Abstract Utilization of technology as a research result is the foremost indicator towards the success of R&D as well as the measure of the multiplier effect concerning the usage of R&D budgets. However, to define the indicators and measurement of technology benefits is less considered. This study was aimed to determine the scope, indicators, and comprehensive measurement methods on the utilization of technology in the form of an index to standardize the value. Through literature studies, benchmarking of previous models and Focus Group Discussions, the measurement indicators of technology utilization index include: the availability of technology at the user’s location, the distribution of technology adoption, technology benefits, technology accessibility and user acceptance. Every variable for each indicator was based on the type of technology. The method for measuring the level of technology utilization using a composite index of four variables and calculation was carried out by weighting the importance of each variables based on the eigein value of Analytical Hierarchy Process. Three utilization categories were not utilized (index <1); underutilized (index 1 to 3); and high utilized (index> 3). As an example, the utilization index of a new superior varieties (VUB) of rice was high (3.75) with relatively good indicators on technology benefits and availability of VUB rice seed at the user’s location. Furthermore, the result implies that the method on measuring the utilization index is adequate to be widely applied for other types of technology.

In a high-tech backend semiconductor business where a market environment changes sharply and requires competitiveness of high technology, one of the most important criteria is to establish an optimal strategy for outsourcing development so a firm can achieve a sustainable competitive advantage. Many studies have investigated sustainable and successful strategies for the selection and management of outsourcing suppliers, whereas, this study focuses mainly on analyzing the most affecting factor for outsourcing development in the perspective of dynamic capability by using the Delphi Analytic Hierarchy Process (AHP) method. For the analysis of affecting factors, 4 dimensions are defined: technology, organization, environment, and process. The research result shows that the sustainability of the productive skill in the technology dimension is adopted as the most affecting factor for outsourcing development among the defined 4 dimensions of an outsourcing supplier’s capability. With this research, a high-tech firm can measure the level of each dimension and each factor in developing outsourcing service providers. Then the firm can develop an appropriate outsourcing provider who contributes to the firm’s sustainable competitive advantage. This study also provides a practical and strategic framework of a high-tech firm’s outsourcing development in variable market situations and changeable conditions of transaction.

Abstract. Mymensingh city is highly earthquake vulnerable due to its geological setting, existence of three faults, viz., Dauki Fault, Madhupur Blind Fault and Sylhet-Assam Fault in its close vicinity, and liquefaction susceptible soil type. Recently an attempt has been made to assess earthquake risk of the city by Comprehensive Disaster Management Programme II, of Government of Bangladesh using FEMA developed HAZUS tool which requires usage of enormous resources and expertise. Poorly resourced city planning authorities of developing countries are seldom equipped with such financial and human resources, and as a result, the inclusion of earthquake risk analysis, more specifically, information regarding spatial variations of earthquake risk is very often found missing in their physical planning exercises. This paper aims to assess the spatial variation of earthquake vulnerability of residential neighbourhoods of Mymensingh city, employing an index-based low cost approach which could provide a reasonably accurate result with minimum resource and expertise requirements. Analytical Hierarchy Process and Weighted Linear Combination are combined with a Geographical Information System to prepare a composite index considering 23 different parameters, stemming from geological, structural, socio-economic and systematic dimensions of earthquake vulnerability. The findings of the reseach show that out of 241 residential neighbourhoods of Mymensingh city, 51 are observed to be highly vulnerable, while, 123 and 67 are medium and low vulnerable respectively. Besides, the spatial distribution of earthquake vulnerable neighbouhoods in Mymensingh City, observed in the current study has also been compared with spatial distributions observed in two similar previous studies and observed found to be reasonably close. This justifies the validity of the current low cost approach for wider application in cities of resource starved developing countries.

Objective: To report the results of a workshop regarding asthma management programs and centers (AMPCs) in Brazil, so that they can be used as a tool for the improvement and advancement of current and future AMPCs. Methods: The workshop consisted of five presentations and the corresponding group discussions. The working groups discussed the following themes: implementation of asthma management strategies; human resources needed for AMPCs; financial resources needed for AMPCs; and operational maintenance of AMPCs. Results: The workshop involved 39 participants, from all regions of the country, representing associations of asthma patients (n = 3), universities (n = 7), and AMPCs (n = 29). We found a direct relationship between a lack of planning and the failure of AMPCs. Based on the experiences reported during the workshop, the common assumptions about AMPCs in Brazil were the importance of raising awareness of managers; greater community participation; interdependence between primary care and specialized care; awareness of regionalization; and use of medications available in the public health system. Conclusions: Brazil already has a core of experience in the area of asthma management programs. The implementation of strategies for the management of chronic respiratory disease and their incorporation into health care system protocols would seem to be a natural progression. However, there is minimal experience in this area. Joint efforts by individuals with expertise in AMPCs could promote the implementation of asthma management strategies, thus speeding the creation of treatment networks, which might have a multiplier effect, precluding the need for isolated centers to start from zero.

Through the synthetically analysis of the composite index method for evaluation of rock burst rating, the limitation of this method is discussed. Mines have various burst development characteristics, and geological condition and mining technical factors decide different rock burst weights greatly. So this paper prefers an optimal case based on analytic hierarchy process, using cooperation matrix to decide the influence weight of the factors on the burst, and synthetized with the actual impact risk index, which makes the method more precise and objective to evaluate the burst rating to provide a scientific basis for safe investment of the mine.
