Purpose – The purpose of this paper is to discuss the current state of provision for homeless people in Prague. Design/methodology/approach – This is primarily a narrative account, though supported by and referenced with contemporary Czech social policy scholarship. It first traces the roots of the current situation through the history of the Czech legal framework for citizenship; the effects of communist-era ideology, when homelessness was simply hidden; and the post-communist (new-era) economic and political climate. The range of existing services is then described and analysed with respect to the difficulties in the demands posed for people in this situation. Findings – The paper outlines the current approach with outreach (“terrain”), engagement (“threshold”) and “accommodation” (support and rehab) services; and the challenges in transition from one to the next. Many systemic barriers remain for the re-integration of homeless people, stemming from attitudes within the community and amongst professionals, as much as a sheer lack of resources, or the psychological and emotional difficulties of the homeless themselves. Originality/value – There are few papers published internationally on homelessness in the new EU states. The similarity in the structure of services to what are sometimes called “staircase models” may therefore be instructive.

For more than twenty years, the Institute of Slavic Studies of the Russian Academy of Sciences celebrates the Day of Slavic Writing and Culture with a traditional scholarly conference.”. Since 2014, it has been held in the young scholars’ format. In 2019, participants from Moscow, St. Petersburg, Kazan, Togliatti, Tyumen, Yekaterinburg, and Rostov-on-Don, as well as Slovakia, the Czech Republic, Hungary, and Romania continued this tradition. A wide range of problems related to the history of the Slavic peoples from the Middle Ages to the present time in the national, regional and international context were discussed again. Participants talked about the typology of Slavic languages and dialects, linguo-geography, socio- and ethnolinguistics, analyzed formation, development, current state, and prospects of Slavic literatures, etc.

This paper deals with education in security issues. The aim of this work is to examine and evaluate the current approach to education of future educators in the field of security issues at selected universities in the Czech Republic. The primary method of research was a survey through questionnaires, where information was collected at selected universities. The evaluation is performed using SWOT analysis. The fragmentation and inconsistency of the approach of individual universities is evident from the results of the survey. New knowledge, which is based on the research, is the identification of the current state of training of future teachers in the field of security. The result of the survey is used by an expert group of the Ministry of the Interior and the Ministry of Education, Youth and Sports of the Czech Republic as input information for the development of minimum standards for pedagogical universities.

The purpose of the article is to summarize the views on the current state of internal audit in Ukraine and identify general promising areas for its development. The evolution, current state and prospects of internal audit development in Ukraine are revealed. The history of internal audit is covered, the stages of development of internal audit in the world and in Ukraine are considered. It is determined that the development of internal audit in Ukraine takes place with the adoption of relevant legislation governing its implementation in a particular area. The current state of internal audit in Ukraine is characterized, the current legal framework for internal audit is analyzed. The level of legislative regulation of internal audit of enterprises of various spheres of activity is revealed. It was found that the establishment of an internal audit function at the legislative level is not mandatory for the private sector, while such companies have all the necessary legal framework that can be used in the process of implementing and conducting internal audit. Views on modern problematic aspects of internal audit development in Ukraine are generalized. It is determined that the most acute issues hindering the implementation of internal audit in enterprises are the lack of methodological and organizational support for internal audit, the low level of development of corporate governance culture, as well as the lack of qualified internal auditors. The actual directions of further improvement of the process of introduction of internal audit in the practice of domestic enterprises are formulated. The necessity of further improvement of normative-legal provision of internal audit regulation, development of methodical recommendations on organizational-technological schemes and procedures of internal audit and improvement of the system of professional training of specialists in internal audit is substantiated. It is concluded that the development of internal audit in Ukraine at the present stage is due to the need to understand internal audit as a potential tool to improve the efficiency of the enterprise, as well as the existing regulatory requirements. Prospects for the development of internal audit in Ukraine must have all the prerequisites to meet modern global trends.

Purpose This study aims to explore the question of whether or not librarians can ethically remain politically neutral in the wake of the 45th administration. The authors take a critical look at the American Library Association’s Code of Ethics, as well as the concept of vocational awe, and recommend challenging the “sacredness” of neutrality as a core tenet of the profession. Additionally, the authors describe the history of white privilege within libraries and argue that it is time to actively fight white supremacy and disavow the profession’s history of replicating racist social structures. Design/methodology/approach This study is a researched think piece designed to encourage critical thought about long-held idealistic beliefs in the profession. Findings This study suggests that despite the profession’s history of outwardly valuing “neutrality,” libraries are not and have never been neutral. Libraries have chosen, time and again, to value white privilege and a white frame of reference to the detriment of librarians and patrons of color. Because many librarians also see the profession as upholding “sacred” ideals like neutrality, we fall into the trap of being unable to criticize our own profession and practices and, therefore, are unable to make much needed changes. Research limitations/implications This study is based on the opinions of the authors and on the opinions of authors they have cited. It contains no original quantitative or qualitative research. Originality/value This study challenges the long-held assumptions that the profession has taken for granted over the past century. The authors argue that it is good and necessary to question the Code of Ethics, vocational awe and neutrality with the goal of improving the profession in light of the current cultural and political climate.

Purpose This paper aims to examine the automotive industry and how it ripe for disruption. By examining the current state of the industry and how technology will shape the future of the car, this paper outlines why the automotive industry is ready to be disrupted and provides insights as to whom the major players may be in the future and why. Design/methodology/approach This paper uses examples from companies and the media to identify how the automotive industry is ready to be disrupted. Findings This paper identifies that the automotive industry is ready to be disrupted. With Tesla having secured over 400,000 pre-orders for its new Model 3 sedan, there is a movement that will pave the way to a new era of the automobile. Practical implications This paper demonstrates that a new way of thinking is needed for top managers at traditional automakers. In this paper, a new way of thinking about the future of the car is presented. Originality/value This paper takes a new perspective on what the future of the automobile may resemble and the companies that will likely be involved as a result of the disruption in the industry.

The regulatory and legal framework in the field of education includes multifaceted social relations that affect various areas of interaction within the medical education system. The history of the development of medical education in Russia goes back several centuries and largely determines modern approaches to its implementation. Within the framework of the implementation of the laws of the new era, the active formation and development of the medical education system is underway. At the same time, the transformation of the regulatory landscape of the medical specialist's activity indicates the state's interest in the development of the industry and the improvement of personnel policy in the healthcare sector.

Purpose International investment law has become a powerful tool of global economic governance. With its global network of international investment treaties and effective arbitration mechanism, it has made an extraordinary leap from a relatively niche and underrated area of international law to one of the most prominent legal regimes. This paper aims to illustrate how the evolutionary trajectories of globalization and international investment law have been intertwined. Design/methodology/approach This paper follows the historical unfolding of international investment law against the background of the globalization phenomenon, tracing the history of globalization processes since the expansion of European interests and export of capital and the onset of the international investment legal framework. Findings The evolution of globalization and international investment law has always been intertwined and co-dependent, experiencing similar phases of acceleration, transformation, adjustment and progress. This paper finds that the current era of globalization is characterized by an increasing complexity and diversity of transnational interests and global connections; this is also true for international investment law, which is undergoing changes aimed at including wider contexts and interests in international investment relations. Originality/value The analysis contributes to a more holistic understanding of the interdependence of these two phenomena, helping to explain how international investment law has become such a powerful, globally recognized and applied legal regime.

✓ Ivan Petrovich Pavlov and Harvey William Cushing were two of the most prominent neuroscientists of the early 20th century. Their contributions helped advance the understanding of the brain and its disorders, and propelled neuroscience into a new era of research and treatment. Although separated geographically and culturally, Pavlov and Cushing exchanged letters and followed one another's careers from afar. They met only a few times, during international scientific gatherings in the US and abroad. These encounters were captured in journal entries, letters, and photographs, and provide a glimpse into the lives of these two great men and the history of neuroscience at the turn of the last century.


Significance The delay was a result of long and very complicated negotiations, firstly between Tshisekedi and former President Joseph Kabila, who had agreed to form a coalition government, but also within the two camps, which both suffer from serious problems of internal cohesion. Impacts Congo has a history of parallel structures subverting weak governments; a cabinet with so many junior members may struggle to impose itself. Tshisekedi promised free education in 2019; with the school year about to start, breaking this promise could quickly cost him much goodwill. The exclusion of so many ambitious figures may sow resentments in those with real capacity to undercut policy or sour the political climate.

Purpose The purpose of this paper is to analyse the roles of accounting within state-based agencies which interpreted the ideal of protection for the Aboriginal population as principally about the removal of children from the Aboriginal communities to institutions of training and places of forced indenture under government-negotiated labour contracts. Design/methodology/approach The study uses the original archival records of the New South Wales Aborigines Protection and Welfare Boards (1883-1950) to highlight the link between pastoral notions of moral betterment and the use of accounting technologies to organise and implement the “apprenticeship” programmes. Findings The analysis reveals that accounting practices and information were integral to the ability of the state to intervene and organise this domain of action and, together with a legal framework, to make the forced removal of Aboriginal children possible. Social implications The mentalities and practices of assimilation analysed in the paper are not unique to the era of “protection”. The study provides a history of the present that evokes the antecedents to recent welfare policy changes, which encompass a political rationality directed at the normalisation of the economic and social behaviours of both indigenous and non-indigenous welfare recipients. Originality/value The paper provides an historical example of how the state enlisted accounting and legal technologies to construct a crisis of “neglect” and to intervene to protect and assimilate the Aboriginal children.
