Abstract Health problems are a serious problem for all regions in Indonesia, in this case the provision of adequate health facilities to special / specialist hospital services, which have not been evenly distributed to the districts. To overcome this problem, the Southeast Sulawesi Regional Government plans to build a special heart hospital in the city of Kendari, starting from June 2018 to January 2020 through the Southeast Sulawesi Provincial Government’s Regional Budget. The aim of the construction of the Kendari Heart Special Hospital is to provide health facilities in the capital city of Southeast Sulawesi Province, namely Kendari, specifically for heart disease, which will then become a Class A special government hospital in the Southeast Sulawesi Province area. The hospital planning concept is environmentally sustainable development. A review of the hospital’s master plan has been made, starting from the planning stage to land use, space utilization and resource utilization and the survival of the surrounding ecosystem. This research is intended to see the fulfilment of hospital standards that are appropriate as provincial level hospitals, as well as to assess development standards, health standards, environmental standards and review development concepts that refer to the concept of sustainable development.

Abstract - Currently, every organization seeks to maintain performance in order to win the competition, and find out the progress of the organization can be seen by paying attention to financial performance, this study tries to examine and assess the financial performance of the Jakarta City Government for the 2015-2019 budget period by utilizing the results of the review of the Original Income ratio. Regions (PAD), as well as the effectiveness ratio of PAD in the report regarding the realization contained in the Regional Budget (APBD) of the Regional Government of the City of Jakarta. By utilizing a data source in the form of a Budget Realization Report for the 2015-2019 budget period which is based on the Regional Government Financial Report (LKPD) of the Jakarta City Government. This study uses a mixed-method approach technique, namely the researcher tries to analyze financial data to further attempt to describe the existing findings. From the research results, it is known that the calculation of the effectiveness ratio is by dividing the amount of realization of PAD compared to the target PAD set based on the real potential in the region, or in other words, the effectiveness ratio of PAD is obtained by making a comparison between real revenue in PAD to achieve PAD ). From data processing, it is known that the percentage of effectiveness of PAD in the City of Jakarta for the 2015-2019 budget year has reached an average level of achievement of 95.4% of the determined amount or it can be said that it has reached the category of effective criteria.

ABSTRAK Keuangan Daerah adalah semua hak dan kewajiban Daerah yang dapat dinilai dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan dengan pelaksanaan hak dan kewajiban Daerah. Semangat desentralisasi yang melimpahkan kewenangan pengelolaan keuangan kepada pemerintah daerah,  khususnya tingkat kota atau kabupaten membuat daerah mencari cara mendapatkan pendapatan daerah yang sah untuk mendukung program pembangunan dalam bentuk Infrastruktur untuk meningkatkan kesejahteraan masyarakat, di tengah gencarnya program pembangunan perekonomian di berbagai sektor, sehingga berimplikasi kepada pembangunan yang berkelanjutan dan berdampak luas pada penambahan pendapatan masyarakat sehingga pertumbuhan ekonomi meningkat secara positif . Perangkat Daerah yang terkait di dalam proses penerimaan daerah di pacu untuk meningkatkan peluang penerimaan daerah dari semua sektor pendapatan daerah. dengan paradigma pembangunan berkelanjutan (sustainable development) yang harus diimplementasikan oleh pemerintah daerah. Fakta empiris (empirical evidents) menunjukkan penerapan otonomi  daerah  memberi keleluasaan kepada daerah untuk  mendapatkan sumber sumber pendapatan yang sah seperti pajak dalam bentuk Dana Bagi Hasil baik dari Pemerintah Pusat maupun Pemerintah Provinsi dan retribusi daerah dengan luasnya kewenangan pemerintah daerah. Kata kunci : Dana Bagi Hasil, Infrastruktur dan Pertumbuhan Ekonomi                                                                       ABSTRACT                                                               Regional Finance is all Regional rights and obligations that can be valued with money and everything in the form of money and goods related to the implementation of the rights and obligations of the Region. The spirit of decentralization that delegated financial management authority to local governments, especially at the city or district level, made the regions look for ways to obtain legitimate regional revenues to support development programs in the form of infrastructure to improve community welfare amid the intense economic development programs in various sectors, thus implicating development sustainable and have a broad impact on increasing community income so that economic growth increases positively. Regional Apparatus that is related to the process of regional revenue is encouraged to increase the opportunities for regional revenues from all regional income sectors. with a sustainable development paradigm that must be implemented by the regional government. Empirical evidence shows the application of regional autonomy which gives freedom to the regions to obtain legitimate sources of income such as taxes in the form of Revenue Sharing Funds from both the Central and Provincial Governments and regional retributions with the broad authority of the regional government. Regional Government in managing the budget income and expenditure (APBD) should be realized well and properly. The performance was the image of achievement of activity in  realize the objective, purpose, vision, and mission on organization. The purpose of this research is to know the performance of realized in Budget income and expenditure of the city government of Tomohon. Based on this research that had been did on Department of Revenue Finance Managing and Regional Asset (DPPKAD) City of Tomohon indicate that it performance of Income from City Government of Tomohon is good enough and can be seen from the realization of budget for the year 2011 was not accordance to the targeted, but in the next year is according on target and keep going well. But the Regional Budget Income must be enhanced by the City Government of Tomohon. Whilst the performance of expenditure was quite well because the expenditure quite relatively small and occurred saving the expenditure so that SILPA surplus can be obtain.

This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.

ABSTRAK Berubahnya sistem pemerintahan dari sentralisasi menjadi desentralisasi, menuntut pembangunan yang merata di setiap daerah sehingga pembangunan yang tadinya dilaksanakan secara terpusat diberikan kepada daerah untuk mengatur daerahnya sendiri. Kebijakan pemerintah dibidang otonomi daerah pada dasarnya dimaksudkan untuk menata ulang hubungan antara pusat dan daerah dalam berbagai tugas dan tanggung jawab yang menyangkut urusan penyelenggaraan pemerintahan. Inspektorat merupakan suatu lembaga pengawasan di lingkungan pemerintah daerah, baik untuk tingkat provinsi, kabupaten atau kota memaikan peran yang sangat penting dan signifikan untuk kemajuan dan kebersihan pemerintah daerah dan perangkat daerah di lingkungan pemerintah daerah dalam menyelenggarakan pemerintahan di daerah dan mencapai tujuan dan sasaran yang telah ditetapkan. Dengan semakin meningkatnya tuntutan masyarakat atas penyelenggaraan pemerintah yang bersih, adil, transparan dan akuntabel harus disikapi dengan serius dan sistematis.Tujuan dari penelitian ini untuk menganalisis apakah pengawasan berpengaruh terhadap APBD  dan pertumbuhan ekonomi di Kota Manado. Teknik analisis yang digunakan adalah analisis jalur (Path Analysis). Hasil penelitian menunjukan bahwa Anggaran Pengawasan Reguler berpengaruh negatif tidak signifikan secara statistik terhadap APBD. Anggaran Pengawasan Khusus berpengaruh positif  tidak signifikan secara statistik terhadap APBD  Kota Manado. Anggaran Pengawasan Reguler berpengaruh negatif tidak signifikan terhadap Pertumbuhan Ekonomi. Variabel Anggaran Pengawasan Khusus berpengaruh positif tidak signifikan secara statistik terhadap Pertumbuhan Ekonomi dan variabel APBD berpengaruh positif signifikan secara statistik terhadap Pertumbuhan Ekonomi Kota Manado. Kata kunci: Anggaran Pengawasan, APBD, Pertumbuhan Ekonomi  ABSTRACT The change in the government system from centralization to decentralization requires demand for equitable development in each region so that the development that was carried out centrally was given to the regions to regulate their own regions. Government policy in the area of regional autonomy is basically intended to rearrange relations between the center and the regions in various tasks and responsibilities concerning the affairs of administering the government. The Inspectorate is a supervisory institution within the local government, both at the provincial, district or city levels displaying a very important and significant role for the progress and cleanliness of regional government and regional apparatus in the local government in carrying out governance in the regions and achieving the goals and objectives set. With the increasing demands of the community for the administration of a clean, fair, transparent and accountable government, it must be taken seriously and systematically. The purpose of this study is to analyze whether supervision influences the regional budget and economic growth in the city of Manado. The analysis technique used is path analysis. The results showed that the Regular Oversight Budget had a negative effect not statistically significant on the APBD. The Special Supervision Budget has a positive and not statistically significant effect on the Manado City Budget. The Regular Oversight Budget has no significant negative effect on Economic Growth. The Special Supervision Budget variable has a positive and not statistically significant effect on Economic Growth and the APBD variable has a statistically significant positive effect on the Economic Growth of the City of Manado. Keywords: Supervision Budget, Regional Budget, Economic Growth

This research was conducted using a qualitative approach. This study aims to analyze efforts to implement convergence of stunting prevention policies in the city of Padang. The data collection methods used were interviews and documentation. The data source was obtained through data and information on all OPDs in Padang City. The results of this study indicate that efforts to implement convergence of stunting prevention policies in the city of Padang have not been implemented according to the convergence stage. This is because first, efforts at the planning stage have not been implemented optimally because there is no Regional Government Work Plan (RKPD) that has been made regarding stunting. Second, efforts at the implementation stage have not been carried out optimally because there is no task force in implementing stunting prevention actions. Third, efforts at the evaluation stage have not been implemented optimally because the evaluation has not been centralized and implemented based on the work program of each Regional Apparatus Organization (OPD).

The purpose of this study was to find out how decisions were made at the family level in order to seek treatment for family members, especially mothers during childbirth. The population in this study were community members who resided in Ngada, Southwest Sumba, North Central Timor and East Flores- Indonesia. The sample size was determined using a purposive technique, where each district was determined by two locations based on the distance factor (the farthest area and the nearest area) from the capital city of the district. Data were collected using in-depth interview techniques and Focused Group Discussions (FGD) to explore family-level decision-making processes regarding the use of health facilities. The results of this study indicate that decisions at the family level to use health facilities in areas far from the city center tend to still adhere to local traditions and local culture; and it should be based on relatives' advice; while the people who live close to the city center, the decision to use health facilities is generally in the hands of the mother and husband.

PurposeThis paper sought to uncover the intrinsic determinants of the choice of transport modes in Nigeria's capital city, Abuja, based on commuters' perceptions on different modes of transport. The ultimate goal of the study was to come up with suitable multifaceted measures to deter private car usage, while refocusing society's mind-set towards alternative forms of transport, thereby keying into some transport-related sustainable development goals (SDG) goals.Design/methodology/approachThe study adopted qualitative methods: 320 commuters were surveyed at bus stops and car parks around the city, and respondents were identified using multistage sampling, aided by purposive/convenience sampling, and this number was reached by saturation of themes. Focus group discussions were held with eight screened public officials from relevant (transportation and environment related) agencies/unions in the city. NVivo 10 software was used to thematically analyse the data gathered from a relativist and an interpretive stand point.FindingsThe study found transport mode choice to be intrinsically more motivated by socio-economic forces serving as a basis for other socio-psychological factors. Multifaceted measures, including spatial, socio-economic, environmental and public relation measures, were found suitable to break car-use motives in the study area towards adopting alternative modes of transport, thereby achieving some transport-related SDG targets.Originality/valueThe study was unique as it looked at the intrinsic mode choice determinants from a Sub-Saharan African capital city perspective and provided suitable multifaceted best practiced measures that deemphasised car use while emphasising alternative modes, thereby shifting commuters' mind-set towards environmentally sustainable modes of transport.

For more than a decade, Melbourne has had the fastest-growing population of any Australian capital city. It is expanding outward while also growing upward through vast new high-rise developments in the inner suburbs. With an estimated 1.6 million additional homes needed by 2050, planners and policymakers need to address current and emerging issues of amenity, function, productive capacity and social cohesion today. Planning Melbourne reflects on planning since the post-war era, but focuses in particular on the past two decades and the ways that key government policies and influential individuals and groups have shaped the city during this time. The book examines past debates and policies, the choices planners have faced and the mistakes and sound decisions that have been made. Current issues are also addressed, including housing affordability, transport choices, protection of green areas and heritage and urban consolidation. If Melbourne’s identity is to be shaped as a prospering, socially integrated and environmentally sustainable city, a new approach to governance and spatial planning is needed and this book provides a call to action.

In Indonesia during the rainy season floods often occur in urban areas, especially in a very densely populated areas. Central or local government has always suffered huge losses due to widespread flooding and paralyze all activities of the city. So many environmental issues that can cause flooding and the problem has become very complex. By doing assessment study deeply it can be seen that there are 7 (seven) causes flooding, namely: there is not environmentally sustainable development; The lack of a clean lifestyle in the general public; The lack of planning and maintenance of good drainage; The lack of consistency from the authorities in Spatial Planning and Regional; The absence of good conservation programs in balancing environmental of water; Iand subsidence; and very high rainfall intensity. Therefore it is necessary for serious efforts to address the flooding problem through: The consistency in environmentally sustainable development; Clean lifestyle in the community; The application of the concept " Water front City "; The application of the concept " One River One Management "; Making Infiltration; Prevention of Land Subsidence by Groundwater Injection manner; and Improved coordination of all stakeholders. Keywords: Causes flooding, options in handling flood problem.
