The presented research is devoted to analysis of the principles and optimality criteria for the structure of household financial resources, formed on the basis of surveys of a sample of 5,842 respondents from the Sverdlovsk region based on the author’s methodology for assessing the level of financial literacy and the structure of citizens expenses. The initial hypothesis about the influence of the level of financial literacy of the population on the structure of household spending has been verified. Examples of author questionnaires are presented, developed taking into account the methodological support of the Central Bank of the Russian Federation and the NAFR Analytical Centre. The conclusion is substantiated that more financially literate people are inclined to plan income and expenses and are able to evaluate the structure of their expenses from the position of optimality. The study is supplemented by an analysis of an array of statistical information on indicators of the financial situation of the population of the cities of the Sverdlovsk region. The purpose of the study is to verify the relationship between the level of financial literacy of the population of the Sverdlovsk region and the structure of household spending based on a subjective assessment of optimality by respondents. General methodology of this study is a sociological survey, which adapted by the authors from the methods of the Central Bank of Russian Federation and OECD countries for the conditions of the Sverdlovsk region. The scientific message is interfaced with the model of J. Nash. Main results of this research is: 1) the hypothesis about the influence of the level of financial literacy of the population on the optimality of the structure of household spending is substantiated; 2) author principles and optimality criteria for the structure of household financial resources based on cost structure have been developed.

Parental income is one of the factors that can influence a person's financial literacy. This is because one of the sources of income for students to live their lives is through financial resources from parents. Therefore, the finances obtained will determine how a person can manage their expenses. In addition, the reduction in parental income due to the Covid-19 pandemic has resulted in reduced students income. Despite the reduction in income among parents, students still spend beyond their capacity and are unable to manage their finances properly. This is because low levels of financial literacy cause a person to be unable to manage his finances properly. Good financial management can help student undergraduates to avoid financial stress and other financial difficulties. Realising the issues and importance of financial literacy in life, there is research done to identify the relationship between parental income and financial literacy. But the results obtained by previous researchers are mixed. Therefore, the study focused on introducing a framework of concepts related to the relationship between parental income and the financial literacy of students and students.

Subject. This article verifies the original hypothesis that the level of financial literacy of the population has an impact on the structure of household expenditures. Objectives. The article aims to test if there is a correlation between the level of financial literacy of the population of the Sverdlovsk Oblast and the structure of household expenditures, based on a subjective assessment of the optimality of their own financial resources by respondents. Methods. For the study, we used a sociological survey the methodology of which is adapted from the methods of the Central Bank of Russia and OECD countries for the conditions of the Sverdlovsk Oblast, and the Nash equilibrium concept. Results. The article substantiates the hypothesis that the level of financial literacy of the population has an impact on the optimal structure of household expenditures. It also proposes original principles and criteria for the optimal structure of household financial resources based on the cost structure. Conclusions. The article concludes that more financially literate people are more likely to plan their income and expenses and are able to assess the structure of their expenditures from an optimal perspective.

The activity of any economic entity, both in the Russian Federation and in any other country, needs free financial resources. They are used for entrepreneurial activities, as ultimately the purpose of such activity is to make profit. Money can be obtained under a loan agreement in a credit institution. Generally obtaining a loan from a credit institution is associated with increased costs (high bank interest and bank charges), the need to provide security and the length of the procedure for obtaining a loan. Commercial loan, however, is deprived of these shortcomings. Commercial credit is provided by economic entities to each other in the process of doing business, and it allows you to get free financial resources, both in the short and in the long business term. Economists believe that in the means of the increase of working capital a commercial loan is second in importance after banking one. Commercial loans are widespread both in the Russian Federation and abroad. Despite the widespread use of commercial credit in economic activity, it is governed by only one article in the Civil Code of the Russian Federation. The purpose of the study is to analyze a commercial loan agreement and study the legal relationship between the lender and the borrower. Objectives of the study are to study of the essence of a commercial loan; to study of the relationship of a commercial loan agreement with other agreements and other civil structures. The methods that were used in the study are the following: a formal legal method to define the concept of a commercial loan agreement, a system-structural analysis method to determine the nature of a commercial credit, a comparative legal method to determine the relationship of a commercial credit agreement to other agreements and other civil legal constructions. The result of the study is a proven conclusion that a commercial loan agreement is an independent agreement. The findings and results of the study can be used for further research and as educational material, in legislative work and in law enforcement practice.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

Summary Purpose: to determine the relationship between achievement motivation and the attitudes of schoolchildren of 11-17 years old and students of 18-21 years old to independent sports and passing control standards in the discipline \”Physical Education\”. Material: 1576 schoolchildren (boys n = 780 and girls n = 796) of comprehensive schools of Belgorod, Stary Oskol, Stroitel and Shebekino (Belgorod region, Russian Federation) and 246 students (men n = 127) were surveyed. and women n = 119) Belgorod State Technological University named after V.G. Shukhov (Belgorod, Russian Federation). The questionnaire consisted of three blocks of questions: the 1st block of questions - questions aimed at determining the age, sex, place of study of the respondent; 2nd block of questions - 8 questions, allowing to assess the attitude of the respondent to independent sports activities and the desire to take control standards of the discipline Y’Physical Education\”; 3rd block of questions is a test of 20 questions, developed by A.A. Rean, to assess the motivation to achieve success and avoid failures. Results: the motivation for avoiding failures was diagnosed in 5% male students and 10% female students. A direct correlation between achievement motivation and the attitude of schoolchildren and students towards independent sports activities and passing control standards has been revealed. Conclusions: there are no differences in the correlation between the relationship between achievement motivation and attitudes toward independent sports by gender. Schoolchildren and students with motivation to achieve regular self-exercise. Schoolchildren and students with a pronounced motivation for avoiding failures prefer a passive way of life. They do not want to pass standards on the discipline \”Physical Education\” and do not go in for sports on their own.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

The study investigated the direct effects of financial literacy (knowledge, skills, and attitudes) on financial preparedness for retirement and the moderating effect of age among the small and medium enterprises in Uganda. Primary data was collected from a sample of n = 380 selected from the SME workforce. Descriptive analysis was run on SPSS, while validity and reliability of the measurement items yielded satisfactory composite reliability scores and average variance explained (AVE) scores for all items. Structural equation modelling (SEM) was used to test the hypotheses and multi-group analysis conducted to test for the moderating effect of age on the relationship between financial literacy and retirement preparedness. The results revealed that knowledge and skills were significant predictors of retirement preparedness. However, ‘attitude' was not a significant predictor, and age had no moderating effect on the relationship between the study variables. These findings present practical implications for policymakers and financial educators in a developing country context.

This article discusses the relationship between a consumer lifestyle and the environment. The willingness to adapt to a sustainable lifestyle was tested through a questionnaire among students of Mendel University in Brno, who are theoretically well-informed people. Overall, 417 students answered, i.e., 19% of the respondents. The students generally recognised the need to address environmental issues, and 90.6% intended to change their lifestyle in this direction. Among the barriers, they mentioned in particular lack of time, lack of financial resources, lack of specific information and insufficient conditions. Addressing this issue requires close co-operation in education between governmental and non-governmental organisations in both the public and private sectors. The COVID-19 pandemic has affected the situation in that it has drawn attention to the response of local companies to the global problem.
