This chapter analyzes several definitions and understandings of expertise, as well as its relational and social aspects. It investigates the role of artists and arts managers as “contributory experts.” Grantmaking institutions invited consultants and panelists to help them make cultural policy. One Rockefeller vice president referred to his music advisory committee as his “wise men” who guided the foundation in “the most creative and promising direction.” These experts, in turn, determined and defined artistic excellence and quality, deciding the fate of hundreds of millions of dollars in music. They chose which kinds of music and which composers and performers received foundation and government money. Experts evaluated criteria they believed to be objective, such as budgets and project feasibility, while also expressing their own subjective tastes and preferences. Peer and expert review provided a system of legitimization and authority while concentrating power in a remarkably small and overlapping network of artists.

У рамках імплементації Конвенції про охорону нематеріальної культурної спадщини вивчено заходи культурної політики, що заклали основи для втілення новітніх політичних підходів, механізмів і програм. У контексті виконання міжнародно-правових стандартів UNESCO та положень Конвенції визначено курс на аналіз, збереження й розвиток культурного розмаїття та надбання. Умотивована необхідність формування стратегії культурної політики у галузі збереження нематеріальної культурної спадщини, що полягає у проектуванні й затвердженні культурних проектів національного й регіонального спрямування. Враховано наявну ускладнену ситуацію щодо ролі місцевої влади та обмеженість бюджетного фінансування в країні загалом. Встановлено, що дії, що сприятимуть виявленню елементів нематеріальної культурної спадщини, організації та реалізації заходів щодо її збереження в Україні повинні стати цільовими пріоритетами. Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.

This article centers around the case study of Rome's House of Memory and History to understand the politics of memory and public institutions. This case study is about the organization and politics of public memory: the House of Memory and History, established by the city of Rome in 2006, in the framework of an ambitious program of cultural policy. It summarizes the history of the House's conception and founding, describes its activities and the role of oral history in them, and discusses some of the problems it faces. The idea of a House of Memory and History grew in this cultural and political context. This article traces several political events that led to the culmination of the politics of memory and its effect on public institutions. It says that the House of Memory and History can be considered a success. A discussion on a cultural future winds up this article.

AbstractThis article analyzes how trans health was negotiated on the margins of psychiatry from the late 1970s and early 1980s. In this period, a new model of medical transition was established for trans people in Norway. Psychiatrists and other medical doctors as well as psychologists and social workers with a special interest and training in social medicine created a new diagnostic and therapeutic regime in which the social aspects of transitioning took center stage. The article situates this regime in a long Norwegian tradition of social medicine, including the important political role of social medicine in the creation of the postwar welfare state and its scope of addressing and changing the societal structures involved in disease. By using archival material, medical records and oral history interviews with former patients and health professionals, I demonstrate how social aspects not only underpinned diagnostic evaluations but were an integral component of the entire therapeutic regime. Sex reassignment became an integrative way of imagining and practicing psychiatry as social medicine. The article specifically unpacks the social element of these diagnostic and therapeutic approaches in trans medicine. Because the locus of intervention and treatment remained the individual, an approach with subversive potential ended up reproducing the norms that caused illness in the first place: “the social” became a conformist tool to help the patient integrate, adjust to and transform the pathology-producing forces of society.

This paper is built on the following research questions: (i) What are the direct/indirect relationships between Sustainable Development Goal 11 (SDG11) and sustainability protocols? (ii) Could the sustainability protocols constitute a solution towards the achievement of SDG11? We underline that, on the one hand, the SDGs are guidelines to support the development of sustainable policies and thus address all elements that may affect them, and on the other hand, sustainability protocols are assessment tools to promote sustainability-conscious design while remaining focused on the built environment. In the Italian regulatory context, the paper highlights how this difference in terms of focus and scale means that they only overlap and mutually reinforce each other with regard to certain aspects, more related to energy and air pollution issues and less to the social aspects of sustainability. Even if there is not always a direct relationship between the evaluation criteria of the protocols and the indicators of SDG11, it is possible to conclude that the sustainability protocols can facilitate the achievement of the SDG11 targets, acting as a key for the implementation of sustainable cities and helping in structuring the process leading to sustainability in a broader framework.

Malaysia has adopted several developmental plans since 1969 starting with the New Economic Policy (NEP), passing by the National Development Plan (NDP) and ending with the Vision 2020 adopted in 1991 under the rule of Mahathir Mohammed (1981-2003), whereby Malaysia has aimed to become a developed country by 2020. Looking for the future, Malaysia 2020 should build upon the older developmental plans; however there are some new elements that need to be considered if Malaysia is to continue on its successful developmental path. This paper aims at focusing on the issues that still need to be considered in Vision 2020 from an outsider point of view. This paper addresses the questions of what Malaysia’s economic plans adopted in the past which were able to achieve high economic growth rates while preserving at the same time the social aspects. And the paper focuses on trade policy in Malaysia under Mahathir rule, identifying how was it shaped and how likely it will continue in 2020. The paper identifies the challenges likely to be faced by Malaysia in the coming period and how such issues should be tackled in Vision 2020.

We develop a new conceptual framework to analyze the evolution of the relationship between cultural production and different forms of economic and social value creation in terms of three alternative socio-technical regimes that have emerged over time. We show how, with the emergence of the Culture 3.0 regime characterized by novel forms of active cultural participation, where the distinction between producers and users of cultural and creative contents is increasingly blurred, new channels of social and economic value creation through cultural participation acquire increasing importance. We characterize them through an eight-tier classification, and argue on this basis why cultural policy is going to acquire a central role in the policy design approaches of the future. Whether Europe will play the role of a strategic leader in this scenario in the context of future cohesion policies is an open question.

Abstraksi Nahdlatul Wathan merupakan suatu kelompok kepentingan yang melakukan mobilisasi politik terhadap masyarakat desa Dasan Borok pada saat Pemilu PILPRES RI 2014. Mobilisasi politik ini dilakukan karena Nahdlatul Wathan adalah salah satu pengusung pasangan kandidat calon Presiden dan Wakil Presiden RI 2014. Terpecahnya Nahdlatul Wathan menjadi dua Pengurusan Besar berdampak pada perbedaan dukungan terhadap pasangan kandidat calon Presiden dan Wakil Presiden RI 2014 seperti Nahdlatul Wathan Pancor mengusung pasangan Prabowo-Hatta dan Nahdlatul Wathan Anjani mengusung Pasangan Jokowi-JK dan masing-masing kubu memiliki massa yang besar di desa Dasan Borok. Adapun tujuan dilakukannya penelitian ini adalah untuk mengetahui “Peran Kelompok Kepentingan Dalam Memobilisasi Politik Masyarakat Desa Dasan Borok Pada PILPRES 2014”. Dalam memetakan masalah dari penelitian yang bersetting di desa Dasan Borok, Kec. Suralaga ini, maka peneliti menggunakan pendekatan metode penelitian kualitatif dengan jenis penelitian deskriptif dengan tujuan agar data yang disajikan relevan dengan pendekatan yang dipakai. Adapun tekhnik yang dipakai dalam penelitian ini menggunakan tekhnik purposive sampeling. Di samping itu untuk meningkatkan kevalidan data yang diperoleh, maka penelitian ini menggunakan tekhnik pengumpulan data observasi berbentuk participant observation dan wawancara tidak terstruktur serta dokumentasi dengan teknik analisis domain (domain analysis). Dari hasil temuan di lapangan dapat dideskripsikan bahwa PILPRES RI 2014 dipandang sebagai arena pertarungan oleh dua kubu Nahdlatul Wathan selaku kelompok kepentingan karena perbedaan usungan kandidat pasangan calon Presiden dan Wakil Presiden. Sebagai Kelompok Kepentingan, Nahdlatul Wathan berperan sebagai tim sukses dengan menggunakan peran dakwah sebagai media untuk melakukan mobilisasi politiknya terhadap masyarakat desa Dasan Borok pada PILPRES 2014. Hal ini terlihat ketika Nahdlatul Wathan mengadakan pengajian akbar maupun lawatan-lawatan agama dengan menghadirkan pasangan calon presiden yang diusungnya dengan dihadiri oleh ribuan jamaah NW maupun sosialisasi pasangan kandidat ketengah masyarakat yang dilakukan oleh pengurus NW ditingkat cabang dan ranting yang ada di desa Dasan Borok. Kata Kunci: Kelompok Kepentingan, Pilpres, dan Nahdlatul Wathan  Abstract Nahdlatul Wathan is a group interest conducting political mobilization on the society in Dasan Borok in president election in 2014. It is done because Nahdlatul Wathan is a group that brings the candidate of president and vice president of RI in 2014. Nahdlatul Wathan becomes two managing committee which affects the support of the president and the vice candidate of RI in 2014. Nahdlatul Wathan Pancor carried Prabowo-Hatta and Nahdlatul Wathan Anjani carried Jokowi-JK, and each group has a great amount of mass in Dasan Borok. This research purposed at knowing “the role of political mobilizationof group interest in the president election in 2014 in Dasan Borok”. This research is a qualitative research approach utilizing descriptive in order the data is relevant. The technique used is purposive sampling.  The data collection used is observation in from of participant observation, unstructured interview as well as documentation using domain analysis technique. Based on the found data, it can be described that the president’s election of RI 2014 seemed to be a strange struggling arena done by two sides group of Nahdlatul Wathan as the group interest. As the group interest, Nahdlatul Wathan personated as the success team, it was done through religious endeavor or dakwah in the society in Dasan Borok in president’s election of RI 2014. It can be seen when Nahdlatul Wathan held a great meeting (great religious endeavor) as well as a visit of the candidate of the        presidents. The article discusses the issue of the sustainable development of the cross-border market for cultural services in a city divided by the state border. The article uses the example of Cieszyn and Český Těšín, a city divided following the decision of the Council of Ambassadors in 1920. The research carried out so far indicates the main constraints in the harmonious functioning of the cross-border market for cultural services in this city, such as: different cultural policies implemented on both sides of the city, language barriers as well as legal and administrative differences. Therefore, the authors undertook research aimed at recognising the role of Euroregional structures in stimulating the sustainable development of this region. On the basis of the analysis of the Cieszyn Silesia Euroregion's documentation and the results of qualitative and quantitative research, the article describes the role of the Euroregion in building a cross-border market for cultural services. Recommendations were also prepared that could constitute the principles of a common cultural policy not only for Cieszyn and Český Těšín, but also for other European cities in the Schengen Area, which, like Cieszyn and Český Těšín, have been divided by a state border.

The article notes that the theme of culture and cultural policy for modern Iran is not a marginal issue. Culture is seen by the country’s leadership as an important component of its state political and ideological doctrine. There is analyzed the role of the Islamic factor and cultural heritage in the cultural policy of the Islamic Republic of Iran over four decades of its existence. Particular attention is paid to the role of the theory of the dialogue of civilizations proposed by M. Khatami as well as to the changing attitude towards it in the public consciousness of Iranian society. It is emphasized that the theme of “Iran and the West” is becoming particularly acute in the country today, contributing to its politicization. An attempt is being made to show that Iranian culture is increasingly becoming an important factor in the foreign policy activities of the leadership of the Islamic Republic of Iran, contributing to the strengthening of the country’s position in the world arena as a whole and the country’s leading role in the region, the realization of the idea of exporting the Islamic Revolution and implementing Iranian cultural expansion outside the country.
