Abstract This article reveals the topic of the implementation of information modeling in the legislation of the Russian Federation. The world experience of creating information models of capital construction and the main features of control and standardization of BIM formation are considered. The analysis of the existing legal framework is carried out in relation to the responsibilities of organizations for the formation and maintenance of information models. The scheme of the life cycle of the model was developed. The article is related to the field of highways property complex management. The main features of the formation of BIM roads, their systematization, storage and regular updating were identified. As a result of the study, a geoportal of highways was developed for the modernization of the land and property complex management of highways. It serves as the basis for geoinformation support for information modeling, cadastral, urban planning, inventory and other works on highways. Conclusions and recommendations for the further development of this area in the territory of the Russian Federation are presented.

The variants of the division of the life cycle of a construction object at the stages adopted in the territory of the Russian Federation, as well as in other countries are considered. Particular attention is paid to the exemplary work plan – "RIBA plan of work", used in England. A feature of this document is its applicability in the information modeling of construction projects (Building information Modeling – BIM). The article presents a structural and logical scheme of the life cycle of a building object and a list of works that are performed using information modeling technology at various stages of the life cycle of the building. The place of information models in the process of determining the service life of the building is shown. On the basis of the considered sources of information, promising directions for the development of the life cycle management system of the construction object (Life Cycle Management) and the development of the regulatory framework in order to improve the use of information modeling in construction are given.

The article examines the problems and prospects for the development of the digital economy of the Russian Federation in the context of global transformation. It is obvious that the use of digital technologies in the economic sphere is one of the key indicators of the development of a modern state. The processes of introducing digital technologies are accompanied by technological, economic and legal problems, the solution of which requires government intervention. These circumstances determine the relevance of this study. The purpose of the study is to analyze the problems and assess the prospects for the development of digitalization of the Russian economy, as well as develop recommendations for increasing the efficiency of digitalization of the Russian economy and accelerating the pace of implementation of digital technologies, which will contribute to increasing the competitiveness of the Russian Federation in the world community. The process of digitalization of the economy depends on many factors, the analysis of which will determine the prospects for further development.

The methods of increasing the level of competitiveness of the Russian Federation in the world through sustainable development of human capital have been studied. The analysis of the most considerable indicators in the social and economic development of Russia and other leading economies in order to understand the current place and role of the Russian economy in the world society has been presented. Based on the analysis a number of reasons influencing on the further development of the Russian economy, taking into account the more active use of human capital in the global structure of the economy, has been revealed. The result of the study was to identify the weakest issues of the Russian economic structure including the fundamental difficulties in the development of human capital. At the end of the article, the main recommendations for fixing the identified problems have been given.

This article describes the various approaches to the analysis of the current situation and the justification of the further development prospects of the Russian industry represented at the round table on June 21,2018 inthe State Duma of Federal Assembly of the Russian Federation on a subject: «Legislative providing industrial policy of the Russian Federation: technologies, innovations, investments». Attention had also been drawn to issues requiring the globalization, the industrial development inequality of the countries of the world and the Russian regions, the dependences of economic growth on the state of the knowledge economy, the industrial and monetary and credit policy interrelations, the changes in the system of the state regulation of the Russian industry, the business moods, the technological updating results of the industrial enterprises, the features of the investment projects financing in Russia and in industrialized countries, the prospects of the introduction in Russia of the digital technologies of the industrial production management. Among offers of the situation significant improvement there are: the providing for the economic relations participants of the equal competitive opportunities; the completion of the Federal law «About Industrial Policy in the Russian Federation», the involvement in the economy of free money, the updating on the basis of the problems settlement with the financing of the enterprises of the fixed assets, the selective development of the import substitution, the distribution of the positive experience of the successful industrial companies. The author points to a need of the involvement in the discussion and the other important questions concerning the comprehensive analysis of the reasons of the serious lag of the Russian enterprises from the enterprises of the industrialized countries generating the negative consequences; the labor productivity at the industrial enterprises of the different countries of the world and factors of its growth; the influences of the developed bureaucracy, the administrative barriers, the corruption on a situation in the various industries, the applications of the concept of the economical production, the energy productivity and a resource conservation, etc.

Federal programmes to support regional clusters in Russia were introduced several years ago. Today, they need updating and revision. A promising starting point for effective support for hi-tech and innovative clusters may be an evaluation of cluster performance aimed to understand whether further development and financing of cluster projects are required and whether the list of supported clusters should be extended or reduced. This article analyses the case of the Silicon Saxony innovation cluster (Germany), using the World Bank’s methodology for cluster competitiveness evaluation. Each analysis tool is provided with concrete data obtained for Germany and the Silicon Saxony cluster over the past ten years. Competitive clusters considered in the analysis are Minalogic in Grenoble (France) and Micro- and nanosystems in Catania (Italy). The results of employing the methodology are examined from the perspective of its possible use in evaluating the competitiveness of innovative clusters in the Russian Federation. Early recommendations on adapting the methodology are produced.

The issues of automated verification of design results based on information models have been raised recently by scientists and specialists from different countries, including the Russian Federation. Interoperability of expertise based on information models of objects should be provided using open formats for the presentation and exchange of the data. Each software that performs the functions of information modeling, as a rule, stores the results of the work in files of its proprietary format. IFC allows exchanging information about the geometry, attributes and relationships between the elements of information models of capital construction, that is, provides the transfer of all types of information stored by the information model. The MVD (Model View Definition) format is used to specify the subset of data volume that is used to solve a particular problem. RuleML is a system of families of modeling languages web of rules designed for the purpose of uniform presentation and exchange of the main types of web rules and logic between different platforms. BCF (BIM Collaboration Format) is an open standard maintained and distributed by buildingSMART that allows for various information modeling applications sharing information about issues related to IFC models that were previously shared by project participants.

Based on the principle of continuity of the Russian statehood, the recognition of a person, his rights and freedoms as the highest value, and the focus on modern democratic achievements, the Russian Federation supports compatriots living abroad in the exercise of their rights, ensuring the protection of their interests and preserving the all-Russian cultural identity. For this purpose, an independent direction of state policy was identified, and an appropriate legal framework was formed. According to the Strategy of the State National Policy of the Russian Federation for the period up to 2025, the support of compatriots living abroad, the promotion of their relations with the Russian Federation and voluntary resettlement in the Russian Federation is one of the priorities of the state national policy of the Russian Federation. The importance of the issue of support for compatriots for the state is evidenced by the consolidation of the provision on support for compatriots at the constitutional level by the 2020 amendment (Part 3 of Article 69 of the Constitution of the Russian Federation): Clear constitutional guidelines were established for the further development of State policy in this direction. The article deals with the dynamics of legal regulation in the field of support of compatriots and legal problems in this area, the existing conceptual framework, foreign experience in regulating issues of support of compatriots.
