The World Ocean, the interconnected system of oceans and major seas on Earth, faces a major governance failure that has produced a series of catastrophic systemic changes to the marine food web and the water column across all scales. As each era passes, ocean sustainability has become less of a priority compared to economic extraction, though there were many institutions forged in the post-War period, and these are explained, concluding with the development of a purposefully weak effort to protect biodiversity in Areas Beyond National Jurisdictions. Fisheries are systematically mismanaged, and there are now serious concerns for large-scale, even global, fishery collapses. Longstanding pollution issues like oil pollution have improved, but a new class of “invisibles”—carbon dioxide, heat, nitrogen, and plastics—offer growing threats. The solution to these problems must be integrated, comprehensive, and ambitious—something the Areas Beyond National Jurisdiction language does not promise.

This book seeks to explain how the Corporation of Glasgow, in its large-scale council house-building programme in the inter- and post-war years, came to reproduce a hierarchical Victorian class structure. The three tiers of housing scheme which it constructed – Ordinary, Intermediate, and Slum-Clearance – effectively signified First, Second and Third Class. This came about because the Corporation uncritically reproduced the offensive and patriarchal attitudes of the Victorian bourgeoisie towards the working-class. The book shows how this worked out on the ground in Glasgow, and describes the attitudes of both authoritarian housing officials, and council tenants. This is the first time the voice of Glasgow’s council tenants has been heard. The conclusion is that local council housing policy was driven by unapologetic considerations of social class.

Background: The key issue in the development of novel antimicrobials is a rapid expansion of new bacterial strains resistant to current antibiotics. Indeed, World Health Organization has reported that bacteria commonly causing infections in hospitals and in the community, e.g. E. Coli, K. pneumoniae and S. aureus, have high resistance vs the last generations of cephalosporins, carbapenems and fluoroquinolones. During the past decades, only few successful efforts to develop and launch new antibacterial medications have been performed. This study aims to identify new class of antibacterial agents using novel high-throughput screening technique. Methods: We have designed library containing 125K compounds not similar in structure (Tanimoto coeff.< 0.7) to that published previously as antibiotics. The HTS platform based on double reporter system pDualrep2 was used to distinguish between molecules able to block translational machinery or induce SOS-response in a model E. coli system. MICs for most active chemicals in LB and M9 medium were determined using broth microdilution assay. Results: In an attempt to discover novel classes of antibacterials, we performed HTS of a large-scale small molecule library using our unique screening platform. This approach permitted us to quickly and robustly evaluate a lot of compounds as well as to determine the mechanism of action in the case of compounds being either translational machinery inhibitors or DNA-damaging agents/replication blockers. HTS has resulted in several new structural classes of molecules exhibiting an attractive antibacterial activity. Herein, we report as promising antibacterials. Two most active compounds from this series showed MIC value of 1.2 (5) and 1.8 μg/mL (6) and good selectivity index. Compound 6 caused RFP induction and low SOS response. In vitro luciferase assay has revealed that it is able to slightly inhibit protein biosynthesis. Compound 5 was tested on several archival strains and exhibited slight activity against gram-negative bacteria and outstanding activity against S. aureus. The key structural requirements for antibacterial potency were also explored. We found, that the unsubstituted carboxylic group is crucial for antibacterial activity as well as the presence of bulky hydrophobic substituents at phenyl fragment. Conclusion: The obtained results provide a solid background for further characterization of the 5'- (carbonylamino)-2,3'-bithiophene-4'-carboxylate derivatives discussed herein as new class of antibacterials and their optimization campaign.

Oil pollution damage caused by oil spills at sea generally occurs on a large scale across numerous regions and countries, causing significant harm to marine ecosystems as well as worldwide economic loss. The costs are so severe in many instances that the owner of the ship responsible for the pollution cannot afford to pay compensation to those who have suffered loss. As a consequence, the need to cover oil pollution damages has given rise to compulsory liability insurance, which provides a financial guarantee against the costs of oil spills. Compulsory civil liability insurance has therefore become an indispensable part of the liability regime for owners of oil tankers and bunkers.

AbstractThe Covid-19 pandemic has led to a health crisis of a scale unprecedented in post-war Europe. In response, a large amount of healthcare resources have been redirected to Covid-19 preventive measures, for instance population-wide vaccination campaigns, large-scale SARS-CoV-2 testing, and the large-scale distribution of protective equipment (e.g., N95 respirators) to high-risk groups and hospitals and nursing homes. Despite the importance of these measures in epidemiological and economic terms, health economists and medical ethicists have been relatively silent about the ethical rationales underlying the large-scale allocation of healthcare resources to these measures. The present paper seeks to encourage this debate by demonstrating how the resource allocation to Covid-19 preventive measures can be understood through the paradigm of the Rule of Rescue, without claiming that the Rule of Rescue is the sole rationale of resource allocation in the Covid-19 pandemic.

AbstractThe turbulent diapycnal mixing in the ocean is currently obtained from microstructure and finestructure measurements, dye experiments, and inverse models. This study presents a new method that infers the diapycnal mixing from low-resolution numerical calculations of the World Ocean whose temperatures and salinities are restored to the climatology. At the difference of robust general circulation ocean models, diapycnal diffusion is not prescribed but inferred. At steady state the buoyancy equation shows an equilibrium between the large-scale diapycnal advection and the restoring terms that take the place of the divergence of eddy buoyancy fluxes. The geography of the diapycnal flow reveals a strong regional variability of water mass transformations. Positive values of the diapycnal flow indicate an erosion of a deep-water mass and negative values indicate a creation. When the diapycnal flow is upward, a diffusion law can be fitted in the vertical and the diapycnal eddy diffusivity is obtained throughout the water column. The basin averages of diapycnal diffusivities are small in the first 1500 m [O(10−5) m2 s−1] and increase downward with bottom values of about 2.5 × 10−4 m2 s−1 in all ocean basins, with the exception of the Southern Ocean (50°–30°S), where they reach 12 × 10−4 m2 s−1. This study confirms the small diffusivity in the thermocline and the robustness of the higher canonical Munk’s value in the abyssal ocean. It indicates that the upward dianeutral transport in the Atlantic mostly takes place in the abyss and the upper ocean, supporting the quasi-adiabatic character of the middepth overturning.

As the crisis turns into long-term economic downturn, younger age-groups in Europe seem to be hit with higher levels of unemployment while the welfare state is steadily shrinking. The young have suddenly become a social group united by collective material interests, but does this translate into a sense of a collective political interest? The paper examines to what extent the dominant class-based social science of the post-war years can help us understand the politics of age-groups. The analysis highlights four changes since post-war years: the workplace has changed, impacting socialization; modern media has changed, impacting mobilization; the political landscape is fairly institutionalized, tempering the possibilities for new political concerns to find voice; and those who would define and articulate the political priorities of the young are leaving the Old Continent.

This year in 2021, Shirshov Institute of Oceanology celebrated 75 years old. Shirshov Institute is the largest and oldest research center of seas and oceans in Russia. In the past and present of the Institute, there are many significant discoveries and developments for world oceanology, the most complex expeditions and large-scale international projects. I am sure that our future as a Center for the Study of the World Ocean will be no less rich and bright.

This paper discusses the occupation of Serbia during the First World War by Austro-Hungarian forces. The first partial occupation was short-lived as the Serbian army repelled the aggressors after the Battle of Kolubara in late 1914, but the second one lasted from fall 1915 until the end of the Great War. The Austro-Hungarian occupation zone in Serbia covered the largest share of Serbia?s territory and it was organised in the shape of the Military Governorate on the pattern of Austro-Hungarian occupation of part of Poland. The invaders did not reach a clear decision as to what to do with Serbian territory in post-war period and that gave rise to considerable frictions between Austro-Hungarian and German interests in the Balkans, then between Austrian and Hungarian interests and, finally, between military and civilian authorities within Military Governorate. Throughout the occupation Serbia was exposed to ruthless economic exploitation and her population suffered much both from devastation and from large-scale repression (including deportations, internments and denationalisation) on the part of the occupation regime.

AbstractTropical Pacific upwelling-dependent ecosystems are the most productive and variable worldwide, mainly due to the influence of El Niño Southern Oscillation (ENSO). ENSO can be forecasted seasons ahead thanks to assorted climate precursors (local-Pacific processes, pantropical interactions). However, owing to observational data scarcity and bias-related issues in earth system models, little is known about the importance of these precursors for marine ecosystem prediction. With recently released reanalysis-nudged global marine ecosystem simulations, these constraints can be sidestepped, allowing full examination of tropical Pacific ecosystem predictability. By complementing historical fishing records with marine ecosystem model data, we show herein that equatorial Atlantic Sea Surface Temperatures (SSTs) constitute a superlative predictability source for tropical Pacific marine yields, which can be forecasted over large-scale areas up to 2 years in advance. A detailed physical-biological mechanism is proposed whereby Atlantic SSTs modulate upwelling of nutrient-rich waters in the tropical Pacific, leading to a bottom-up propagation of the climate-related signal across the marine food web. Our results represent historical and near-future climate conditions and provide a useful springboard for implementing a marine ecosystem prediction system in the tropical Pacific.

The author analyses the history of the establishment of the Ukrainian Academy of Sciences in Kyiv. He examines the legal procedures for the Academy’s establishment and emphasises that mutual understanding between the scientific community and authorities provides an opportunity to resolve a fundamental nation-wide problem within a short time span. It is also stressed that the crucial role in drafting the Law on the Establishment of the Ukrainian Academy of Sciences belongs to M.P. Vasylenko and V.I. Vernadskyi, like-minded prominent scholars and men of science, towering figures who considered science as the blissful power. In addition, the article examines the main tasks pursued by the Ukrainian Academy of Sciences, namely providing a sound scientific underpinning for the development of Ukrainian society as well as increasing the role of sciences in civil life. The article substantiates that the comprehensive development of seminal works has always been and still remains the primary purpose of the Academy. All scholars who took part in its development disinterestedly worked upon the implementation of its concept and dedicated their lives to education. The author singles out five rather different periods in the operation of the Ukrainian Academy of Sciences: the establishment, expansion of activities during the World War II, post-war rejuvenation, development, and golden age owing to scientific and technological advancement. The fifth period is modern and has lasted since 1991. In the end, the author emphasises that the establishment of the Ukrainian Academy of Sciences was designed as a large-scale and socially significant project, whose implementation has eventually given rise to a powerful national intellectual centre with an ever increasing contribution to the development of the country, nation, and personalities. According to the fundamental principles and strategic goals of the Academy, its activity has been expanding for over a hundred years both in favourable and disadvantageous times, in conditions of social stability and continuous social changes.
