The Forest industry is an important part of the Russian economy, so its condition has a great influence on the Russian economy in general and on various aspects of life, from the production of raw materials for various industries (such as construction, agriculture, furniture production, etc.), ending the recreational role of forests in people's lives. In this paper the major current problems and the future of the Forest industry development in Russia are discussed. The systematization of the main problems in the Forest industry for its development in Baikal region is presented. These problems include the following: production and technological, natural and environmental, institutional and organizational, and problems of the forest protection. The innovative development issues in the Forest industry have been discussed. The program of innovative and institutional transformations of the Forest industry is presented.The implementation of the Forest innovation system is suggested for sustainable Forest industry management and is based on expert opinions.

he relevance of the article is determined by the fact that in Russia there is no effective mechanism of state support for the activities of non-profit organizations in the field of «green Finance». The role of non-profit organizations is leveled, which can become a serious help in solving economic problems, in particular, the problems of recycling and processing of secondary raw materials, the placement of industrial waste and household garbage, and landscaping of large megacities. The main financial burden in the field of «green economy» falls on States and large enterprises. Meanwhile, we cannot ignore the important role of non-profit organizations that can not only draw attention to environmental problems to the public, but also offer their own measures to solve environmental problems. In this regard, it becomes relevant to consider the participation of non-profit organizations in the implementation of environmental projects by attracting «green Finance».

The article analyzes the role of agriculture in the Russian economy, the main trends and problems of its development for 2014-2020. There is a decrease in the average annual indices of agricultural production for 2018-2020 compared to 2015-2017, an increase in anthropogenic pressure on the natural environment, an imbalance between the reduction of agricultural employment and the creation of alternative jobs in rural areas, uneven technological development of various categories of farms. The article substantiates the main measures of agrarian policy that ensure economic growth in agriculture, solving environmental and social problems in rural areas: improving state support for agriculture, priority development of small and medium-sized businesses, creating a modern innovation system in the agro-industrial complex.

At present, the role of Russia in the world economy is mainly associated with the supply of various raw materials to world markets, the share of which in the volume of Russian exports is more than 80%. At the same time, there is a rather significant processing sector of the economy in Russia. Since inertial development is aimed at simplifying the nature of the Russian economy and consolidating its raw material orientation, the development of manufacturing industries, at least at first, should be associated with protectionist measures and an active role of the state. The paper examines the existing approaches to the study of the problem of combining the principle of free trade and protectionist measures proposed by Russian and foreign authors and describes the methodological aspects of assessing the current state and prospects of implementing the import substitution policy in Russia.

The article considers the economic essence and stages of formation of potential, tangible and real mining rent and price rent in the modern raw materials sector of the Russian economy. It determines the role of each participant in the multistage process of rent incoming into government revenues. Actual tax system is analyzed from the point of view of mining and price rent withdrawing issues, recommendations for its modernization are developed. It is demonstrated that a huge massive of mining rent in Russia is formed objectively, but distributed subjectively without taking into account interests of the civil society.

The article analyzes the interconnection among science, industry, state, and society in Russia and the world. It also deals with the common characteristics and peculiarities of the Russian economy in transition. The authors focus on the transition from a linear to nonlinear model of the innovation process and the role of this transition in the technological progress of particular countries. The paradox in Russia is caused by an inherited linear model of the innovation process from the USSR. The transition to a nonlinear model is being carried out, but slowly and it is not yet generalized. The Russian innovation and legal spheres require comprehensive reforms, and the government needs to become the driving force for these changes in order for Russia to achieve the postindustrial stage of development. Understanding the peculiarities of the national innovation system (NIS) in Russia during the current transition period sheds light on how the Russian paradox can be overcome.

The relevance of the article is due to the fact that the food industry is one of the backbone elements of the Russian economy. The role of the industry in providing the population of the country with food products, its close ties with agriculture and its participation in the formation of the export potential determine its strategic importance. An efficient, highly productive, dynamically growing food industry is a priority in achieving high national competitiveness and ensuring the economic security of the state. The development of the food industry is an important priority for the Baikal region, given its social significance, its importance in the total volume of industrial products sold and the export of the region’s goods. The issues of developing directions for increasing the efficiency of the food industry enterprises that correspond to the specifics of the modern stage of its development in Russia and the regions and the urgent tasks of the state policy remain relevant. The purpose of the study is to analyze the current state and determine characteristic trends in the development of the food industry using the example of the Baikal region. On the basis of the carried out analysis, the article formulates recommendations for improving the efficiency of the food industry in the Baikal region: formation of a cluster of food and agricultural products; creation of an innovative infrastructure; development of marketing strategy, etc.

The role of monetary factor in generating inflationary processes in Russia has stimulated various debates in social and scientific circles for a relatively long time. The authors show that identification of the specificity of relationship between money and inflation requires a complex approach based on statistical modeling and involving a wide range of indicators relevant for the price changes in the economy. As a result a model of inflation for Russia implying the decomposition of inflation dynamics into demand-side and supply-side factors is suggested. The main conclusion drawn is that during the recent years the volume of inflationary pressures in the Russian economy has been determined by the deviation of money supply from money demand, rather than by money supply alone. At the same time, monetary factor has a long-run spread over time impact on inflation.

Growing involvement of Russian economy in international economic sphere increases the role of external risks. Financial problems which the developed countries are encountered with today result in volatility of Russian stock market, liquidity problems for banks, unstable prices. These factors in total may put longer-term prospects of economic growth in jeopardy. Monetary, foreign exchange and stock market mechanisms become the centerpiece of economic policy approaches which should provide for stable development in the shaky environment.
