Coastal areas are important residential, commercial and industrial areas; but coastal hazards can pose significant threats to these areas. Shoreline/coastal protection elements, both built structures such as breakwaters, seawalls and revetments, as well as natural features such as beaches, reefs and wetlands, are regular features of a coastal community and are important for community safety and development. These protection structures provide a range of resilience to coastal communities. During and after disasters, they help to minimize damages and support recovery; during non-disaster times, the values from shoreline elements shift from the narrow focus on protection. Most coastal communities have limited land and resources and few can dedicate scarce resources solely for protection. Values from shore protection can and should expand to include environmental, economic and social/cultural values. This paper discusses the key aspects of shoreline protection that influence effective community resilience and protection from disasters. This paper also presents ways that the economic, environmental and social/cultural values of shore protection can be evaluated and quantified. It presents the Coastal Community Hazard Protection Resilience (CCHPR) Index for evaluating the resilience capacity to coastal communities from various protection schemes and demonstrates the use of this Index for an urban beach in San Francisco, CA, USA.

Coastal communities exist on the front lines of diverse natural hazards and the growing impacts of climate change. While traditional strategies for dealing with coastal hazards have often involved the hardening or armoring of shorelines, more recent research and practice have demonstrated the value and cost-effectiveness of “living shorelines” and other ecosystem-based strategies for coastal protection. To explore potential relationships among geographic exposure (waterfront vs. inland), shoreline condition (armored vs. natural), and hazard concerns, we surveyed 583 waterfront and inland residents in the northern Gulf of Mexico. We found that overall concern for coastal hazards was similar across waterfront and inland residents, as well as among residents with both armored and natural shorelines. However, concern for specific hazards differed across these groups. Waterfront residents were significantly more concerned about major hurricanes and erosion than inland residents. Conversely, inland residents were more concerned with drought and flooding than waterfront residents. Among waterfront residents, specific hazard concerns were similar between residents with natural and armored shorelines with two key exceptions. Residents with armored shorelines reported higher concern for erosion and sea level rise than residents with natural shorelines. Our results suggest that armored shorelines do not necessarily alleviate concerns about coastal hazards. In the context of balancing social and ecological objectives in addressing coastal hazards or adapting to climate change, understanding the perceptions and behaviors of coastal residents is essential for conserving and protecting coastal ecosystems along residential shorelines.

Sea level is rising and climate scientists project a rapid increase in the rise in sea level resulting from current greenhouse gas emissions and latent buildup of atmospheric carbon dioxide. Coastal cities are rapidly coming to grips with the possibility that much of their critical facilities, infrastructure, housing and cultural and environmental assets will need to adapt to changing coastal conditions in the coming years and decades. Increasing sea level will exacerbate most of the coastal hazards that already plague coastal communities – beach and bluff erosion, flooding, inundation, wave impacts, rising groundwater, saltwater intrusion and other water-related hazards.. Discussions of resilience can provide a framework to help coastal communities examine and evaluate options for minimizing the consequence of the risks. Broadly speaking, resilience covers both efforts to minimize the extent of damage to a coastal community that results from a hazard event and ways that the community responds to damages and restored community functions. As defined by the US Army Corps of Engineers (the Corps), resilience includes preparation, protection, recovery, and adaptation. In California, coastal communities are in various stages of vulnerability assessment development and adaptation planning (For example, Regional AdaptLA, USC Sea Grant, 2015). Numerous tools and studies are being developed to assist with the planning efforts. However, few communities have enacted steps beyond planning. The Coastal Community Hazard Protection Resilience Index (CCHPR Index) is a tool that helps communities evaluate adaptation options in the context of their economic, environmental and social/cultural expectations for the coast. Since development of the CCHPR Index (Ewing 2015), it has been applied to several coastal communities.

Globally, coastal communities are impacted by hazards including storm events, rising water levels, and associated coastal erosion. These hazards destroy homes and infrastructure causing human and financial risks for communities. At the same time, the economic and governance capacity of these communities varies widely, impacting their ability to plan and adapt to hazards. In order to identify locations vulnerable to coastal hazards, knowledge of the physical coastal changes must be integrated with the socio-economic profiles of communities. To do this, we couple information about coastal erosion rates and economic data in communities along the Great Lakes to develop a typology that summarizes physical and economic vulnerability to coastal erosion. This typology classifies communities into one of four categories: (1) High physical and economic vulnerability to coastal erosion, (2) High physical but low economic vulnerability to coastal erosion, (3) Low physical and low economic vulnerability to coastal erosion, and (4) High economic but low physical vulnerability to coastal erosion. An analysis of this typology over three time periods (2005–2010), (2010–2014), and (2014–2018) reveals the dynamic nature of vulnerability over this fourteen year time span. Given this complexity, it can be difficult for managers and decision-makers to decide where to direct limited resources for coastal protection. Our typology provides an analytical tool to proactively address this challenge. Further, it advances existing work on coastal change and associated vulnerability in three ways. One, it implements a regional, analytical approach that moves beyond case study-oriented work and facilitates community analyses in a comparative context. Two, the typology provides an integrated assessment of vulnerability that considers economic vulnerability to coastal erosion, which is a contextual variable that compounds or helps mitigate vulnerability. Three, the typology facilitates community comparisons over time, which is important to identifying drivers of change in Great Lakes coastal communities over time and community efforts to mitigate and adapt to these hazards.

Coastal hazards are of increasing concern to many of Alaska’s rural communities, yet quantitative assessments remain absent over much of the coast. To demonstrate how to fill this critical information gap, an erosion and flood analysis was conducted for Goodnews Bay using an assortment of datasets that are commonly available to Alaska coastal communities. Measurements made from orthorectified aerial imagery from 1957 to 2016 show the shoreline eroded 0 to 15.6 m at a rate that posed no immediate risk to current infrastructure. Storm surge flood risk was assessed using a combination of written accounts, photographs of storm impacts, GNSS measurements, hindcast weather models, and a digital surface model. Eight past storms caused minor to major flooding. Wave impact hour calculations showed that the record storm in 2011 doubled the typical annual wave impact hours. Areas at risk of erosion and flooding in Goodnews Bay were identified using publicly available datasets common to Alaska coastal communities; this work demonstrates that the data and tools exist to perform quantitative analyses of coastal hazards across Alaska.

As coastal communities around the globe contend with the impacts of climate change including coastal hazards such as sea level rise and more frequent coastal storms, educating stakeholders and the general public has become essential in order to adapt to and mitigate these risks. Communicating SLR and other coastal risks is not a simple task. First, SLR is a phenomenon that is abstract as it is physically distant from many people; second, the rise of the sea is a slow and temporally distant process which makes this issue psychologically distant from our everyday life. Virtual reality (VR) simulations may offer a way to overcome some of these challenges, enabling users to learn key principles related to climate change and coastal risks in an immersive, interactive, and safe learning environment. This article first presents the literature on environmental issues communication and engagement; second, it introduces VR technology evolution and expands the discussion on VR application for environmental literacy. We then provide an account of how three coastal communities have used VR experiences developed by multidisciplinary teams—including residents—to support communication and community outreach focused on SLR and discuss their implications.

Indonesia, as one of the biggest archipelago countries and Mega Biodiversity that has rich, various, and potential marine resources has succeeded in attracting domestic fisheries and foreign fisheries to commit Illegal, Unreported and Unregulated Fishing (IUU Fishing) practices. This research aims to understand the phenomenon of Illegal, Unreported and Unregulated Fishing in Indonesia and to understand the consequences of IUU Fishing practices to the coastal community and the maritime security state actors. This research finds that IUU Fishing practices have significant and negative impact towards Coastal communities on Economic, Environmental, and Social aspect. Furthermore, IUU Fishing practices has also significant and negative impact on the integrity of Maritime Security State Actors in protecting Indonesian waters.

<p>New Zealand’s coastline is rapidly receding. The increased threat of rising sea levels continues to erode the shore line causing extensive and irreparable damage to thousands of coastal properties, often dismantling communities and the kiwi dream of living near the ocean. With global temperatures continuing to rise, all of our coastal communities are at risk. The current measure of response to this issue is through managed retreat, the removal and relocation of all ‘at risk’ buildings in coastal hazard zones. While this approach is successful in preserving the physical structures, it remains an undesirable solution that forces homeowners to abandon their community and the coastline for the safety of higher ground. The retreat is hampered among debate within the effected regions as the forced detachment of long standing communities often results in the loss of ‘sense of place’ that living within a coastal community enables.  This thesis proposes that Haumoana in Hawkes Bay offers the fitting location to introduce an alternative coastal community model that actively responds to the impending hazards whilst retaining the societal poetics. Situated just south of the nearby communities of Te Awanga and Haumoana, two of the most at-risk coastal regions in New Zealand that are currently facing the prospect of dismantlement. The site was specifically chosen due to the fact that erosion is predicted to diminish half its usable land over the next century, this thesis will investigate the potential risks to the respective coastline, the role that this would play in an adaptive community, and the possible design options that can respond and enhance a future sustainable landscape.  This thesis argues that a coastal community can be designed to actively adapt and respond to the threat of erosion rather than being dismantled through retreat; that by adopting design principles that protect the land on which they are placed, the coastal hazards of the region can be lessened; and that an adaptive community model can be achieved whilst retaining the ‘sense of place’ that coastal community’s exhibit.  The thesis proposes that this can be achieved by incorporating and reinforcing natural features of the coast into the architectural design at various scales; accommodating for, and adapting to the imminent threat of erosion; and by invoking principles of sustainable design in company with adaptive planning and resilient design, thereby pushing the standards of coastal planning beyond typical practice.</p>

This article attempts to analyze the coastal community empowerment strategy of PT. Antam (Persero) Tbk UBPN Sultra’s CSR program. A company which engages in the mining industry should be aware of the impact caused by its activity. 53% of people living in coastal areas, especially for fisherman communities seen their icome decreased. This research used qualitative descriptive approach to examine the company, local government, yayasanbahari, and coastal communities beneficiaries as its unit analysis while also using data collection techniques such as interviews, observation, and documentation to filter the appropriate data. The sustainable economy-based coastal community empowerment program has been carried out since 2017 in 3 (three) villages in Pomalaa District, Kolaka Regency, Southeast Sulawesi. The findings of this research are: a) there is social jealousy between groups of fisherman due to difference in ethnical identities of Bugis, Bajo, and Makassar tribes. This conflict is known as primordial conflict and can be reduced by the creation of trust via interaction between YayasanBahari and coastal communities; b) there is class conflict between the boss and labor fisherman. The interaction between the two is known as the patron-client relationship that has lasted for a long time and has prevent the coastal communities to become self-sustaining.

This chapter begins by exploring the conflicts over Southern California's beaches and coastal areas and then turns to efforts to protect the San Francisco Bay and the entire Pacific coast. In addition to its aesthetic value and opportunities for recreation, the coast is a major economic resource. It enhances the value of property located on or near it, and the coastal area also contains substantial deposits of oil. Precisely because the coast is a scarce and valuable resource with so many competing uses, protecting it, like the coastal redwoods, has been highly contentious. On one important dimension, the dynamics of two of the important cases described in this chapter depart from the book's explanatory framework. The campaigns to establish the Bay Conservation and Development Commission, the world's first coastal protection agency, as well as the more sweeping California Coastal Commission, received no business support. In both cases, the interests of business were not divided. Rather, their creation was made possible by extensive citizen mobilization, an outcome that reveals the important role played by public support for environmental protection in California beginning in the middle of the twentieth century.

From the outset, the book’s chief policy question has resolved around the problem of how to manage. As this was addressed in the preceding chapters, a new question arises: what are the implications for policies governing the meeting of the twofold management goal of restoring ecosystems while maintaining service reliability? This chapter provides our answer to that question by means of a new case study. It sums up the book’s argument and recasts ecosystem management and policy for ecologists, engineers, and other stakeholders. The best way to draw out the policy-relevant ramifications of our framework and the preceding management insights is to apply them to a different ecosystem. The case-study approach has served us well in contextualizing management recommendations without, we believe, compromising their more general application to ecosystem management. Our analysis of the major land-use planning controversy in the Netherlands underscores the wider applicability of this book’s arguments for both management and policy. What follows is put more briefly because it builds on the analysis of and recommendations for the Columbia River Basin, San Francisco Bay-Delta, and the Everglades. Why the Netherlands? There are human-dominated ecosystems substantially different from those found in the United States, many of which are more densely populated. They have nothing remotely like “wilderness,” but instead long histories of constructing and managing “nature.” The Netherlands is one such landscape. Not only is the landscape different, it is also important to note that the context for ecosystem management is set by different political, social, and cultural values. Sustainability is a much more dominant value in the European context than currently in the United States. Case-by-case management, while also appropriate for zones of conflict outside the United States, now has to deal with the fact that there is a tension between its call for case-specific indicators and the use of more general sustainability indicators in Europe. In die Netherlands, for example, sustainable housing projects are designed and assessed not only in terms of specific indicators but also in light of the “factor 20 increase in environmental efficiency” needed to achieve sustainability.
