The article reveals the essence of banking scoring and the importance of compiling high-quality scoring models for assessing risks when working with borrowers. The complexity of processing surface information about the borrower and the need for clarification with additional questions are indicated. The history and causes of the appearance of scoring modeling in the middle of the 20th century are described. The main criteria for scoring used to create algorithms for assessing the financial reliability of the borrower are listed. The contribution of post-Soviet scientists to the improvement of scoring models is indicated. Further prospects of banking scoring and its relevance in the light of the emergence of more progressive evaluation programs.

All governments in the Latin American and Caribbean (LAC) region should have a national broadband plan (NBP) as a key pillar for any digital agenda. Most countries have adopted them; however, most plans are outdated and, in general, lack clear, ambitious, and achievable policy-related commitments and quantifiable targets. Many also lack effective monitoring and evaluation programs. This publication details the benefits of and proposes a framework for NBPs in the region. As the Broadband Commission for Sustainable Development has pointed out, a well-formed national broadband plan is a countrys blueprint for addressing and reducing digital inequality. In addition, in its latest Affordability Report, the Alliance for Affordable Internet details the linkage between high-quality national broadband plans and progress toward affordability.

Abstract. Trends of carbon monoxide (CO) for the past 100 years are reported as derived from Antarctic firn drilling expeditions. Only one of 3 campaigns provided high quality results. The trend was reconstructed using a firn air model in the forward mode to constrain age distributions and assuming the CO increase to be proportional to its major source, namely CH4. The results suggest that CO has increased by ~38%, from 38±7 to 52.5±1.5 ppbv over a period of roughly 100 years. The concentrations are on the volumetric scale which corresponds to ~1.08 of the scale used by NOAA/CMDL. The estimated CO increase is somewhat larger than what is estimated from the CO budget estimations and the CH4 growth alone. The most likely explanation might be an increase in biomass burning emissions. Using CH3Cl as another proxy produces a very similar reconstruction.

This paper presents the outcomes of research on the quality of public space of town center, led in chosen medium-sized towns of Łódź region, using the authors’ method of assessment. Method consists of three elements: graphic valorisation, checklist valorisation and surveys, each of them giving numerical results, which enables comparison of the quality of public space in different aspects. The final effect of the method is ranking of towns, which can be analysed applying adopted criteria. Research revealed that the most important criterion of the high quality of public space of town center is well planned and executed revitalisation program, which introduces positive changes in all aspects identified as factors of quality of public space, between them animation of new activities.

The differential diagnosis across different variants of degenerative diseases is sometimes controversial. This study aimed to validate a qualitative scoring method for the pentagons copy test (QSPT) of Mini-Mental State Examination (MMSE) based on the assessment of different parameters of the pentagons drawing, such as number of angles, distance/intersection, closure/opening, rotation, closing-in, and to verify its efficacy to differentiate dementia with Lewy Body (DLB) from Alzheimer's disease (AD). We established the reliability of the qualitative scoring method through the inter-raters and intra-subjects analysis. QSPT was then applied to forty-six AD and forty-six DLB patients, using two phases statistical approach, standard and artificial neural network respectively. DLB patients had significant lower total score in the copy of pentagons and number of angles, distance/intersection, closure/opening, rotation compared to AD. However the logistic regression did not allow to establish any suitable modeling, whereas using Auto-Contractive Map (Auto-CM) the DLB was more strongly associated with low scores in some qualitative parameters of pentagon copying, i.e. number of angles and opening/closure and, for the remaining subitems of the MMSE, in naming, repetition and written comprehension, and for demographic variables of gender (male) and education (6–13 years). Twist system modeling showed that the QSPT had a good sensitivity (70.29%) and specificity (78.67%) (ROC-AUC 0.74). The proposed qualitative method of assessment of pentagons copying used in combination with non-linear analysis, showed to be consistent and effective in the differential diagnosis between Lewy Body and Alzheimer’s dementia.

The article examines the process of formation and development of the system of additional adult education in Germany in the second half of the 20th century. The historical, eco-nomic and political prerequisites that influenced the formation of the adult education system are analyzed. Special emphasis is placed on the value and importance of the legislative acts on adult education adopted by the German Government. It is established that adult education in Germany is “the fourth column” of the education system after primary, secondary and higher education. The principle of unity of the educational system serves as the basis for obtaining a high-quality and satisfying all the emerging needs of a rapidly developing modern society.

Background: Assessment of morbidity and mortality risk in emergency gastrointestinal surgeries is a fairly difficult challenge. To have a better scientific, reliable, and reproducible method of assessment POSSUM and its modified version PPOSSUM scores have been devised. In this study, we tried to evaluate the P-POSSUM Scores in patients undergoing emergency GI surgical procedures. Methods: This study was done in the Department of General Surgery, PIMS a tertiary care hospital. Consecutive emergency surgical procedures following inclusion and exclusion criteria were selected for the study. A total of n=50 cases were included in the study. P-POSSUM scores were derived for each of the cases and analysis of the predicted morbidity and mortality was compared. Results: The range of 9.9% risk was done to categorize into 10 different groups with increasing order of scores. The highest frequency was observed in 20.1 – 30.0% which was 22% lower frequency scores were observed in higher extremes. The morbidity risk scores show the highest frequency in 32% in the range of > 90.0 cases followed by 80.1 – 90.0 having cases of 28%. Conclusion: P-POSSUM is an accurate and reliable scoring method for assessing morbidity and mortality in emergency Gastrointestinal surgeries. Избранные труды по истории и теории музыки / сост., пер. с нем., послесл., коммент. С. Б. Наумовича. Санкт-Петербург: Издательство имени Н. И. Новикова, 2019), ставший первым репрезентативным изданием работ ученого на русском языке (фамилия ученого транслитерирована С. Наумовичем как «Дальхаус»). Отмечается универсализм и разносторонность научных интересов ученого, дающие полное основание назвать его философом музыки и ученым энциклопедической образованности (Дм. Чехович). С. Наумовичем, выступившим в роли не только переводчика, но и составителя, а также автора разделов «Послесловие» и «Комментарии», убедительно освещено научное наследие Дальхауза в целом, охарактеризован контекст, в котором создавались его труды, приведены важные биографические подробности. Перевод, выполненный С. Наумовичем, отличается высоким уровнем и рядом бесспорных достоинств. По мнению рецензента, книгу естественно дополнили бы выдержки из работ российского музыковеда и эстетика Т. В. Чередниченко, уделявшей Дальхаузу немало внимания. Отдельно упомянут венский критик Э. Ганслик, ряд положений которого был созвучен мыслям немецкого ученого. Рецензентом затронута также проблема чисто рационального отношения к музыке, в необходимости которого Дальхауз был убежден: здесь он выступил продолжателем и последователем М. Вебера и Т. В. Адорно. The review examines a collection of selected articles by the prominent German musicologist of the 20th century Carl Dahlhaus (Dahlhaus, Carl. Selected works on the history and theory of music / comp., transl. from German, post-title, comment. by S. B. Naumovich. St. Petersburg: Izdatel’stvo imeni N. I. Novikova, 2019), which became the first representative edition of the scientist's writings in Russian (the scientist’s surname is transliterated by S. Naumovich as “Дальхаус”). The reviewer notes the universalism and versatility of the musicologist’s scientific interests, which give the full reason to call him a philosopher of music and a scholar of encyclopedic education (Dm. Chekhovich). S. Naumovich, who acted not only as a translator, but also as a compiler, as well as the author of the afterword, convincingly highlighted Dahlhaus’s scientific heritage in general, characterized the context in which his writings were created, and provided important biographical details. The translation made by S. Naumovich is considered to be a high quality work and have a number of indisputable advantages. According to the reviewer, the book could naturally be supplemented by excerpts from the works by the Russian musicologist and esthetician Tatiana V. Cherednichenko, who devoted much of her consideration to Dahlhaus. A particular attention is paid to the Viennese critic Eduard Hanslick, whose provisions were in tune with the thoughts of the German scientist. The reviewer also touched on the problem of a purely rational attitude to music/ which Dahlhaus was convinced of: here the musicologist is seen as a successor and heir of Max Weber and Theodor W. Adorno.

Satellite observations offering detailed records of global environmental change are only available from 1979. Emerging studies combining high-quality instrumental and natural observations highlight that the Earth system experienced a substantial shift across the mid-20th century, one that appears to have taken place before the Great Acceleration of human activities from the 1950s. These new results have far-reaching implications for understanding ice-ocean-atmospheric interactions in the Anthropocene and highlight the urgent need for drastic cuts in carbon emissions to limit the impact of future warming.

In the states which formed on the territory of the former Yugoslavia, ethnic/national cultures are developing independently, alongside a parallel shared post-Yugoslav culture. This culture is not a continuation of the official cultural collaboration between the Yugoslav nations which took place when Yugoslavia existed, rather it is a new phenomenon. It is appearing in opposition to nationalism, against the closing off of culture into narrow ethno-national frames and is based on the genuine existence of a cultural unity older than the common state which was created from the common Yugoslav state itself. It seeks creative responses to the problems caused by the wars and collapse of Yugoslavia in the 1990s. It also looks for the appropriate analytical instruments. The author uses the Biblioteka XX vek (The 20th Century Library) as an example – the book series which he founded and publishes in the field of humanities and social sciences. The alternative post-Yugoslav culture is characterised by the high quality of what it offers. However, its protagonists are simultaneously criticised by the nationalist circles in power in the states formed after the dissolution of Yugoslavia, who consider the post-Yugoslav cultural unity an alleged national betrayal.
