Since 2016 Myanmar has undergone political and economic reforms. A movement to develop the country with economic growth is a significant matter for the country. In Myanmar, the construction sector is a main driving force for the country’s economy in terms of investments and job opportunities of citizens. Electricity used for the construction industry leads to the insufficient energy output of the country. Moreover, waste and pollution are inevitable as a result of Myanmar’s economic growth. Green building development in Myanmar is in its initial stage but currently lacks governmental, or voluntary support to devise appropriate rules and regulations for green construction. In particular, the lack of awareness among developers, stakeholders, architects, engineers, contractors, employees and the public about green building has worsened the development progress. This paper reveals why green building development is needed in Myanmar and provides an overview of the current level of green growth in Myanmar. In addition, this paper compares widely used seven existing environmental assessment tools around the world – LEED, BREEAM, Green Mark, Green Star, Three Star – Chinese Green Building Label-3, CASBEE, and HQE as references for the development of green building rating tool with the view to identify aspects that are compatible with the local conditions of Myanmar.

AbstractProject management is general planning, coordination and inspection of the project, from the initial stage all the way to final phase, its purpose is an accomplishment of the accepted task and creation of the functional final effect, without exceeding established costs, time-frames and fulfillment of required standards of the quality. The present article was devoted to the issue of the project management in the construction sector in order to reduce the business risk. The study is based on literature examinations with an own methodological solution for project management in the construction industry. After introducing a set of definitions of the project and describing the concept of project management, a characterization of the project management in the construction industry and its effects in the economic space were described

The existing system of bids evaluation in the construction industry does not bring the clients the certainty if all placed bids comprise real, achievable prices. Especially in the road construction sector, where the earthworks create significant part of the works, comparing e.g. the price of 1 km of roads often gives misleading results. The paper comprises the complete proposal to modify the scope of information provided by offerors in the public procurements (in the construction industry) allowing the clients to determine easily if the contractors have placed the consistent offers i.e. if the bid prices are not too high and if the lowest bid price is not a dumping price. The Conjugated Triangle Method (CTM) of inconsistent bid detection in construction industry is based on the three inter-related parameters: means of production, time of works, on the value of works. Regardless of the offered price it should match the other two parameters.

: Many building assessment tools exist for guiding building facilities toward sustainability. Some tools are internationally recognized while others are for specific countries based on local needs. This study endeavored to develop a building sustainability assessment framework for Kazakhstan. The framework was developed based on the review of building performance assessment methods such as leadership in energy and environmental design (LEED), building research establishment environmental assessment methodology (BREEAM), comprehensive assessment system for building environmental efficiency (CASBEE), and international initiative for sustainable built environment (SBTool), and considering the local conditions in Kazakhstan. A two-round Delphi survey was employed to develop the assessment categories and indicators by local experts from the architecture, engineering, and construction industry. Mean and standard deviation values were used to analyze the survey data and to make the decision on the level of agreement amongst the Delphi panelists. The proposed framework consists of nine assessment categories, 46 assessment indicators, and 142 parameters covering the four climatic regions in Kazakhstan and considering the environmental, social, and economic perspectives of the country’s sustainable development goals. The introduction of the framework is expected to serve as a reference for establishing the regional building sustainability assessment tool that will aid to increase the awareness of the public and help policymakers to solve sustainability-related issues in Kazakhstan.

The impact of the construction industry on the consumption of natural resource and environment cannot be ignored. There is no doubt that green building will be a trend in the international construction industry. It is crucial to choose the appropriate green building materials, because it acts as key factor to the development of green building. With the brief introduction of two mainstream assessment tools of green building materials in the world and two main evaluation tools that are used in China as well as their advantages and disadvantages, this article is expected to serve as the reference for development of green building materials and the assessment tools in China.

In Malaysia, the construction sector is one of the important sectors that contribute to economic growth and employments. However, a major concern facing the construction industry is the growing rate of delays in project delivery. In the worse cases, the projects were abandoned due to some reasons when the contract period ended. Abandoned building defines as construction work that has been continuously stalled for 6 months or more, during the project completion period or beyond the scheduled date of completion. When the projects become abandoned, it gives an adverse effect on many parties such as the developer, contractor, consultant and also client. According to previous researchers, the abandonment of building causes a serious problem and need some mitigation plan to avoid this problem from occurring. This study will investigate the fundamental factors that contribute to the abandonment of building and projects in Malaysia based on the current data of the abandoned building in most states in Malaysia. The data was collected from the respondents who is in the construction industry and had experience working with abandoned housing project. Form the respondents perspective, it shows that the main factor contribute to the building abandonment is due to the financial problem facing by the developer company.

This study concluded that the problems of economic growth are determined by a number of factors, the main of which are – economic, industrial, technological, institutional, non-economic. The article focuses on the analysis of institutional factors which regulate companies’ activities by reducing the impact of administrative barriers. This article identifies the role of economic efficiency and its influence on the economic growth of the construction industry businesses. This article offers a method of profit calculation by the reduction of transaction costs. This method is adapted to the construction sector, which features a number of independent and related fields, a large number of participants of the construction process and institutions that altogether lead to the occurrence of administrative barriers. The calculations that were done confirm that the reduction of transaction costs affects the efficiency of construction companies. The resulting extra profit, from reducing the transaction costs, is a source of economic growth for companies in the construction industry.

The construction sector plays a significant role in the economy in order to achieve the inspiration to be a developed nation in 2020. In the effort to increase the efficiency of the sector, Construction Industry Development Board (CIDB) had pledged to continue investing in human capital development in the construction industry as one of its initiatives under Productivity Thrust in Construction Industry Transformation Programme (CITP). However, currently, the construction industry of Malaysia is depressed by the low-wage and low productivity trap due to substantial reliance on low-skilled foreign workers. The number of local workers are not only low but are decreasing drastically due to out-migration towards better job opportunities in other sectors. Therefore, this research aims to establish a conceptual framework for Malaysians as the component of the labour force in the construction industry in Malaysia through identifying the landscape of participation of local labour, investigating factors hindering participation of local labour and propose initiatives to increase the numbers of participation of local labour. This paper presents a review of literature from journals, conference proceedings, and books. Based on the review, a framework consisting of four (4) components (i.e., Government Agenda, Local Labour in Malaysian Construction Industry, strategies to improve participation, and expected key outcomes of CITP for Productivity) is proposed. These findings will assist the extended investigation in the identification of ways to improve the participation of local labour for the Construction Industry in Malaysia.

This study aims to investigate the current state of sustainability for the collaborative economy (CE). By utilizing the triple bottom line as a founding conceptual framework, the study summarizes and discusses the sustainability of the CE from three dimensions: environment, economy, and society. The study further proposes some targeted measures and suggestions to measure the level of sustainability of the CE and CE platforms. The result shows that the CE has partially fulfilled some of its initial promises pertaining to sustainability, such as creating new job opportunities, economic growth, the efficient use of space and physical resources, as well as social mixing. However, the current sustainability benefits remain much smaller than some claim and hope for. Therefore, governments, platforms, and the public should work together to solve current challenges pertaining to the CE to tap its sustainability potential.

Leadership in Environmental and Energy Design, LEED, is one of the most recognized green building certification systems in the world. Turkey is also one of the countries, where it is widely used. It offers different rating groups to address varying requirements of building and project types. LEED-v3 NC, the rating group for new construction, includes seven categories of credits: sustainable sites, water efficiency, energy and atmosphere, materials and resources, indoor air quality, innovation, and regional priority. The maximum achievable point is 110. Local conditions significantly affect the achievement of some of the credits, as LEED is originated in the USA. This study focuses on the assessment of 122 LEED-v3 NC certified buildings in Turkey, considering the points achieved in each category. The aim is to understand which categories are successfully fulfilled and more challenging for implementation. Analysis results show that buildings receive higher points from water efficiency, sustainable sites, innovation and regional priorities, when compared to indoor environmental quality, energy and atmosphere and material and resources categories in Turkey. The lowest category is identified as material and resources. This situation should lead the new projects taking precautions to this individual area especially at the beginning of “planning step” in construction process. Recognizing the successful implementations for earning points and the challenging issues in Turkish construction industry regarding green buildings can be of benefit for professionals in this area.

The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.
