The article deals with the problems of price regulation of the agrarian markets in the context of food security in Ukraine. The seasonal dynamics of the indexes on the consumer prices for the agricultural products are analyzed. The influence of the factors of foreign trade activity of Ukraine on the state of prices on the domestic market is determined. The conclusion on the need for increasing the state regulation of prices for agricultural products in Ukraine is made. The analysis of influence of the dynamics in the volumes of the export and import on the fluctuations of prices for agricultural products on the domestic market is carried out.

The dynamics of prices for agricultural products, the factors that affect the pricing policy in modern conditions are considered in the article. Price is the most important element of the economic mechanism of the modern agrarian system, and in a market economy inefficient use of the price mechanism or complete rejection of price regulation results in large-scale negative consequences for the development of agricultural production of the country. Price disproportions arising in the system of agro-industrial complex between its separate links cause necessity of the state regulation of pricing. Agricultural producers cannot control the production of their products to the same extent as non-agricultural firms because the total output is determined by the work of many relatively small producers operating independently, and secondly, production results depend largely on weather conditions and biological systems. The end result in most cases depends on many uncontrolled factors that affect the yield or animal productivity – weather, natural disasters. The abilities of agricultural producers to respond to changing market conditions are quite limited - it is impossible to quickly stop or change agricultural production. Conversely, processing enterprises and consumers can adapt to changes in the supply of agricultural products in a shorter time than farms to changes in factors of production. The existing pricing mechanism for agricultural products is still imperfect and a system of measures to improve its functioning at all levels of state and legislative power is needed. An important place in agrarian transformations is occupied by the issues of a reasonable combination of free pricing with state price regulation. Public policy should continue to play the role of the main regulator in agriculture on the basis of investments in science, resource and energy-saving production technologies, lending, insurance, marketing, etc. The state must compensate deviations from the market price to agricultural producers in the amounts necessary for their activities at a given level of profitability.

Problems of state regulation of agriculture in Ukraine are analyzed. It is shown that all problems will be solved automatically in the initial stages of agricultural reform on a market basis. It was believed that market levers operate automatically. Without the established agricultural market and its infrastructure, the liberalization of economic activity has only exacerbated the problems. In the following periods, regulatory acts were aimed at solving certain problems without defining strategic goals for agricultural development. The efforts of state agricultural management bodies are aimed at bringing regulatory policy closer to the model used in the European Union. Similar approaches are often copied without regard for the state of agriculture in Ukraine and the level of market relations. A feature of agriculture in Ukraine is the inadequate level of infrastructure of the agricultural market. Because of this, prices for agricultural products are not generated by the market, but they are formed under the monopoly influence of certain structures. Prices are very variable. It is very difficult for manufacturers to adapt to such prices. In such conditions, especially large business entities are developing rapidly. Their activities are aimed at bringing products to foreign markets where prices are more stable. State farm support programs do not provide the necessary results. There are not natural processes of transformation personal farms into commodity farms. It is proposed that the state regulatory policy can be aimed at creating self-regulatory economic systems in which prices would be formed to all participants in market relations without direct state influence. It is acceptable to organize product processing and branded trade in sales cooperatives. The need to expand the functions of wholesale markets for agricultural products is substantiated. It is expedient to direct the funds of state support for wholesale markets for agricultural products to establish branches of these markets. They would provide transport services to small producers, store products, at the direction of the owners, organize auctions. This will ensure the overcoming of isolation from market relations of small businesses, their production of competitive products.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

Background. The problem of stable activity of domestic producers, in particular in the production of leather and footwear, is exacerbated by increasing global competition along with the loss of significant share of domestic and foreign markets. The regulating of the development of industrial production, domestic and foreign markets for light industry products is one of the most important tasks of the state today. Therefore, the assessment of the state of Ukraine’s foreign trade in the leather and leathermaterials market is important component for forecasting andshaping the development of domestic leather manufacturing. The aim of the work is to analyze the dynamics of Ukraine’s foreign trade on the leather materials market and to establish key directions for thedevelopment of Ukraine’s leather industry to increase the competitiveness of domestic products in an international environment. Materials and methods. Methods of analysis and synthesis, comparison and gene­ra­lization are used for work. Statistical data of the State Statistics Service of Ukraine, customs statistics of the State Fiscal Service of Ukraine, as well as data from the Inter­national Trade Center are used to study the leather market of various finishing methods in the world. Results. The analysis of foreign trade activities of the leather materials market showed that leather, additionally processed after tanning, significantly exceeds exports in imports, while tanned leather without processing in exports is ten times higher than im­ports. The analysis of world trade indicators determined that leather with a natural full grain surface is characterized by the greatest competitiveness against polished leather withan artificial grain surface. According to the indicators of foreign trade activity, Ukraine ranks third among the countries – leaders in world imports of leather with a natural full grain surface configuration in the form of halves. According to this commodity position, Ukraine ranks 13th in world exports. Conclusion. The analysis of Ukraine’s foreign trade on the leather materials mar­ket revealed the need of forming commodity and technological specializations of the domestic leather industry in accordance with the production of leather with a natural full grain surface from cowhides as the most competitive product in the international environment.

This article examines the risks associated with the introduction of a carbon tax on domestic agricultural products. The professional community is increasingly raising issues of regulating the generation of greenhouse gases in various sectors of the national economy through the introduction of the so-called carbon tax, which implies the collection of additional fees in proportion to the amount of greenhouse gases produced per unit of production. If this measure of state regulation is applied, a change in the cost of meat due to an additional tax burden will lead to a significant decrease in its consumption.

The subject of the research is a set of institutions and mechanisms of a system of effective foreign trade activity in the world and in Ukraine in the conditions of crisis and state regulation. The goal of writing this article is to develop prac- tical, scientific, and methodological recommendations to improve the efficiency of foreign trade of Ukraine. The methodology of the work is a system-structural and comparative research (to understand the logic of the functioning of international institutions regulating trade in the world); monographic analysis (when studying the problems of improving the model of international specialization of the Ukrai nian economy); statistical and economic analysis (in assessing the status and pros- pects of export-import operations of the Ukrainian economy). Results of work–it was revealed that the modern model of international specialization of the Ukrai- nian economy is unpromising and unstable to crisis phenomena. It is proposed to systematically increase the manufacturability and innovativeness of domestic ex- porters, which will contribute to sustainability and competitiveness in foreign markets, even during times of crisis. In addition, it is necessary to introduce an updated state macroeconomic and financial investment policy in Ukraine to reduce the impact of crisis in the economy and improve the export-import balance of trade. Conclusions–a targeted policy is needed to support the export activity of Ukrai- nian enterprises and focus on innovation and finding new markets. In this context, a combination of macroeconomic and financial-investment state support for export promotion is necessary; as well as the introduction of tax and customs instruments for export support, trade facilitation and regulatory requirements to reduce the transaction costs of exporters, the intensification of technical assistance and fi- nancial support for exports, the development and institutionalization of mechanisms for information, legal and methodological support for exporters.

The chapter studies contemporary innovative approaches to and practices of state support of agricultural production and trade in food and agricultural products. The authors attempt to discover how protectionist policies in the sphere of production and trade affect the level of food security in the conditions of expanding globalization. The chapter focuses on the investigation of advanced innovative practices of state support in the case of selected OECD countries. The authors reveal that the introduction of innovations into the system of state regulation is one of the key determinants of achieving food security in the conditions of the volatile market. Both the volume and priority directions of innovations in agricultural protectionism policies are discussed and evaluated.

The subject of the study is the strategic aspects of state regulation of trade activities in Ukraine. The article presents the state of domestic and foreign trade activities, as well as the place of the state in the regulation and development of the domestic and foreign markets. The concept of a mechanism for regulating the activities of commercial enterprises in the context of a fall in the level of national production with a significant import volume at the same time is revealed. The role and place of the state in the management of foreign and domestic trade, as well as the relationship between the state and the subjects of the domestic and international market, are considered. It is established that the system of state regulation measures should ensure the functioning of a competitive environment for all market participants, while ensuring the effectiveness of fair legal regulation of consumer protection, replacing managerial FSCS with regulatory ones. The objective necessity of regulatory policy and its impact on the effective development of retail trade of each individual enterprise and the domestic market as a whole is justified. The tools of the state body regulating the sphere of trade and the possible consequences of their application with clearly defined functions and powers to support innovations in this sphere of activity are considered. The analysis of the most significant legislative documents is made. The main problems and imbalances in the development of trade activities as a result of inadequate attention of the state to trade issues are identified. According to the results of the study, promising areas for improving the state's regulation of domestic and foreign trade are identified, based on the examples of world experience and the laws of progressive development of trade activities, which demonstrates the need for the state to guarantee a balance of interests of consumers, producers and network trading companies.The directions of improvement of the state regulation policy that will contribute to the development of trade and effective entry of Ukraine into the world community are highlighted.

This paper deals with knowledge in the field of increasing the level of the state economic security in view of the development of foreign trade in food products. The obtained results make it possible to determine the relationship between food and economic security, as well as the place of foreign trade in achieving sustainable development. The assessment of the volume of food production and the level of food security has allowed the authors of the paper to identify promising food groups for export. They include meat and meat products, as well as vegetables and gourds. These groups were determined on the basis of an assessment of the level of production, the volumes of which correspond to the threshold values of food security and have growth prospects. Calculations of the balance of food products, taking into account the needs of the domestic and foreign markets, are presented in the paper. The calculations are based on the condition of maintaining the target level of food security and increasing economic security. The main results of stimulating exports of food products will be: diversification of exports, an increase in the country’s share in world trade, an increase in foreign exchange earnings, expansion of agricultural production and a cumulative growth in gross domestic product. The instruments of state regulation of foreign trade in food products will be export quantitative quotas for goods the production level of which exceeds the threshold of self-sufficiency, as well as increased export duties on food, the production of which does not cover the domestic needs of the country. As part of the study a potential effect of the proposed measures implementation to improve economic security was presented. The potential for increasing exports is more than 1.5 million tons for meat and meat products and 162 thousand tons for vegetables and gourds.
