Abstract Following the agreement of the ASEAN Economic Community (AEC) in 2015, it has been approved that cooperation between ASEAN and the other five partner countries, namely China, Japan, Australia, New Zealand, and Korea, has been bound in new economic partnerships, Regional Comprehensive Economic Partnership (RCEP). The main objective of RCEP is to empower economic integrity and enhance the economic development of respective member countries. Coffee and cocoa are two of Indonesia’s important estate commodities for exports. A study focusing on coffee and cocoa agribusiness development to take advantage of RCEP was conducted in several production centers of rural areas. This paper aims to analyze the role of coffee and cocoa business in RCEP trade cooperation by: (i) understanding and analyzing trade on RCEP using RCA and RO, (ii) reviewing trade development in RCEP toward Indonesia’s coffee and cocoa performance using Gereffi analysis. This study was conducted in North Sumatra and South Sulawesi provinces. The study revealed an opportunity for coffee and cocoa to increase their market in the RCEP region but only with its high quality. Coffee and cocoa should be well prepared with significant, integrative, and comprehensive improvement. The government is suggested increasing the production and productivity of coffee and cocoa through intensive extension and closely working with the farmers.

The ASEAN Economic Community (AEC) was signed by the leading nations of Southeast Asia in Kuala Lumpur on 31, December 2015. This was a great achievement of regional integration, pointing members of the AEC towards a single market awakening. Despite this tremendous progress, the reality is that ASEAN members are now involved in two mega-regional agreements. One, which has the potential to protect ASEAN centrality, ASEAN+6 or the Regional Comprehensive Economic Partnership (RCEP); and the other, the US-ledTrans-Pacific-Partnership Agreement. This participation by ASEAN members with various economic partners outside ASEAN may result in dependency to global capitalism networks.Departing from the above mentioned context, the core question then arises: Has the global economic structure provide an opportune precondition for the implementation of the ASEAN Economic Community (AEC)? To tackle this question, this essay will use Dependency Theory to analyze the global economicstructures which encase the AECs regional economic integration agenda and to reveal the ASEAN members dependence on global capitalism. This essay explores both the attempts of the ASEAN framework to create a comprehensive economic community; and the consequences of ASEAN integration with two mega-regional agreements in the region. It is argued that the dependency of ASEAN members on the structure of the global economy proves that it does not provide a proper pre-conditioning for the AEC to be implemented. Moreover, it will be hegemonic factors that challenge the existence of the AEC.

Masyarakat Ekonomi ASEAN adalah salah satu pilar pembentukan Komunitas ASEAN dan merupakan bentuk integrasi ekonomi regional yang mulai di berlakukan pada tahun 2015. Pemberlakuan tersebut akan menjadikan ASEAN sebagai pasar tunggal dan basis produksi dimana terjadi arus barang, jasa, investasi dan tenaga terampil yang bebas serta aliran modal yang bebas antar-negara di kawasan ASEAN. Arus bebas tenaga kerja terampil tersebut harus dimanfaatkan oleh Indonesia sebagai peluang dalam menyerap tenaga kerja dan mengurangi pengangguran. Hal yang menjadi permasalahan adalah bagaimanakah kebijakan pemerintah dalam bidang ketenagakerjaan dalam mempersiapkan tenaga kerja terampil menghadapi Masyarakat Ekonomi ASEAN 2015. Dengan menggunakan metode penelitian yuridis normatif dapat disimpulkan bahwa terdapat berbagai kebijakan dalam bidang ketenagakerjaan yang mendukung terciptanya Sumber Daya Manusia yang berkualitas atau tenaga kerja terampil. Maka dari itu, Undang-Undang Nomor 13 Tahun 2003 tentang Ketenagakerjaan dan berbagai kebijakan lain yang mengamanatkan pemberian pelatihan kerja serta pembentukan Badan Nasional Sertifikasi Profesi yang bertugas memberikan sertifikasi kompetensi kerja harus dioptimalkan, guna mempersiapkan tenaga kerja terampil, berkualitas dan berdaya saing serta diakui oleh negara ASEAN lainnya dalam menghadapi Masyarakat Ekonomi ASEAN 2015.<p>ASEAN Economic Community is one of the pillars of the establishment of the ASEAN Community which formally as a form of regional economic integration that will enter into force by 2015. This enforcement will make ASEAN as a single market and production based where there are flow of goods, services, investment and skilled labor that is free and free capital flows among ASEAN member countries. Free flow of skilled labor should be used by Indonesia as an opportunity to absorb employment and reducing unemployment. The issue of this subject is how the government policy in the field of labor in preparing skilled labour in facing the ASEAN Economic Community 2015. By using the method of juridical normative research can be concluded that there are a variety of employment policies supporting the creation of high quality human resources or skilled labor.Thus, Law of Republic of Indonesia Number 13 year 2003 on Employment and another regulations that mandate the provision of vocational training and the establishment of the National Professional Certification which in charge of certifying the competence of work must be optimized in order to prepare skilled labour, high quality and having competitiveness and recognized by the other ASEAN countries in facing the ASEAN Economic Community 2015.</p>

Abstrak ASEAN membentuk integrasi ekonomi, seperti ASEAN Free Trade Area (AFTA), AFTA+1, dan ASEAN Economic Community (AEC), untuk meningkatkan perdagangan intra dan investasi antarnegara ASEAN. Tujuan dari penelitian ini adalah untuk meneliti dampak integrasi ekonomi ASEAN terhadap ASEAN FDI (AFDI) dan perdagangan intra ASEAN (AIT). Penelitian ini menggunakan data sepuluh negara ASEAN dan enam negara mitra selama periode 2001-2017 dan di estimasi dengan menggunakan Generalized Least-Square (GLS). Hasil estimasi menunjukkan CEPT-AFTA ASEAN6 tidak dapat meningkatkan AIT dan AFDI. Dampak positif CEPT-AFTA pada AFDI dan AIT hanya terjadi pada tahun 2015, meskipun dampak pada AIT tidak signifikan. Penelitian ini mengindikasikan bahwa AFTA+ dapat meningkatkan AIT dan AFDI antara negara-negara ASEAN+6. AEC memiliki dampak positif pada AFDI dan dampak negatif pada AIT. Penelitian ini juga menyimpulkan bahwa jika dengan kerangka ASEAN+ menyebabkan investment creation di kawasan ASEAN+6. Untuk memperkuat perdagangan dan investasi, maka pemerintah perlu memperkuat kerja sama melalui Regional Comprehensive Economic Partnership (RCEP). Kata Kunci: ASEAN, FDI, AFTA, Perdagangan Intra, AEC   Abstract ASEAN created several economic integrations, such as the ASEAN Free Trade Area (AFTA), AFTA+1, and ASEAN Economic Community (AEC), to increase intra-trade and investment between ASEAN countries. This study aimed to examine the impact of ASEAN economic integration to ASEAN FDI (AFDI) and ASEAN Intra-Trade (AIT). The data consists of ten ASEAN countries and six partner countries from 2001 to 2017. It was estimated using the Generalized Least-Square (GLS). Estimation results showed that CEPT-AFTA ASEAN6 could not increase AIT and AFDI. The positive impact of CEPT-AFTA on AFDI and AIT occurred in 2015, with insignificance on AIT. The study also indicated that AFTA+ could increase AIT and AFDI between ASEAN+6 countries. Contrarily, AEC provided a positive impact on AFDI and an insignificant negative impact on AIT. The study concluded that the ASEAN+ framework causes investment creation in ASEAN and partner countries. Kebijakan Pemerintah Daerah dalam pembangunan memiliki andil dengan melakukan upaya-upaya serius. Lebih lagi Indonesia menghadapi Masyarakat Ekonomi ASEAN (MEA) pada tahun 2016, yang bertujuan sebagai salah satu upaya untuk meningkatkan stabilitas perekonomian di kawasan ASEAN. Kesinambungan antara pemerintah daerah dan masyarakat guna menghadapi tantangan MEA sangat diperlukan. Pemerintah daerah harus membuat regulasi terkait sistem resi gudang guna memangkas jalur tengkulak yang sangat mematikan hasil usaha nelayan dalam menjamin ketersediaan modal usaha untuk produksi yang berkelanjutan dan menstabilkan harga komoditi.

n this study, it is focused on analyzing the political economy policy of the North Sumatra Provincial Government in the Asean Economic Community (AEC) towards Micro, Small and Medium Enterprises (MSMEs). This research was conducted with the aim to see the validity of the ideology of liberalism on the political economy policy of the North Sumatra Provincial Government in the AEC for MSMEs in North Sumatra. The method used in this research is descriptive qualitative which emphasizes the policy of the Government of North Sumatra Province in the AEC, opportunities and obstacles that arise for MSMEs. The results of this study are expected to be a reference and solution for the Government of the Province of North Sumatra in making policy for Micro Small and Medium Enterprises in running the Asean Economic Community. The resulting political policy is a policy that can take advantage of opportunities and answer the challenges that exist in the AEC. With government political policies that are right on target, they will realize shared development goals.

The implementation of the economic pillars of the ASEAN Community through an ASEAN Economic Community (AEC), effected on the incoming and outgoing labor freely in the field of tourism between ASEAN countries. To prepare for the enactment of the AEC, the regions throughout Indonesia must, of course, be administratively structural and infrastructure must be prepared in accordance with the agreed of Mutual Recognition Arrangement (MRA) provisions. Through regional autonomy, local governments have the power to raise the quality of local human resources so they can compete with other ASEAN member countries, such as creating new regulations (local regulations) related to the AEC. The study aims to determine the readiness of the Government of South Sulawesi in anticipation of the 2015 ASEAN Economic Community (AEC) and identify factors driving and inhibiting in the face of the ASEAN Economic Community in 2015 in the field of tourism labor force. The method used is descriptive qualitative, pursued through the depiction of the issues examined in the validity of the data of informants who provide information. The data is processed and analyzed by qualitative analysis. The results showed the readiness of South Sulawesi tourism workforce in the face of a shortage in quantity MEA has certified workers, certification bodies, and the number of assessors. Qualitatively, the role of the South Sulawesi government has anticipated the implementation of MEAs through Perda No. 1 of 2011 which have an impact on improving the quality of tourism. Opportunities in the face of relatively large MEA boosted tourism labor supply large institutional competency based education and training according to the standard of work agreed upon during the Mutual Recognition Arrangement (MRA) in MEA. It Challenges from the lack of attention to the regional work units (SKPD) in the process of socialization and the acceleration of professional certification.

Purpose Bottlenecked by rural underdevelopment, China’s overall development is bound to be inadequate and unbalanced. Through a brief retrospect of the reform directed against the “equalitarianism (egalitarianism)” in China’s rural areas, as well as the Chinese Government’s conceptual transformation and systemic construction and improvement thereof, the purpose of this paper is to clarify the panoramic significance of rural reform; the necessity, priority, and long-term nature of the current rural development; and the important role of public policy in doing so. It also looks ahead to consider the prospects for future rural reform. Design/methodology/approach This paper first reviews the rural reforms that were carried out in 1978. Second, it introduces the government’s conceptual change regarding rural reform and the establishment and improvement of the system that underlies it. Finally, the future of rural reform is envisaged. Findings The initial rural reforms brought extensive and profound changes to China’s rural areas. The experience of rural reform has been referred to and escalated by other fields of study. Hence, rural reforms have become something of global significance. Moreover, since the government can undertake reforms well beyond the reach of farmers, its views must be modified in a timely manner, and only then may it reasonably construct and improve the system pertaining to the “three rural issues (agriculture, rural areas, and farmers).” Originality/value This paper reviews the rural reforms carried out in 1978. It introduces the government’s change of concept with respect to rural reforms and the establishment and improvement of the system based on the “three rural issues,” thus looking forward to the future of rural reforms. The findings of this paper are of significance to the formulation of future agricultural policies.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.
