In the conditions of the transition to innovative development and digital economy, the unconditional priority is shifted to restoration and transformation of high-tech enterprises. The stability of their strategic developing greatly depends on the efficiency of their business activity and the system of the enterprise strategic management. This article defines the basic performance indicators of high-tech enterprises, the particular features of the system to evaluate the efficiency of strategic management of a high-tech enterprise: innovative, scientific-technological and intellectual potential. On the basis of the analysis of the methods widely used all over the world, we developed a system key performance indicators to evaluate the efficiency of high-tech enterprises, with consideration of particular features of operation and development of high-tech enterprises, to enable evaluating the efficiency of their business activities and management through analyzing the inter-related financial and non-financial performance indicators. The practical implementation of this system will make it possible for high-tech enterprises to form a data base for making strategic solutions to ensure competitive advantage of these enterprises and, as a consequence, facilitate their steady development.

The transition to a sustainable society and a carbon-neutral economy by 2050 requires extensive deployment of renewable energy sources that, due to the aleatority and non-programmability of most of them, may seriously affect the stability of existing power grids. In this context, buildings are increasingly being seen as a potential source of energy flexibility for the power grid. In literature, key performance indicators, allowing different aspects of the load management, are used to investigate buildings’ energy flexibility. The paper reviews existing indicators developed in the context of theoretical, experimental and numerical studies on flexible buildings, outlining the current status and the potential future perspective. Moreover, the paper briefly reviews the range of grid services that flexible buildings can provide to support the reliability of the electric power system which is potentially challenged by the increasing interconnection of distributed variable renewable generation.

The study focuses on the China US relations since Cold War and then after its impacts till recent appearance of China as second greatest economic power of the world, which not only influences the strategic, but also economic and social aspects. The tragedy of 9/11 and the resultant impact on Middle East in the form of destabilization jolted the world scenario. China and US have larger share of military and economic powers, the stability and peace relies on both of them. The research has been developed containing five sub parts. The first part covers the significance of issue to US-China relations, the second part deals with US Interests and US perspective of Chinese interests and social aspects, the third part is related to Chinese interests and Chinese perspective of US interests, the fourth part covers the areas of convergence with recommended cooperative initiatives and last part deals with areas of divergences with recommended mechanism to manage the tension and crises.

The conducted research may be of interest to specialists of internal audit, internal control, and managers of all levels, who organize the functioning of internal control in subordinate structural units. The article practically substantiates the use of the matrix of key performance indicators (KPI) in assessing the effectiveness of the internal control system of the Ministry of Defense of Ukraine. The research conducted in the article is the result of the practical implementation of the developed comprehensive methodology for assessing the effectiveness of the internal control system of the Ministry of Defense of Ukraine. To achieve this goal, the study conducted its decomposition and separately: evaluated the selected indicators of the effectiveness of the internal control system through appropriate testing and analysis of financial (accounting) statements; a matrix of key performance indicators is formed; the generalized indicator of efficiency of functioning of system of internal control is defined; the corresponding assessment of efficiency of system of internal control according to the chosen criterion is carried out. The results of the study made it possible to determine a numerical value that can objectively indicate the effectiveness of the internal control system of the institution. The results of the evaluation of indicators can be further systematized in the appropriate database for the formation of statistical information and taken into account in the risk-oriented planning of internal audit activities. The results of the study in the article can be used in part and applied thematically when checking other indicators in the internal control system. The article formulates the prospect of further research in the subject area to improve the accuracy of assessing the effectiveness of the ICS, as well as in finding alternative methods for its evaluation.

Purpose. The purpose of the study is to analyse the development trends of Ukrainian industry and identify ways to solve existing problems based on the intensification of innovation processes. Methodology of research. During the research methods generally accepted in economic science were applied, in particular: statistical and graphic – for definition of Ukrainian industry development tendencies; comparative analysis – to compare the Ukrainian industry and the world; system generalization – in substantiating the directions of industry innovative development intensification. Findings. The current trends in the development of industrial production in Ukraine, which are characterized by falling production volumes and negative changes in the structure of the industry, are revealed. The reduction of industrial production is revealed, which occurs mainly due to the curtailment of the processing industry enterprises activity. Negative changes in the structure of the industry are revealed, among which the increase in the share of low-tech productions with a significant decrease in medium-tech and moderate –high-tech ones are highlighted. Based on the correlation between industrial production indicators and GDP dynamics, it is proved that industry forms the foundation of the country`s social and economic development. It was found that the Ukrainian economy lags far behind the development of the world`s leading countries in terms of its material, resource, and energy intensity. The article proves that the issue of industrial development based on the intensification of innovation processes in Ukraine needs radical changes in reforming the management mechanisms of innovation processes and relations between science, society, business, and government to intensify investment activities support the technological development of industry, the introduction of environmentally friendly production. Originality. The analysis of the state of Ukraine`s industry and substantiation of the need for its innovative development was further developed, in the context of which measures were proposed to intensify innovation processes, which, in addition to existing ones, provide for the formation of a managing mechanism for innovative industrial development; coordination of industrial sector development policy with the goals of sustainable and inclusive development; introduction of environmentally friendly industrial production; expansion of cross-border economic and environmental cooperation; development of the strategy of development of the industry of Ukraine taking into account the European experience. Practical value. The results of the study are the basis for solving practical problems of improving the situation and the transition to innovative industrial development in Ukraine. This publication is devoted to highlighting the problem of ensuring the appropriate level of national competitiveness and identifying ways to increase it in today's competitive market environment. In the context of the study, the main reasons for Ukraine's chronic lag in the system of international economic relations were identified, including: irrational use of the country's resource potential, high material consumption, energy-intensive economy, low efficiency of economic reforms, physical and moral depreciation, lack of sufficient funding for research and development, high unemployment and the progressive trend of emigration of scientists, unfavorable investment climate and others. According to the main factors used by the world community in determining the growth of competitiveness of the economy, three groups of indicators were identified, which are the main competitive advantages in an unstable market economy, namely: factors of production, income and investment and innovation potential. It was possible to analyze the indicators of the human development index and the level of competitiveness of the country on the basis of data from the International Institute for Development Management and the UNDP Report. Indicators of Ukraine in the ranking of innovative economies of the world helped to determine the main causes of technological backwardness of the country, based on which the main directions of innovation development were proposed: state support of science-intensive production, reorientation of raw materials orientation of Ukraine's exports to conduct innovative business. Attracting investment in technology development and innovative development of enterprises, stimulating the production of high-tech products and compliance with quality standards are the most important steps towards the reorientation of Ukraine's economy to an innovative model of socio-economic growth.

AbstractSoccer is the most popular sport in the world. Despite this global popularity, European teams in contrast to African ones, have dominated the Fédération Internationale de Football Association (FIFA) World Cup tournaments for many decades. Therefore, the aim of this study was to examine the performance indicators that differentiated between African and European teams in the 2018 FIFA World Cup. Thirty matches played by five European (n = 15) and five African teams (n = 15) from the group stages of the World Cup were analysed using the InStat video system. The results showed that European teams had higher averages than African teams on the following performance variables: total shots, shots on target, goals scored from open play and set pieces, ball possession, short passes, medium passes, total passes, accurate passes and corner kicks. Therefore, soccer coaches should take note of these findings as they could serve as a benchmark for African teams to set trends and improve their performance at FIFA World Cup tournaments.

In this article, the authors analyze the experience of strategic planning for the scientific and technological development of the PRC. It is concluded that: largely due to effective strategic planning, over the past 15 years, the PRC has multiplied its economic potential and has become one of the most powerful countries in the world. The achievements of the PRC in the development of advanced technologies are especially impressive. The PRC has managed to create from scratch high-tech export-oriented sectors of the economy that are competitive in the world market. The characteristic features of the Chinese scientific and technological development management system are revealed: a clear definition of priority areas of scientific and technological development, concentrating efforts on a limited number of areas of science and technology development that are important for increasing the competitiveness of the national economy; planning manages scientific and technological development, the main one envisaging environmental achievement of long-term and moment of short-term goals, development and certain implementation of such long-term integrated marine programs, software R&D and innovative development; government stimulation of effective cooperation between science, education and business in ensuring the entire innovation cycle - from fundamental research to the introduction of developments in production, for the development of high-tech sectors; the use of a significant part of export earnings for the acquisition of modern equipment technologies; strict regulation of foreign investments in order to direct them to the sectors of new and high technologies; a harmonious combination of planning and market management methods in the development of small innovative business. Particular attention is paid to the consideration of the main elements of the state scientific and technological policy of the PRC. In addition, the authors conduct a detailed analysis of the main documents of the strategic planning of the PRC in the field of innovative development.

Subject. State support for the country's economy, especially the support for its high-tech sector, is of great importance during a crisis. State guarantees are also one of the key instruments of state support for investment activity in Russia. Significant successful practice of using this instrument has been accumulated in Canada, Spain, the Netherlands, the USA, Turkey, Sweden, and Chile. The world experience indicates that the implementation of projects as public-private partnerships (PPP) leads to the completion of the project on time and in accordance with its budget more often than when implementing the project based on public funding only. Goals. The study is aimed at analysis of the mechanism of state guarantees in foreign countries, the conditions and consequences of their provision. Methods. The research methods include a review of the scientific literature in this area, synthesis and analysis of the information obtained, as well as comparison, formalization, and specification. Results. The practical implementation of state guarantees in foreign countries has been analyzed in the study. The specifics and the possibility of applying the best practices in Russia have been revealed. Conclusion. The fiscal legislation of Russia includes a developed system for regulating the provision of guarantees and establishes the requirements for the application and accounting of state guarantees that are very conservative in accordance with international standards. The application of the world practice in the creation of guarantee agencies in order to support small and medium-sized enterprises can have a positive effect on business activities. The need to diversify directions for the provision of state guarantees with a view to balanced economic development must also be noted.

Future of the global economy depends more and more on possibilities and restrictions of innovative development. In the classical interpretation economic development is limited by non-renewable nature of a significant part of the natural resource potential and assimilation abilities of the environment. In opposition, it’s safe to say that the impact of innovative-technological factors, based on scientific, educational and information revolutions, powered by the synergic effect of the partnership of civilizations, is rising. The aggravation of this global contradiction forces countries, regions and enterprises around the world to look for additional ways to increase competitiveness and efficiency. One of the possible ways to solve this problem is the development of cluster policy – both on the part of the state and on the part of business, large multinational companies. The article analyzes the possibility of formation of technology of innovative development of the region through the competent implementation of cluster policy. The authors conducted a systematic analysis of the effects of clustering (localization), concentrated in the field of high-tech industries, identified problems of their development, including those in the context of globalization.
