The paper considers the study of the problem of the development of the scientific potential of the network interaction of economic agents in the digital environment based on the ecosystem methodology. The study of this problem was based on the use of analytical methods for reviewing the scientific interdisciplinary literature of international databases, methods for analyzing the digital transformation of management relations “ecosystem is a management system of an organization”, as well as methods for integrating heterogeneous economic data on the development of economic relations in the development of platform ecosystems. The most important result of the research is the conceptual substantiation of the formation of the scientific potential of the network interaction of economic agents based on the ecosystem development of forms of technological entrepreneurship and lifelong learning. The ecosystem methodology proposed by the authors is based on the identification of three types of relations “ecosystem is a management system”: intersystematic relations; relations of intra-organizational regulation; platform management relationship. The significance of the results obtained is due to the importance of developing the economy of ecosystems on the basis of interdisciplinary network integrativity of the interaction of economic agents in the digital environment.

The digitalization of economic relations determines the particular importance of personnel training on a qualitatively new technological basis, which is inextricably linked with the study of the problem of ecosystem designing for the development of universities in a digital environment. The foundations of the systems theory, the theory of education economics, the methods of system analysis, factor analysis, and economic and mathematical modeling were used for studying the problem of ecosystem development for universities. The conducted studies made it possible to obtain the following main research results: the ecosystem principles for organizing the provision of higher education services, representing the integrity of the university system based on network interactions of a set of various participants, as well as objects, projects, processes, and environments, were proposed. An approach to designing a strategy for the development of universities, based on the scenario forecasting of the receptivity of digital economy competencies by students, teachers, and partners of universities in the medium term, is proposed based on the organigram for the implementation of the project of matrix digital transformation of the adhocratic university hierarchy. The conclusions stating that the design of the ecosystem of the development of universities should be aimed at the implementation of the social mission of the university in the region and the transformation of the ecosystem of the region as a whole are formulated. As prospects for further research, the study of the prerequisites for generating the effects of designing the development of a university ecosystem based on the network platform interaction of the economic agents of the region/territory, as well as the implementation of digital transformation projects of the university management system, is considered.

The necessity of the active use of risk management mechanisms, tools for managing key performance indicators and other latest management technologies to ensure a competitive presence in the space services market are considered. The urgent need for the implementation of digital transformation in organizations and the industry as a whole is substantiated for the formation of a digital environment that allows providing a forecast of the optimal evolution of the industry, setting guidelines for the development of enterprises combined into an innovative multifactorial management system.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).

The presented study analyzes the processes of creating ecosystems in the context of external challenges and increasing the level of competitive market environment and global digitalization of business to develop a strategy for the digital transformation of an enterprise.Aim. The study aims to assess the practicability of creating ecosystems when developing a strategy for the digital transformation of traditional (“defensive”) enterprises and to provide recommendations for their utilization.Tasks. The authors analyze the characteristics, features, and typology of business ecosystems; substantiate the need to analyze and use the capabilities of business ecosystems in the development of a strategy for corporate development in the digital environment; describe the essence, key aspects of development, and propose a modular structure for the strategy of the digital transformation of an enterprise; develop a conceptual framework for the strategic management of the digital transformation of an enterprise; formulate recommendations for selecting ecosystems that would enhance the enterprise’s competitiveness.Methods. This study uses general scientific methods of cognition in various aspects to propose approaches and a conceptual model of the corporate digital transformation strategy with allowance for the capabilities of business ecosystems.Results. The authors show that in the context of the developing digital economy, business ecosystems have become a new way to organize economic activity due to their high efficiency and rapid scaling. There are two major types of ecosystems: centralized (transaction) ecosystems in the form of digital platforms and adaptive (solution) ecosystems formed by the orchestrating company to create a new value proposition by joint efforts of partners from various industries through direct interaction with each other. The study identifies stages in the development of a digital transformation strategy based on enhancing the enterprise’s competitiveness through its participation in the ecosystem(s) and formulate recommendations for selecting ecosystems that would improve the efficiency of the enterprise.Conclusions. Ecosystem development is a business trend that determines the competitiveness of enterprises and improves the efficiency of their operation in the digital environment. Therefore, under modern conditions, an enterprise should develop its digital transformation strategy based on the creation and/or use of business ecosystems.

AbstractDigitalization and new technologies have an increasingly important role in today's humanitarian activities. As humanitarian organizations become more active in and reliant on new and digital technologies, they evolve from being simple bystanders to being fully fledged stakeholders in cyberspace, vulnerable to adverse cyber operations that could impact on their capacity to protect and assist people affected by armed conflict or other situations of violence.This shift makes it essential for humanitarian organizations to understand and properly map their resulting cyber perimeter. Humanitarian organizations can protect themselves and their activities by devising appropriate cyber strategies for the digital environment. Clearly defining the digital boundaries within which they carry out operations lays the groundwork for humanitarian organizations to develop a strategy to support and protect humanitarian action in the digital environment, channel available resources to where they are most needed, and understand the areas in which their operational dialogue and working modalities need to be adapted for cyberspace.The purpose of this article is to identify the unique problems facing international humanitarian organizations operating in cyberspace and to suggest ways to address them. More specifically, the article identifies the key elements that an international humanitarian organization should consider in developing a cyber security strategy. Throughout, the International Committee of the Red Cross and its specificities are used as an example to illustrate the problems identified and the possible ways to address them.

AbstractFollowing the reverse engineering (RE) approach to analyse an economic complex system is to infer how its underlying mechanism works. The main factors that condition the difficulty of RE are the number of variable components in the system and, most importantly, the interdependence of components on one another and nonlinear dynamics. All those aspects characterize the economic complex systems within which economic agents make their choices. Economic complex systems are adopted in RE science, and they could be used to understand, predict and model the dynamics of the complex systems that enable to define and to control the economic environment. With the RE approach, economic data could be used to peek into the internal workings of the economic complex system, providing information about its underling nonlinear dynamics. The idea of this paper arises from the aim to deepen the comprehension of this approach and to highlight the potential implementation of tools and methodologies based on it to treat economic complex systems. An overview of the literature about the RE is presented, by focusing on the definition and on the state of the art of the research, and then we consider two potential tools that could translate the methodological issues of RE by evidencing advantages and disadvantages for economic analysis: the recurrence analysis and the agent-based model (ABM).

Evolving digital technologies are infiltrating schools wave after wave. The changes taking place are viewed as the schools’ digital renewal process (SDRP). The SDRP is complex (multidimensional). It includes changes in the educational environment (physical and virtual), the educational process, and the way the school operates. The SDRP goes uneven, with individual schools at different stages. One-time observation of the SDRP allows you to fix its current state (statics). The longitudinal observations allows you to see changes in the schools’ digital renewal (kinematics). The connection of the observed changes with the impact on the general education system makes it possible to discuss the development of digital renewal under the influence of individual control actions (dynamics). The stages of penetration of digital technologies into the work of the school: computerization, early and mature informatization, digital transformation (transition to the “Smart School”) can be considered as the stages of maturity of the SDRP. The article discusses a framework for describing the processes of digital renewal of schools in an evolving digital environment and an assessment of the SDRP’s maturity.
