AbstractThe Danish cartoon crisis was resurrected in Spring 2008 when the Mohammed cartoons were reprinted as an expression of solidarity following the revelation that definite death threats had been made to one of the cartoonists. During both crises the Danish government stuck to the principle of transparency and stood its ground, almost to excess, or so some thought. But the government's stance has possibly paid off, at least in the long run. A crisis situation is an inappropriate moment for a country to start a polemical discussion with its 'opposite number'. But as soon as things have quietened down, reconstruction work must take place. To stick one's head in the sand during this second phase is dangerous for a country's reputation. This article argues that the answer to this dilemma is to concentrate your counter-attack on the 'disputable area'. And the best method is to invite a meaningful dialogue.

THE ROLE OF LOCAL PUBLIC ADMINISTRATION IN PREPARING THE POPULATION TO SURVIVE IN CRISIS SITUATIONSThe aim of the article is to define the scope of activities of local public administration in preparing the population to survive in crisis situations. The research included an analysis of the provisions concerning the crisis situation, which are expressed in the Act on Crisis Management and the Act on Press Law. The research was conducted using the analytical and dogmatic method. The research has shown that activities of the local authorities cover information and ensure survival of the population. These activities are interrelated and can be distinguished as direct and indirect. Every person can take action in order to survive in the time of the crisis situation, taking into account the activities of the local authorities.

According to the authors of the article, the creation of a specific structure for anti-crisis management should depend on the volume of activity and size of the enterprise, as well as the phases of the crisis: light, deep, catastrophe. As a result of this study, the authors found that the issues of organization planning of the company's anti-crisis management services and the mechanism for its functional provision remain insufficiently investigated today. The principles considered by the authors on the proposed introduction to the anti-crisis management service argue that it should always be ready to overcome the crisis or critical pre-crisis situation that may arise due to a conflict of interests of the owners of enterprises in the market and the influence of factors of the internal and external environment.

The issues related to crisis management can be considered taking a multidimensional perspective. It is a set of various actions, which play the fundamental role in eliminating threats and counteracting them when they result in crisis situations. Crisis management can also be treated as a system designed to ensure the consistent and transparent functioning of numerous elements and institutions, often forming complex systems and subsystems that interact between each other to achieve the basic objective of protecting the population. Crisis management is understood as a response to a crisis situation characterized by strictly defined parameters, which provide the basis for devising relevant activities. This approach is adopted in the response phase of crisis management.

Purpose. The aim of the article is construction of a conceptual approach to the assessment of anti-crisis management of regional development in crisis situations. Methodology of research. Empirical methods are used to establish and identify the components of anti-crisis management of regional development in the study. Their use has identified problems that have a negative impact on regional development, and generalized the formation of appropriate tools for assessing the impact on the social and economic status of the region and its businesses in order to overcome existing shortcomings. The study used the method of abstraction and generalization, which allowed the formulation of effective strategies for the development of the region in a crisis situation. Findings. A conceptual approach to anti-crisis management of regional development has been formed, which will make it possible to carry out adequate anti-crisis measures and assess the crisis situation in the region in order to select an effective regional development strategy. The components of anti-crisis management are determined and its mechanisms are identified, guided by which it is possible to solve problems and overcome crisis challenges. Originality. The concept of modernization of the anti-crisis management system of regional development with the identification of mechanisms and directions of anti-crisis policy, as well as the identification of relationships between them to ensure a full social and economic and creative direction of this system to overcome crisis phenomena and processes. The interpretation of the concepts of “challenge” and “regional challenge” has been further developed. Practical value. Comprehensive monitoring of the proposed components of crisis management of regional development will identify the crisis situation and choose an effective strategy for the development of the region in the long term. This study examined how corporate apologies influence cognitive and affective public responses (public anger, negative impression, distrust) during an aviation crisis. A total of 192 participants were exposed to one of the two types of causal attribution (internal vs. external) and one of the two types of corporate apology (responsibility-oriented vs. sympathy-oriented). This study found that a responsibility-oriented apology significantly more reduced public anger, negative impression, and distrust of an airline company than a sympathy-oriented apology in an internal/controllable crisis situation. Theoretical and practical implications as well as directions for future research are discussed.

‘The critical component in crisis management is communication’, but somehow the vague concept of ‘communication‘ is always cited as a problem in in-crisis situations. Furthermore, available corporate communication literature mainly focuses on pre- and post-crisis reputational communication, relying only on following lists or a linear one-way push of information for the in-crisis stages. The exploratory method of reflective or interpretive action research of a hazardous material emergency desk-top simulation exercise was used to examine (1) what is meant by the term communication in the in-crisis situation, and (2) the contribution that corporate communication and the corporate communication practitioner can make during an in-crisis situation. This study found that there is confusion regarding the term communication, but even more, that each person involved also interpreted the term slightly differently, which could easily lead to confusion and/or the creation of an unclear common operating picture. The extent of the contribution that the corporate communication practitioner, as conduit of the corporate communication discipline, can make is also discussed. This paper comes to the conclusion that the contribution of corporate communication to the in-crisis situation will greatly add to the successful clearing up of an emergency situation.

Numerous branches of industry, involving the textile and clothing sector, are subjected to various negative trends of the COVID-19 pandemic period and other crises. Crisis management in a systematic manner within a company represents one of the possible replies aiming at reducing the adverse effects of these events. The analysis of companies' experiences in encountering such an unwanted event shows that good communication facilitates crisis management. The main goal of this paper is to consider the role of public relations in the crisis management. The first part of this paper considers different forms of crisis that every production company has to take into account. The middle part of the paper focuses on the crisis management process, and, also, analyzes possible communication strategies. In the final part of the paper, attention is paid to the recent experiences in terms of crisis communication management in well-known companies.

The growing "chaotic" potential of modern crises, such as the crisis caused by the COVID-19 pandemic, imposes an urgent need to review the existing and find more flexible methodological tools, in order to strengthen preparedness and timely response to the crisis. By analyzing various aspects of managing the current crisis situation, it is suggested that the application of different methods of mathematical-operational research would result in potentially new and significant insights into this complex problem situation. The paper, therefore, seeks to point out the implications of formal security theories and different theoretical models of resilience on COVID-19 crisis management. First, the application of deterministic chaos theory as a tool for early warning and, thus, avoiding strategic surprises is suggested. In that way, the threatening "chaotic" potential of the risks that could be seen would be recognized. Furthermore, predictive models, as a "part" of the apparatus of certain versions of game theory, can contribute to more optimal strategic decision-making, in terms of making decisions that would maximize the "usefulness" of the outcome of the actors themselves (primarily towards "nature"), i.e. minimize inevitable negative side effects. Finally, the potential of the application of various multivariate techniques for making the most valid decisions at the tactical and operational level is pointed out. Finally, models of resilience are presented, each of which has the potential to analyze the impact of certain aspects of managing the current crisis situation.
