The realization of the various interests of students in the sports activities of universities requires educational institutions to have a diverse material and technical base: sports facilities of various specifics, qualified personnel, and methodological developments. At the same time, the capabilities of individual higher education institutions are limited. The solution to this problem is possible through the integrated use of the resource base of several educational institutions and municipal facilities for the organization of sports and athletic activities. An effective exchange of resources is based on network models of relationships, the management of which is based on the provisions of the theories of strategic and general management and a project approach. The purpose of this study was the formation of a network model of interaction in the processes of sports activities of universities in the Sverdlovsk region. The study was conducted by the Physical Education and Sports Department in conjunction with the Management and Entrepreneurship Department of the Ural State University of Economics in the period 2019-2020. The information ground of the study is formed based on the analysis of plans for sporting events, tender documentation, as well as the database of contracts concluded by participants in the strategic network. The research methodology is based on a network theory and involves the construction of a directed graph, where the nodes are university subjects, and objects of network interaction are placed on arcs. The results of the study show that the network model is of the concentric type, the main unifying projects in the framework of physical culture and sports activities are such sports events as “Nations Cross”, “Universiade of the Sverdlovsk Region” and “Ski Track of Russia”. There are no links in the network interaction scheme due to the need to implement on a contractual basis the training courses included in the Basic professional educational programs of higher educational institutions, the network is based only on participation in external events initiated by state and municipal authorities, the corporate sector, sports organizations and universities themselves.

The relevance of the research is due to the need to determine the effectiveness of the project approach from the point of view of network interaction. The purpose of the article is to test the method of network management of physical culture and sports activities of the University developed by the authors within the project approach. The implementation of the project approach has led to increased coverage and an increase in the number of stable connections in the network model. The network model is transformed from a concentric type to a distributed one by increasing the number of projects with active participation of Universities. In the scheme of network interaction, there are connections due to the need to ensure the implementation of training courses, in particular for FSBEI HE USUE connections appear to overcome resource constraints. Much more active is the inclusion of the physical culture and sports activities in projects initiated by state and municipal authorities, the corporate sector, sports organizations and Universities themselves. The number of participants actively using the network strategy has increased.

The article deals with issues related to the characteristics of the qualification of causing injury or death to an athlete during sports events. The article analyzes the possibility of applying the provisions of certain circumstances that exclude the criminality of the act. Take into account that the relationship between the participants of sports competitions and sports training, while relationships at the same time are not regulated by the law and sports regulations sports, and the internal rules of sports organizations, defining the organization of the training process. Therefore, the issues related to the influence of special rules regulating the procedure for conducting sports competitions and other sporting events on the features of criminal liability (in particular, guilt), both athletes and other persons who ensure the conduct of sports events, are studied specifically. It is taken into account that modern legislation and law enforcement often ignores this requirement, which, in particular, is expressed in the failure to include the facts of sports injuries in the list of crimes in the field of sports. First of all, the article analyzes the issues of criminal-legal assessment of an athlete's act in the event of injury to health or death to another athlete, given that in sports, harm is usually caused unintentionally, by negligence. Therefore, the work analyzes the risks, harm to health, as well as measures that should have been taken by the organizers of the competition to avoid causing harm, taking into account that all these issues are evaluative. The characteristic of harming an athlete while observing the rules of events by his opponent is given. The question of how the rules relating to a particular sport can exempt a person from liability for causing harm is being investigated.

The purpose of the research is to identify the role of physical culture and sports activities on the practice of students’ self-preservation behavior. The materials: The research was based on an online questionnaire which was held among 2503 students in REU Plekhanov (Moscow) in October 2019 under E. V. Kargapolova leadership. The results: The most common practices of self-preservation behavior are walking outside, physical education classes and regular sports. The most preferable kinds of sports for students were football, basketball and volleyball. The less preferable were Eastern health practices. Nevertheless, only half of students were regularly engaged in physical education activities. Most of respondents consider they are able to make a set of training exercises and a rational diet. Conclusions: There are several contradictions in students’ behavior values of self-preservation and their practices of sport activities. The majority of respondents understand the importance of a healthy lifestyle. Nevertheless, students do not always follow these practices in their daily routine. There is a strong correlation between their health and regular sport assessment, especially. This was due to the presence of a physical education system in higher educational institutions. That’s why universities are the most important platform for sports activities.

Objectives: As the Coronavirus disease 2019 (COVID-19) continues to spread and smokeless sports influences sports, large-scale sporting events fascinate international and national host-country athletes and millions of travelers, which has a profound impact on large-scale sports events. Based on the methods of literature, case analysis and induction, this paper analyzes the experience of holding smokeless large-scale sports events in the context of PHEIC through the epidemic background, the measures taken by countries and the results of holding large-scale sports events. The result shows that countries took measures to strengthen surveillance of infectious diseases and be fully prepared for any incident during PHEIC. Though it may need added resources and support, these endeavors were beneficial and formed part of the experience of major events. The successful experience of holding smokeless large-scale sports events in the context of PHEIC should not dissipate with the epidemic abating, but should actively upgrade theconcept of crisis management and explore the development path of smoke-free sports events. The path includes the following: International cooperation is the key to the success of large-scale sports events and potential intervention is an effective means to prevent the spread of epidemics. Risk communication provides effective guidance for the evolution of control and prevention of epidemics. The use of digital technology to monitor the outbreak of diseases in sports activities brings new opportunities for the public health prevention and treatment system, aiming to provide support for today's sports events, and then promote the construction of emergency prevention and control systems for large-scale sports events under the trend of globalization and normalization of the epidemic situation.

The article presents the analysis of literary data on the study of the provisions of the motivational and meaningful nature of the development of physical culture and sports of students and the results of the questionnaire of the coaching and teaching staff of higher educational institutions of Kazakhstan, which was carried out in order to identify factors affecting the formation and development of motivation of students for independent physical education and sports activities. The main factors of a meaningful nature affecting the formation and development of students' motivation have been identified, such as: application of the experience of foreign countries in organizing students' physical education and sports, the level of training of scientific, pedagogical and coaching personnel in the field of physical culture and sports, the level of student motor activity, and the level of student health. The relationship of provisions of motivational and informative nature of development of physical culture and sports of students is revealed.

Abstract In sports environment there is a whole range of different types of wrongful conduct sanctioned not only by disciplinary bodies using specific rules accepted by the executive authorities of sports organizations but also more serious cases that have to be judged in accordance with criminal law. There has been a long debate whether criminal law should intervene into the area of sport, i.e. whether sport and its environment is in itself such an autonomous system that it could deal with all the matters of criminal nature on its own. The area of sport environment involves a whole range of illegal acts, ranging from criminal liability of sportsmen responsible for injuries inflicted upon others in the area of sport, the issues of hooliganism in sporting events, breach of the public peace as far as the issue of match-fixing including the crimes of bribery and illegal betting. Generally speaking, we are of the opinion that there is no good reason why the criminal law should not be allowed to intervene into the area of sport in certain cases. The basic argument to be used is the fact that every social activity must be carried out in accordance with the legal order of the country, the area of sport being no exception. The area of sport or to be more precise the specific types of sports activities are regulated by special internal and statutory rules introducing certain sanctioning mechanisms in the form of disciplinary rules which can be enforced by different disciplinary bodies.

The relevance of the study is justified by the fact that theincome of the global sports industry is increasingly depending on the use of the intellectualproperty by sports organizations.The author notices that adoption of temporary laws aimed at protecting the intellectualproperty rights of sports organizations who organize major sporting events ina country are distinctive features of sports activities. There were two similar laws inthe Ukrainian legislation. Although these laws contained some gaps, this experienceshould become a basis for the introduction of the concept of ambush marketing on aregular basis in the domestic law.Analysis of international agreements in the sporting sphere shows that nowadaysamong the world sports organizations, only intellectual property of InternationalOlympic Committee has an exclusive basis of protection. At the same time, the factthat in general the use and protection of intellectual property is given too little attentionin international agreements in the field of sports gives greater importance tolocal regulations adopted by sports authorities.According to the established practices of foreign sports organizations, professionalrules and contracts between the athlete and the organization contains mutual restrictionsof the use of a number of intellectual property objects constituting the athlete’simage. To date, in Ukrainian practice, only regulations and contracts of several footballorganizations contain the similar provisions, which at the same time have a numberof shortcomings. One of the issues is terminological ambiguity in image rightslegal phenomena, which is still new to Ukrainian practice, and therefore requires theconsistency of definitions between different sports organizations.Thus, although Ukrainian legislation creates the background for domestic sportsorganizations to benefit from their intellectual property, it still requires the adoptionof some new important definitions.

Background: ‪Participation in various extra-curricular sports activities is an important component of the professional activity of physical education teachers, regardless of whether we bring into discussion the organisation of such activities or training school teams in order to participate in these sports events. Material and methods: On the one hand, the present paper approaches the way in which teachers are involved in extracurricular sports activities from a descriptive perspective. On the other hand, the paper captures physical education teachers’ opinions on the way these sports competitions are organised and brings to attention some aspects that would need to be improved in this regard. Data were collected by a questionnaire addressed to physical education teachers from primary and secondary schools in Bihor County, Romania. Results: ‪Our results show the availability of physical education teachers to be involved in other extracurricular sports activities and to guide talented students toward various sports clubs. Conclusions: ‪Our research emphasises the need to improve certain aspects when organising local and regional sports competitions addressed to school teams as well as the importance to involve the public and private sector in these events.

Summary Purpose: to determine the relationship between achievement motivation and the attitudes of schoolchildren of 11-17 years old and students of 18-21 years old to independent sports and passing control standards in the discipline \”Physical Education\”. Material: 1576 schoolchildren (boys n = 780 and girls n = 796) of comprehensive schools of Belgorod, Stary Oskol, Stroitel and Shebekino (Belgorod region, Russian Federation) and 246 students (men n = 127) were surveyed. and women n = 119) Belgorod State Technological University named after V.G. Shukhov (Belgorod, Russian Federation). The questionnaire consisted of three blocks of questions: the 1st block of questions - questions aimed at determining the age, sex, place of study of the respondent; 2nd block of questions - 8 questions, allowing to assess the attitude of the respondent to independent sports activities and the desire to take control standards of the discipline Y’Physical Education\”; 3rd block of questions is a test of 20 questions, developed by A.A. Rean, to assess the motivation to achieve success and avoid failures. Results: the motivation for avoiding failures was diagnosed in 5% male students and 10% female students. A direct correlation between achievement motivation and the attitude of schoolchildren and students towards independent sports activities and passing control standards has been revealed. Conclusions: there are no differences in the correlation between the relationship between achievement motivation and attitudes toward independent sports by gender. Schoolchildren and students with motivation to achieve regular self-exercise. Schoolchildren and students with a pronounced motivation for avoiding failures prefer a passive way of life. They do not want to pass standards on the discipline \”Physical Education\” and do not go in for sports on their own.

AbstractDiscriminating between competing explanatory models as to which is more likely responsible for the growth of a network is a problem of fundamental importance for network science. The rules governing this growth are attributed to mechanisms such as preferential attachment and triangle closure, with a wealth of explanatory models based on these. These models are deliberately simple, commonly with the network growing according to a constant mechanism for its lifetime, to allow for analytical results. We use a likelihood-based framework on artificial data where the network model changes at a known point in time and demonstrate that we can recover the change point from analysis of the network. We then use real datasets and demonstrate how our framework can show the changing importance of network growth mechanisms over time.
