An all-round increase in the rate of economic development of enterprises of the agro-industrial complex, an increase in the production of agricultural products and a decrease in its cost price directly depend on the state and development of the material and technical base of enterprises, that is, on the degree of their fixed assets and the efficiency of its use. At the same time, now there is a process of reducing available fixed assets in many agricultural enterprises of the Russian Federation, that is associated with a lack of financial resources not only for the expanded reproduction of fixed assets, but also for the reimbursement of retiring assets due to their physical wear with new ones in full. Therefore, a situation often develops in agricultural enterprises when the value of retired assets is significantly higher than the value of those received. With such a ratio of retired and received fixed assets, the existing systems of indicators cannot fully characterize the asset history. In this regard, this article presents an attempt to systematize the existing systems of indicators characterizing the asset state and history, with the introduction of additional indicators, which seem to be necessary

The article considers the main projects aimed at innovative development and digital transformation of agriculture in Russia. This topic is very relevant in connection with programs of the Russian Federation government aimed at the innovative development of the country's economy in general, and in particular within the framework of the project on digitalization of agriculture. The aim of the study is to develop a mechanism for applying blockchain and token decentralized registry systems to improve efficiency of agricultural enterprises. The options for introducing artificial intelligence into the work of the agro-industrial complex, as well as the effect that can be obtained, are analyzed. Ideas of using the distributed blockchain registry system in managing fixed assets of agricultural enterprises and the scheme of creating a database across the country are presented. The methods of using tokens for the conclusion of contracts and sale of agricultural products, which will allow to build mutually beneficial cooperation for buyers and sellers of agricultural products, and receive reliable information about the methods of its cultivation.

The article is devoted to the analysis of the dynamics of investments in fixed assets, the level of the debt burden of the regions and the debt instruments used by them from the standpoint of identifying the possibilities of the territories for the financial and investment support of their socio-economic development. On the example of the regions of the Volga Federal District (VFD), the existing financial and investment practice of ensuring the socio-economic development of territories in the investment sphere and in the field of debt policy is considered. The analysis made it possible to establish, firstly, the insufficiency of the existing level of investment in fixed assets of the studied regions in terms of the parameters of economic security to ensure sustainable socio-economic development of the territories, and secondly, the relatively high differentiation of the Volga Federal District regions, both in terms of the level of debt burden and by the structure of public debt. On the example of the Republic of Bashkortostan (RB), proposals are made to increase the level of financial and investment support for the socio-economic development of territories based on the use of financial resources of the household sector. The proposals were developed taking into account both the experience of the best practice of other constituent entities of the Russian Federation (RF) in this area (Tomsk Oblast, Yamalo-Nenets Autonomous Okrug, etc.), and trends in domestic debt policy revealed on the basis of analysis of regulatory legal acts on the budget of the Republic of Belarus republics in the form of a shift in priorities in the area of planned borrowing on public debt towards more active use of government bonds. Taking into account the high debt stability of the Republic of Belarus (according to the criteria set forth in the articles of the Budget Code of the Russian Federation) and the rather strong positions of the republic in investment ratings, it is proposed to expand the practice of using the financial resources of the population through the bond market as a promising tool for increasing the financial security of the republic by attracting internal reserves. In order to minimize investment risk for non-professional investors, it was recommended that the Government of the Republic of Belarus issue sub-federal (government) bonds for the population. The advantages of issuing this type of securities from the point of view of obtaining benefits and realizing financial interests of both the state authorities of the Republic of Belarus and the population are described.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

The subject of the study is the theoretical and methodological aspects of assessing the effectiveness of the use of fixed assets of the enterprise. In the course of the research, the main general scientific and special methods of the research were used, such as: the method of analysis, the scientific abstraction method and the generalization method – when determining the directions the conceptual framework improvement; the systems approach method in order to determine the essence of the process of the fixed assets reproduction; the grouping method – to improve the classification of factors that influence the process of fixed assets reproduction of the enterprise; the methods of analysis and synthesis – to assess the effectiveness of methods of financing the fixed assets reproduction of the enterprise; the graphic method – for the visual image of research results etc. The efficiency of using fixed assets of the enterprise is investigated, and the directions of its increase are substantiated. The factors influencing the process of fixed assets reproduction of the agricultural enterprises are systematized in particular: reducing the number of inactive equipment, decommissioning inefficient and quickly involving unidentified equipment, improving the quality of repair equipment of fixed assets and modernizing existing equipment, as well as economic incentives for the rational use of fixed assets funds. It has been established that the assessment of the movement of fixed assets is based on the coefficients of retirement, receipt and updating of fixed assets, which to some extent depend on the species, technological and other types of structures of fixed assets of the enterprise. As a result of the study, it was found that one of the main factors in the development and functioning of agricultural enterprises in a market economy is the study of the level of influence of the security of fixed assets on the efficiency of managing agricultural enterprises. The necessity of substantiation of the efficiency of the leasing and credit sources use for the fixed assets reproduction of the enterprise is determined.

With the aim of developing the national economy in the Russian Federation, economic regionalization has been widely used, which contributes to increasing the economic efficiency of regulating the productive forces in the country. The aim of the study is to assess the place and role of the Central Black Earth region in the economy of the agro-industrial complex of Russia. The research methodology is based on economic-statistical and correlation-regression analyzes. The scientific novelty of the research consists in identifying the patterns of development of the Central Black Earth region as an agrarian region. The practical significance of the study lies in the fact that taking into account the revealed patterns when developing strategies for the development of individual sectors of the agro-industrial complex will allow us to overcome the identified negative trend of reducing the production of certain types of agricultural products. The Central Black Earth region occupies a special place among 12 economic regions of Russia. It occupies no more than 1.0% of the total land area of the country, but ensures the production of 16.3% of agricultural products manufactured in the Russian Federation. The share of agricultural production in the gross regional product of the Central Black Earth region in 2019 remained 27.9%, which makes it possible to consider the Black Earth region as a region with a predominance of agaric production. An analysis of the indices of agricultural production in Russia and in the Central Black Earth region showed that the average growth index of agricultural production in 2011-2018 in the Central Black Earth region amounted to 116.1%, however, the dynamics of changes in these indices reflects a negative trend of deceleration, which can be described by a linear equation of the form y = -3.4867x + 131.8. Among the subjects of the Central Black Earth region, the maximum growth in the volume of agricultural production for 2005-2019. observed in the Belgorod region - 8.3 times, and the minimum in the Lipetsk region - 6.8 times
