The transition to market relations and the corresponding structural changes in economy influenced the formation of incomes, their use and distribution system. The largest share in the structure of monetary income of the population is wages; it has increased in recent years. At the same time, there occurred the decline in production in the process of market transformation economy and, as a consequence, forced underemployment and unemployment of a large part of the working population, lack legislative levers of influence on the regulation of the property process stratification of the population led to a decline in living standards, deepening its stratification by the level of cash income and distribution of property, the inability of the majority of the population to do savings, spreading the shadow of monetary income of citizens, hiding them from taxation. This led to a reduction in the effective demand of the population, narrowing the volume of domestic market, reducing opportunities for domestic investment resources and restraint of economic growth of the state. The country’s economic growth is observed from year to year, it directly depends on the welfare of the population and their income. Socio-economic development of the country is impossible without the participation of the population and accumulation of human capital, investment in it. Structural changes in Ukraine’s economy – human capital index, average income, migration processes, declining total population – have negative consequences for economic growth in the country as a whole. Therefore, there is an urgent need to study this issue, taking into account all possible prospects. The peculiarities of these indicators specify the development of any country, where one of the main macroeconomic goals is due to the need to outpace the growth of national income in comparison with the growth of the index of human capital and income of citizens. The economic development of the country concerns money and the increase of the general welfare of the population. The way to improve the better life and economic development of the country is possible taking into account the transformation processes, but achieving this involves solving a set of goals and objectives facing governments at all levels. Economic and social development of the oblasts of Ukraine seeks to be better today. The delimitation of oblasts is caused by the level of the average wage, as well as the total per capita income. The study of indicators of socio-economic development requires clear and precise actions on the part of the state and local self-government. The creation of development strategies for a certain period helps to improve the situation in the oblasts of Ukraine, but it is a temporary phenomenon that is not a managed system in some cases. Currently, there is a problem of economic development, social protection of low-income groups and health care, retirement-age people and so on. All human and civil rights are equal and interrelated, and therefore they must be equally protected by the state: human’s life and health, honour and dignity, inviolability and security are the highest social values (Article 3); free development of personality (Article 23) is determined by the Constitution of Ukraine. The study outlines the relationship and interdependence of local budget revenues from subsidies and subventions of the state budget, economic activity of the population, as well as the unemployment rate is an important indicator of the general state of the economy.

The information and analytical provision of migration mobility empiricism in Ukraine, the effectiveness of the implementation of the State policy of managing migration processes is not formed to the full extent, and the existing one is of poor quality; in addition, there is no methodological algorithm for the implementation of migration monitoring. The elimination of this shortcoming requires the development of a new model for monitoring migration mobility, which should be based on a three-level accounting of migration processes (national, regional and local), taking into account the peculiarities of the course of migration processes and the structural characteristics of both external and internal migration. The article is aimed at improvnig the system of monitoring migration mobility in the projection of socio-economic development of the State in order to build an information and analytical base of the empiricism of influence on human potential. The article proposes a model of systematic monitoring of migration mobility, its information-analytical and institutional-organizational provision is substantiated. Monitoring of migration mobility on the basis of a systematic approach allows to: implement three-level accounting of emigration, immigration flows, processes of acquisition and termination of citizenship, money transfers of migrants; cluster the country’s territories according to the criteria of differentiated socio-economic development and financial imbalances; guarantee flexible control of structural changes in migration processes based on the construction of migration profile and determination of the potential of territories. The implementation of monitoring of migration mobility will allow to simulate the intensity of external migration, taking into account changes in the level of socio-economic development, to determine the effectiveness of the implementation of the current policy of managing migration processes on the part of the State.

The article discusses the objective need to use the world experience of forecasting and planning in the process of developing a "welfare state" as an effective model for the modern development of a socially oriented market economy. The denial and lack of planning and forecasting of the economy on the scale of the country can lead to such negative consequences as uncertainty of the benchmarks of social and economic development of society for the long term and the development of chaos in the country; priorities of the decision short-term and current problems before strategic tasks on which the future development of society depends; preservation of playback modes; incomplete and inefficient use of resources; the emergence of crisis situations, etc. The practice of the leading countries of the world and the results they get prove that planning and forecasting are objectively necessary tools for the development of the modern market economy. The experience of many countries of the world testifies to the effectiveness of the use of these tools of state regulation of national socio-economic development. Features of forecasting and planning are considered in the representative countries of three existing systems of planning and regulation in the world: North American (USA and Canada); Asian (Japan and South Korea); European (France and Sweden). The forecasting and planning tools are based on the intersection balance model, which involves the inclusion of market impact (equilibrium prices) to determine the proportions of the plan and reflects the dynamics of production links (processes of public reproduction) of the national economy for several years. In the 21st century, strategic planning for the effective development of the state's economy is a prerequisite for sustainable economic growth and the formation of a national model of "welfare state" on this basis. Today, developed (post-industrial) countries use planning and forecasting, which have established themselves as an objective and natural tool for the modern market economy, where the role of the state is based on indicative planning, which ensures the achievement of sustainable economic growth to improve the well-being of the nation.

The realization of Ukraine's European integration aspirations and integration into globalization processes exacerbate the challenges and threats to the national economy in the segment of protection of social interests and especially in the context of the pandemic caused by SARS-CoV-2. This raises several issues aimed at studying the theoretical and methodological, and applied aspects of the formation and development of social security at the level of the state and society, and at the level of the individual. In particular, the paper analyzes the essence and content of the concept of "social security", its types and forms of manifestation. Particular attention in the study is paid to determining the factors influencing the level of social security of the state, including through the prism of interaction on indicators of socio-economic development. A system of principles was defined on which the concept of sustainable economic growth through the prism of social security should be based, namely: the level of socio-economic development of the state, territorial integrity and inviolability of borders, improving the welfare of the population, compliance with state standards and social guarantees in the field of finance, patriotic education, completion of financial and administrative-territorial decentralization, implementation of gender-oriented policy at all levels of government, creation of appropriate working conditions, etc. Based on this, the main indicators that determine the state of social security were analyzed: level of education, level of welfare, the share of the working population, mortality rate, population growth rate, real GDP growth rate, and GDP per capita, etc. According to the results of the analysis, the problems of social security in a pandemic was identified and a set of recommendations aimed at forming a safe and progressive development of the country, increasing its competitiveness in the world economic arena, which will generally increase social guarantees and well-being as an individual and society as a whole.

Relevance of the research topic. Socio-economic development, which is the main task and simultaneously an instrument for ensuring the effective functioning of the country and increasing the well-being of its population, is directly dependent on the effectiveness of fiscal policy. The choice of forms, methods and models of budget regulation allows to achieve the achieved results by allocation and redistributing the gross domestic product according to the priorities of ensuring economic growth. However, at the present stage, the danger of destructive influence on the budget system of endogenous and exogenous factors of influence increases. Thus, the analysis and characterization of the main approaches to the formation of the state budget security and determination of its increase the directions in the conditions of the country's transformation fiscal system and the limited financial resources are relevant. Formulation of the problem. Budgetary security as a component of the country's financial and economic security reflects the ability to effectively use financial resources accumulated in centralized and decentralized funds to ensure the country's financial stability, opportunities for expanded reproduction and social development. That is why it is expedient to determine the main threats to budget security, the degree of their impact on economic dynamics and possible options for their minimization. Analysis of recent research and publications. The work of foreign scientists is devoted to the study of the formation and assessment of the country's budget security: S. Blancart, J. Buchanan, J. Golden, R. Kelly, A. Rotfeld, A. Pigou, R. Dornbusch, J. Stiglitz, A. Hansen and others. Theoretical and practical contribution to the assessment of the budget regulation role of the socio-economic development and ensuring a sufficient level of its budgetary security of domestic scientists was made by O. Vasilik, V. Geyts, V. Gorbulin, A. Gritsenko, L. Lysyak, I. Lukyanenko, V. Oparin, S. Pirozhkov, V. Fedosov, I. Chugunov, S. Yuri and others. Selection of unexplored parts of the general problem. Highlighting issues become relevant in the face of increasing integration processes and financial globalization. It is important to develop the institutional framework for budget security, the expansion the system factors and indicators that characterize it, in accordance with international requirements and standards. Setting the task, the purpose of the study. The task of the study is to analyze the budget security characteristics. The aim of the study is to reveal the methodological and practical provisions of the formation Ukraine budget security in the context of the institutional modernization of the economy and to determine the directions of its increase by means of fiscal regulation. Method or methodology for conducting research. The article uses a set of methods and approaches of scientific knowledge, among which it is worth noting: systemic, structural, comparative, statistical, analysis and synthesis, synthesis and scientific abstraction. Presentation of the main material (results of work). The features of the formation of the country's budget security are determined. The main indicators of the functioning of the budget system of Ukraine are characterized and the degree of their influence on the level of budget security and socio-economic development is determined. The directions of increasing budget security in the context of institutional modernization of the economy are substantiated. The field of application of results. Organization and conduct of research on the formation and improvement of the budget security. Conclusions according to the article. The country's budget security is one of the main indicators of the level of development of the financial system. Providing long-term sustainability of public finances, balancing social and economic development is a priority task of state authorities. The main indicators of Ukraine's budget security show that there are destabilizing factors, but effective budget regulation will minimize their negative impact on the pace of economic growth. It is advisable to increase the level of budgetary discipline, improve medium-term budget planning and forecasting, form an effective strategy for managing public debt and budget deficit.

The article provides a critical comparison of two opposing views on the socio-economic development of Russia: radical liberal and socio-state ideology. The reason for the comparison was the report of Professor V. V. Kossov at a meeting (December 6, 2019) of the International Organizational Sciences Academy (IOSN) (“Barriers to Russia’s Economic Growth”), which stated that the main barrier to economic growth in Russia was government interference in economic activity and insufficient respect for private property in the population. The article shows on statistical data that, firstly, GDP growth should not be considered the main indicator of a country’s success, and secondly, it is the weakness of the state that actually hinders socio-economic development. It is shown that such problems as the elimination of poverty and inequality cannot be solved without the active participation of the state. The main thing is not economic growth and direct democracy, but the satisfaction of the interests of all social groups and the achievement of social justice. This position is supported by an appeal to the research results of many Western economists. Criticizing the liberal position, the authors of the article remain supporters of the free development of the individual and the society of equal opportunities.

The most important indicator of the level of socio-economic development of the state is the quality of the provision of public services. However, their quality does not always correspond to the requirements of today. Therefore, one of the system links that need theoretical generalization and streamlining is the financial mechanism for the provision of public services. Thus, the issues of improving the financial mechanism are relevant. The purpose of the study is to analyze the financial mechanism for providing public services. Following the goal, the following research tasks are set: to study the state of the financial mechanism for delivering public services; to analyze the forms, methods, and tools for financing public services; to study the process of planning the financing of public services. The practical significance of the work lies in the fact that the materials of the article can be used by public authorities to increase the efficiency of spending budget funds. Besides, they can be applied in the teaching of economic disciplines.

The paper put forward hypotheses that the possibility of economic growth during the transition to a post-industrial economy is determined by human capital formed in the higher education system, the possibility of economic well-being in the transition to a post-industrial economy is determined by human capital formed in the tertiary system. Education, institutional transformations in the education system due to their incon-sistency and approaches based on the administrative and control style of management inherited from the industrial economic system, worsen the conditions for the formation of human capital in the education system of modern Russia. To assess the impact of the socio-economic development of human capital formed in the education system, it is proposed to perform by means of a correlation analysis of links between indicators characterizing the composition of the employed population by education level and indi-cators characterizing the socio-economic development of Russian regions by years of a twenty-year period starting from 2000 to 2019. Preliminary research has made it possible to establish that the employed population of the regions with higher education has a positive effect on economic growth in the regions, but this influence is decreasing; the employed population of the regions with lower levels of education negatively affect the economic growth in the regions. The employed population of regions with higher and professional education has a positive effect on the welfare of the regions.

The article considers the theoretical aspects of socio-economic condition and community development in the context of territorial transformation in Ukraine. Socio-economic development of territorial communities is an important indicator of assessing the level of the state development. The state policy of Ukraine in the local self-government sphere is based on the interests of territorial communities’ residents and provides for decentralization of power, that is, the transfer of a significant part of powers and responsibilities from the executive authorities to local self-government bodies. The development of local self-government and creation of territorial communities primarily involve improving financial solvency, investment and economic attractiveness of territories for citizens’ comfortable living. The main properties of the socio-economic development of the Mayakivska united territorial community are investigated and evaluated. The methodology for studying the condition is clarified and the goals, objectives, priorities and directions of sustainable economic and social development of territorial entities are determined. The state of socio-economic development of the Mayakivska community is analyzed according to various indicators and changes that have occurred on its territory. The main tasks of the Mayakivska united territorial community development are substantiated, taking into account the needs and interests of its inhabitants, the dynamics of medicine, schools and preschool institutions development is determined. A distinctive feature of the Mayakivska territorial community is awareness that the community territory is united not only by its name, but also by the vision of future prospects. An algorithm for regulating the socio-economic development of the Mayakivska united territorial community is proposed.

The influence of the shadow economy on the development of trade in the regions of Ukraine is investigated. The factors that reduce the utilization efficiency of trade capacity in the socio-economic development of Ukrainian regions are identified. The principal factors of expansion of the shadow economy in the trade sphere of Ukrainian regions are outlined. These include substantial fiscal burden on business, presence of regulatory problems, high level of markets monopolization, weak economic growth, population poverty, poor competences of local governments. The main negative consequences of shadow trade for the economy of numerous regions of Ukraine are considered, in particular the reduced innovative capacity of economic development, spread of corruption, deformation of business culture, decrease of goods quality and consumers’ safety, distortion of market information, impossibility of timely and adequate activity from public administration and local governments. Three probable effects from reducing the efficiency of utilization of the capacity of socio-economic development in Ukrainian regions because of shadowing in the trade sphere are described, namely the financial losses of state and local budgets caused by the decrease of tax payments, growing unemployment and illegal labor, and the shortage of business profits due to worsening investment climate and declining value of assets of trading companies. Proposals for prospective directions of the de-shadowing of the trade sphere are substantiated. Mechanisms for increasing the efficiency of utilization of trade capacity in the socio-economic development of Ukrainian regions are outlined. The priority means of solving existing problems include normalization of the status of an individual entrepreneur in the trade sphere; modernization of wholesale and retail trade infrastructure; creating the right conditions for the spread of e-commerce and non-cash payments for purchased goods.
