Abstract This study aims to examine 3 elements of social capital, namely mutual trust (trust), network (network), and reciprocal relationships (reciprocal) in the development of Community Forests (HKm). The qualitative descriptive method was carried out as a research approach. Data were collected through observation, interviews, and documentation. The data analysis used is qualitative, data reduction, data presentation, and concluding. The results showed that the level of public trust in general, both supported by cooperation between communities, trust between members of farmer groups, farmer groups with other farmer groups, and farmer groups with the government was well established because they always believed in each other that all parties, both the community, government, and other agencies work together to bring about the development of HKm in their villages. The social network that is intertwined in the village community is well established. In addition to being motivated by kinship, communication and mutual understanding are also strong factors in social networks in the village, namely social networks in community economic activities have reaped an increase in marketing. Social networks in environmental activities are proven by the willingness of farmer groups to receive information related to forest management. Social networking in community activities is proven by the enthusiasm of the village community in participating in training held by the government. The mutual benefits that exist between the parties can be seen in the benefits received by each party, both the community, government and NGOs, and other supporting institutions.

Social capital has a role in the management of Community Forests (HKm) as a resource that could encourage individuals or groups to work together in achieving mutual goals. The objective of this study was to determine the social capital of the HKm management in the area of Batutegi Forest Management Unit, Tanggamus Regency, by farmers groups as Gapoktan Sinar Harapan and Gapoktan Mahardika. Data were collected in both farmers groups through structured interviews, unstructured interviews, observations, and literature review.  The social capital of the community was analyzed qualitatively using social capital elements, such as trust, social networks, and social norms. The results showed that social capital has a positive role in managing HKm to encourage the community to manage the forest in sustainable manners. The results also showed that trust in a group creates social networks.  Gapoktan Sinar Harapan implemented the three elements of social capital, such as trust, social networks, and social norms in their management. Gapoktan Mahardika only implemented trust and social norms, because the member of Gapoktan Mahardika was not only consisted of local people but also some immigrants. Hence, the implementation of social networks is needed in the management of HKm by Gapoktan Mahardika. Keywords: community forest, social capital, social networks, social norms,trust

SUMMARYDecentralization of forest management has become a common policy globally which has allowed communities to regain rights removed through colonization and central state management of forests. However, socioeconomic and environmental outcomes of such community-based forest management schemes have been mixed. Studies have shown the importance of institutions in influencing the success of these new governance arrangements. Based on an extensive literature review supplemented by qualitative research, using focus groups and semi-structured interviews, conducted in nine villages in the humid forest zone comprising three community forests, this research investigated the successes and challenges from decentralization of forest management in Cameroon. A key constraint on success was the inappropriate institutional structure at the local level with responsibility to manage community forests. Community forest management committees with no internally recognized legitimacy and dominated by local elites had replaced roles once played by traditional authorities. Qualitative research showed that in the humid forest zone of Cameroon, the system of accountability for forest resources, prior to the enactment of community forest legislation, included those with historical traditional cultural authority, in the form of clan or lineage heads, as well as the village chief, a legacy of colonial power. Village chiefs or other members of the village council are also selected on the basis of their good moral character. Community forest management committees that are a hybrid of customary authorities and other representatives of the population chosen following the criteria for local legitimacy may capture the best of historical social regulation and build on it so that the local committee may be seen as being accountable to the local population. Since such hybrid institutions are not without their risks, it is important that these institutions be accountable to a local democratic government to further increase their transparency and accountability. Models of community-based natural resource management that incorporate culturally appropriate requirements of legitimacy and accountability in crafting local institutions may have more success in accomplishing both socioeconomic and environmental goals.

This research aims to determine the role of the village government in improving the welfare of the people of Bulili Village in Duhiadaa District, Pohuwato Regency. The research approach uses descriptive research which provides an overview of how the government plays a role in improving the welfare of the community in the village of Bulili, Duhiadaa District, Pohuwato Regency. Informants were the village head, village head, BPD chairman, LPM Chair, village treasurer and Bulili village community leaders. The results showed that the Bulili Village Government in improving community welfare carried out three programs such as: 1) agricultural production improvement program. For the economic sector the Bulili village government planned assistance that would improve the economy of Bulili villagers such as providing rice seeds, corn seeds, tractor assistance, Hansplayer (tengki) assistance, fertilizer assistance, and PNPM assistance, 2) program to increase livestock production, namely the collaboration of district government, sub-district government and Bulili village government in the form of providing assistance for productive superior cows and productive goat seeds to village community livestock farmers bulili which was formed by the village village government. 3) development of village livestock agribusiness, which is to form a group of livestock farmers who are given the assistance of productive cow and goat seeds to each group to be managed as part of a government program in order to improve the welfare of the village community. In addition, the formation of livestock farmer groups is one of the right solutions in increasing livestock business in the village, various livestock businesses such as the procurement of productive seeds, prevention of livestock diseases and access to marketing can be done in groups and work together which in turn increases profits and business income in order to improve the welfare of the people in Bulili village.

The purpose of this study was to determine the Agricultural Social Capital, especially the elements of trust and reciprocity in Tanah Towa Village, Bulukumba Regency. The research method used is qualitative with interviews and discussion data collection techniques. The results of this study indicate that social capital in Tanah Towa villagers can be seen from the trust, cooperation and networks, collective action, reciprocal relationships (reciprocity), which occur in the community. And based on the overall results obtained by the trust of the village community quite well, cooperation such as farmer groups and farmer groups combined and reciprocal relationships with the community not only occur in close relatives but on all communities depending on the level of closeness between individuals social capital is a big thing in the development and progress of human resources for the development of a nation.

Abstract The Government of Bantaeng Regency, South Sulawesi Province is one of the first districts established policies to support community-based forest management and to adopt the Ministry of Forestry (Kemenhut) policy on Community Forests (CF – Hutan Kemasyarakatan HKM) and Village Forests (VF – Hutan Desa HD. There is one VF located in Pattaneteang, which has characteristics and great resource potential. In the VF management process, several problems arise in conflicts between villages over boundaries that increase with reducing the landscape as a resource. The utilization of a geographic information system (GIS) in landscape management is expected to provide complete information for managing the form of VF areas integrated with each other. This study aims to produce a precise map of the VF area based on the image map of the drone results. The latest methods are used to produce accurate delineation of the region through drone participatory mapping (DPM) technology involving several related parties. DPM is a group-based research method that gives participants the freedom to make discussions on topics with minimal intervention from researchers. Simply put, it is an activity in which villagers choose to location referencing and other features related to the topic given on the map. The participatory monitoring method was carried out through a Focus Group Discussion (FGD). The results showed that Pattaneteang Village which, has an area previously about 1303.81 ha after the village was carried out, participatory mapping reducing became 1107.79 ha, then participatory mapping was carried out based on the result of the drone, Pattanetang area was obtained to be 1109.92. While the extensive VF based on Decree of the Minister of Forestry No.55 / Menhut-II / 2010 dated January 21, 2010, Pattaneteang VF forest area was 339 ha after drone based-participatory mapping (DPM) to 429,71 ha related to three types of forest, namely Core Forests, Utilization Forests, and Dispute Forests are covering 48.15 ha, 198.12 ha. and 181.43 ha, respectively. The results of this study can be used as a reference in planning sustainable village forest management areas.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

The purpose of this study is to analyze and explain public perceptions of the implementation of social distancing during the pandemic as the implementation of social capital. This study was motivated by the phenomenon of the outbreak of the Covid-19 pandemic in a number of countries, including Indonesia. This condition not only affects the economic condition of a country, hinders social interaction among the community, and also has an impact on the health condition of every human being. To avoid the wider spread of Covid-19, the government was forced to adopt social distancing and physical distancing policies in the form of staying at home, working from home, studying, and worshiping at home. This research approach is descriptive qualitative. The data of this research is the impact of social distancing for the community in Tarogong Kidul District, Garut Regency. Sources of data come from several communities with a total of 50 respondents. Collecting data in this study using interview techniques, record, and continue to take notes. The results of the research can be concluded that with the implementation of social distancing in the pandemic period, at least the community can implement social capital which includes informal values ​​or norms that are shared among members of an interrelated community group, which is based on the values ​​of beliefs, norms and networks social and they respect each other, the development of social capital is the creation of increasingly independent groups of people who are able to participate more meaningfully. Social capital can solve citizens' problems, especially with regard to strengthening friendship, repairing and maintaining public service facilities because it has advantages and is the most appropriate, even though there are other social capital in the community.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.
