This publication is devoted to highlighting the problem of ensuring the appropriate level of national competitiveness and identifying ways to increase it in today's competitive market environment. In the context of the study, the main reasons for Ukraine's chronic lag in the system of international economic relations were identified, including: irrational use of the country's resource potential, high material consumption, energy-intensive economy, low efficiency of economic reforms, physical and moral depreciation, lack of sufficient funding for research and development, high unemployment and the progressive trend of emigration of scientists, unfavorable investment climate and others. According to the main factors used by the world community in determining the growth of competitiveness of the economy, three groups of indicators were identified, which are the main competitive advantages in an unstable market economy, namely: factors of production, income and investment and innovation potential. It was possible to analyze the indicators of the human development index and the level of competitiveness of the country on the basis of data from the International Institute for Development Management and the UNDP Report. Indicators of Ukraine in the ranking of innovative economies of the world helped to determine the main causes of technological backwardness of the country, based on which the main directions of innovation development were proposed: state support of science-intensive production, reorientation of raw materials orientation of Ukraine's exports to conduct innovative business. Attracting investment in technology development and innovative development of enterprises, stimulating the production of high-tech products and compliance with quality standards are the most important steps towards the reorientation of Ukraine's economy to an innovative model of socio-economic growth.

In this article, the authors analyze the experience of strategic planning for the scientific and technological development of the PRC. It is concluded that: largely due to effective strategic planning, over the past 15 years, the PRC has multiplied its economic potential and has become one of the most powerful countries in the world. The achievements of the PRC in the development of advanced technologies are especially impressive. The PRC has managed to create from scratch high-tech export-oriented sectors of the economy that are competitive in the world market. The characteristic features of the Chinese scientific and technological development management system are revealed: a clear definition of priority areas of scientific and technological development, concentrating efforts on a limited number of areas of science and technology development that are important for increasing the competitiveness of the national economy; planning manages scientific and technological development, the main one envisaging environmental achievement of long-term and moment of short-term goals, development and certain implementation of such long-term integrated marine programs, software R&D and innovative development; government stimulation of effective cooperation between science, education and business in ensuring the entire innovation cycle - from fundamental research to the introduction of developments in production, for the development of high-tech sectors; the use of a significant part of export earnings for the acquisition of modern equipment technologies; strict regulation of foreign investments in order to direct them to the sectors of new and high technologies; a harmonious combination of planning and market management methods in the development of small innovative business. Particular attention is paid to the consideration of the main elements of the state scientific and technological policy of the PRC. In addition, the authors conduct a detailed analysis of the main documents of the strategic planning of the PRC in the field of innovative development.

Topicality. The new inclusive model of socio-economic development is focused on the well-being of the population, promoting social cohesion and respect for human rights, as well as stimulates innovation and the transition to a carbon-neutral, sustainable and circular economy with human rights at all stages of a value chain. The inclusive model of the economy involves the development of all sectors of the economy and high-tech in particular. The EU has significant potential to achieve an inclusive model of economic growth through the opportunities provided by innovation. Innovations, on the one hand, increase competitiveness, labor productivity, and resource efficiency, on the other, create new jobs that promote human development, increase welfare, reduce unemployment, poverty, and inequality. Aim and tasks. Analysis of the current state and trends of innovation in EU member states. Research results. The article focuses on the study of the innovative component of the inclusive model of EU development. Peculiarities and tendencies of innovative development of EU member states are analyzed. In particular, the change of trends in innovative development of EU member states according to the Global Innovation Index in 2016 and 2018. Features and trends of innovation in EU member states and employment in industries with high and medium technologies and knowledge-intensive service sectors are described. The state of foreign trade is analyzed, such as the structure and volumes of exports of high-tech products for 2010-2018. Conclusion. The results of the study show an increase in the innovation potential of EU member states during 2010, 2019. A slightly lower level of innovation development is observed in the new EU member states. EU member states continue to rank high in the world innovation index and strengthen their position in the world.


The issue of the correlation of local and global is one of the main problem in comprehending the development prospects of modern society. The directions of development of the world economy are quite controversial and combine two components that reflect its glocalization, that is, the result of the transformation of economic relations of various types, levels and forms. The subject of this research is the evolution of the innovative development of entrepreneurship in the context of globalization and localization. The purpose of the article is to study and clarify the essential understanding of the concept of “glocalization” and the development of the theoretical foundations of the formation of a new scenario of economic development, taking into account the trends of the digital economy. Objective: to study the etymology of the concept of glocalization and to carry out a historical excursion into the process of its diffusion; to form an idea of the complementarity of the globalization of competition and the localization of sources of competitive advantage; identify the main criteria for the formation of an effective innovation environment; argumentation of the need to create a new scenario of economic development, taking into account the trends of glocalization in the digital economy. General scientific methods of analysis and synthesis are used. The following results were obtained: it was proved that the imposition of technological and integration processes taking place in modern society require clarification of the features of innovative development. Integration of the Ukrainian economy into the global economic space requires the creation of conditions for high-tech production and innovation. Conclusions: economic and political events of recent years have substantiated the increasing relevance of glocalization and fragmentation studies. It is necessary to create a new scenario of economic development, namely, an innovative type of development. Updating the technological base of production, digitalizing the economy and building up intellectual capital is the basis of the innovative development of the economy.

In the absence of the development of exports of high-tech industries, the implementation of strategic tasks for the accelerated growth of the economy set by the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation until 2024” of May 7, 2018 No. 240 is unlikely. According to most researchers, the main potentially possible commodity items in non-raw materials exports, which are in demand in the world markets, are the products of engineering, pharmaceutical industry, apparatus and devices used in medicine. Therefore, the right to participate in foreign economic activity is delegated, first of all, to large domestic companies. However, today Russia is a country with a large assortment of production of simple products, which requires building a systematic approach in the formation of both economic policy in general and export in particular in the direction of developing of non-resource industries that produce high-tech products. The analysis of the strategies for retaining the leading positions in narrow niche segments in the global market, analysis of the competitive and diversifying strategy of the German company Poly-clip System, which is the world’s leading producer of clipping systems and the world leader in the food packaging segment was performed.

The article provides the comparative analysis of the current positions of the regional economic systems of the Southern Federal District (SFD) under the first phase of the fourth industrial revolution in Russia in the following key aspects: socio-economic situation, level of scientific, technological and innovative development, and digital transformation. The broad empirical basis of the study involves the reports of the European Commission, the World Economic Forum, the International Institute for Management Development, the World Intellectual Property Organization, official data from the Rosstat, the Ministry of Economic Development, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the specialized studies of Russian and foreign analytical companies, research divisions of the Higher School of Economics, the Moscow School of Management Skolkovo, the Leontief Center - AV Group Consortium, specialized associations, public organizations, which are summarized in the ranking tables with their subsequent analytical interpretation. The research concluded that, in line with the global trends, achieving high competitiveness by the SFD leading regions and keeping their advanced socio-economic position is supported by their advanced scientific, technological and innovative development, high level of digitalization in all spheres of life, broad application of information and communication technologies by households and organizations, and development of digital skills. In this regard, the author substantiates the necessity of forming a complementary system of human, material and natural, technical and technological, institutional, organizational and informational factors in all the SFD regions to provide the regional economy development in the context of the Industry 4.0 priorities.

Purpose. The purpose of the study is to analyse the development trends of Ukrainian industry and identify ways to solve existing problems based on the intensification of innovation processes. Methodology of research. During the research methods generally accepted in economic science were applied, in particular: statistical and graphic – for definition of Ukrainian industry development tendencies; comparative analysis – to compare the Ukrainian industry and the world; system generalization – in substantiating the directions of industry innovative development intensification. Findings. The current trends in the development of industrial production in Ukraine, which are characterized by falling production volumes and negative changes in the structure of the industry, are revealed. The reduction of industrial production is revealed, which occurs mainly due to the curtailment of the processing industry enterprises activity. Negative changes in the structure of the industry are revealed, among which the increase in the share of low-tech productions with a significant decrease in medium-tech and moderate –high-tech ones are highlighted. Based on the correlation between industrial production indicators and GDP dynamics, it is proved that industry forms the foundation of the country`s social and economic development. It was found that the Ukrainian economy lags far behind the development of the world`s leading countries in terms of its material, resource, and energy intensity. The article proves that the issue of industrial development based on the intensification of innovation processes in Ukraine needs radical changes in reforming the management mechanisms of innovation processes and relations between science, society, business, and government to intensify investment activities support the technological development of industry, the introduction of environmentally friendly production. Originality. The analysis of the state of Ukraine`s industry and substantiation of the need for its innovative development was further developed, in the context of which measures were proposed to intensify innovation processes, which, in addition to existing ones, provide for the formation of a managing mechanism for innovative industrial development; coordination of industrial sector development policy with the goals of sustainable and inclusive development; introduction of environmentally friendly industrial production; expansion of cross-border economic and environmental cooperation; development of the strategy of development of the industry of Ukraine taking into account the European experience. Practical value. The results of the study are the basis for solving practical problems of improving the situation and the transition to innovative industrial development in Ukraine. In 2000, Russia took the 27th place in the world ranking in terms of annual volume of outgoing FDI. In 2008, Russia joined the top 10. However, due to the ongoing structural adjustment of the world economy in the near future the Russian exporters of raw materials and semi-processed goods should not expect an equally favorable market situation that had provided the financial base for large-scale investment abroad. There is a global FDI trend towards a gradual shift in favor of the sectors of high-tech industries and dynamically progressing services’ sphere. At the same time, the leading TNCs continue to determine the competitiveness of national economies and to exert a significant impact on the current configuration of the international division of labor, transforming the global value chains. In this regard, it is important that external investment of the Russian corporations contribute to modernization of the domestic economy and do not constitute just a form of capital flight from the country. The article identifies reasons why some industries of the Russian economy have deployed a massive overseas expansion while others have failed to realize the potential of FDI.

Future of the global economy depends more and more on possibilities and restrictions of innovative development. In the classical interpretation economic development is limited by non-renewable nature of a significant part of the natural resource potential and assimilation abilities of the environment. In opposition, it’s safe to say that the impact of innovative-technological factors, based on scientific, educational and information revolutions, powered by the synergic effect of the partnership of civilizations, is rising. The aggravation of this global contradiction forces countries, regions and enterprises around the world to look for additional ways to increase competitiveness and efficiency. One of the possible ways to solve this problem is the development of cluster policy – both on the part of the state and on the part of business, large multinational companies. The article analyzes the possibility of formation of technology of innovative development of the region through the competent implementation of cluster policy. The authors conducted a systematic analysis of the effects of clustering (localization), concentrated in the field of high-tech industries, identified problems of their development, including those in the context of globalization.

The article examines the indicators of foreign trade of individual countries of the world; substantiates the directions of reducing the dependence of national exports on commodity prices on world markets; clarifies the development trends of trade and economic relations of Ukraine with countries of the world; examines the direction of expanding the national export potential. Object of research – the process of economic security in international relations. Purpose of study – improving efficiency of the mechanism of activization of development of the trade and economic relations of Ukraine with the countries of the world. Methods of research – method of abstracting, analysis and synthesis, induction and deduction, system approach. One of the main prerequisites for the effective functioning of the national economy, the key to its dynamic development is the expansion of export potential. Accordingly, the strategic objective is the largescale growth of Ukraine’s presence in foreign markets. The partial or complete loss of traditional markets reinforces the need to find effective solutions for the development of exports of Ukrainian products. The presence of Ukraine in the global production network has increased significantly over the past ten years, but still remains insufficient. For the active inclusion in the global value chains, it is necessary to change the commodity structure of Ukrainian exports and switch to the production of medium and high-tech products. Forecast assumptions about the object of study – improvement of the mechanism of ensuring economic security in international relations. The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.
