International quantum year proposed for 2025

Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. At present we are experiencing an exponential scientific and technological development and the Economy in all its fronts is driven by the intensive application of technology. According to these considerations, this research tries to expose the development of Innovation Management as a transversal mechanism to promote the different socioeconomic areas and especially those supported by engineering. To this end, use will be made of Technology Watch in order to identify the advances of the main research centres related to innovation in the world. Next, there will be an evaluation of the main models of Innovation Management and related methodologies that expose some of the existing Innovation Observatories in the world to finally make a proposal for Innovation Management applicable to the reality of Peru, so that it can be taken into consideration by stakeholders (Government, Academy, Business and Civil Society) committed to Innovation Management in the country

This article describe about curriculum. The curriculum is a set of plans and arrangements regarding the objectives, content, and learning materials and materials used as guidelines for the implementation of learning activities to achieve certain educational goals. Administration of the curriculum is a system of curriculum management that is cooperative, comprehensive, systemic, and systematic in order to realize the achievement of curriculum objectives. The aim of the curriculum is to achieve institutional learning at educational institutions, so that the curriculum plays an important role in realizing quality and quality schools. The method used in this study includes planning, implementation, supervision, and curriculum evaluation. Thus it can be seen that a good curriculum is a curriculum that follows the development of science and technology based on society. Failure in the administration of a curriculum will have fatal consequences on the success of the world of education.

ABSTRACTMexico lacks a scientific culture. Investigations and reports show that only has a record of 38 thousand scientific and 0.5% global of registered patents in the world. Communications and electronics engineering (ICE) is one of the three formations in the school of mechanical engineering and electrical (ESIME) unit Zacatenco from the Instituto Politécnico Nacional (IPN) Mexico. Among the objectives of this mentioned formation on its web site, is the form professionals with scientific and technological foundations; However, the curriculum includes only two subjects with these characteristics. Less than 1% of the graduates also choose to devote himself to scientific work. This paper shows the results obtained by means of a survey on the perception that students have about scientists in order to propose actions that foster a greater interest in them by the science and technology into their professional formation.RESUMENMéxico carece de una cultura científica ya que algunas encuestas muestran que solo se tiene un registro de 38 mil científicos y el 0.5% del total mundial de patentes registradas. Ingeniería en Comunicaciones y Electrónica (ICE) es una de las tres carreras de la Escuela Superior de Ingeniería Mecánica y Eléctrica (ESIME) unidad Zacatenco del Instituto Politécnico Nacional (IPN) México. Entre los objetivos de esta carrera mencionado en su sitio web, es el de formar profesionistas con fundamentos científicos y tecnológicos; sin embargo, el currículo, contempla solo dos asignaturas con estas características. Asimismo, menos del 1% de los egresados elige dedicarse a una labor científica. Este trabajo muestra los resultados obtenidos por medio de una encuesta sobre la percepción que los estudiantes tienen sobre los científicos con el fin de proponer acciones que fomenten un mayor interés en ellos por la ciencia y la tecnología dentro de su formación.

AbstractIncreased economic integration throughout the world, the growing dominance of foreign affiliate production over international exports, the routinization of innovation, and amplified knowledge-intensiveness of FDI collectively characterize the new global economic environment in which SADC nations are attempting to develop and compete. This paper provides a detailed summary of the global economic context and one of its leading engines, namely, science and technology (S&T). Analysis of Africa's post-independence S&T travails and successes constitutes the second section of the paper. Various factors that have collectively arrested S&T growth are discussed. The third and largest section is the analysis of commonalities and particularities of S&T needs and activities by the SADC secretariat and member states. Focused analytical reports on the status of S&T development efforts in Botswana and Zimbabwe comprise the final section. Based on the contextual threats and opportunities discussed above, the paper concludes with two concrete recommendations: integrating and adopting the elements suggested in the paper for a long-term S&T development model, and pursuing state-sponsored or quasi-state-sponsored reverse engineering campaigns.

Spirituality and a new religious awakening, are seen by religious elites as a stage of religious directness in carrying out religious traditions and rituals. New civilizations can instead be a threat to conventional religious traditions and rituals. Without the willingness of religious elites to criticize and re-interpret conventional ritual traditions and patterns, the functions of the world's major religions could fade. The world's major religions are increasingly alienated from the objective world and awareness of the lives of the people and their people. It seems that there will be a new form of religion or a new religion that is completely different from the tradition of religious rituals that have been carried out by the major religions of the world. While the religious elite is still attached to classical religious interpretations. But on the other hand, the emergence of modern society, encouraging the argument of secularization is part of modernization. The values underlying socio-political and economic relations also appear to be beginning to enter an irregular stage, when viewed conventionally, the spiritulitas of global civilization, rather than lies in the format of values, traditional systems and structures or modern rationality. New civilizations in social systems and Science and Technology (SCIENCE AND TECHNOLOGY) began to be directed at a more intuitive spirituality stage. Then came the act of social piety that proved impartiality over the duafa wal mustad'afin, workers and the poor who were oppressed by the economic system. The emergence of the term left theology only wants to explain about righteousness and belief based on the ability to perform acts of liberation of the proletariat. Science and technology incubator, as an organization dedicated to serving science and technology enterprises, has many functions, such as cultivating small and medium-sized science and technology enterprises, transforming science and technology into productivity, adjusting regional and national industrial structure, promoting the development of high and new technology industries, and promoting employment. Since the emergence of the first business incubator in the United States in the 1950s, this new form of social and economic organization has been developing rapidly all over the world, and has cultivated a large number of successful enterprises, which initially made great contributions to promoting the development of the world economy. However, with the increasing number of science and technology incubators and the rapid development of science and technology enterprises, various problems in the management system and operation mode of science and technology incubators are gradually exposed, which seriously affects the sustainable development of science and technology incubators in China. In view of this, based on the analysis of the current situation of science and technology incubator management in China, this paper puts forward the construction strategy of standardized management system of science and technology incubator in order to promote the scientific development of science and technology incubator in China.

In this paper, author deals with Heidegger's account of the modern age as the epoch based on Western metaphysics. In the first part of the paper, he shows that, according to Heidegger, modern interpretation of the reality as the world picture, is essentially determined by Descartes' philosophy. Then, author exposes Heidegger's interpretation of the turn which already took place in Plato's metaphysics and which made possible Descartes' metaphysics and modern epoch. In the second part of the paper, author explores Heidegger's interpretation of science and technology as shoots of very metaphysics. Heidegger emphasizes that the essence of technology corresponds to the essence of subjectivity and shows how the metaphysics of subjectivity subsequently finds its end in Nietzsche's metaphysics of the will to power, as the last word of Western philosophy. In the concluding part, author argues that the contemporary processes of globalization can be just understood as processes of completion of metaphysics. They can be identified as a global rule of the essence of technology. On the basis of Heidegger's vision of overcoming metaphysics, author concludes that it opens the possibility of a philosophy of finitude which points to dialogue with the Other as a way of resolving the key practical issues of the contemporary world.

Yu. R. Sheliah-Sosonko, an outstanding Ukrainian scientist in the field of geobotany, phytocenology, floristry, phytogeography, phytosozology, ecology, a public figure, academician of the National Academy of Sciences of Ukraine, doctor of biological sciences, professor, honored worker of science and technology of Ukraine, laureate of the State Prize of Ukraine in the field of science and technology and the N.G. Kholodny Prize of the National Academy of Sciences of Ukraine, Head of the Department of Geobotany of the N.G. Kholodny Institute of Botany of the National Academy of Sciences of Ukraine passed away at the age of 87, on December 14, 2019. The main areas of scientific research of Yu. R. Sheliah-Sosonko include the development of typology, the composition of cenopopulation, cenogenesis and protection of nemoral forests of the European part of the USSR. The name of Yuri Romanovych Sheliah-Sosonko is associated with the research into the theory of geobotany and classification of vegetation, zoning, mapping, species association, evolution of vegetation cover. He developed a theory of the formation of the cenopopulation structure of species, as well as the classification of species and phytocoenotypes. He put forward and grounded the idea of phytocenogenetic classification of vegetation, the foundations of the evolutionary-cenotic study of vegetation formations. Under the supervision of Yurii Romanovych, the world’s first "Green Book of Ukraine" was compiled and published, laying the foundation for the Convention on Biodiversity. He was the first to suggest a method of paradigmatic analysis of geobotanical knowledge. The results of thorough geobotanical and phytocenological studies are summarized in the monographs: "Common oak forests on the territory of Ukraine and their evolution" (1974), "Methodology of geobotany", "Green Book of the Ukrainian SSR" (1987), "Red Book of Ukraine. Plant world "/ Yu. R. Sheliah-Sosonko (editor-in-chief) (1996) and others. He is the author of over 500 scientific works, including 34 monographs. He supervised 8 doctors and 37 candidates of biological sciences, and the scientific geobotanical school he founded is recognized by the world scientific community. The scientists, teachers and students of Ternopil Volodymyr Hnatiuk National Pedagogical University express their condolences. This is a great loss for the whole botanical science of Ukraine, Europe and the world. Finally, it should be mentioned that as long as there are such scientists as Academician Yurii Romanovych Sheliah-Sosonko and his grateful students, Ukrainian science will never cease to thrive. The memory of Academician of the National Academy of Sciences of Ukraine Yurii Romanovych Sheliah-Sosonko, an outstanding scientist-geobotanist, a public figure, a man of honour, will forever remain in the hearts of his relatives, friends, colleagues and students.
