The article provides a refined definition of “information system for business” as a coordinated set of material, non-material and human re-sourses components that is used to implement a set of procedures of form¬ing an information resource as a quality product that meets the needs of ex¬ternal and internal users. According to the study, information technologies play a key role in the modern business environment. Many economic enti¬ties carry out their economical activities exclusively bye using communica¬tion-digital networks and functional software which provide the infor-mation necessary for effective business management. Resently, it has been proven that the communication and information technologies have become an integral part of any modern information systems, since they increase the level of business competitiveness during use the operational management information on time.These information technologies ensure the work’s continuity of information systems for a long period of time with the possi¬bility of quick adaptation of the business to the digital transformation’s conditions, which reduce the formation’s cost of information resources.The role of such components of information technology as software, databases and computer networks, which, in turn, are key components of high-quality information systems, is disclosed.

The article considers topical issues of information security in the activities of the National Police of Ukraine. It is determined that the main problem of information security in the law enforcement sphere arose due to the global contradiction between the possibilities of information technologies and the threats of their use. The settlement of the existing public information relations alone is insufficient, as the legislation does not keep pace with technical progress. The definition of "information security" is considered and the author's definition of this concept is offered. The main normative legal acts regulating the activity of the National Police in this direction are analyzed. It is stated that information security of the National Police of Ukraine is provided in two forms: organizational (related to the circulation, collection, processing, storage, use and protection of information); legal (preparation and approval of regulations (orders, instructions), development of regulations, instructions, algorithms, plans, etc.). The key to information protection is the administration of information systems. The European experience of information protection in the law enforcement sphere is considered. Attention is drawn to the need to implement a system of modern international information security standards ISO / IES series 27000, which is constantly updated. It is theoretically substantiated that: increasing the efficiency of the National Police of Ukraine can be solved through the introduction of a reliable information security system; to achieve the highest level of information security of law enforcement agencies it is necessary not only to improve the current legislation, but also to have a mechanism for its implementation; Security and protection in the information systems of the National Police should be based on a comprehensive approach to building a protection system, which provides for the integration into a single set of necessary measures and means of information protection at all levels of the information system.

Today it’s not possible to deny the approach of the new epoch – the epoch of the information society. The high technologies have infiltrated the total scope of the everyday life of modern people. In 2020 our civilization confronted the new, but for a long time anticipated, challenge, - mass introduction of distant education in schools and universities. We still will have to comprehend the results of this social experiment in the nearest future. Still one fact arises no doubts: information nowadays is the product that is widely and easily (perhaps, too easily) accessible, but real knowledge remains the lot of the few, and even tend to marginalize. Forty years ago the stated problems became the issue of the studies of the Swiss philosopher Denis de Rougemont. His conclusions turn out to be more and more relevant with the acceleration of the process of culture, communications and education digitalization. His article “Information Isn’t Knowledge” has been published in Russian for the first time. The article deals with the issues of information technologies integration into the human cognitive activity, its influence on the thinking process and cultural, ethic and spiritual values formation. Denis de Rougemont step by step reveals the definition of information technologies, their application in various areas of human existence, their ability to compete with personality and the consequences of their integration in everyday life. These speculations become especially valuable in the era of the triumph for information society and global computerization.

Improving the competitiveness of domestic enterprises is based on the introduction of advanced business and management information technologies. The current business environment is increasingly causing an urgent need for managers to expand the horizon of digital vision not only for current, but also for future management of the company. Today, it is not enough for a Manager to simply have proper professional knowledge in certain functional areas of activity and have a broad managerial Outlook. A modern Manager should be able to initiate the introduction and use of advanced information systems and technologies in almost all implemented business processes of his company. When preparing the article, the materials of research conducted at a number of domestic industrial enterprises were used. Conclusions and main provisions are based on the results of analysis of real practice of implementation and operation of corporate information systems. The results obtained in the course of the research, including the opinions of experts, which were made by employees of industrial enterprises, were used in conducting targeted work to establish a priority list of the most relevant and significant professional areas of knowledge and professional qualities that can help a modern Manager achieve success in the implementation and practical use of corporate information systems. The main result of the research should be considered the formation of such a priority list.

Information systems researchers continue to grapple with the development of frameworks to aid managers in the identification of opportunities for the strategic use of information technology. Many of the current frameworks have been proposed to guide the systems development process, but few have successfully dealt with the underlying business issues that drive the need to develop an information system in the first place. Because the difficulties that a particular business must cope with arise from the distinctive characteristics of the firm, its product and the particular niche in which the firm operates, this chapter presents a two-dimensional Competitive Force/Marketing Mix (CF/MM) framework that can be used to recognize opportunities for strategic information systems within the firm’s niche. The CF/MM framework is based on a combination of Porter’s view of strategy as a response to the unique mix of the five competitive forces faced by a firm, and the firm’s marketing strategy. By using the CF/MM framework, managers and researchers can identify opportunities to use emerging information technologies as part of front-line competitive strategy. After presentation of the CF/MM framework, the chapter presents a summary of the results of a CF/MM-based analysis of 150 articles related to the competitive use of information technology that have been published in both the popular press and scholarly press. Organizations that are successful in creatively focusing the use of the expanding array of modern information technologies on their particular business niche will increase their ability to survive in the dynamic business environment of the year 2000 and beyond. The CF/MM framework can also be used by IS managers to orchestrate the mix of applications held by a firm in order to maximize the strategic impact of IT investments.

The chapter reviews and augments a previously proposed template for defining enterprise and information systems (IS) modelling constructs. The purpose of the template is to provide clear and precise definitions of modelling constructs in a common format and, thereby, to facilitate intra- and inter-language integration. The template is based on the Bunge-Wand-Weber (BWW) model of information systems and has been used on several existing modelling languages and frameworks. It is defined by a meta-model expressed as a UML class diagram. The purpose of this chapter is to clarify the template further by formalising the meta-model through semi-formal constraints expressed in the object constraint language (OCL) and by populating the meta-model with definitions of example constructs from the UML version 1.4. The purpose is to make the template easier to understand, to validate it, to pave the way for stronger tool support for the template and to further our work on providing a complete template-based definition of the UML.

Though informal, the concept of business rule is very important to the modeling and definition of information systems. Business rules are used to express many different aspects of the representation, manipulation and processing of data (Paton, 1999). However, perhaps due to its informal nature, business rules have been the subject of a limited body of research in academia. There is little agreement on the exact definition of business rule, on how to capture business rules in requirements specification (the most common conceptual models, entity-relationship and UML, have no proviso for capturing business rules), and, if captured at all, on how to express rules in database systems. Usually, business rules are implemented as triggers in relational databases. However, the concept of business rule is more versatile and may require the use of other tools.

Each sphere of human activity develops according to certain laws, and each industry has an impact to a greater or lesser extent on the other. The article shows that rapid progress in science has made it possible to make a leap in many areas of knowledge, thanks to the emergence of information technologies, including the economy - serious changes have affected many business areas. The beginning of large-scale implementation of information systems marked the beginning of a new level of development of economic processes and the transition of Russia to the digital economy. In the course of studying the topic of expanding the digital economy, it was determined that Russia significantly lags behind developed countries in the development of information systems in the business environment. Progress is being made in developing the regulatory framework that is urgently needed to ensure economic and legal protection of investments in information technology projects. The key factors that complicate the implementation of such projects are the lack of financial resources to install the necessary systems, as well as the technical difficulties of their implementation. The research shows that the weak side of many companies is the complete absence or malfunctioning of electronic document management. The organization of this aspect is important for ensuring well-established communication between internal and external departments, as well as for data transfer between different programs. Maintaining business documentation within the system and completely eliminating paper forms is one of the elements of creating a favorable environment for the transition to the digital economy.

Relevance of the research topic. The modern business environment is characterized by a number of properties that determine the nature of the activities of business entities. The influence of all these characteristics is constant and prolonged in time, but the forecasting of the peculiarities of this influence remains rather complicated task for management, which determines the relevance of the essence of strategic changes research at the enterprise and the methodology for their planning and implementation. Formulation of the problem. The of the enterprise direction in the long term traditionally belongs to the sphere of strategic management. A high level of dynamics of the external and internal environment requires the development and implementation of a modern concept of strategic change. Despite the importance and urgency of solving this problem, the formation of a scientific school of strategic changes in science has just begun, so determining the nature of strategic changes and the methodology for managing them requires further analysis and development.  Analysis of recent research and publications. In the foreign methodology, the study of organizational changes and the specifics of implementing strategic changes have been carried out over the past 50 years, but in the domestic scientific space these studies began only in the 1990 s. Such foreign scientists were engaged in research on the essence of strategic changes J. Balogun, M. Zundel, D. Gioia, S. Clark, L. Cummings, J. P. Cornelissen, S. Mantere, E. Romanelli, A. A. Sillince, M. Tushman, B. Stal, R. Holt, J. Thomas, K. Chittipeddi, H. Schildt, S. Floyd and others. Among the Ukrainian can be identified: D. Voronkov, A. Grone, I. Liganenko, V. Otenko, I. Topornikov. Selection of unexplored parts of the general problem. The concept of "strategic changes" in the enterprise and the of their properties need to be clarified according to the existing scientific results in the field of strategic management and change management, and based on foreign and domestic concepts of strategic changes. Setting the task, the purpose of the study. The task of the study is to generalize existing approaches to determining the essence of strategic changes, clarify the concepts of "strategy" and "change". The purpose of the study is to develop own definition of the concept of "strategic change". Method or methodology for conducting research. The combination of scientific research methods have been used in the article: analysis and synthesis, logical generalization and comparison, structuring. Presentation of the main material (results of work). The existing approaches to understanding "strategic changes" among domestic and foreign researchers have been generalized. The definition of the concept of "strategy" is given. The essence of the concept of "change" is specified. Own definition of the term "strategic changes" is presented. The field of application of results. The results of this research can be applied in the future scientific search for the formation of strategic changes modern concept that meets the requirements of domestic enterprises. Conclusions according to the article. Strategic changes for domestic enterprises include the development of a management methodology aimed at the proactive strategy formation, including the development of management models, principles, methods and appropriate provision. As a result of strategic changes, an enterprise should create a configuration of the organizational structure, technologies, processes, training procedures and professional development of personnel that in the future must ensure the effective functioning of the enterprise as a reaction to the requirements of the external environment and as a response to its risks.

Introduction. Information systems play an important role in increasing the efficiency of enterprises and supply chains, which is associated with their stability. Information systems are focused on "integration of information technology solutions and business processes to satisfy the information needs of enterprises. Information systems are not only formed by the combination of information and communication technologies, but also the way people interact with these technologies to support business processes. In this sense, well-functioning information systems are particular types of working systems in which people or machines perform processes and activities that use resources to produce specific products or services for consumers. Information systems for business operations management are a pyramid of systems that integrate transaction processing systems at the bottom to management systems, decision support systems, and executive systems at the top, and support decision making at each part of the supply chain. Purpose. To study the features of the use of information systems tools for automation of business processes of the enterprise, highlighting the advantages and disadvantages of their application. Method. During the research, taking into account the purpose and objectives, general scientific and specific research methods were used. Among them: the method of scientific abstraction – in the systematization of the theoretical foundations of the use of information systems in enterprises, the method of system-structural analysis – in determining the features of information systems used to automate business processes; method of logical generalization – in the study of problems of application of information systems in enterprises; method of analysis and synthesis. Results. The importance of application of information technologies at automation of business processes of the enterprise is investigated in the article. The definition of information technologies is given. The list of advantages of use of information technologies in enterprise management is defined. Examples of programs used in the field of relationships with partners are given. Practical relevance. Due to the growing attention to the stable development of enterprises, the study aims to understand the role that information systems play in the automation of business processes. The potential of information systems for increasing the capacity to make management decisions and increasing productivity through the implementation of systems of corporate resources is important.
