Over the past few years, the Russian telecommunications market has shown one of the highest growth rates in the country. According to RBC media holding, which, in turn, refers to the independent consulting Agency TMT Consulting, in 2018, the market volume increased by 3.4% , 0.6 percentage points more than in 2017. The main driver of growth was the mobile business, whose revenue grew by 5% . Among the most likely reasons for such results, it is possible to identify the cancellation of most tariffs that provided unlimited Internet access to subscribers, and the termination of price competition. The rejection of tariff plans with unlimited Internet access allows the operator to increase the ARPU, which also reached a record high in 2018. The purpose of the article is to refute or prove the possibility of using price dumping mechanisms in the oligopolistic telecommunications market in Russia.

The right to the flow of income from water is vigorously pursued, protected, and fought over in any arid part of the world. Pakistan is of course no exception. Reform of irrigation institutions necessarily changes the rights to water, whether it be those of farmers, government, or government functionaries. Those perceived rights may be explicit and broadly accepted, or simply takings that are not even considered legitimate. Nevertheless they will be fought over. Pakistan has a long history of proposals for irrigation reform, little or none being implemented, except as isolated pilot projects. Thus, to propose major changes in irrigation institutions must be clearly shown to have major benefits to justify the hard battles that must be fought and the goodwill of those who might win those battles for reform. Proponents of irrigation institution reform have always argued the necessity of the reforms and the large gains to be achieved. Perhaps, however, those arguments have not been convincing. This paper will briefly outline the failed attempts at irrigation reform to provide an element of reality to the discussion. It will then proceed to make the case of the urgency of reform in a somewhat different manner to the past. Finally, current major reform proposals will be presented. This paper approaches justification of irrigation reform by focusing on the agricultural growth rate. It does so because that is the critical variable influencing poverty rates and is a significant determinant of over-all economic growth rates. The paper decomposes growth rates and suggests a residual effect of deterioration of the irrigation system that is large and calls for policy and institutional reform. The data are notional, suggesting the usefulness of the approach and paves the way for more detailed empirical analysis and enquiry for the future.

The articles in this Forum are revised versions of papers presented in a roundtable session of the XXII International Congress of Historical Sciences, which was held in Jinan, China, during August 2015. In line with the roundtable format deployed by the congress, a broad proposition was introduced in the opening paper, followed by four responses delivered by experts in the field and a plenary discussion of the issues raised by the speakers. In this session, the proponent, Ingo Heidbrink, discussed the development of maritime history as a historical sub-discipline in relation to the emergence of world (and global) history. Particular attention was afforded to the comparative growth rates of these cognate sub-disciplines, and to the reasons why maritime history has expanded relatively slowly, leading to the emergence of a ‘blue hole’ in our knowledge and understanding of the past. The four respondents then addressed the issues raised by Heidbrink from their own disciplinary and regional perspectives. As Heidbrink’s ‘Concluding Remarks’ indicate, all participants agreed that, in itself, the allocation of a session to this subject on the core programme of the congress was a significant recognition that maritime history is a historical sub-discipline that is of relevance to the wider global community of historians, and not just those who are interested in the interaction of humans and the oceans.

Abstract. Major atmospheric oxidants (OH, O3 and NO3) dominate the atmospheric oxidation capacity, while H2SO4 is considered as a main driver for new particle formation events. Although numerous studies have investigated the long-term trend of ozone in Europe, the trend of OH, NO3 and H2SO4 at specific sites are to a large extent unknown. In this study, we investigated how the trends in major atmospheric oxidants (OH, O3 and NO3) and H2SO4 changed in southern Finland during the past 12 years and discuss how these trends relate to decreasing emissions of regulated air pollutants in Europe. The one-dimensional model SOSAA has been applied in several studies at the SMEAR II station, and has been validated by measurements in several projects. Here, we ran the SOSAA model for the years 2007–2018 to simulate the atmospheric chemical components, especially the atmospheric oxidants and H2SO4 at SMEAR II. The simulations were evaluated with observations at SMEAR II for several shorter and longer campaigns. Our results show that OH increased by +1.56 (−0.8; +3.17) % yr−1 during daytime and NO3 decreased by −3.92 (−6.49; −1.79) % yr−1 during nighttime, indicating different trends of the oxidants during day and night. Sulphuric acid decreased during daytime by −5.12 (−11.39; −0.52) % yr−1, which correlated with the observed decreasing concentration of newly formed particles in the size range 3–25 nm by 1.4 % yr−1 at SMEAR II during the years 1997–2012 (Nieminen et al., 2014). Additionally we compared our simulated OH, NO3 and H2SO4 concentrations with proxies, which are commonly applied in case limited amount of parameters are measured and no detailed model simulations are available.

Non-alcoholic fatty liver disease (NAFLD) is a serious health concern as it can progress to liver cirrhosis and hepatoma. We investigated past trends in the prevalence of NAFLD and related factors among Korean men and women from 1998 to 2017 and predicted their future prevalence among Korean men. We used data from the Korea National Health and Nutrition Examination Survey I–VII (KNHANES). NAFLD was defined as a hepatic steatosis index of >36. Subjects with viral hepatitis, liver cirrhosis, cancer, pregnancy, and a habit of drinking ≥30 g alcohol per occasion were excluded. We evaluated the prevalence trends of NAFLD, obesity, abdominal obesity, high fat intake, and low physical activity in each KNHANES wave. For future prevalence predictions, average annual percentage changes (AAPCs) were estimated from the joinpoint model. In men, NAFLD prevalence has increased by approximately 11 percentage points in the past 19 years, reaching 30.7% in wave VII. Prevalence of obesity, abdominal obesity, high fat intake, and low physical activity also increased. The AAPC of NAFLD prevalence was 2.3% per year, and the estimated NAFLD prevalence in 2030 and 2035 was 39.1% and 43.8%, respectively. The forecasted prevalence of obesity, abdominal obesity, and high fat intake among Korean men in 2035 was 65.0%, 52.2%, and 23.5%, respectively. The estimated future prevalence of NAFLD and related factors was considerably high in the younger age group (19–45 year). In women, NAFLD prevalence has increased by approximately three percentage points in the past 19 years; however, this increase was not significant in the multivariate analysis. Public strategies to manage obesity, abdominal obesity, and unhealthy lifestyles are needed to prevent NAFLD.

This article explores how the efficiency of Internet search is changing the way Americans find romantic partners. We use a new data source, the How Couples Meet and Stay Together survey. Results show that for 60 years, family and grade school have been steadily declining in their influence over the dating market. In the past 15 years, the rise of the Internet has partly displaced not only family and school, but also neighborhood, friends, and the workplace as venues for meeting partners. The Internet increasingly allows Americans to meet and form relationships with perfect strangers, that is, people with whom they had no previous social tie. Individuals who face a thin market for potential partners, such as gays, lesbians, and middle-aged heterosexuals, are especially likely to meet partners online. One result of the increasing importance of the Internet in meeting partners is that adults with Internet access at home are substantially more likely to have partners, even after controlling for other factors. Partnership rate has increased during the Internet era (consistent with Internet efficiency of search) for same-sex couples, but the heterosexual partnership rate has been flat.

Abstract Background. Prior studies indicate the protective role of Ultraviolet-B (UVB) radiation in human health, mediated by vitamin D synthesis. In this observational study, we empirically outline a negative association of UVB radiation as measured by ultraviolet index (UVI) with the number of COVID-19 deaths.Methods. We apply a fixed-effect log-linear regression model to a panel dataset of 152 countries over 108 days (n=6524). We use the cumulative number of COVID-19 deaths and case-fatality rate (CFR) as the main dependent variables and isolate UVI effect from potential confounding factors.Findings. After controlling for time-constant and time-varying factors, we find that a permanent unit increase in UVI is associated with a 1.2 percentage points decline in daily growth rates of cumulative COVID-19 deaths [p < 0.01] and a 1.0 percentage points decline in the CFR daily growth rate [p < 0.05]. These results represent a significant percentage reduction in terms of daily growth rates of cumulative COVID-19 deaths (-11.88%) and CFR (-38.46%).Interpretation. We find a significant negative association between UVI and COVID-19 deaths, indicating evidence of the protective role of UVB in mitigating COVID-19 deaths. If confirmed via clinical studies, then the possibility of mitigating COVID-19 deaths via sensible sunlight exposure or vitamin D intervention will be very attractive.

Forest health worldwide is impacted by many invasive alien pathogens and pests (IAPPs) that cause significant harm, with severe economic losses and environmental alterations. Destructive tree pathogens and pests have in the past devastated our forests, natural landscapes and cityscapes and still continue to represent a serious threat. The main driver of pathogen and pest invasions is human activities, above all global trade, which allows these invasive species to overstep their natural distribution ranges. While natural transport occurs according to a regular, expected colonization pattern (based on the dispersive capacity of the organism), human-mediated transport takes place on a larger, unpredictable scale. In order for a pathogen or pest species to become invasive in a new territory it must overcome distinct stages (barriers) that strongly affect the outcome of the invasion. Early detection is crucial to enabling successful eradication and containment. Although sophisticated diagnostic techniques are now available for disease and pest surveillance and monitoring, few control and mitigation options are usable in forestry; of these, biological control is one of the most frequently adopted. Since invasion by pathogens and pests is an economic and ecological problem of supranational relevance, governments should endorse all necessary preventive and corrective actions. To this end, establishing and harmonizing measures among countries is essential, both for preventing new introductions and for diminishing the eventual range expansion of IAPPs present at a local scale. Research is fundamental for: (i) developing effective and rapid diagnostic tools; (ii) investigating the epidemiology and ecology of IAPPs in newly introduced areas; and (iii) supporting policymakers in the implementation of quarantine regulations.

Surabaya as the capital of East Java Province has a tourism attraction based on mangrove ecosystems namely Wonorejo Mangrove Ecotourism. Interest to the growth of loyalty to the destination depends on service quality, motivation, and destination image. Service quality as the heart of marketing and one of the concepts of loyalty success determines the sustainability of a tourist destination in the future. In addition, motivation is also considered as the main driver for traveling. However, this depends on destination image in the minds of tourists. The purpose of this study was to analyze the direct and indirect relationship between service quality and motivation towards destination loyalty, which is mediated by destination image. From 276 online and offline questionnaires distributed to local tourists who visited or visited the Wonorejo Mangrove Ecotourism in the past years, 182 questionnaires were filled in completely. Data analysis used WarpPLS to examine the relationship of influence between variables. The results showed that service quality and motivation had a positive and significant effect on destination loyalty directly or mediated by destination image. Destination loyalty can be effectively increased by encouraging visitor motivation supported by an increase in destination image because the value of the total influence was at the largest of 0.443.

Two ShopBots were used to determine high-to-low price dispersion for identical models of 25 consumer durables, in 2007 and again in 2011, revealing substantial but declining price dispersion ratios. A survey of 1,135 American online shoppers revealed their dependence on ShopBots and frequency of other online shopping actions. Typical respondent reported they "very often" used search sites to locate what they wanted. Nearly 30 percent used the most often named price comparison site, Yahoo! Shopping, in the past year, suggesting substantial potential for future price rationalization. Several customer relationship management tools online merchants might use to avoid the resulting direct price competition are discussed. Finally, the impact of m-commerce, tablets, and apps on online price comparison behavior is explored.
