The study aims to analyze the current state of the housing and communal services market in the Ural Federal District. The features of the housing and communal services market in the Urals Federal District have been investigated, key trends in the development of the studied market have been identified. The assessment of the volume of the housing and communal services market in the Urals Federal District in value terms is carried out, its dynamics in 2015-2020 is presented. The nature of the investigated market volume dynamics is revealed, the average annual rate of its growth and the drivers of market growth are determined. The structure of housing and communal services and the structure of the housing stock in the Ural Federal District within the regions and districts are considered. The heterogeneity of these structures is shown. A significant share (about 66.0%) in both structures presented falls on Sverdlovsk and Chelyabinsk regions. The study is based on statistical data from the Federal State Statistics Service of the Russian Federation, data from specialized portals (Unified information resource - GIS Housing and Communal Services, State Corporation - Fund for Assistance to Reforming Housing and Utilities Sector (Housing and Utilities Fund)). The results obtained in this work helps further research to conduct a competitive analysis on the housing and communal services market in the Urals Federal District, determine the shares of the largest competitors in the studied market, estimate the volume of housing and communal services consumption per capita, as well as the saturation and estimated potential of the housing and communal services market in the Urals Federal District.

The relevance of this study stems from the fact that it analyzes the current situation on the mortgage market in Russia: the influence of macro-economic factors causes a fall in collateral value, dramatic increase in mortgage default and poor performance of the Agency for Housing Mortgage Lending (AHML). The study is aimed at investigating the current state of residential mortgage lending on the regional level in Russia by focusing on the case of the Ural Federal District. The study considers the interests of all the participants of this market: individual borrowers, state authorities, financial and credit institutions engaged in mortgage lending. The study analyzes statistical data on the primary residential mortgage market in the Ural Federal District provided by the Central Bank of the Russian Federation, Federal State Statistics Service and the AHML. Results. Modern approaches to mortgage system evaluation are compared in order to identify and systematize the key criteria and statistical indicators characterizing the current state of this form of lending relationships. The analysis also brings to light the negative trends in mortgage lending in the Ural Federal District. As a part of our further research, we are going to develop a procedure for evaluating the performance of a mortgage system.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

Since 2016, the Russian Federation has been implementing the Concept for the Development of School Information and Library Centres, the main purpose of which is to create conditions for the formation of modern school library as a key tool in the new infrastructure of educational organization that provides modern conditions for teaching and upbringing.The study assesses the current state of school libraries in the Russian Federation. The authors analyze the regulatory and organizational basis of school libraries’ activities, present in detail the difficulties of implementing the Concept for the Development of School Information and Library Centres, taking into account the norms and requirements for the organization of school libraries space, as well as consider the issues of staffing the activities of school libraries.The authors conclude that today at least half of school libraries do not meet the requirements of the Federal Law “On Education in the Russian Federation” and Federal State Educational Standards for their activities; and the heads of educational organizations are not interested in the development of library as it requires serious organizational and financial costs, but does not directly affect the performance assessment of their work.The updated school library, filled with relevant content, supported by personnel, methodology, technologies and resources, has the ability to update the content of school education, create the necessary modern infrastructure and use effective mechanisms for managing educational activities. The authors propose a number of actions, the implementation of which at the federal and regional levels will increase the effectiveness of further activities for the development of school libraries and information and library centres.

The article examines the current state of the world and Russian retail e-commerce markets and assesses the prospects for their development — the study of these issues is the purpose of the work. The research topic is relevant, because in the context of the global digital revolution and the rapid development of the world economy, the development of e-commerce is becoming one of the key drivers of the growth of all trade and the economy. With the use of regression analysis, we calculated the elasticity of labor efficiency by education level of the employed population. The analysis included regional data from the Federal State Statistics Service of Russia. The implemented methodology is based on econometric models of labour productivity in the regions of the Siberian Federal District of Russia. It is shown that the level of education of the working population is a significant factor in determining the productivity of labour in the regions of the Siberian Federal District of Russia.

Aim. To analyze the current state of the sanatoriums-health resorts system of the Republic of Tatarstan and identify the demand by the population of sanatoriums-health resorts services for recreation and health promotion at the regional level. Methods. To analyze the functioning of the sanatoriums-health resorts of the republic, we used data from the official website of the Federal State Statistics Service (20022018). We calculated the long-term mean values, standard deviation, growth rate, linear regression, the approximation coefficient in comparing the Republic of Tatarstan, Volga Federal District and the Russian Federation. The population proportion, which used the sanatoriums-health resorts services, bed provision per 10,000 population and bed turnover were calculated to assess the provision of the population with sanatorium-resort services. The study of the demand for sanatorium services by the population was carried out using a sociological survey. Results. In the comparative analysis, it was found that the Republic of Tatarstan is the region with a developed, relatively stable sanatoriums-health resorts system. The increase in the number of beds in sanatoriums (from 23.86 beds per 10,000 population in 2002 to 24.94 in 2018) and bed turnover rate (from 12.84 in 2002 to 16.59 in 2018) during the studied period indicated the continuity between curative and restorative-rehabilitation medicine. An increase in the proportion (from 3.07% in 2002 to 4.15% in 2018) with an overall increase in the number of stayed people (1.39 times) indicated the interest of the population in rehabilitation treatment and recreation in regional sanatoriums-health resorts. As a result of the survey, a portrait of the modern consumer of sanatoriums-health resorts was drawn up, and priorities in sanatorium choosing were determined. Conclusion. The Republic of Tatarstan belongs to the regions with a developed system of sanatoriums-health resorts and significant potential to its development, which is confirmed by the presence of natural healing factors, improved provision of sanatoriums-health resorts care and increasing demand of the population for services for rehabilitation treatment and recreation in regional sanatoriums.

The article analyzes the state of agricultural land in the Krasnodar region, considers its composition and structure. Trends and reasons for transferring agricultural land to other land categories and back are identified. The distribution of agricultural land in the Krasnodar region by ownership and management forms is studied. The analysis of the current state of agricultural land has revealed the main problems in the use of land resources, including the lack of up-to-date information on the availability and distribution of land by land users, owners, tenants, forms of management and land. Another problem observed in land use in the region is the problem of irrational use of agricultural land, which is the unauthorized transfer of valuable farmlands into less valuable use of land ways, leading to decreased soil fertility, the failure to perform the rotation. The analysis was carried out for the period from 2014 to 2018 on the basis of official data from the regional Federal State Statistic Service, Ministry of Agriculture of the Russian Federation, The Federal Service for State Registration, Cadastre and Cartography (Rosreestr). Based on the results of the analysis, proposals have been developed that will help improve the use of agricultural land in the Krasnodar region and develop an effective land policy in the region.
