proceed with caution. For options that present low risks and provide cobenefits, implementation can proceed more rapidly following no-regrets principles.

Ecological problems in the open pit mining of coal deposits are extremely hard, since mining operations are accompanied by disturbed land to a large depth with significant changes in the landscape, hydrometeorological conditions, mixing of rocks and removal of infertile or even harmful rocks with radioactive isotopes to the surface. Disturbed lands are unusable if they are not repaired. All man-made disturbances of the environment caused by open pit mining are divided into landscape (changes in terrain, vegetation and soil cover) and environmental (violation of living conditions within the allotment and adjacent lands: changes in water regime, pollution of the soil, air and water basins) onesOne of the most important areas in the field of environmental protection is the reclamation (restoration) of the earth’s surface. In accordance with the requirements of the protection of the subsoil, enterprises engaged in the development of mineral deposits are obliged at their own expense to bring disturbed lands into a state suitable form for their further use. Reclamation of ought to be carried out during open pit mining operations and must be completed after mining of mineral resources in the terms established by the authorities that provide land for use.

As one of the 17 Sustainable Development Goals, it is sensible to analysis historical urban land use characteristics and project the potentials of urban sustainable development for a smart city. The cellular automaton (CA) model is the widely applied in simulating urban growth, but the optimum parameters of variables driving urban growth in the model remains to be continued to improve. We propose a novel model integrating an artificial fish swarm algorithm (AFSA) and CA for optimizing parameters of variables in the urban growth model and make a comparison between AFSA-CA and other five models, which is used to study a 40-year urban land growth of Wuhan. We found that the urban growth types from 1995 to 2015 appeared relatively consistent, mainly including infilling, edge-expansion and distant-leap types in Wuhan, which a certain range of urban land growth on the periphery of the central area. Additionally, although the genetic algorithms (GA)-CA model and the AFSA-CA model among the six models due to the distance variables, the parameter value of the GA-CA model is −15.5409 according to the fact that the population (POP) variable should be positively. As a result, the AFSA-CA model regardless of the initial parameter setting is superior to the GA-CA model and the GA-CA model is superior to all the other models. Finally, it is projected that the potentials of urban growth in Wuhan for 2025 and 2035 under three scenarios (natural urban land growth without any restrictions (NULG), sustainable urban land growth with cropland protection and ecological security (SULG), and economic urban land growth with sustainable development and economic development in the core area (EULG)) focus mainly on existing urban land and some new town centers based on AFSA-CA urban growth simulation model. An increasingly precise simulation can determine the potential increase area and quantity of urban land, providing a basis to judge the layout of urban land use for urban planners.
