The article defines the place of information technologies in the system of strategic managing of the higher educational institution (HEI). The author analyzes the Russian regulatory requirements for the system of informational support for university management and proposed the architecture model of the typical informational system of university management. The market of software for automation of business processes within the university was also analyzed: platforms for building the systems of university management, platforms for building electronic information-educational systems, platforms for management informational support according to objectives. The article describes the architecture of the system of informational support for university management that has been embedded in Volgograd State University and the mechanisms of its integration, additional functionality implemented there, and development plans.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The article is devoted to the problem of multicultural education at the university, considering the personality-oriented approach to teaching. Here are the results of the implementation of the program aimed at increasing the educational motivation of students. The program and research are being implemented in the pedagogical areas of training full-time students of the Kaluga State University named after K.E. Tsiolkovsky. The discipline “Pedagogy” and its modules have, according to the authors, ample opportunities for the implementation of the idea of multicultural education in a higher educational institution, taking into account personality-oriented technologies and taking into account the multinational student environment of the university. The authors propose to strengthen the multicultural aspect of the content of the discipline under consideration by introducing changes into the program that will significantly increase the motivation of students to learn. The implementation of this approach is to develop the content of the discipline “Pedagogy” considering the multicultural student environment of the university.

The article discusses the issues of building a university management model focused on meeting the minimum accreditation requirements and legislative requirements in the field of higher education, ensuring the sustainable development of education. In the context of global informatization of the society, the information technologies are being introduced into the various fields of activity. The university management system did not stand aside. The authors propose the use of gamification technology through the automated tools that provide processing and analysis of big data, diagnostics of the quality of downloaded information. Gamification allows the target users to complete the assigned tasks subject to the certain rules and restrictions, which makes the process of performing them similar to a game. It simultaneously contributes to the development of the personnel, the creation of a process of rivalry, motivation and social interaction. Gamification allows the head of an educational organization to build a balanced model of organizational behavior, taking into account the model of behavior of the performers, to ensure the division of administrative and academic spheres of management. These aspects are important elements in the system of the sustainable development of education.

The experience of cooperation with organizations of employers of the Department of “Personnel Management” of the State University of Management has been explored. The main areas of interaction have been listed, such as the creation and maintenance of a club of graduates of the department, work with students of the center of additional professional education, holding round tables, master classes by employers on the territory of the university, participation in the career day, organization and holding of the annual All-Russian Inter-University Personnel Forum named after A. Ya. Kibanov. Close cooperation with employers ensures the integration of the educational process into practice and vice versa. As a result of cooperation, according to the data of HeadHunter Сompany, the Department of Personnel Management took honorable third place in the list of winners, releasing the most demanded specialists in the field of training “personnel management” to the labor market.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.

This study investigated the nature of relationship between turnover intention and financial rewards.Turnover intention can be linked to a situation where motivators are not put in place to get the best out of workers.Simple random sampling techniques was used to select 400 staff (male, n=250, female, n=150) of Lagos State University. A self-administered questionnaire was used to collect data from the participants using Pay Satisfaction Scale (PSS) adapted from the Spector’s Job Satisfaction Scale and the Turnover Intention Scale (TIS) from Mobley, Horner, and Hollingsworth (1978).Pearson’s Product Moment correlation coefficient was used to analyze the data gotten from the participants. One hypothesis was tested and it was found that there is a significant positive relationship between turnover intention and financial rewards.This study recommends that pay satisfaction of workers should be an uttermost concern for the university management so as to reduce staff turnover intentions.

Louisiana State University (LSU) is a research-intensive co-educational institution and the largest public university in the state of Louisiana. In partnership with federal agencies and private businesses, it operates some of the most important research projects in the nation. LSU Libraries support this research as well as the instructional mission of the university by means of a subject liaison system that incorporates collection development duties. Under the authority of the Collection Development Coordinator, collection development for all schools and departments is assigned to individual librarians. In this chapter, collection development is described generally, with emphasis on monograph selection and as it pertains to the LSU College of Engineering (COE).

Abstract. Relevance. The article provides an overview and analysis of the consequences of changes in the global educational space during the period of action of measures to counter the spread of the new COVID-19 coronavirus infection.The aim of the work was to understand the current state and identify possible trajectories of developmentof educational systems in the “post-pandemic” era. Research methodology and methods. The main methods used in the preparation of the work were methods of analysis and synthesis. The review and understanding of various standpoints on the educational organizations functioning in the situation of emergency introduction of quarantine measures and the uncertainty of their consequences allowed us to summarize the main challenges facing the education system today. The forecasting method was used to systematize the capabilities of universities in overcoming crisis phenomena and determine the strengths that can be used as the basis for the transformation of University management.Results. The analysis of the trajectories of the prospective organization of the educational process at the University of “post-pandemic” time is carried out. The article highlights the main ways of the educational system adaptation to work in the conditions of an unpredictable crisis consequences and presents the authors’ vision of the future of higher education in Russia, which is inextricably linked with the country’s attractiveness in the global educational space.Scientific novelty. The authors systematize the impact of the pandemic on various sectors of the economy, including the education sector. The results of the analysis of the practical experience of educational systems in  the new conditions are presented. Scenarios of educational organizations development in an unfavorable dynamic uncertain environment are shown.Practical significance. The results obtained will be useful in adjusting University management systems and developing strategies for universities to overcome the crisis caused by COVID-19 and its consequences.

The article addresses issues related to the implementation of the competence approach in order to make the teaching process of an educational institution more efficient, analyzes the reasons for diminished efficiency of putting into practice the automated systems used for university management. The authors propose the structure of an automated system, which allows the university to create the required package of teaching documents taking into account the three-level system: administrator, supervisor of educational program, and lecturer. Designing object-oriented model in the area of a special subject requires identification of business-requirements to the system. On the basis of the model of subject area and specified business-requirements, the diagram of applying variants and the schemes of functioning is constructed. The suggested system of the automated execution of teaching documents enables to reduce error rate while carrying out and implementing it due to the integrated system of conceptions and feedback between its elements.

New information technologies penetrate all areas of the modern economy, including organizations of higher education. Ways to improve the management process of educational activities of a higher educational institution considered. It is advisable to reorganize the educational process at the management system of the university to improve the quality of specialist education. The urgent task is to build a holistic model of the educational institution management system. In the framework of the consideration of theoretical aspects, definitions of the concepts “system” and “system model” given, and it also indicated why the system model developed and what it describes. The general structure of the model of the university’s educational activities management system is presented, which includes the main subsystems: “Educational process planning”, “Educational process management”, “Monitoring the educational process,” including processes and subprocesses. The results of this study presented in table form. The theoretical aspects of the IDEF0 notation of the SADT methodology considered. The feasibility of applying this methodology to create a functional model of the educational process of a higher educational institution is substantiated. The rationality of using IDEF0 modelling for conducting a complex (structural-functional) analysis of the educational process management system of an educational institution argued based on the main advantages of the named methodology. The presented structure of the system allows obtaining a general idea of ​​its elements and relationships between them. Functional charts of the main business processes of managing the educational activities of the university are given. The presented functional models reflect the structure and functions of the system, as well as the flows of information and material objects converted by these functions. The functional model for managing educational activity is constructed from the perspective of the administration because the model purpose is to analyze the business processes of a higher educational institution, that are part of the complex of managerial tasks facing the university’s leadership. This paper presents the developed functional model of the subsystem “Planning the educational process”, which includes IDEF0 charts of several levels. The top-level chart - the context chart - is detailed by child charts containing subprocesses, functions and specific procedures, as well as incoming and outgoing data flows, control information and resources. The article presents an integrated approach to the study of the system "Management of educational activities of the university". The given study allows us to select the main ways of improving key management processes of the educational activities of the institution, in particular, to optimize the transition from “patchwork” university informatization to integrated management of the entire system as a whole.
