“Information Isn’t Knowledge”: Denis Rougemont on the Verge of the Information Society

Today it’s not possible to deny the approach of the new epoch – the epoch of the information society. The high technologies have infiltrated the total scope of the everyday life of modern people. In 2020 our civilization confronted the new, but for a long time anticipated, challenge, - mass introduction of distant education in schools and universities. We still will have to comprehend the results of this social experiment in the nearest future. Still one fact arises no doubts: information nowadays is the product that is widely and easily (perhaps, too easily) accessible, but real knowledge remains the lot of the few, and even tend to marginalize. Forty years ago the stated problems became the issue of the studies of the Swiss philosopher Denis de Rougemont. His conclusions turn out to be more and more relevant with the acceleration of the process of culture, communications and education digitalization. His article “Information Isn’t Knowledge” has been published in Russian for the first time. The article deals with the issues of information technologies integration into the human cognitive activity, its influence on the thinking process and cultural, ethic and spiritual values formation. Denis de Rougemont step by step reveals the definition of information technologies, their application in various areas of human existence, their ability to compete with personality and the consequences of their integration in everyday life. These speculations become especially valuable in the era of the triumph for information society and global computerization.

This thesis explains the characteristics of the simile concept and application of Uzbek and Korean, and the differences and similarities between the objects used as simile auxiliary ideas in Uzbek and Korean through simile example sentences. Humans have been vividly and efficiently expressing parts and various thoughts that are difficult to speak directly through the method of simile within a limited vocabulary for a long time. In particular, it can be seen that expressing animals, plants, and nature, which have always been together since the beginning of humanity, in relation to simile objects, occurs frequently in everyday life and in literary works. For a long time, many scholars around the world have found that metaphors are indispensable and important tools in human cognitive activity, and in particular, representing animals that are closest to humans is very effective in the way humans communicate.

The aim of the study is to research the correspondence and difference of ancient Greek authors FREEDOM conception. The subject of the article is the investigation of freedom category interpretation by ancient Greek writers. The object of the study is the works of ancient Greek writers, poets, philosophers, concerned with major issues of freedom conception. The academic novelty of the investigation is as follows: the most significant definitions of FREEDOM by ancient Greek authors were researched and recapped. It was examined that humans’ freedom and their cognitive activity are the significant issues of the conception determination of freedom. The term FREEDOM is different for every person that is why we cannot insist categorically that one idea is right and the other is wrong. In this case the idea of freedom disappears. Some philosophers consider that initially no Greek word ΕΛΕΥΘΕΡΙΑ, no Latin LIBERTAS didn’t have philosophical meanings. Ancient Greeks believed that destiny, fate, necessity run humans. The idea of Freedom emerged in Ancient Greece. The ancient Greeks were first, who began to consider the issue of freedom both in the political and philosophic senses of the word. They tried to create the first state institutions defended human freedom. This concept had a lot of meanings in ancient times: the domination of intellect over emotions, conscience control, responsibility for actions, independency, and privilege for life, right to manipulate slaves. The idea of “being free” appeared much earlier than the conception of “freedom”. According to Homer to be free for person means to have an opportunity to live on your dear land. Particularly in Homer’s poems we are able to find the generation of the human right choice idea. Herodotus was the first scientist who formed the social meaning of the word FREEDOM. The definition of FREEDOM as philosophical term was used by sophists for the first time ever. According to Socrates FREEDOM is a self-control, physical instincts control. Plato in his turn considers that humans have a right of choice, but their freedom is not absolute. The analysis of the philosophical views and approaches concerning freedom conception in antiquity is conducted to prove that that freedom was the most significant value of ancient world. Ancient philosophers emphasized the polis freedom, internal and external freedom (stoics), freedom as self-control (Socrates), freedom as material independency (Plato), freedom as permissiveness (cynics), freedom as capacity for good. Ancient Greek and Modern Greek lexicographical sources show both analogies and differences of language objectification of FREEDOM conception. We consider appropriate to analyze these analogies and differences of various discourse’s types as the further prospective of this theme investigation.

The article provides a refined definition of “information system for business” as a coordinated set of material, non-material and human re-sourses components that is used to implement a set of procedures of form¬ing an information resource as a quality product that meets the needs of ex¬ternal and internal users. According to the study, information technologies play a key role in the modern business environment. Many economic enti¬ties carry out their economical activities exclusively bye using communica¬tion-digital networks and functional software which provide the infor-mation necessary for effective business management. Resently, it has been proven that the communication and information technologies have become an integral part of any modern information systems, since they increase the level of business competitiveness during use the operational management information on time.These information technologies ensure the work’s continuity of information systems for a long period of time with the possi¬bility of quick adaptation of the business to the digital transformation’s conditions, which reduce the formation’s cost of information resources.The role of such components of information technology as software, databases and computer networks, which, in turn, are key components of high-quality information systems, is disclosed.

The article focuses on studying the definitions of “information technologies” and aims to elaborate on the proposal concerning its legislative consolidation. The analysis of actual regulations in Ukraine, which determine the public relations in the sphere of information, as well as the state of research on this problem by other scholars, have shown the following: (1) currently, there is no unambiguous interpretation of this definition at the legislative level, which creates the preconditions for ambiguous interpretation and practical application of this concept in the legal field; (2) for several reasons, there exists a noticeable lack of a unanimous approach to unifying the definitions of “information resources.” This study offers to rely on an approach according to which the definition of “information resources” is considered in the context of a particular area of social activities. Based on this approach, it is offered to amend the basic normative legal document that defines public relations in the information sphere in Ukraine, i.e., the Law of Ukraine “On Information,” as well as the main legal instrument that regulates information activities in the National Police of Ukraine, that is the Law of Ukraine “On the National Police.”

The article analyzes the definition of information educational environment by national and foreign scientists, on the basis of which the author defines the specified concept; structural blocks, functions, principles, components of the information educational environment are analyzed; the structure of information educational environment of Vinnytsia State Pedagogical University named after Mikhail Kotsyubynsky and the possibility of its use in the process of formation of information competence of future teacher of professional training are considered; the structure of the main page of the University site is described, the its sections and their purpose are characterized, the view of the site of the electronic library of the educational establishment is characterized, its structure and purpose are characterized, the structure of the information and educational portal of the Department of Innovative and Information Technologies in Education, Educational and Scientific Institute of Psychology, training of highly qualified specialists were reviewed. Based on the analysis of scientific works by foreign and national scientists, the main characteristics of the informational educational environment were determined: openness, possibility of expansion, scalability, integration, adaptability, and their definitions were provided; the functions of the informational educational environment are defined: information, interactive, communication, coordinating, developmental, occupational. The scientific and pedagogical directions of formation of information educational environment are characterized: organizational, methodical, technical, resource, explanation of these principles is given. The structure and possibilities of using the educational environment are described on the example of the portal of the Chair of Innovative and Information Technologies in Education. The article also presents the results of a pedagogical study regarding the use of an informational educational environment to improve the quality of training of future vocational education teachers.

The article considers topical issues of information security in the activities of the National Police of Ukraine. It is determined that the main problem of information security in the law enforcement sphere arose due to the global contradiction between the possibilities of information technologies and the threats of their use. The settlement of the existing public information relations alone is insufficient, as the legislation does not keep pace with technical progress. The definition of "information security" is considered and the author's definition of this concept is offered. The main normative legal acts regulating the activity of the National Police in this direction are analyzed. It is stated that information security of the National Police of Ukraine is provided in two forms: organizational (related to the circulation, collection, processing, storage, use and protection of information); legal (preparation and approval of regulations (orders, instructions), development of regulations, instructions, algorithms, plans, etc.). The key to information protection is the administration of information systems. The European experience of information protection in the law enforcement sphere is considered. Attention is drawn to the need to implement a system of modern international information security standards ISO / IES series 27000, which is constantly updated. It is theoretically substantiated that: increasing the efficiency of the National Police of Ukraine can be solved through the introduction of a reliable information security system; to achieve the highest level of information security of law enforcement agencies it is necessary not only to improve the current legislation, but also to have a mechanism for its implementation; Security and protection in the information systems of the National Police should be based on a comprehensive approach to building a protection system, which provides for the integration into a single set of necessary measures and means of information protection at all levels of the information system.

The article considers the preconditions for the emergence of the phenomenon and the concept of "information culture". The purpose of article is to identify the main components of the information culture of the individual, and to analyze their relationship. The author used the methods of logical comparison, systematization and generalization, which allowed to achieve the goal of the study and draw conclusions. The high rates of scientific and technological progress, the expansion of cognitive activity of people, the emergence of new sciences, the rapid change of not only production but also social technologies, the dynamism of modern society - all these aspects became the basis for significant growth of information resources. The factors of changing the attitude to the concept of "information culture" in chronological order are given. Distinctive and similar features in the views and attitudes to the "information culture" of scientists "East" and "West" are considered. The main approaches to the definition of "information culture" are highlighted. The views of scientists on the components of information culture are listed. The expediency and importance of using the activity approach to the formation of information culture are given. The main components of information culture of personality are singled out. A brief analysis of the interaction of each component is given.

That scientific research highlights specific items of modernization in the field of public society information security. Taking into account professional and public orientation, government support is aimed at promotion of human recourse, provision of information support. Currently human mind is one the most valuable item. In this regard, jurists are responsible for explanation of political, economic and legal points. Moreover, it is rather important to reveal an experienced specialist in it. Among the new challenges and threats, the problem of information security is the main one. Information technologies cause considerable impact on management of humans being. Scientific analysis of problems in the field of information security has shown that there is an insufficient level of public awareness. More precisely the problem is in ability to use password with high degree of protection, spread of unnecessary information in social networks. In that research are touched upon various concepts of information society. Also, main theories and elements are analyzed, which are included into meaning of information society. The difference between main information and other types of social values are covered. Specifics of the above problem, its reasons and impact on development of society are outlined. The conclusion encompasses problems of legal regulation of information security (fragmentation, absence of system). In cognitive activity, scientific complex, including legal, economic, scientific and practical approaches was used.

The electron holes confined to the CuO2-plane are the charge carriers in high-temperature superconductors, and thus, the distribution of charge plays a key role in determining their superconducting properties. While it has been known for a long time that in principle, electron diffraction at low angles is very sensitive to charge transfer, we, for the first time, show that under a proper TEM imaging condition, it is possible to directly image charge in crystals with a large unit cell. We apply this new way of studying charge distribution to the technologically important Bi2Sr2Ca1Cu2O8+δ superconductors.Charged particles interact with the electrostatic potential, and thus, for small scattering angles, the incident particle sees a nuclei that is screened by the electron cloud. Hence, the scattering amplitude mainly is determined by the net charge of the ion. Comparing with the high Z neutral Bi atom, we note that the scattering amplitude of the hole or an electron is larger at small scattering angles. This is in stark contrast to the displacements which contribute negligibly to the electron diffraction pattern at small angles because of the short g-vectors.
