This paper sets out to examine the contention that economic growth will diffuse naturally from a medium-sized growing urban centre to the area immediately surrounding that centre, and eventually beyond into more distant parts of the region. An attempt is made to assess the validity of some existing theoretical and intuitive ideas concerning the spatial diffusion of economic development by means of some simple statistical tests on data for the state of Georgia.

The paper focuses on the function of the market, economic policy and the public in dynamising economic progress and the arguments that support the claim that economics as a science, taken together with economic policy, has lost the attribute of moral science in our conditions. The dynamics of economic growth is not the only relevant macroscopic feature of economic development, although it has received dominant attention today. And that is not everything. Particular attention is drawn to structural, technological and other changes, the re-institutionalization and construction of an appropriate economic order and economic model and, above all, the state and realization of the moral imperatives of contemporary development. In addition to these issues, the paper addresses the challenges, directions and instruments of economic policy in our circumstances, which is of particular relevance to our better future.

AbstractPilgrimage and the rebuilding of religious sites are immensely popular in contemporary Tibet. The state-controlled media commonly attribute such religious practices to undesirable attitudes of ‘traditionalism’, and claim that the ‘traditional ideas’ of farmers and herders and their ‘poor sense of commodity’ represent major obstacles to economic development. At the same time positive images of ‘modernisation’, represented by state-sponsored development projects and targets for economic growth, are given extensive coverage. This paper investigates discourses and practices of ‘modernisation’ in contemporary Tibet, questioning the alleged conflict between ‘modernity’ and ‘tradition’. Firstly, it discusses some of the competing representations of ‘modernity’ in the mass media, in popular literature, as well as in political discourse. Secondly, it describes ‘modernity’ as it is practised in the display and use of consumer goods by urban Tibetans, and investigates reactions to urban reconstruction and development projects in and near the Tibetan capital of Lhasa.

The realization of Ukraine's European integration aspirations and integration into globalization processes exacerbate the challenges and threats to the national economy in the segment of protection of social interests and especially in the context of the pandemic caused by SARS-CoV-2. This raises several issues aimed at studying the theoretical and methodological, and applied aspects of the formation and development of social security at the level of the state and society, and at the level of the individual. In particular, the paper analyzes the essence and content of the concept of "social security", its types and forms of manifestation. Particular attention in the study is paid to determining the factors influencing the level of social security of the state, including through the prism of interaction on indicators of socio-economic development. A system of principles was defined on which the concept of sustainable economic growth through the prism of social security should be based, namely: the level of socio-economic development of the state, territorial integrity and inviolability of borders, improving the welfare of the population, compliance with state standards and social guarantees in the field of finance, patriotic education, completion of financial and administrative-territorial decentralization, implementation of gender-oriented policy at all levels of government, creation of appropriate working conditions, etc. Based on this, the main indicators that determine the state of social security were analyzed: level of education, level of welfare, the share of the working population, mortality rate, population growth rate, real GDP growth rate, and GDP per capita, etc. According to the results of the analysis, the problems of social security in a pandemic was identified and a set of recommendations aimed at forming a safe and progressive development of the country, increasing its competitiveness in the world economic arena, which will generally increase social guarantees and well-being as an individual and society as a whole.

Introduction. The topic of interregional differentiation is relevant due to the existing increase in disproportions in the Russian regions, which has an impact on the development of the state economy. The main objective of the study is to assess the level of interregional differentiation. Materials and Methods. The study used the indicator of “general entropy”, in particular, the Theil index. The research methodology includes economic and mathematical methods of data processing, statistical data analysis packages, etc. Results. In the course of the work, the research tasks were set and fulfilled: the development of Russian regions in the period of structural transformations was analyzed; indicators making it possible to assess the level of economic development of territories were provided; a coefficient was chosen, based on the calculation of which the level of interregional differentiation was estimated; the level of interregional differentiation was assessed. It has been proved that the periods of economic growth are characterized by faster rates of development of weak regions due to the state support and redistribution of budgetary funds mitigating territ orial differences. During the periods of economic recession, the state support is provided to the regions with competitive advantages, capable of changing the negative dynamics of the country’s economic development in order to accelerate economic growth. Discussion and Conclusion. The results achieved can be used when designing the program of development of economic entities or drafting strategic documents. Interregional differences and disparities in most territories determine the dynamics of their development and the opportunities for economic growth, on which the economic policy pursued by the regional authorities should be based. In a competitive environment, the identification and further gaining strength from the advantages of the regions make it possible to form the policy of the region’s development which helps to make management decisions.

The article provides a critical comparison of two opposing views on the socio-economic development of Russia: radical liberal and socio-state ideology. The reason for the comparison was the report of Professor V. V. Kossov at a meeting (December 6, 2019) of the International Organizational Sciences Academy (IOSN) (“Barriers to Russia’s Economic Growth”), which stated that the main barrier to economic growth in Russia was government interference in economic activity and insufficient respect for private property in the population. The article shows on statistical data that, firstly, GDP growth should not be considered the main indicator of a country’s success, and secondly, it is the weakness of the state that actually hinders socio-economic development. It is shown that such problems as the elimination of poverty and inequality cannot be solved without the active participation of the state. The main thing is not economic growth and direct democracy, but the satisfaction of the interests of all social groups and the achievement of social justice. This position is supported by an appeal to the research results of many Western economists. Criticizing the liberal position, the authors of the article remain supporters of the free development of the individual and the society of equal opportunities.

World practice indicates that the basis of economic growth is investment growth both at the state level, and at the regional level. Experience of the majority of the countries which have greatly improved their economic development for the last decades proves this fact. Comprehension of this fact has led to the situation when both developed countries, and developing economies consider attraction of investments into the economy at national and regional levels as one of priority problems of economic policy.

The problem of the impact of economic development of the world on the state of the environment is quite relevant today. Entrepreneurs usually defend their private interests and try to increase profits in every possible way, without caring about the state of the environment and the future. If in the economically developed countries of the world the government is trying hard to control compliance with environmental legislation and implement a green economy, Ukraine is hopelessly behind, and only in recent years is beginning to actively think about preserving the environment and develop mechanisms to achieve this goal. It is important to explore how the legal aspect can help address the balance between Ukraine's economic development and environmental quality, especially in terms of its impact on climate change, where air pollution, waste generation and energy security are key factors. The purpose of the study was to investigate the legal aspect of the interrelation between economic growth and environmental pressures. As a result, the world experience in finding ways of mutually beneficial activities for the economic development of countries and the preservation of the environment was analysed. The study examined the factors influencing climate change, waste generation and energy security in the projection of economic development. The main principles (strategy) of the state ecological policy of Ukraine for the period up to 2030 are analysed; regulations of Ukraine and the European Union, which regulate the preservation of the environment in terms of the legal effect on solving the problem of the interrelation between economic growth and pressure on the environment.

The transition to market relations and the corresponding structural changes in economy influenced the formation of incomes, their use and distribution system. The largest share in the structure of monetary income of the population is wages; it has increased in recent years. At the same time, there occurred the decline in production in the process of market transformation economy and, as a consequence, forced underemployment and unemployment of a large part of the working population, lack legislative levers of influence on the regulation of the property process stratification of the population led to a decline in living standards, deepening its stratification by the level of cash income and distribution of property, the inability of the majority of the population to do savings, spreading the shadow of monetary income of citizens, hiding them from taxation. This led to a reduction in the effective demand of the population, narrowing the volume of domestic market, reducing opportunities for domestic investment resources and restraint of economic growth of the state. The country’s economic growth is observed from year to year, it directly depends on the welfare of the population and their income. Socio-economic development of the country is impossible without the participation of the population and accumulation of human capital, investment in it. Structural changes in Ukraine’s economy – human capital index, average income, migration processes, declining total population – have negative consequences for economic growth in the country as a whole. Therefore, there is an urgent need to study this issue, taking into account all possible prospects. The peculiarities of these indicators specify the development of any country, where one of the main macroeconomic goals is due to the need to outpace the growth of national income in comparison with the growth of the index of human capital and income of citizens. The economic development of the country concerns money and the increase of the general welfare of the population. The way to improve the better life and economic development of the country is possible taking into account the transformation processes, but achieving this involves solving a set of goals and objectives facing governments at all levels. Economic and social development of the oblasts of Ukraine seeks to be better today. The delimitation of oblasts is caused by the level of the average wage, as well as the total per capita income. The study of indicators of socio-economic development requires clear and precise actions on the part of the state and local self-government. The creation of development strategies for a certain period helps to improve the situation in the oblasts of Ukraine, but it is a temporary phenomenon that is not a managed system in some cases. Currently, there is a problem of economic development, social protection of low-income groups and health care, retirement-age people and so on. All human and civil rights are equal and interrelated, and therefore they must be equally protected by the state: human’s life and health, honour and dignity, inviolability and security are the highest social values (Article 3); free development of personality (Article 23) is determined by the Constitution of Ukraine. The study outlines the relationship and interdependence of local budget revenues from subsidies and subventions of the state budget, economic activity of the population, as well as the unemployment rate is an important indicator of the general state of the economy.
