The Economics of Oil Spills

Vessel oil spills are very serious natural hazards that have affected coasts worldwide for many decades. Although oil spills from tankers are highly publicized, very little is known about the role played by the incentives and regulatory instruments in place to prevent them. In order to shed some light on these issues, data were collected worldwide on large oil spills from multiple databases, starting in the 1970s, and merged with other socioeconomic records. A crucial concern is that that large oil spills have been undercompensated over time with respect to the damages caused. A meta-analysis was estimated in order to assess relevant factors affecting the damage claimed in oil spills and the compensations received by the affected parties. Meta-regression results show that the legislation applied (strict unlimited liability versus limited liability) played a crucial role in both the amount claimed and the final compensation received. Also, time-trend variables are shown as determining factors for both the damages and claims that are finally paid. To correct the large gap between damage claimed and compensation scenarios, it is recommended to strengthen compensation funds, while carrying out more comprehensive assessment studies which apply valuation methods comparable with those proposed by green capital initiatives for marine ecosystem services, and which could be used successfully during the litigation process.

Objective: To identify possible relevant factors contributing to tremor relapse after MRgFUS thalamotomy in patients with essential tremor (ET) and Parkinson’s disease (PD). Methods: We identified patients with tremor relapse from a series of 79 treatments in a single institution. The demographic and clinical characteristics of the study group patients were compared to those of patients who did not relapse in the same follow-up period. Imaging and procedural factors were compared using a control group matched for clinical and demographic characteristics. Results: Concerning clinical and demographic characteristics, we did not find statistically significant differences in gender and age. Seventy-three percent of patients with tremor relapse were Parkinson’s disease patients. Using MRI, we found larger thalamotomy lesions at the 1-year follow-up in the control group with stable outcomes, compared to patients with tremor relapse. In the tractography evaluation, we found a more frequent eccentric position of the DRTt in patients with tremor relapse. Conclusions: The most relevant determining factors for tremor relapse after MRgFUS thalamotomy appear to be tremor from Parkinson’s disease and inaccurate thalamic targeting. Size of the thalamotomy lesion can also influence the outcome of treatment.

Abstract Background Few studies have focused on exploring the clinical characteristics and outcomes of COVID-19 in older patients. We conducted this systematic review and meta-analysis to have a better understanding of the clinical characteristics of older COVID-19 patients. Methods A systematic search of PubMed and Scopus was performed from December 2019 to May 3rd, 2020. Observational studies including older adults (age ≥ 60 years) with COVID-19 infection and reporting clinical characteristics or outcome were included. Primary outcome was assessing weighted pooled prevalence (WPP) of severity and outcomes. Secondary outcomes were clinical features including comorbidities and need of respiratory support. Result Forty-six studies with 13,624 older patients were included. Severe infection was seen in 51% (95% CI– 36-65%, I2–95%) patients while 22% (95% CI– 16-28%, I2–88%) were critically ill. Overall, 11% (95% CI– 5-21%, I2–98%) patients died. The common comorbidities were hypertension (48, 95% CI– 36-60% I2–92%), diabetes mellitus (22, 95% CI– 13-32%, I2–86%) and cardiovascular disease (19, 95% CI – 11-28%, I2–85%). Common symptoms were fever (83, 95% CI– 66-97%, I2–91%), cough (60, 95% CI– 50-70%, I2–71%) and dyspnoea (42, 95% CI– 19-67%, I2–94%). Overall, 84% (95% CI– 60-100%, I2–81%) required oxygen support and 21% (95% CI– 0-49%, I2–91%) required mechanical ventilation. Majority of studies had medium to high risk of bias and overall quality of evidence was low for all outcomes. Conclusion Approximately half of older patients with COVID-19 have severe infection, one in five are critically ill and one in ten die. More high-quality evidence is needed to study outcomes in this vulnerable patient population and factors affecting these outcomes.

AbstractOil spills are a potential hazard, causing the deaths of millions of aquatic animals and this leaves a calamitous effect on the marine ecosystem. This research focuses on evaluating the potential of polarimetric parameters in discriminating the oil slick from water and also possible thicker/thinner zones within the slick. For this purpose, L-band UAVSAR quad-pol data of the Gulf of Mexico region is exploited. A total number of 19 polarimetric parameters are examined to study their behavior and ability in distinguishing oil slick from water and its own less or more oil accumulated zones. The simulation of compact-pol data from UAVSAR quad-pol data is carried out which has shown good performance in detection and discrimination of oil slick from water. To know the extent of separation between oil and water classes, a statistical separability analysis is carried out. The outcomes of each polarimetric parameter from separability analysis are then quantified with the radial basis function (RBF) supervised Support Vector Machine classifier followed with an accurate estimation of the results. Moreover, a comparison of the achieved and estimated accuracy has shown a significant drop in accuracy values. It has been observed that the highest accuracy is given by LHV compact-pol decomposition and coherency matrix with a classification accuracy of ~ 94.09% and ~ 94.60%, respectively. The proposed methodology has performed well in discriminating the oil slick by utilizing UAVSAR dataset for both quad-pol and compact-pol simulation.

Abstract Objectives The increasing number of hip arthroplasties (HA), due to the growing elderly population, is associated with the risk of femoral periprosthetic fractures (FPFs). The purpose of this study was to identify potential risk factors for the development of FPFs after HA. Methods A systematic review was conducted in five data bases (Medline, Embase, Cochrane, Cinahl, ICTRP) according to the Preferred Reporting Items for Systematic reviews and Meta-analysis (PRISMA) guidelines up to May 2019, using the key words “risk factor,” “periprosthetic fracture,” and “hip replacement or arthroplasty.” Meta-analysis of the clinical outcomes of HA and subgroup analysis based on the factors that were implicated in FPFs was performed. Results Sixteen studies were included (sample size: 599,551 HA patients, 4253 FPFs, incidence 0.71%). Risk factors statistically associated with increased incidence of FPFs were female gender (+ 40%), previous revision arthroplasty surgery (× 3 times), and the presence of rheumatoid arthritis (× 2.1 times), while osteoarthritis (− 57%), cement application (− 59%), and insertion of Biomet (− 68%) or Thompson’s prosthesis (− 75%) were correlated with low prevalence of FPFs. Obesity, cardiac diseases, advanced age, bad general health (ASA grade ≥ 3), and use of Exeter or Lubinus prosthesis were not linked to the appearance of FPFs. Conclusion This meta-analysis suggested that female gender, rheumatoid arthritis, and revision arthroplasty are major risk factors for the development of FPFs after a HA. In those patients, frequent follow-ups should be planned. Further prospective studies are necessary to clarify all the risk factors contributing to the appearance of FPFs after HA.

The biotic and abiotic assets of the marine environment form the “marine natural capital” embedded in the global ocean. Marine natural capital provides the flow of “marine ecosystem services” that are directly used or enjoyed by people providing benefits to human well-being. They include provisioning services (e.g., food), regulation and maintenance services (e.g., carbon sequestration and storage, and coastal protection), and cultural services (e.g., tourism and recreational benefits). In recent decades, human activities have increased the pressures on marine ecosystems, often leading to ecosystem degradation and biodiversity loss and, in turn, affecting their ability to provide benefits to humans. Therefore, effective management strategies are crucial to the conservation of healthy and diverse marine ecosystems and to ensuring their long-term generation of goods and services. Biophysical, economic, and sociocultural assessments of marine ecosystem services are much needed to convey the importance of natural resources to managers and policy makers supporting the development and implementation of policies oriented for the sustainable management of marine resources. In addition, the accounting of marine ecosystem service values can be usefully complemented by their mapping to enable the identification of priority areas and management strategies and to facilitate science–policy dialogue. Given this premise, this study aims to review trends and evolution in the concept of marine ecosystem services. In particular, the global scientific literature on marine ecosystem services is explored by focusing on the following main aspects: the definition and classification of marine ecosystem services; their loss due to anthropogenic pressures, alternative assessment, and mapping approaches; and the inclusion of marine ecosystem services into policy and decision-making processes.

ABSTRACT The endospores formed by strains of type A Clostridium perfringens that produce the C. perfringens enterotoxin (CPE) are known to be more resistant to heat and cold than strains that do not produce this toxin. The high heat resistance of these spores allows them to survive the cooking process, leading to a large number of food-poisoning cases each year. The relative importance of factors contributing to the establishment of heat resistance in this species is currently unknown. The present study examines the spores formed by both CPE+ and CPE− strains for factors known to affect heat resistance in other species. We have found that the concentrations of DPA and metal ions, the size of the spore core, and the protoplast-to-sporoplast ratio are determining factors affecting heat resistance in these strains. While the overall thickness of the spore peptidoglycan was found to be consistent in all strains, the relative amounts of cortex and germ cell wall peptidoglycan also appear to play a role in the heat resistance of these strains.
